Case Problem # 1: “A City Hall”

Submission Date: December 18, 2020

The City of Mandaluyong has decided to redevelop City Hall complex as a center of
character emulating what the city stands for. The LGU administrative officers realize
that the current character and design of the city hall complex does not emulate
sustainability and is not the ideal manifestation of Mandaluyong as a center of
development and growth. Your focus shall be a sustainable character of the complex
so that each department will have its own phase of the redevelopment with no
displacement in the current dispensing of services for the residents. The architecture
shall also manifest a community based architecture where residents have strong
affinity with building character and history. Also, the circular nature of the site must be
maximized since this is an important character of the development. Vehicular
circulation shall be maintained and managed via proper location of the ingress and
egress from the complex.

Minimum Space Requirements:

See Attached Organization Structural Chart

 Each Office listed, if not stipulated, is required to have a minimum of three (3) Clerks
and one (1) Supervisor
 Provided for Private Toilets for staff and a Private Toilet and Bath for Managers
 Parking Area (See PD 1096 of computation for # of slots/sq. m.)
 Each Department Manager must have his/her own parking slot
 The Mayor’s Office will have a minimum of ten (10) parking slots
 Fire Exits
 Landscaped Areas and Walks
 Public Parks and Playgrounds
 Motor pool area for Government vehicles
o Minimum of three vehicles (2 compact and 1 truck slot) for the service bay
o Chief Mechanic’s office with Toilet & Bath
o Mechanics (minimum of three with lockers)
o Lounge
o Storage and Utility areas
o Any and all Other Areas you deem necessary

 Schedule of submittals

◦ December 9, 2020- Preliminary pedestrian and vehicular circulation (i.e.


floor plans, 1-line drawings are a minimum
requirement) concepts together with site analysis
data together with explanations of
the circulation
◦ Dec. 16, 2020- Schematic form concepts indicating the effect of
site analysis data as well as character of the building
case problem with explanations of the character and
form concept

◦ Dec. 23, 2020- Detailed presentation drawings (plans, elevations,


sections) of your concept including preliminary
perspectives (exterior, interior) with explanations on
the corrections done
◦ Dec. 30, 2020- Submitted Final presentation drawings which will
include, at least, your narratives, final
models/illustrations, details, etc. together with your
site analysis and explanations on the
corrections done
◦ All previously submitted drawings from March 29-April 17 shall be submitted as
part of the final output April 27, 2019 showing progress of your work and based on
suggestions and recommendations.

Minimum Drawing Requirements

1. Floor Plan/s (Scale 1:100 in M)


2. Site Development Plan (Scale 1 300 in M)
3. Four (4) Elevations (Scale 1:100 in M)
4. Two (2) Sections (Scale 1:100 in M)
5. Interior Perspective (Lobby or Vestibule)
6. Two- Point Exterior Perspective (Aerial View)
7. Narrative of the Plate
a. Explanation of Form Concept in 500 words, at least. In the concept
explanation, you shall narrate the zoning application in the areas of each bus
stop (i.e. private, semi-private, semi-public and public areas) together with the
path space relationship:
i. Explain relevance of Character and Form
ii. Explain relationship of a City hall as a hub for community
development and activity
iii. Narrate which path-space relationship you chose to apply with the
pedestrian circulation in the different areas of the City Hall and
what are the advantages of the one you chose over the others
you did not.
b. Maximized Use of Community Development and Information. Included with
your work will be a site analysis of the structures with considerations of solar,
wind direction and humidity analysis together with rainfall studies and how these
affect your chosen materials and building form. You shall also include as part of
your submittal, findings on community profiling and development based on the
lecture given at the start of this plate presentation.
