FOREWORD
The provision of quality education and training is fundamental to the Government’s
overall strategy for social economic development and for the attainment of Global
Sustainable Development Goals. Quality education and training will contribute to
achievement of the South Sudan’s Vision 2040.

Reforms in the TVET sector are necessary for the achievement of South Sudan Vision
2040, the African Union Vision 2063 and meeting the provisions of the Revitalized
Transitional Constitution of South Sudan. The education sector and skills development
has to be aligned to the Constitution and this resulted to the formulation of the Unified
National TVET Policy for the Republic of South Sudan 2022. A key feature of this policy
is the radical change in the design and delivery of the TVET and skills development
activities. The unified national TVET policy document requires that training in TVET
sector across South Sudan shall be competency based using a competency based TVET
curriculum which is industry led and labor market oriented. The certification shall be
based on demonstration of competence and mode of delivery shall allow for multiple entry
and exit in TVET programs to the Labor Market.

These reforms demand that Industry takes a leading role in skills training curriculum
development to ensure that the curriculum addresses its competence and needs. It is
against this background that these Occupational Standards for the Republic of South
Sudan have been developed for the purpose of developing a competency based curriculum
for Building and construction works practitioners. The levels covered are at Level 1,2,3
and 4 of the National TVET Qualification framework. These Occupational Standards will
also be the bases for assessment of an individual for competence certification for issuance
of trade level qualification certificate and award of Recognition of prior learning
Certificates for those with extensive work in the building and construction sector.

It is my conviction that these Occupational Standards will play a great role towards
development of competent human resource for the building and Construction sector’s
growth and sustainable development not only for South Sudan but across the region and
the entire continent of African. Through this occupational standard, South Sudan is now
open for competitive participation in the East African Community Common market
protocol and continental free trade agreement. This in turn will enable us to export quality
labour and earn from the international remittances through Diaspora remittances.

PREFACE

The vision 2040 of the Republic of South Sudan and the newly developed National
Development strategy 2022-2027 aims at transforming the country into a peaceful and conflict
free industrializing, “middle- income country providing a high quality life to all its citizens by
the year 2030 and fully developed by the year 2040”.

South Sudan intends to create a regionally and globally competitive and adaptive skilled man
power base to meet the requirements of a rapidly industrializing economy through life-long
learning, education, training and sustainable skills development. The TVET sector has a
responsibility of facilitating the process of inculcating knowledge, skills and attitudes
necessary for catapulting the nation to a globally competitive country, hence the paradigm
shift to embrace Competency Based Education and Training (CBET) in the national quest for
TVET and skills development.

The Unified National Technical and Vocational Education and Training policy of 2022 and the
national TVET Qualification Framework developed in 2022 seeks to reform the Education
and Training sector across South Sudan. It emphasizes on the need to reform skills
training curriculum development, assessment and certification. This shift to CBET is aimed at
addressing the mismatch between skills acquired through training and skills needed by the
industry as well as increase the global competitiveness of South Sudanese skilled labour force.

The National TVET Curriculum Development and implementation subcommittee in


conjunction with the Ad Hoc Building and Construction Sector Skills Advisory team
(ABCSSAT) have developed these Occupational Standards for the Building and Construction
sector covering Level 1,2,3 and 4. These occupational standards will be the bases for
development of competency based TVET curriculum for the training of building and
construction professionals across South Sudan. These Standards will also be the bases for
assessment of an individual for competence certification and Recognition of prior Learning.

The occupational standards are designed and organized with clear performance criteria for
each element of the module of competency. These standards also outline the required
knowledge and skills as well as evidence guide for certifying the TVET graduates in building
and construction.

I am grateful to UNESCO CaPED project for providing technical and Financial support for
the development of this Building and Construction occupational standard and all those who
participated in the development of these occupational standards. I am convinced that we are
now on the right path in fixing the fragmented delivery of the skills development and are now
moving to quality delivery of technical and vocational skills development across South Sudan.

1.0 SECTION ONE: INTRODUCTION TO BUILDING AND CONSTRUCTION SECTOR
1.1 INTRODUCTION

Building and Construction sector plays a vital role in promoting physical infrastructure
development of the country. This is more so in South Sudan which is a post conflict
country and many of the existing infrastructure has been affected by war. The country
needs qualified building and construction sector professional trades men and women
qualified across the levels of the National TVET Qualification framework.

1.2 CONCEPT OF NATIONAL OCCUPATIONAL STANDADRD

The term National Occupational standard refers to industry agreed standards of


performance that a worker employed in the industry must demonstrate while charging his
or her duties in the place of employment. They define the occupational profile in terms of
the title of the qualification job holder, job description and expected duties at the place of
work.

This occupational standards qualification consists of competencies that an individual must


achieve to enable him/her offer building and construction services at the Level 4 of the
NTQF.

1.3 OCCUPATIONAL PROFILE AND CERTFICATION:

The Level 4 holder of NTQF in South Sudan is ASSISTANT BUILDING AND


CONSTRUCTION TECHNICIAN. The technical skills competencies of this level
qualification holder comprises of constructing one level masonry substructures and
superstructures, finishing masonry works, producing masonry products, perform form
work and scuff folding, Conduct on Job Training of trainees, perform supervision of
Artisan and Craft Workers, Generate Bill of Quantity, perform Technical Drawing The
holder of this qualification is assisting the Technician who is a diploma holder in Building
and construction technology.
1.4 THE JOB DESCRIPTION OF AN ASSISTANT TECHNICIAN IN BUILDING
AND CONSTRUCTION
He performs the following duties
 Site Supervision of the building and construction works
 Training the proficiency, artisan and craft certificate holders
 Managing construction works projects
 Undertaking construction works assignment
 Performs on Job Training for level1,2 and 3 trainees on apprenticeship
 Prepares bill of quantities and organizes materials for construction works.
 Interprets the building plan and sets out the building according to the technical
drawing.

1.5 COMPETENCIES REQUIREENT
The modules of competency comprising the National Technician Certificate (NTC) Level 4 of
the Republic of South Sudan NTQF include the following competencies. :

1.5.3 LIFE SKILLS - NON CORE COMPETENCIES

It is recommended that the Republic of South Sudan will develop life skills training curriculum, learners
guide and teachers guide that covers for all the levels of the qualification framework. This will be done
at level 1,2,3 and 4 and then for level 5 and 6 and then for Level7,8 and 9. The skills development
training stakeholders will be called to deliberate on the contents of the training taking in to consideration
the African Union recommendations, IGAD and other international agencies as well as the regional
practices.
