FOREWORD

1 This specification has been prepared by the Design Department of NTDC,

PEPCO/WAPDA, Pakistan.

2 This specification is intended for the procurement of material and does not include all the
necessary provisions of a contract.

3 The specification P-171 was first written for 220kV circuit breakers in 1973 at the time of
issuing tenders for 220kV grid station Burhan. This edition was in the form of a chapter
included in the main volume of specifications for the sub station equipment. This included
air blast as well as minimum oil circuit breakers. In 1983, this chapter was reviewed and
rewritten in the form of standard specifications and included the sulphur hexafluoride (SF6)
gas circuit breakers only, where as air blast and minimum oil circuit breakers were deleted.

Now, the specification P-171 has been reviewed, updated and rewritten to include 500kV
SF6 gas circuit breakers in addition to 220kV circuit breakers.

circuit breakers, cancels and replaces all the previous editions of specification P-171: 83.

1 SCOPE

1.1 This specification is applicable to the 500kV and 220kV alternating current (AC) circuit
breakers having sulphur hexafluoride (SF6 gas) arc interruption and insulation medium, for

outdoor installation and operation at three-phase 50 Hz solidly grounded system.

1.2 This specification is also applicable to the operating mechanisms / operating devices and

control and auxiliary equipment of these circuit breakers. The motor spring charged and/or
hydraulic oil pressure operated type operating mechanisms have standardized for use with
the 500kV and 220kV circuit breakers.

2 NORMATIVE REFERENCES

2.1 This specification is mainly based on the guidelines given in IEC Publication 62271-100
for "high voltage alternating current circuit breakers", IEC Publication 60694 for “common

specifications for high voltage switchgear and control gear standards” and other standards
which have been made references in these IEC publications.

2.2 In case the requirements laid down here in this specification differ from those given in the
IEC Publications in any particular case, the circuit breaker shall comply with the
requirements laid down here in this specification, in regard to that particular item.

2.3 The definitions given in the IEC Publications shall apply here in this specification.

3 SERVICE CONDITIONS

The circuit breakers, including its operating mechanisms, control and auxiliary equipment
and accessories which form an integral part of them shall be suitable for use and
satisfactory operation in accordance with their rated characteristics under the following
service conditions.

3.1 Atmospheric Condition

It may be assumed that the air is not normally heavily polluted by dust, smoke, corrosive
gases, vapors or salt. However, at certain times of the year severe dust storms may be
experienced.

3.2 Ambient Temperature

Maximum +50oC

3.3 Relative humidity

The relative humidity may range from 0 to 100 %. The maximum value of the ambient

temperature and humidity however do not occur simultaneously. During the monsoons in
summer season high humidity may persist for many days at a time along with temperatures
ranging from 30oC to 40oC.

3.4 Altitude

The circuit breakers shall be suitable for installation up to 1000 meters above sea level.

3.5 Wind load

The maximum wind load shall be taken as 122 kg/sq. m (corresponding to wind speed of
44.2 m/s.

3.6 Vibrations

Vibrations due to causes external to the switchgear and control gear such as due to
earthquakes are likely to occur up to the level 0.3 to 0.5 g (ground acceleration-horizontal).

3.7 Ice coating


Fo

Ice coating thickness may be up to 10mm.

3.8 Solar radiation

Solar radiation up to a level of 1000 W/m2 (on a clear day at noon) should be considered.
3.9 Induced electromagnetic disturbances

Induced electromagnetic disturbances at interfaces of the secondary system as a result of


switching in the high-voltage system do not exceed a peak value of 1.6 kV common mode
for normal EMC severity class and a peak value of 0.8 kV common mode for reduced EMC
severity class.

3.10 Condensation

Account should be taken of the presence of condensation or precipitation.

4 RATINGS

The characteristics of the circuit breakers, including their operating devices/mechanisms,


control and auxiliary equipment, that shall be used to determine their ratings are the

which the system is specified and to which certain operating characteristics are referred.
Nominal voltage is the same as that the nominal system voltage.

4.1 The circuit breaker shall be capable of carrying continuously the rated normal current under
specified conditions of use and behavior without any deterioration and with a temperature

rise not exceeding the values specified in Table-3 of IEC Publication 60694 and as
reproduced hereunder in sub-clause 4.2, table-1 with modified format.

4.2 Temperature rise

The temperature rise of the various parts of the circuit breaker and auxiliary and control
equipment (main and arcing contacts, bolted or equivalent connections, terminals,
continuously and short-duration energized coils, materials used as insulation, accessible
parts expected to be touched or not touched in normal service, etc.) shall not exceed the
values specified in Table-3 of IEC Publication 60694, as reproduced hereunder in table-1
with modified format to suit the requirements of SF6 gas circuit breakers. The reference
ambient temperature shall be taken as 50oC.

4.2.1 Particular points of table-1

The following points are referred to in table-1 and complete it.

Point 1; According to its function, the same part may belong to several categories as listed

in table-1. In this case the permissible maximum values of temperature and temperature rise
to be considered are the lowest among the relevant categories.

Point 2; Care shall be taken to ensure that no damage is caused to the surrounding
insulating materials. 20
Point 3; When engaging parts have different coatings or one part is of bare material, the
permissible temperatures and temperature rises shall be:-

a) For contacts, those of the surface material having the lowest value permitted in item 1 to
6 of table-1,

b) For connections, those of the surface material having the highest value permitted in item
7 to 12 of table-1.

Point 4; SF6 means pure SF6 or a mixture of SF6 and other oxygen-free gases.

Note 1; Due to the absence of oxygen, a harmonization of the limits of temperature for
different contact and connection parts in the case of SF 6 switchgear appears appropriate. In

accordance with IEC 60943, which gives guidance for the specification of permissible
temperatures, the permissible temperature limits for bare copper and bare copper alloy parts

can be equalized to the values for silver-coated or nickel-coated parts in the case of SF 6
atmospheres.

In the particular case of tin-coated parts, due to fretting corrosion effects (refer to IEC
60943) an increase of the permissible temperatures is not applicable, even under the
oxygen-free conditions of SF6. Therefore the initial values for tin-coated parts are kept.

Note 2; Temperature rises for bare-copper and silver-coated contacts in SF 6 are under
consideration.

Point 5; The quality of the coated contacts shall be such that a continuous layer of coating
material remains in the contact area according to the relevant specifications for each
equipment after the given below tests. Otherwise, the contacts shall be regarded as "bare".

Point 6; When materials other than those given in table 1 are used, their properties shall be
considered, notably in order to determine the maximum permissible temperature rises.

Point 7; The values of temperature and temperature rise are valid even if the conductor
connected to the terminals is bare.

Point 8; The temperature shall not reach a value where the elasticity of the material is
impaired.

Point 9; Classes of insulating materials are those given in IEC 60085.

Point 10; Limited only by the requirement not to cause any damage to surrounding parts.

4.3 The circuit breaker shall be capable of breaking any power from zero to its rated breaking
current at any voltage up to the maximum rated voltage in a predominantly resistive or

inductive circuit. The total break time at all currents less than the rated current shall not
exceed the maximum breaking time. No re-strikes at the main contacts (and at the auxiliary
contacts in the main circuit-if provided) shall be permitted under any operating duty.

4.4 The circuit breaker shall be capable of breaking the no-load currents of the power
transformers. The maximum value of no-load current shall be stated by the manufacturer.

The peak switching over-voltage shall then not exceed 2 times the peak rated voltage to
earth.

4.5 The circuit breaker shall be capable of breaking the charging currents of overhead lines,
cables and capacitor banks up to values indicated above in clause- 4. The peak switching
over-voltage to earth, measured at the breaker terminals, when breaking these current shall

not exceed 2 times the peak rated voltage to earth. No re-strikes at the main contacts shall
be permitted under these conditions.

4.6 The circuit breaker shall be capable of handling short-line fault conditions associated

with line switching in accordance with IEC Publication 62271-100.

4.7 The circuit breaker shall be able to withstand the stresses created by evolving faults, and
shall be able to clear these faults also.

4.8 The circuit breaker shall be suitable for single-shot three-phase as well as single-phase
rapid auto-re-closing. The rated operating duty shall be O-0.3 see-CO-3 min-CO.

4.9 The circuit breaker shall be capable of out-of-phase interruption of current of 25% of the
rated short-circuit current for the voltage across one phase of a value equal to two times
the normal phase voltage.
4.10. Radio interference voltage (RIV) level
The circuit breaker including its operating mechanisms, auxiliary equipment and
accessories which may influence the radio interference voltage such as grading capacitors,
corona rings, HV connectors, etc. shall be so designed and constructed that when fully
equipped and in both closed and opened position, the level of RIV is less than 2500 micro

volts when breakers are tested at 1.1 x Ur / 3 as per sub-clause 6.3 of IEC 60694.

5 DESIGN AND CONSTRUCTION

5.1 General requirements for design and construction

5.1.1 i) The circuit breaker including its operating mechanisms, control and auxiliary equipment
and accessories shall be so designed and constructed to comply with the ratings, operation

requirements and to meet all test requirements laid down herein this specification, and in
accordance with the latest editions of IEC publications as amended up to date.
ii) The design and construction shall include the requirements of insulating and arc

quenching medium, liquids used in operating mechanism, damping devices/dashpots,
earthing , control and auxiliary equipment, operating energies, operating releases, low and

high pressure interlocking devices, nameplates, position indication, degree of protection by
enclosures, creepage distances, gas and vacuum tightness, liquid tightness, flammability,

electromagnetic compatibility, simultaneity of poles during closing and opening, operation,
pressure limits of fluids for operation, dangerous pressure release devices, etc.

iii) The design shall be such that installation, replacement and general maintenance may be
undertaken with a minimum of time and expense. Liberal factor of safety shall be used
throughout the design.

iv)The rated insulation level of all parts of the circuit breaker shall be based upon a pressure

equal to the minimum pressure of SF6 gas required for interruption at rated quantities.

5.1.2 The circuit breaker shall have sulphur hexafluoride (SF6 gas) as arc interruption and
insulation medium with closed pressure system, single pressure puffer type.

5.1.3 The circuit breaker shall be three-pole, outdoor type and complete with operating
mechanisms and necessary control and auxiliary equipment to make a complete operating

unit.

5.1.4 Each pole of the circuit breaker shall be provided with separate and independent self
contained hydraulic oil pressure operating mechanism or motor spring charged operating
rN

mechanism, including types involving composite arrangements of these mechanisms.

5.1.5 Each pole of the circuit breaker shall be furnished as complete unit with SF6 gas

interrupters, support insulators as required, control housing, operating mechanism, with all
control and auxiliary equipment in place, all internal wiring installed and terminated in
operating mechanism housing/enclosure. Piping, mechanical operating linkages, electrical
connections, etc. shall include flexible runs to count for thermal expansion. All items shall
be arranged for convenient inspection and maintenance. Adjustable parts of the circuit
breaker shall be readily accessible with the circuit breakers installed for service.

5.1.6 Each pole of the circuit breaker shall carry necessary means for filling, recovering and
supervision of SF6 gas density/pressure.

5.1.7 Separate and independent operating mechanism shall be arranged in such a way for each
pole so as the failure of one pole to operate will not restrict the operation of other poles.

Operating circuits of all the three operating mechanisms shall be identical and arranged to
be suitable for synchronized three-pole operation. For three-pole operation the poles of the
breaker shall be electrically coupled.

5.1.8 The circuit breaker shall feature single-pole operation and three-pole operation by electrical
control command and shall also feature single-pole trip-free / three-pole trip-free.

5.1.9 The current transformers built into the circuit breaker are not required.

5.1.10 Arc interrupting mechanism shall be designed and fabricated to operate with minimum

possible operating energy with best performance and ample mechanical and electrical
factors of safety in all its parts. These parts shall have a minimum number of assemblies
and easy to be installed/removed for repair or inspection.

5.1.11 Noise level

Maximum noise level of the circuit breaker when operated to close or open the three-poles
simultaneously shall be less than 140 dB at 1 meter horizontal distance at the perimeter of

circuit breaker with cabinet closed.

5.1.12 Porcelain insulators

The porcelain insulators shall conform to IEC standard 60815 and other relevant standards.

In addition;

i) All porcelains shall be of wet process, non-hygroscopic, homogeneous, glazed and free

from cavities and other defects. The shed configuration shall be an alternating type i.e.
short-long shed.

ii) All the porcelain insulator bushings, big or small such as for circuit breaker interrupters

and support columns shall be designed to withstand internal pressure of at least three times
the maximum operating pressure for one minute.

iii) Support insulator columns shall have the same insulation level as of the circuit breaker.

iv) Color of the porcelain shall be chocolate brown.

v) The Porcelain insulators shall have creepage distances as specified in sub-clause 5.1.13,

for operation under the prevailing service conditions. All the porcelain bushings shall be
airtight under pressure and shall have adequate mechanical strength to serve the intended
purpose and be suitable for operation under the prevailing service conditions.

5.1.13 Creepage distances

Certain areas are subject to heavy polluted atmosphere conditions, therefore the extended
creepage distances (25 to 31mm/kV Ur) have standardized for porcelain insulators situated
between phase-to-earth and between terminals of a pole of the circuit breaker. The
minimum nominal creepage distance of porcelain insulators situated between phase and
earth parts shall not be less than the following:

5.1.14 HV terminals

i) Provision shall be made for HV terminal plate connections on either side of the poles of
circuit breaker.

ii) HV terminal plate shall be flat and terminal size in accordance with the approved
drawings.

5.1.15 Support structures

Each-pole of the circuit breaker shall have separate steel supporting structure. Steel
structural supports for the circuit breakers as well as all necessary related steel materials i.e.

mounting bolts, nuts and accessories shall be designed and fabricated in accordance with
the approved design/drawings.

i) Material and workmanship throughout shall be of best quality in accordance with the
accepted modern practices.

ii) The screws and bolts sizes shall comply with ISO Standards for metric system. Bolts or
nuts which need to be loosened or removed for maintenance of the circuit breakers shall be

easily accessible with the ordinary tools and they shall be adequately protected from rusting
or corrosion.

iii) Protection against corrosion shall be ensured by the use of /suitable materials and/or by

galvanizing or the application of suitable protective coatings to the exposed surfaces, taking
into account the intended conditions of use in accordance with the service conditions stated
in clause-3.

iv)All the interior and exterior surfaces, except tanks which shall receive the
manufacturer’s standard treatment, shall be given at least one priming coat and one finish
coat of light colour paint or enamel. Interior of enclosures/compartments shall have a finish
coat of gloss white. All exterior surfaces shall be given not less than 3 coats of paint
consisting of prime and finish enamel, the finish coat shall have high grey colour. The total
dry film thickness of the 3 or more coats of paint shall not be less than 0.09mm, of which
not less than 50% shall be finish enamel.

v) The electrical and mechanical connections shall withstand the stresses imposed by the
circuit-breaker, especially those due to mechanical forces during operations.

5.1.15 Particular requirements for 500 kV circuit breakers

i) The circuit breaker shall not have more than two-breaks per pole.

ii) Pre-insertion resistors: Pre-insertion closing resistors shall be provided in bay circuit
breakers to limit switching surges, or if necessary, to distribute the stress between breaks or
modify the voltage recovery rate. Rating of resistors shall be 400 ohms per pole equally
divided between the breaks. Minimum pre-insertion time shall be 7.5 ms which should be
adjustable to 12 ms. The closing resistor shall have the thermal capability for an out-of-
phase making operation or two times the fault making operations.

iii) Grading capacitors: The voltage across series connected interrupting contacts of circuit
breaker shall be made as nearly equal as economical design permits by shunting

interrupting contacts with suitable capacitors.

iv) The insulation of the breaking contacts and associated resistors, capacitors, used in
shunting the primary arcing contacts of the breaker, shall not be damaged when the

voltages indicated in clause 4 are applied across the breaker and the associated shunting
devices while all contacts are open. 20
v) The circuit breaker shall be capable of switching the shunt reactors. Therefore, it shall
be designed to accommodate the magnetizing currents, voltage transients, which occur
as a result of switching shunt reactors. The shunt reactors of 500kV, 37MVAR or

22MVAR ratings are normally used in NTDC/WAPDA system.

vi) HV terminal plate shall be flat and terminal size in accordance with the approved

drawings. The material of terminal shall be tin-plated or silver-plated copper.

5.1.16 Particular requirements for 220 kV circuit breakers

i) The circuit breaker shall have only one-break per pole.

ii) Grading capacitor and pre-insertion resistors are not required. However the design shall

permit to upgrade the breaker from 40kA to subsequently higher rating.

iii) For safe and easy installation, the circuit breaker shall be designed and constructed as
such that its each pole be factory assembled and delivered as complete one unit i.e.
interrupter, support insulator column and operating mechanism connected with each other

to avoid operating power linkages connections at site.

iv) HV terminal plate shall be flat and terminal size of 125mm x 125mm with thickness of
16mm, with 4 Nos. bolt-holes and/or in accordance with the approved drawings. The
material of terminal shall be tin-plated or silver-plated copper.

5.2 SF6 gas requirements

5.2.1 The tightness characteristics of the closed pressure system for SF6 gas shall be consistent
with a minimum maintenance and inspection philosophy. Well proven and highly reliable
multiple SF6 gas sealing shall be used at all joints.

5.2.2 The relative leakage rate (Frel) of SF6 gas in each pole of the circuit breaker shall be less
than 0.5 % per year under normal specified conditions of operation and also extreme
temperature conditions.

5.2.3 Means shall be provided to enable gas system to be safely replenished whilst the circuit
breaker is in service.

5.2.4 Manufacturer shall specify the required quantity, quality and density of the gas to be used
in circuit breaker and provide necessary instructions for renewing the gas and maintaining
its required quality and quantity. Pressure verses temperature correction curve/table shall

also be included in these instructions.

5.2.5 Gas density monitoring devices with two-level alarms shall be provided. The first level

shall indicate an alarm and the second level shall prevent closing or tripping of circuit
breakers in case the SF6 gas density is too low and shall also give annunciation on control

panel.

5.2.6 SF6 gas density monitor/pressure gauge shall be provided on each pole of the circuit
breaker to indicate the gas density/pressure. Maintenance of the gas monitoring system
shall be generally possible without dismantling the breaker poles and draining the SF6 gas.

5.2.7 Pre-fabricated system of SF6 gas density monitor/pressure gauge on each pole of the circuit
breaker shall be preferred to eliminate the chances of gas leakages due to any improper

fitting work at site.

5.2.7 Gas density in the circuit breaker shall at all time be not less than the insulating density of

SF6.

5.2.8 The breaker design shall prevent liquefaction and condensation of moisture on the

insulating parts of the breaker, operating mechanism and other SF6 accessories.

5.2.9 In order to prevent liquefaction and condensation, the maximum allowable moisture content
within the circuit breaker filled with SF6 gas at rated filling density for insulation (P re) shall

be such that the dew-point is not higher than -5 degree C for a measurement at 20 degree C.
Adequate correction shall be made for measurement at other temperatures.

5.2.10 Parts of the circuit breaker housing SF6 gas shall comply with the requirements laid down in
the relevant IEC standards.

5.2.11 Over-pressure relief device

Each pole of the circuit breaker shall be provided with a pressure relief device at its top for
release of dangerous/over-pressures of SF6 gas to avoid bursting of the porcelain insulators.

5.2.12 New SF6 gas conforming to IEC publication 60637 shall be used.

5.3 Earthing

i) The frame of each pole of circuit breaker shall be provided with two earth terminals, each
having a clamping screw or bolt for connection to an earthing conductor, capable of

accommodating bare stranded copper earth conductor of at least 120 sq. mm cross-section
area or 12 mm diameter. The earth terminals shall be capable of carrying the rated short-
time current of the circuit breaker and shall be distinctly marked with the ‘protective earth’
and symbol of earth.

ii) Steel supporting structures supplied with the circuit breakers shall be provided with two
earth terminal with the same requirements as in above clause-5.3 (i).

iii) The enclosures and cubicles shall be provided with an earth terminal with the same
requirements as in above clause-5.3 (i).

iv) A bare copper, ground-bus bar flat strip design of suitable size (6 x 30 x 100 mm) with
tapped holes and screws shall be provided in side the enclosures and cubicles for earthing
of auxiliary equipment as required.

5.4 Degree of protection by enclosures

i) Degree of protection according to IEC 60529 specified for all enclosures of the circuit

i) A stainless steel or suitable aluminium alloy anodized and non-corrodible name plate of

clause 5.10 of IEC Publication 62271-100 (table 6) and as elaborated hereunder.

ii) As the circuit breaker has three separate poles with independent operating mechanisms,
the nameplate shall be attached to each pole of circuit breaker in addition to one to the
master control cubicle. It shall be visible in the position of normal service and installation
to a person standing on ground.

iv) Coils of the operating devices shall have a reference mark permitting the complete data
to be obtained from the manufacturer.

6 CONTROL AND AUXILIARY EQUIPMENT REQUIREMENTS

i) The basic functional characteristics of the control scheme, auxiliary equipment and

auxiliary circuits for the circuit breaker shall be such as to full fill and comply with the
essential control requirements for the intended application and as included herein.

ii) Where special items of control equipment are used, they shall operate within the limits
rN

specified for supply voltages of auxiliary and control circuits, interrupting and/or insulating
and operating media, and be able to switch the loads which are stated by the circuit-breaker
manufacturer.

iii) Special items of auxiliary equipment such as liquid indicators, pressure indicators, relief
valves, filling and draining equipment, heating and interlock contacts shall operate within
the limits specified for supply voltages of auxiliary and control circuits and/or within the
limits of use of interrupting and/or insulating and operating media.

6.1 Enclosures (cubicles)

i) General requirements for outdoor enclosures (cubicles)

a) The enclosures/cubicles for housing operating mechanisms, low-voltage control and
auxiliary circuits/equipment shall be constructed of materials capable of withstanding the
mechanical, electrical and thermal stresses, as well as the effects of humidity which are
likely to be encountered in normal service.

b) Cubicles shall be made of galvanized steel sheet of minimum thickness of 2.3 mm.

c) The cubicles shall be equipped with hinged doors with hinges on their left side. The door
shall have its edges bent inwards for rigidity. The door shall have a three-point latch with
handle and with arrangement of locking the door with a pad-lock.

d) Adequate neoprene rubber gasket sealing shall be provided between door and the frame
for protection against ingress of moisture.

e) The cubicles shall be mounted at an accessible height from ground level. If this is not
possible, then structural bracing shall be provided in such a manner that the complete

assembly is rigid, self supporting and free of vibration, twist and weave. The manufacturer
shall arrange for all this.

f) No equipment shall be mounted less than 300 mm above the floor of the cubicle or 150
mm from the roof. Any unused areas of cubicle shall be kept free of wiring to permit the

installation of possible future components.

ii) Operating mechanism cubicle

a) An operating mechanism cubicle of suitable size shall be provided at each pole of the
circuit breaker to house the operating mechanisms, auxiliary switches, associated relays,

control switches for operation of circuit breaker, cable terminations and other necessary
mechanical and electrical control apparatus and ancillary equipment as required for the
circuit breaker poles.

b) An appropriate hand operated lockable switch or push buttons shall be provided in each

operating mechanism cubicle for operation of the circuit breaker poles.

iii) Master control cubicle (local control cubicle)

a) A master control cubicle, to be centrally located with respect to the circuit breaker poles,
shall be provided for the local and common electrical control of the three-poles of circuit
breaker. The master control cubicle would act as interface panel between operating

mechanism cubicles and the marshalling kiosk/cubicle, and/or remote control.

b) The master control cubicle shall be pre-wired to house all the necessary indicating
devices of circuit breaker, closing and tripping controls, miniature circuit breakers (MCB)
of AC and DC auxiliary supply circuits, alarm relays for all the necessary electrical and
mechanical apparatus and accessories, operation counters, anti-pumping relay, pole-
discrepancy monitoring device, telephone connection point etc. as required.

c) An appropriate hand operated lockable switch or push buttons shall be provided for
operation of the circuit breaker.

d) A multi-pole, hand operated lockable change-over-switch labeled Remote-off-Local

shall be provided for establishing the point of control.

d) Sufficient space shall also he left for specific adaptation, if required.

e) Pre-fabricated wiring cables (PVC insulated and copper sheathed armored cables) of
sufficient length (according to the lay-out drawings) with soft-shell plug-in-connectors as
interface, for interconnection of secondary system between master control cubicle and
operating mechanism cubicle of each pole of the circuit breaker, shall be provided by the
manufacturer to make the site wiring work quicker, simple and error-proof.

f) An block diagram of the control system local to the circuit breaker, identifying the
various components within the cubicle and on the circuit breaker shall be affixed to the
inside of the cubicle access door. The diagram shall be marked on durable non-fading

material suitable for the specified service conditions.

g) The incoming auxiliary supply cables shall be terminated directly into switch fuse
isolators without intermediate terminals and provision shall be made for looping these

supplies into similar cubicles in the switchyard.

i) Provisions shall be made available as required for incorporation of SCADA (Supervisory
control and data acquisition) system and remote controls from the NPCC (National power
control centre).

Note. Marshalling kiosk/cubicle: All the control, protection and auxiliary circuits from each
respective transformer bay or line bay are first terminated at marshalling kiosk/cubicle and

then routed to control room. Marshalling kiosk/cubicle thus serves to define the switchyard
communication links, limits and facilitate the routing of various circuits, systemize the
switchyard wiring, etc. Provision of a marshalling kiosk/cubicle is not a mandatory

requirement with the supply of circuit breakers.

iv) Protection against corrosion

Protection against corrosion shall be ensured by the use of suitable materials or by the

application of suitable paints/protective coatings to the exposed surfaces, taking into


account the intended conditions of use in accordance with the service conditions stated in
clause 2.

v) Degrees of protection

a) The degree of protection provided by an enclosure for low-voltage auxiliary and control
circuits shall be in accordance with clause 5.4. The enclosures/cubicles shall have IP 55
with closed door (dust protected and jet water proof) and IP 20 with open door (protected
against access to hazardous parts).

b) Openings in cable entries, cover plates, etc. shall be so designed that, when the cables are
properly installed, the stated degree of protection of an enclosure for low-voltage auxiliary
and control circuits, as defined in 5.4, shall be obtained. This implies that a means of entry
suitable for the application stated by the manufacturer should be selected.

c) Any ventilation openings shall be shielded or arranged so that the same degree of
protection as that specified for the enclosure is obtained.

6.2 Protection against electric shock

i) Protection by segregation of auxiliary and control circuits from the main circuit;
Auxiliary and control equipment which is installed on the frame of circuit breaker poles
shall be suitably protected against disruptive discharge from the main circuit.

The wiring of auxiliary and control circuits, with the exception of short lengths of wire at

terminals of tripping/closing coils, auxiliary contacts, etc. shall be either segregated from
the main circuit by earthed metallic partitions (for example, tubes) or separated by
partitions (for example, tubes) made of insulating material.

ii) Accessibility of auxiliary and control equipment; Auxiliary and control equipment

requiring attention during service shall be accessible without danger of direct contact with
high-voltage parts. Where the reduction of safety distances above the servicing level due to

abnormal environmental conditions (for example accumulation of snow, sand, etc.) needs to
be considered, the minimum height of live parts above it shall be increased.

6.3 Fire hazard

As the risk of fire is present in auxiliary and control circuits, the likelihood of fire shall be

reduced under conditions of normal use, and even in the event of foreseeable abnormal use,
malfunction or failure. The first objective is to prevent ignition due to an electrically
energized part. The second objective is to limit the fire impact, if fire or ignition occurs

inside the enclosure.

i) Components and circuit design

a) In normal operation, heat dissipation of components is generally small. However, a


component may, when faulty or in an overload condition resulting from an external fault,

generate excess heat such that fire may be initiated.

b) The manufacturer should take every care so that, by appropriate circuit design and
protections, internal faults or overload conditions will not give rise to fire hazard. The
manufacturer should design or choose components which have a power rating higher than
Fo

necessary under normal conditions and self-ignition characteristics determined with respect
to the maximum fault power of the circuit. Special attention should be given to resistors.

c) Consideration should be given to the assembly of components and the relative


arrangement of those that may dissipate excessive heat by providing around them sufficient
space.

ii) Managing fire impact: Provisions should be taken in order to manage fire impact.
Enclosures should be constructed, insulated, made watertight, etc. with materials
sufficiently resistant to probable ignition and heat sources situated within. The
manufacturer should consider that, if it ignites, a component may emit melted flaming
material and/or glowing particles.

6.4 Components installed in enclosures/cubicles

i) Selection of components

a) Components installed in enclosures/cubicles shall comply with the requirements of the


relevant IEC standards. Where, an IEC standard does not exist, or the component is
qualified with reference to another standard (issued by a country or another organization),
the criteria for selection should be agreed between the manufacturer and the user.

b) All components used in the auxiliary and control circuits shall be designed or selected to

be operational with their rated characteristics over the whole actual service conditions
inside auxiliary and control circuits enclosures that can differ from the external service
conditions specified in clause 2.

c) Suitable precautions (insulation, heating, ventilation, etc.) shall be taken to ensure that

those service conditions essential for proper functioning are maintained for example,
heaters to maintain the required minimum temperature for the correct operation of relays,

contactors, low-voltage switches, meters, counters, push-buttons, etc. according to the

ii) Installation of components

iii) Accessibility to components

a) Closing and opening actuators and emergency shut-down system actuators should be

located between 0.4 m and 2 m above servicing level. Other actuators should be located at
such a height that they can be easily operated, and indicating devices should be located at

such a height that they can be easily readable.

b) Structure-mounted or floor-mounted enclosures for low-voltage auxiliary and control


circuits should be installed at such a height, with respect to the servicing level, that the

above requirements for accessibility, operating and reading heights are met.

c) Components in enclosures should be so arranged as to be accessible for mounting,

wiring, maintenance and replacement. Where a component may need adjustment during its
service life, easy access should be considered without danger of electrical shock.

iv) Identification of components

a) Identification of components installed in enclosures/cubicles is the responsibility of the


manufacturer and it shall be in agreement with the indication on the wiring diagrams and
drawings. If a component is of the plug-in type, an identifying mark should be placed on
the component and on the fixed part where the component plugs in.

b) Where mixing of components or voltages could cause confusion, consideration should be


given to more explicit marking.

6.5 Requirements for auxiliary and control circuit components

i) Cables and wiring

a) The nominal cross-sectional area and characteristics of conductors and electric cables
shall comply with the requirements of IEC 60228. However no connection shall be made
with wire smaller than 2.5 Sq. mm. for control circuit and with wire smaller than 4.5 Sq.
mm. for power circuit wiring.

b) The insulation on cables shall comply with applicable IEC standards (for example,

polyvinyl chloride insulated cables shall comply with the requirements of IEC 60227 or
IEC 60502-1, rubber insulated cables shall comply with the requirements of IEC 60245,
etc.).

c) Suitable means shall be provided for the connection of external wiring between master

control cubical and marshalling kiosk/cubicle, for example terminal blocks, plug-in
terminations, etc.

e) Cables between two terminal blocks shall have no intermediate splices or soldered joints.
Connections shall be made at fixed terminals.

f) Insulated conductors shall be adequately supported and shall not rest against sharp edges.

g) Wiring should take into account the proximity of heating elements.

h) The available wiring space shall permit spreading of the cores of multi-core cables and

the proper termination of the conductors. The conductors shall not be subjected to stresses
that reduce their normal life.

i) Conductors connected to apparatus and indicating devices in covers or doors shall be so


installed that no mechanical damage can occur to the conductors as a result of movement of

these covers or doors.

j) In case of hinged panels, matching terminal blocks shall he provided on both sides of the
hinged section. Connections across portions which are hinged or otherwise movable shall

be made with flexible wire, formed to distribute the bending motion.

k) Only one conductor should be connected to a terminal, the connection of two or more

conductors to one terminal is permissible only in those cases where the terminal is designed
for this purpose.

l) The identification of wiring conductors, for example by numbers, colours or symbols,


shall be done by the manufacturer in accordance with the approved wiring diagrams and
drawings. Ends of each wire shall be identified by a ferrule or plastic label securely
attached to the conductor with no possibility of detachment under normal handling.
Stacking of more than two wires on terminals will not be permitted. Identification of wiring
according to IEC 60445 shall be applied.

m) Ferrules on closing circuits shall be of a colour preferably green and marked


"Close". The ferrules on all wiring directly connected to circuit breaker trip coils, tripping

switches etc. shall be of a colour, preferably red, different from that of the remainder and
marked "Trip".

n) Wiring shall be such that individual components of the applicable control circuits of
closing power devices, tripping power devices, heater circuits, motor circuits, etc. shall be
electrically grouped and terminated in physically separate groups.

o) Wiring, between the devices and terminal blocks shall be carried in troughs or in neatly
formed packs which shall be tied or otherwise secured at frequent intervals to prevent
undue stress on equipment or connections.

p) Where ever possible internal wiring shall be looped from connection to connection, the
auxiliary relays, indicating lamps, etc. shall be wired in such a manner that discontinuity of
the loop or sub-loop will be indicated.

q) All metallic cases of instruments, control switches, relays etc. mounted in cubicles or

otherwise, shall be provided with an earth connection.

a) Terminal blocks intended to connect round copper conductors shall comply with the

c) Terminals shall maintain the necessary contact pressure, corresponding to the current

rating and the short-circuit current of circuits.

d) Terminal blocks for wiring components inside the enclosure shall be chosen according to
the cross-section of the conductors used. If facilities are provided for connecting incoming

and outgoing neutral, protective and PEN conductors, they shall be situated in the vicinity
of the associated phase conductor terminal.

e) Identification of terminals shall comply with the requirements of IEC 60445 and shall be
in agreement with the indications on the approved wiring diagrams and drawings.

f) Terminal blocks shall be mounted at an easily accessible position approximately 300 mm


from the base and shall be equipped with barriers, terminal strips and colour coded strips.

g) Terminals of all the wiring circuit components as mentioned shall be readily accessible,
closely grouped, and conveniently arranged for making connections between control
circuits grouped and for external wiring.

h) The AC and DC circuits shall be physically segregated in groups. The 400/230V AC


circuit terminals will be fitted with non-flammable transparent plastic covers to prevent any
accidental contact. Each incoming and outgoing conductor shall be connected to an
individual terminal.

i) Each terminal block shall have an individual marking strip, machine lettered or engraved
with the circuit designations of the terminals and also shown on the wiring diagrams.

j) One spare marking strip shall be provided for each terminal block.

of direct contact with high-voltage parts.

v) Contacts other than auxiliary and control contacts

a) A contact other than an auxiliary or control contact is a contact driven by a component


(relay, contactor, low-voltage switch, etc.) used in the auxiliary and control circuits.

b) Where a contact other than an auxiliary or control contact is made available for use, the
technical documents provided by the manufacturer should include the rated continuous
current and making and breaking capacity of this contact. They shall be capable of making
and breaking at least 2 Amp at 220 VDC with a circuit time constant of not less than 20 ms.

rating, 230V AC, single phase, 50 Hz, shall be provided within the enclosures/cubicles and
controlled by a thermostat and with a two pole MCB for heater. Power consumption of

heaters at rated voltage shall be within the tolerance of ± 10 % of the value stated by the
manufacturer.

b) All heating elements shall be of the non-exposed type. Heaters shall be situated so that
they do not cause any deterioration in the wiring or in the operation of the components.

c) Where contact with a heater or shield can occur accidentally, the surface temperature
shall not exceed the temperature-rise limits for accessible parts which need not be touched
in normal operation, as specified in table-1.

Operation counter for circuit breaker shall be visible and readable from outside. The

provided by the manufacturer. Consideration should be given to the heat and

flame resulting from accidental overheating in the circuit breaker, operating mechanisms
and other associated cubicles etc.

6.7 Electromagnetic compatibility (EMC)

The secondary system shall be able to withstand electromagnetic disturbances without


damage and malfunction both under normal operation and under switching conditions,
including interruption of fault currents in the main circuit.
Induced electromagnetic disturbances at interfaces of the secondary system as a result of
switching in the high-voltage system do not exceed a peak value of 1.6 kV common mode
for normal EMC severity class and a peak value of 0.8 kV common mode for reduced EMC

severity class.

The secondary system includes:-

i) Control and auxiliary circuits, including circuits in central control cubicles, mounted on
or adjacent to the circuit breakers.

ii) Equipment for monitoring, diagnostics, etc. that is part of circuit breaker.

iii) Circuits connected to the secondary terminals of instrument transformer, that are part of
the circuit breakers.

c) The relative tolerance of AC and DC power supply in normal duty measured at the input
of the control and auxiliary equipment is 85% to 110%.

d) The above voltage levels are applicable to closing coils, tripping coils, anti-pumping
relays, operating mechanism, spring charging/hydraulic pump motors, anti-condensation
heaters, lighting, auxiliary relays, other low voltage circuits and accessories, etc. as
applicable.

iv) The closing and opening control circuits shall be rated for 220 VDC.

v) Duplicate closing and opening control circuits

a) Each pole of the circuit breaker shall be provided with two opening circuits, with two

independent opening coils and a defect in one circuit/coil shall not disturb the function in
the other. Both the coils shall be physically separated, i.e. magnetically decoupled.

The circuit breaker mechanism shall make one complete closing operation including
automatic cut off of the closing power after an initiating control device has operated and the

first device in the control scheme has responded, even though the contacts of the initiating
control device are opened before the circuit breaker closing operation is completed. This

shall however not intervene with the trip free behavior of the circuit breaker.

ix) The control circuit design shall not interfere with mechanical and electrical trip-free
feature of the circuit breaker operating mechanism.

x) Pole discrepancy feature

a) It shall be possible to make independent adjustment to each pole of the Circuit Breaker.
In the event of any phase failing to complete a closing operation, provision shall he made
for automatic tripping of the circuit breaker.

b) The pole discrepancy feature as part of the circuit-breaker control scheme, the position
of the poles shall be supervised, open or closed. Depending on the application, the delay
time shall be adjustable between 0.1s and 3s.

c) When three-pole operation is required the time variation between the closing and
opening of contacts on all phases shall be kept as low as possible. Also the opening of

series contacts on any one phase shall be synchronized.

d) In the event of three-pole operation, the control system shall include circuitry to trip the
circuit breaker by energizing both set of trip coils if pole-disagreement occurs.

xi) Anti-pumping feature

a) The circuit breaker shall incorporate anti-pumping feature i.e. only one closing operation
of the circuit breaker mechanism shall result from each closing operation of a manually
operated initiating control device, even though the circuit breaker trips while the initiating
control device is being held in the closed position. The control scheme need not provide

against re-closure in the event that control power is removed by casual and entirely random
occurrence, such as the opening of a control circuit to check for grounds, while the initi-
ating control device remains closed.

b) The anti-pumping devices as part of the circuit-breaker control scheme, shall act on each

control circuit, if more than one is installed.

xii) When power is removed from the closing control circuit after or during an incomplete
closing operation, all electrically operated devices in the control circuit shall reset to the
normal circuit breaker open position, except for those devices which require a supply of

control power in order to assume their normal circuit breaker open position.

xiii) When the circuit breakers in the closed position, a closing operation of an initiating

xiv) When a closing operation of a circuit breaker can not be completed successfully

because of the absence of an adequate supply of stored energy, all actuating devices in the
control circuit shall remain in the normal circuit breaker open position when the initiating
control device is operated.

xx) For protection of closing and opening coils appropriate measures shall be taken in order

to avoid damage on the coils when permanent orders for closing or opening are applied.
The recommended measures are the use of series control contacts arranged so that when the

circuit breaker is closed, the close coil contact (‘b’ contact or break contact) is open and the
open coil contact (‘a’ contact or make contact) is closed, and when the circuit breaker is

open, the open coil contact is open and the close coil contact is closed.

a) For closing coils the protective measures shall operate no sooner than the minimum close

duration provided by the circuit-breaker and no later than the rated closing time.

Note. If the current of the closing coil is interrupted by the control contact, the closing
command shall be positively longer than the rated closing time.

b) For opening coil the protective measures shall operate no sooner than the minimum trip
duration required by the circuit-breaker and no later than 20 ms after separation of the main
contacts.

c) For short close-open time requirements the protective measures shall operate no sooner
than when main contacts close and no later than 10 ms (half-cycle) after main contacts
close.

xxi) When release coils used in control scheme of the circuit breaker are connected
continuously to one polarity only, that polarity shall be negative.

xxii) Interlocking features and devices, signaling and alarms

a) An interlocking device is a system made of components (it may contain mechanical


parts, cables, contactors, coils, etc.). Each part shall be considered as a part of auxiliary and
control equipment. Interlocking features and devices along with their signaling and
annunciation are required for reasons of safety and convenience of operation.

b) Control circuit shall have provisions for incorporation of all the applicable key-
interlocking and electrical interlocking in the control and protection circuits of individual
pole and/or the complete circuit breaker.

c) Key interlocking and electrical interlocking shall be arranged with each circuit breaker.

circuit breaker is in the open position and that the closing of the breaker is not possible by

6.11 Requirements for simultaneity of poles during closing and opening operations of
circuit breaker

i) Both the 500 kV and 220 kV circuit breakers have separate poles and each pole has
independent operating mechanism but normally have to be operated through common
electrical command.

ii) During closing operation, the maximum difference between the instants of contacts
touching shall not exceed 5 ms (a quarter of a cycle of rated frequency).

iii) During opening operation, the maximum difference between the instants of contacts
separating shall not exceed 3.33 ms (a sixth of a cycle of rated frequency).

iv) If one pole of the circuit breaker consists of more than one interrupter units connected in
series e.g. a pole of 500kV circuit breaker, the maximum difference between the instants of
contact separation within these series connected interrupter units shall not exceed 2.5 ms
(an eighth of a cycle of rated frequency).

7. OPERATING MECHANISMS

i) The circuit breaker, including its operating mechanisms, shall be capable of completing
its rated operating duty/sequence in accordance with the specified provisions of design,
construction, ratings and service conditions.

driving a hydraulic pump, shall operate satisfactorily between 85 % and 110 % of the rated

ii) Independent operating mechanism for each pole of circuit breaker with the independent
motors, controls, interlocks, auxiliary switches along with electrical circuits, mechanical

equipment and accessories, etc. shall he used as required. It shall be possible to electrically
interlock the individual mechanism on three pole operations.

iii) The control and auxiliary supply voltage levels used in operating mechanisms shall be
in accordance with as given in sub-clause 6.9.

iv) The closing system of the operating mechanism shall not prevent or delay the opening
of the circuit breaker beyond the standard interrupting time and the energy shall be
removed automatically from the closing mechanism when the closing operation is
completed.

v) A conveniently located manual tripping device protected against accidental operation,


shall be provided. .

vi) Latches shall be so designed as not to require delicate or frequent adjustments.

vii) The operating mechanism shall be designed and constructed to operate mechanically

for 10000 operations (each operation consisting of a complete opening and closing of the
circuit breaker) without replacement of parts due to breakage or excessive wear or
adjustments.

viii) The closing system of the operating mechanism shall be recharged automatically for
further operation as soon as the circuit breaker has completed a closing operation. If the
closing mechanism is not fully recharged within a pre-determined time, the mechanism
shall be locked out and an alarm initiated.

ix) Each part of the operating mechanism shall be of substantial construction, utilizing such
materials as stainless steel, brass or gunmetal where necessary to prevent sticking due to

rust or corrosion. The overall design shall be such as to reduce mechanical shock to a
minimum and shall prevent inadvertent operation due to fault current stresses, vibrations or
other causes. Some convenient means for applying lubricant shall be provided where

required.

x) All permanently fixed bolts, nuts and studs shall be securely locked in place to prevent
loosening during operation. Blind tapped holes shall be avoided where practicable.

7.2 Particular requirements for hydraulic oil pressure operating mechanisms

i) Particular requirements for hydraulic oil pressure operating mechanism, in addition to the
requirement specified in sub-clause 7.1 are as described here under.

ii) Manufacture shall specify the type and require quantity and quality of the hydraulic oil
used for, with necessary instructions for renewing and maintaining its required quantity and

quality. Oil used shall contain no PCB or other health and environmental hazardous
contents.

iii) Means for checking the oil level, preferably during service, with the indication of
minimum and maximum admissible limits for correct operation, shall be provided.

iv) Priming pressure medium used, in hydraulic accumulator should be the nitrogen (N2)

gas. The compressed N2 gas shall completely confine in gas-side portion of hydraulic
accumulator. Means shall also be provided for handling the N2 gas i.e. pressure checking,

filling at site, etc. Purity of N2 gas shall not be less than 99.99 %, O2 content less than 50
ppm and H2O content less than 30 ppm.

v) Independent operating mechanism for each pole of circuit breaker shall be provided with
its own hydraulic equipment consisting of a oil tank, pump, accumulator, controls, piping,
valves, wiring, etc.

vi) Hydraulic pump shall be provided with a 230V single-phase or 400V three- phase AC
motor. The motor and pump shall be of sufficient capacity to charge the accumulator from
its minimum operating pressure to maximum pressure and to charge the accumulator from
zero hydraulic pressure to maximum hydraulic pressure in minimum possible time. The
total charging time of hydraulic accumulator shall not be more than 8 minutes.

vii) Hydraulic pump shall be equipped with an automatic control to maintain the hydraulic
operating pressure between the minimum and maximum operating pressures i.e. 85 % and

110 % of the nominal operating pressure respectively.

viii) Hydraulic pressure accumulator shall be of sufficient capacity/size to permit three


close-open operations, before the pressure drops to the minimum hydraulic operating
pressure starting from the nominal operating pressure without operation of the hydraulic
pump.

ix) Hydraulic pressure monitoring and interlocking

a) Means shall be provided to actuate an alarm when the hydraulic pressure drops to the
minimum operating pressure of the circuit breaker, followed by auto-re-closing lockout and

closing lockout to prevent from attempting a closing operation when the hydraulic pressure
is too low to complete the operation. With the further loss of oil pressure, tripping/general
lockout shall subsequently occur. Means shall also be provided to actuate an alarm on loss

of N2 gas, used as priming pressure medium.

b) Safety pressure relief valve, set at approximately 20 % above the nominal hydraulic

iii) The mechanism shall be designed such that the failure of spring will not prevent
tripping and will not cause tripping or closing.

iv) The energy stored in motor-charged springs shall be sufficient for an OPEN-CLOSE-
OPEN operation at rated short circuit current.

v) The charging motor shall be DC motor. The motor shall not require more than 15
seconds for recharging the closing springs after a close-open operation.

vi) Means shall be provided to prevent operation of the mechanism when maintenance
work is being done.

vii) Manually charging and discharging of closing springs

a) Operating mechanism shall be so arranged that manual (by hand) charging and
discharging of the closing springs is possible.

b) For manual charging of closing springs (charging by hand), the direction of motion of
the handle shall be marked. A device indicating when the spring is charged shall be
mounted at suitable place. The maximum actuating force required for manually charging a
spring shall not exceed 250 N.

viii) Dashpot/damping devices

Closing and opening dashpot/damping devices used with the operating mechanisms shall

have an easy access for their handling i.e. checking of fluid level, dismantling/mounting,
adjustments, etc. Appropriate means for fluid level indication shall be provided on the
dashpot/damping device.

8 TESTS

8.1 All the routine and type tests shall be performed in accordance with the latest edition of

IEC publication 62271-100 and the amendments thereof.

8.2 Routine Tests

The routine tests are for the purpose of revealing faults in material and construction. They
do not impair the properties and reliability of a test object. The routine tests shall be made

wherever reasonably practicable at the manufacturer’s works on each circuit breaker

manufactured, to ensure that the product is in accordance with the equipment on which the
type tests have been passed. By agreement, any routine test can be made on site.

The following routine tests shall be made on all circuit breakers to be supplied under this
specification.

i) Dielectric tests on the main circuit (Power frequency voltage withstand tests on the main

circuit). Sub-clause 7.1 of IEC publication 62271-100 is applicable for these tests.

- A dry, short- duration power-frequency voltage as specified in clause-4 shall be applied.

- In the case of circuit breakers designed and constructed with two break per pole (identical
breaking and making units in series), the test voltage to be applied across each single unit,
when open shall be the higher fraction of the total withstand voltage actual power-

frequency voltage distribution with the circuit breaker fully open and one terminal earthed.

ii) Dielectric tests on auxiliary and control circuits (Power frequency voltage-withstand
tests on the auxiliary and control circuits). Sub-clause 7.2 of IEC publication 62271-100 is
applicable for these tests. T
- A dry, short- duration power-frequency voltage as specified in clause-4 shall be applied.
The followings check/tests shall also be included:-
- Inspection of auxiliary and control circuits, and verification of conformity to the circuit
diagram and wiring diagram.
- Functional tests as applicable.
- Verification of degree of protection provided (IP code).
- Verification of protection against electric shock.

iii) Measurement of the resistance of the main circuit (contact resistance). Sub-clause 7.3 of
IEC publication 62271-100 is applicable for these tests.

The measured resistance shall not exceed 1.2 Ru , where Ru is equal to the resistance
measured before the temperature-rise test.

iv) Tightness test. Sub-clause 7.4 of IEC publication 62271-100 is applicable for these tests.
SF6 gas and hydraulic oil pressure leakages test. This test shall also include the complete
gas and hydraulic fluid handling and storage system for each phase including tanks, piping,
valves, reservoirs, and gauges assembled and tested for leaks at normal working pressure.

The loss of pressure shall not exceed 5 percent in 5 hours, or manufacturer's guaranteed
values, whichever is smaller.

d) For all required operating sequences the following shall be performed and records made
of the closing and opening operations:-
- Measurement of operating times;

- For hydraulic oil pressure operating mechanisms, measurement of fluid consumption
during operations i.e. pressure difference.
- Stored energy operations tests for hydraulic oil pressure operating mechanisms. One pole
of the circuit breaker shall be operated electrically a sufficient number of times without
charging the hydraulic oil pressure to reduce the system pressure from normal pressure to
the pressure at which the circuit breaker will no longer operate satisfactorily. The number
of operations and the pressure in the storage tank after each operation shall be recorded.
- Mechanical travel characteristics diagrams. The mechanical travel characteristics can be
recorded directly, using a travel transducer or similar device on the circuit-breaker contact
system or at other convenient locations on the drive to the contact system where there is a
direct connection, and a representative image of the contact stroke can be achieved. The

mechanical travel characteristics shall be preferably a continuous curve as shown in figure
23a of IEC 62271-100). Where the measurements are taken on site, other methods may be
applied which record points of travel during the operating period.

Travel diagram shall be obtained for each interrupter unit in the circuit breaker for multiple

separate units, routine tests may be performed on components according to sub-clause
6.101.1.2 of IEC 62271-100. In such cases, the manufacturer shall produce a programme of

- The control and/or auxiliary switches shall correctly indicate the open and closed
positions of the circuit-breaker;

- All auxiliary equipment shall operate correctly at the limits of supply voltage of operating
devices and of auxiliary and control circuits and/or pressures for operation.

l) Furthermore the following tests and inspections shall be made:-

- Measurement of the resistance of heaters and of the control coils;


- Inspections of the wiring of the control, heater and auxiliary equipment circuits and
checking of the number of auxiliary contacts, in accordance with the order specification;
- Inspection of control cubicle (electrical, mechanical and hydraulic systems)
- Recharging duration(s);
- Functional performance of pressure relief valve;
- Operation of electrical, mechanical and hydraulic interlocks and signaling devices;

- Operation of anti-pumping device;
- General performance of equipment within the required tolerance of the supply voltage;
- Inspection of earthing terminals of the circuit-breaker;

Note-6 If adjustments are required during the mechanical operating tests, the complete test
sequence shall be repeated following the adjustments.

vii) Over pressure withstand test of porcelain enclosure/insulator bushings (interrupters and
support porcelains).

Each porcelain enclosure/insulator bushings (interrupters and support porcelains) or

insulating tube which is, or, may be, subjected to internal pressure from the breaker shall be
given a pressure test of not less than three times the maximum pressure to which it could be
subjected in service, held for a period of one minute.

8.3 Type tests

The type tests are for the purpose of proving the characteristics of circuit breakers, their

operating devices and their auxiliary equipment.

One representative circuit breaker with its associated equipment out of the circuit breakers

of same design be supplied shall be subjected to type tests. The individual type tests shall,
in principle be performed on completely assembled circuit breaker in a new and clean
condition. The quality of SF6 gas shall at least comply with the acceptance levels of IEC

publication 60480.

i) Information for identification of test specimens subject to be type tested

As per sub-clause 3.2.2 of IEC publication 60594, a test specimen is a complete circuit
breaker when the poles are mechanically linked (i.e. one operating mechanism) or when the

type tests are mainly three-pole type tests. If this is not the case, a test specimen is one pole
of the complete circuit breaker. Where permitted in the relevant IEC standard, a test

specimen may be a representative sub-assembly.

a) The manufacturer shall submit to the testing laboratory, drawings and other data
containing sufficient information to unambiguously identify by type the essential details

and parts of the circuit breaker presented for test. Each drawing or data schedule shall be
uniquely referenced and shall contain a statement to the effect that the manufacturer
guarantees that the drawings or data schedules truly represent the circuit breaker to be

tested.

b) After completion of verification, detail drawings and other data shall be returned to the
manufacturer for storage.

c) The manufacturer shall maintain detailed design records of all component parts of the
circuit breaker tested and shall ensure that these may be identified from information
included in the drawings and data schedules.

Note; Manufacturers whose production systems have been certified for compliance with
ISO 9001 or ISO 9002 do satisfy the previously mentioned requirements.

d) The testing laboratory shall check that drawings and data schedules adequately represent
the essential details and parts of the circuit breaker to be tested, but shall not be responsible
for the accuracy of the detailed information. Particular drawings or data required to be
submitted by the manufacturer to the test laboratory for identification of essential parts of
circuit breaker are specified in annex-A of IEC publication 60694.

Note; An individual type test need not be repeated for a change of construction detail, if the
manufacturer can demonstrate that this change does not influence the result of that
individual type test.

ii) Information to be included in type-test reports

The results of all type-tests shall be recorded in type-test reports containing sufficient data
to prove compliance with the specification, and sufficient information shall be included so
that the essential parts of the circuit breaker can be identified. In particular, the following

12 SPARE PARTS

i) The requirement of spare parts is listed hereunder and shall be delivered along with the
first consignment of the circuit breakers.

ii) All spare parts shall be new, unused and strictly inter-changeable with the parts by which

they are intended to be replaced, and shall strictly conform to the relevant specifications.

iii) The manufacturer/supplier shall estimate the requirement along with prices of spare
parts of the circuit breaker and its operating mechanisms which he considers necessary to
be kept reserve on the bases of following criteria and shall submit:-

a) Replacement required in due course of time due to wear and tear of the equipment under
normal working conditions.

b) Replacement required due to accidents, malfunctioning of the equipment or any other


emergencies.

c) Replacement of the heat sensitive parts such as gaskets, due to severe service conditions.

iv) Spare parts catalogue;

For each separate piece of equipment the manufacturer shall give a spare parts catalogue.
This spare parts catalogue shall contain an assembly drawing of the equipment which shall
show all parts of the equipment separately marked, designated and referenced. The

catalogue shall also contain sketches of each part with the part number and the designation
of the part. The material of the part shall also be indicated. These sketches and lists of parts

shall be cross-indexed with the assembly drawings. The spare parts catalogue shall present
information in a simple manner so that non-technical personnel may be able to indent these
spare parts. The lists of spare parts required shall be made with reference to the spare parts

catalogue.

v) Packing of spare parts;

The spare parts shall be treated and packed for long time storage under the service
conditions specified in clause 3. Each spare part shall be clearly marked or labeled on the

outside on its packing with its description, and when more than one spare part is packed in
a single case or container, a genera1 description of its contents shall be shown on the out-
side of such case or container and a detailed list enclosed. All cases, containers or other

packages shall be marked and numbered in an approved manner for purposes of

identification. All cases, containers or other packages are liable to be opened for
examination and packing shall be designed to facilitate opening and thereafter repacking.

vi) One copy of Instruction Manual for erection, commissioning, operation and

4.2.1 Particular points of table-1

The following points are referred to in table-1 and complete it.

Point 1; According to its function, the same part may belong to several categories as listed
in table-1. In this case the permissible maximum values of temperature and temperature rise

to be considered are the lowest among the relevant categories.

Point 2; For vacuum switching devices, the values of temperature and temperature-rise
limits are not applicable for parts in vacuum. The remaining parts shall not exceed the
values of temperature and temperature rise given in table-1.

Point 3; Care shall be taken to ensure that no damage is caused to the surrounding
insulating materials.

Point 4; When engaging parts have different coatings or one part is of bare material, the
permissible temperatures and temperature rises shall be:

a) For contacts, those of the surface material having the lowest value permitted in item 1 to
9 of table-1,

b) For connections, those of the surface material having the highest value permitted in item
10 to 18 of table-1.

Point 5; SF6 means pure SF6 or a mixture of SF6 and other oxygen-free gases.

NOTE 1; Due to the absence of oxygen, a harmonization of the limits of temperature for
different contact and connection parts in the case of SF 6 switchgear appears appropriate. In
accordance with IEC 60943, which gives guidance for the specification of permissible
temperatures, the permissible temperature limits for bare copper and bare copper alloy parts
can be equalized to the values for silver-coated or nickel-coated parts in the case of SF 6
atmospheres.

In the particular case of tin-coated parts, due to fretting corrosion effects (refer to IEC
60943) an increase of the permissible temperatures is not applicable, even under the
oxygen-free conditions of SF6. Therefore the initial values for tin-coated parts are kept.
