THE VALUES OF AN ARCHITECT
● The Architect creates man’s environment through
his awareness and sensitive handling of spaces that
fit the scale of human experience. The resulting
quality of the form-envelope manifested as a
structure or building gives rise to man’s appreciation
of beauty and order in his physical world.

● The Architect’s deliberation determine how people
will be placed in relationship one to another, how
whole societies will work, play, eat, sleep, recreate,
travel, worship, or in short how people will live in
consonance with their culture and national
aspirations.

❑ The Architect's services extend over the


entire range of activities that proceed from
the time the idea is conceived, transformed
into sets of space/ design requirements,
translated into structure through design,
built, used and become a permanent feature
of the man-made environment.

❑ The Architect's services consist of the


necessary :
❑ conferences, deliberations, discussions,
evaluations, investigations, consultations, advice
on matters affecting the scientific, aesthetic and
orderly coordination of all the processes of
safeguarding life, health, and property which enter
into the production of different levels and
sophistication of man-made structures and
environment.

❑ A complete and detailed documentation of


construction or erection drawings is prepared
consisting of the architectural plans, the structural
plans, the electrical plans, the plumbing/sanitary
plans, the mechanical/air-conditioning plans, the
civil work plans, the technical specifications and the
other bid documents.

❑ Aside from these, the Architect can prepare the


post construction management documents, the
operating manual, the maintenance manual and
other forms of written and graphical
documentations necessary for the effective and

Laws and References Governing

Architectural Documents
A. REPUBLIC ACT 9266 : THE ARCHITECTURE ACT OF 2004

❑ RA 9266 or the Architecture Act of 2004, is an


act providing for a more responsive and
comprehensive regulation for the registration,
licensing and practice of architecture, repealing
for the purpose Republic Act No. 545, as
amended, otherwise known as "an act to
regulate the practice of architecture in the
Philippines," and for other purposes.
B. REPUBLIC ACT 1581

❑ Architects and engineers terms allowed on firm


and partnerships.

❑ Also known as the “An Act to Regulate the


Practice of Architecture in the Philippines”
C. REPUBLIC ACT 545 : The Practice of Architecture

❑ Also known as the “An Act to Regulate the


Practice of Architecture in the Philippines” in
which separates the statutes of the
Architecture from engineering.

E. Laws on Preparation of Architectural Documents
❑ R.A. No. 9266 (The Architecture Act of 2004) & its 2004 IRR -
(governing the practice of the regulated profession of architecture
and architectural interiors, as implemented by the PRC and the
Professional Regulatory Board of Architecture/PRBoA);

❑ P.D. No. 1096 (The 1977 National Building Code of the


Philippines/ NBCP) & its 2004 Revised IRR - governing the
minimum site planning, architectural and architectural interior
standards to be satisfied in the architectural, engineering and
allied planning and design of buildings(structures for human
habitation), as implemented by the DPWH through the LGU
Offices of Building Officials/ OBOs); the 2004 Revised IRR is in
full effect.
E. Laws on Preparation of Architectural Documents

❑ R.A. No. 9514 & its 2009 IRR - (Fire Code of the
Philippines, as implemented by the DILG thru the
LGU Fire Marshals);

❑ B.P. No. 344 & its IRR (Law on Accessibility for


Disabled Persons) - as implemented by various
agencies. (Assign class to download a copy of
Amended IRR of BP344)
F. Republic Act 386 :Civil Code of the Philippines (1949)
❑ Art. 1723:

“ The engineer or architect who drew up the plans and specifications for a
building is liable for damages if within fifteen years (15) from the
completion of the structure, the same should collapse by reason of a
defect in those plans and specifications, or due to the defects in the ground.
The contractor is likewise responsible for the damages if the edifice falls,
within the same period, on account of defects in the construction or the use
of materials of inferior quality furnished by him, or due to any violation of the
terms of the contract. If the engineer or architect supervises the
construction, he shall be solidarily liable with the contractor. “
F. Republic Act 386 :Civil Code of the Philippines (1949)

❑ Acceptance of the building, after completion, does not


imply waiver of any of the cause of action by reason of
any defect mentioned in the preceding paragraph.

❑ The action must be brought within ten years following


the collapse of the building.
What are Architectural
Documents?
ARCHITECTURAL DOCUMENTS
❑ Per RA 9266 Section 3 (18), it pertains to architectural drawings,
specifications, and other outputs of an Architect that only an Architect can
sign and seal consisting, among others, of vicinity maps, site
development plans, architectural program, perspective drawings,
architectural floor plans, elevations, sections, ceiling plans, schedules,
detailed drawings, technical specifications and cost estimates, and other
instruments of service in any form.

❑ Generally, architectural documents include architectural research


documents and reports and architectural and space programs which are
the sole bases for the architectural plans ,the architectural designs,
architectural specifications and estimates, architectural tender/ bid
documents and periodic construction supervision reports for both
building and site development projects.

management ,Timeline and deadline management, and
Staffing (including the construction manager)

● Responsible for the practical management and planning of


every stage of a construction project.

● The responsibilities of CM also includes the function of


Construction Supervision Group (CSG) :

● Is directly and professionally responsible and liable for the
construction supervision of the project.
