Chapter I - INTRODUCTION

Background of the Study

Payroll is the sum of all financial records wherein business or companies pay its

employees for work performed during a specific period of time. A payroll system may be

manual or computerized and handle in-house or outsourced to another provider. The payroll

process typically includes calculating employee pay, recording payroll transactions and

determining and paying payroll taxes.

A mobile application, most commonly referred to as an app, is a type of application

software designed to run on a mobile device, such as a smartphone or tablet computer. Even

though mobile applications have become a way of life in today’s modern world, it is clear

that the majority of the country’s institution have yet adopted high technology. It helps a lot

in such a way that it makes work more progressive and productive. In an increasingly

competitive world, having up-to-date, thorough, and accurate management has become a

must. In this study improved the educational process in several ways, including offering

structured, simple, and quick access to knowledge.

Julia Ortiz Luis High School (JOLHS) was founded in 1945 when Ex-Governor Juan

O. Chioco was the Liberation Governor of Nueva Ecija appointed by president Sergio

Osmena One of the requirements for the establishment of a high school was a school site of

about ten (10) hectares. The school located at Barangay Sagaba, Sto. Domingo, Nueva Ecija.

In year 1997, Sir Antonio D. Gante, School Principal of Julia Ortiz Luis High School

submitted a letter in Regional Office III of Pampanga. Stated in the letter, Mr. Gante

requested to become their school a National High School. Year 1998, the request letter has

been approved and now called Julia Ortiz Luis National High School under the supervision of

Ms. Teodora E. Jazmin.

The Julia Ortiz Luis National High School – Junior High School have Eighty Two

(82) Teaching Personnel, Seven (7) Non-Teaching Personnel and Six (6) Casual Employees.

At present, the school uses a computerized and manual system for the salary slip and

other related reports. They used manually encoding for their monthly individual pay slip and

are causing them difficulty in producing instant process as well as delay in work. It is a labor-

insentive, a time consuming and also a risk because of the pandemic COVID-19 for the

admin and also for the teacher waiting to get their needs.

The researchers wishing and hoping to be a part of this fast and advanced technology

by promoting a website with a support of mobile application with the following features:

payroll system, certificate of non-pendency and other related for loan purposes, auto-

generated payroll and also auto-generated payslip in mobile app. This web-based and mobile

application support will help the employees to have an effective and efficient way for faster

and easier processing of transactions.

I.1 Statement of the Problem

This study aims to help Julia Ortiz Luis NHS – Junior High School to have an

efficient and effective way to see their individual salary pay using mobile application. The

researchers will be able to develop a web-based and a mobile application support in response

to the problem in the current manual payroll system operations, services and transactions are

enumerated below:

1. The data and information are not secured with respect to the confidentiality of salary

and deductions of the employee.

2. The issuing of Payslip is slow where the employees will have to wait for further

transactions. Manually encoding information of payroll and pay slip. 

3. It takes time to generate reports.

I.2 General Objective

The researchers aim to develop a system entitled Web-based Payroll System and

Auto-Generated Payslip with Mobile Application Support in Julia Ortiz Luis NHS-Junior

High School. The main objective of this study is to create a system that can be used with

mobile application support to automate to achieve an effective and precise task and time. It is

also aims to provide a simple way for people stay up to date and to develop a mobile-based

management tool that makes it simple for individuals to complete and finish their tasks.

I.3 Specific Objective

Specifically, attain to:

1.3.1 Secure the records of employees and to have more manageable files.

1.3.2 To develop a system that will improve the school’s process in the timekeeping.

1.3.3 To calculate payroll transaction and auto-generate payslip easily.

I.4 Definition of Terms

The following terms are defined conceptually and operationally:

Payroll System. To calculate the sum and deduction of salaries employees. Also the

system adjusts gross pay by calculating and subtracting taxes and other withholding amounts.

Payslip. A piece of paper given to someone who is employed to show how

much money they have earned and how much tax has been taken off.

Database. An organized collection of structured information, or data, typically stored

electronically in a computer system.

In this study, the database referred to the arranged information encoded by the use of

software such as Mysql.

Auto-Generate. (automatically generated) is content that's been generated

programmatically.

Mobile Application. A software application developed specifically for use on small,

wireless computing devices, such as smartphones and tablets, rather than desktop or laptop

computers.

I.5 Significance of the Study

The purpose of this study is to have a better service for the admin and teachers to

lessen their time to get or to see their individual salary and deduction in payroll and this can

also maintain the social distancing protocol of COVID-19 and can also keep track of the

performance of their employee. This study is beneficial to the following:

This study helps the teachers and finds it easier to transact about their salary and

deduction without going to the admin since they can track their salary using their mobile

phone. 

The Admin

This study will greatly benefit the admin because this will lead in lessening the time

to prepare and encode the individual payslip of the teachers and employees.

Future Researchers

This study can be used by the future researchers as their reference when they are

planning to conduct related studies in the future.

I.6 Scope and Limitations of the Study

This study is mainly focus on how web based Payroll system with mobile application

support is important and beneficial to the school Julia Ortiz Luis NHS – Junior High School

especially now that there is a pandemic (COVID-19). This system is capable of generating

reports when needed.

The web-based covers the Payroll processing and reporting which include the pay

calculation of salary slip and time of tracking while the mobile application support covers the

salary slip also time tracking and other concerns of teachers like the certification of no-

pendency and other related for their loan purposes.

The proposed web-based system is only applicable and can only use by the admin of

Julia Ortiz Luis NHS – Junior High School and for the mobile application they have an

individually account to see their salary slip every month.

Chapter II - REVIEW OF RELATED LITERATURE

This document presents various related literatures, studies, and prior arts which are

relevant in the conduct and development of the project entitled Web-based Payroll System

and Auto-Generated Payslip with Mobile Application Support in Julia Ortiz Luis NHS –

Junior High School.

Local Studies

1. According to the researcher (Jovanie Daclizon, Dianne Cardenas, Sherabel Dela Cruz,

Jayvee Paderon, Vanessa Shulamite, Abegail Falculan, Rolly Laure) of web based

payroll system of Las Pinas City Hall (2019). This will be a big help to the City Hall

of Las pinas in order to have a faster and reliable process of providing a payslip and

generating reports. It enhances the process and transactions compared to the manual

base system. Also the researchers highly recommend that this study will be

implemented to the City Hall Government of Las pinas, also with it’s dependable

performance and easy to use procedures, this study can be a great help for the

governments concerning their Payroll system to upgrade it to web based.

2. The researchers create a platform called “Web-based payroll system” which is an

online-powered system that manages and computes the operation of paying employee

the organization. It is the most convenient way to meet these requirements.

Foreign Studies

1. The researcher found out that the developed system helps the company to have an

effective and efficient system. If implemented properly, not only the employee of the

company will benefit but also the personnel. The researcher found out that the

company is experiencing several problems because they are still processing their

payroll in the traditional manual system. They also believed that there is a need for an

alternative system to give solutions to the encountered problems, thus the

computerized payroll system will solve all these problems.

2. This computer based Payroll system is accessible on the internet and calculates,

maintains and records the payroll information of employees. This Application will

help to automate payroll system of an organization. Multiple authorized users will be

able to login and logout from a web browser. Login checks (username, password) are

controlled by administrator. Administrator will have total web based control to

completely customize the payroll system. HR of the company will be able to

authenticate new employees, update existing employees pay, view reports. The

system is user friendly. The system has also provision for full salary history including

all payroll elements and changes that have been implemented. The prototype

computer based payroll system is complete in itself and ready to be implemented but

changes and growth in requirements will be a reality on every software project so

there is need to timely update them.

Chapter III – METHODOLOGY

This chapter focuses on the steps used concerning the development of the Proposed

System. Methodology refers the discussion regarding the specific methods chosen and used

in a research paper. This discussion also encompasses the theoretical concepts that further

provide information about the methods selection and application. For this project, the

methodology being used is Rapid application Development (RAD).

The Rapid Application Development (RAD) is a software development

methodology that uses a minimal planning in favor rapid prototyping. A protype is a working

model that has a function of equivalent to a component of the product.

RAD divided the process into four distinct phases, those are the following:

1. Requirement planning phase – this phase combines elements of the system planning

and system analysis phases of the System Development Life Cycle (SDLC).

2. User design phase – during this phase, user interact with systems analysts and

develop models insuring the system is a user friend and easy to handle by the

administrator. User design is a continuous interactive process that allows

administrators to understand, modify and eventually approve a working model of the

system that meets their needs.

3. Construction phase – this phase focused on program and application development

task similar to the SDLC. However, administrator continue to participate and can still

suggest changes or improvements of the system. It tasks included programming and

application development, coding unit- integration and system testing.

4. Cutover phase – this resembles to the final task in the SDLC implementation phase,

including data conversion, testing and user training. Compared with the traditional

methods the entire process been compressed. As a result, the new system is built,

delivered, and placed in a proper operation by the administrator.
