VI. RATIONALE :

The efficiency of the LGUs in the delivery of basic social services plays a vital
role in the effective implementation of the programs and projects in the local
government unit. The different issues and concerns greatly affect the lives of every
citizen in the LGU. Thus, these should be addressed through set of competencies
and institutional arrangements that may include mainstreaming of systems and
structure, improvement of processes, introduction of new technologies, actual
immersion to best practices to acquire skills and knowledge for replication and
formulation of various plans.

Pursuant to DILG MC 2019-114 clearly situate the ELA in light of recent


planning considerations and policies governing the preparation of mandated plans. It
also provide guidance in the conduct of the Newly Elected Officials (NEO) Program.
In the absence of a CDP, some LGUs use the ELA as basis for investment
programming and budgeting. While the ELA represents converging priorities of both
the executive and legislative departments agreed to be carried out within their term
of office, it should, however, be emphasized that such priorities should come from
the LGU vision and the development goals, objectives and strategies of the LGUs as
embodied in the CDP that considered an analysis of the LGU situation.

Anent with the CDP and ELA, Capacity Development Program should be
executed through the Capacity Development Agenda (CapDev Agenda). This
program serves as one of the implementation instruments of the CDP and ELA by
outlining capacity building interventions, drawing the capacity development

strategies and rationalizing the capacity building efforts of the LGU. Through the
CapDev Agenda, individuals and organizations in the LGU will be able to strengthen
and maintain capabilities to achieve their own development objectives.

Hence, this activity design.

VII. OBJECTIVES:

Generally, at the end of the activity, the participants will comprehensively


produce the CDP ELA based on the prescribed guidelines provided by the
Department of the Interior and Local Government (DILG) or the Local Government
Academy (LGA).

Specifically, at the end of the orientation-workshop, the participant will be able


to:

1. Deeply understand the planning process in the preparation and creation of


CDP-ELA;
2. Identify LGU priority needs and determine appropriate interventions;
3. Revisit the Comprehensive Development Plan that is;
a. Anchored on the LGUs vision, mission and priority development goals,
b. Attuned to current realities and developments,
c. Aligned to the performance improvement objectives and priority thrust of
the LGU

4. Entirely grasp principles and concepts of the synchronization and


harmonization of Local Planning, Investment Programming, Revenue
Administration, Budgeting and Expenditure Management.

VIII. METHODOLOGY

The formulation of ELA should initially emanate from the CDP Process,
using the Guidelines on CDP Preparation and the CDP Illustrative Guide. This
should be led by the MPDC with the Planning Team as participants. From the
Vision Reality Gap Analysis (based on the CDP Process), the Goals, Objectives
and Strategies that will address the identified gaps are derived.

Though the MLGOO is a member of the Planning Team, he/she is


expected to assist and coordinate with the MPDC and co-facilitate the formulation
of the ELA.

XIII. MONITORING AND EVALUATION

A copy of the completed Executive-Legislative Agenda will be submitted to the


Sangguniang Bayan within fifteen (15) working days from after the workshop for
approval. Copy of the approved ELA and the SB Resolution of approval will be
submitted to DILG-Provincial Official within five (5) working days from SB Approval.

A terminal report of the activity as well as copy of the comprehensive


Development Plan - Executive Legislative Agenda will be submitted to the DILG
