This component involves development of carriageway in a scientific manner with adequate provisioning for road furniture, pedestrian walkways, smart poles etc. ‘To avoid digging of carriageways or pedestrian walkways, all the utilities such as < HI/LT electrical cables, water supply and underground sewer lines, gas pipe lines, storm water drains, OFC cables etc, have to be shifted/ laid beneath the pedestrian walkways with proper provisioning for house service connection’ and chambers for maintenance. Each of these utilities are laid in adequately designed ducts or conduits. ‘This will not only avoid digging of carriage ways or pedestrian walkways 'n future but vw! algo help the service providers in providing services to the citizens in & seamless Rh manner otto ‘The estimates prepared by some of the SPVs indicate requirement of huge capital AY expenditure for laying of ducts/conduits and shifting of utilities. Owing I limited availability of funds under the project, it is essential that the capital expenditure cpwards laying of the ducts is borne on pro rata basis by all the uelty/sersiee providing agencies. However, the expenditure towards shifting of the said utilities has to be ‘entirely borne by the utility/ service providing agencies In view of this, the SPVs are here by informed to convene @ meet ig of all the \ service providers and chalk out an action plan for layinB/ shifting of the utilities besides \ mM preparing a cost estimate for laying of ducting below the foot path/pedestrian Be, walkways. eS WE poe In the event of utflities/iservice providing agencies not coming forward to shift/ lay their utilities in & d ducts immediately, the SPVs may notify all the of service providers that thep-will not be allowed to dig roads or pedestrian walk ways in future, once the smart road works are completed, and go ahead with their plan of action and lay the ducts forall the utilities. Letter from MD, BESCOM dated 07.10.2017 to this office. | would like to draw your kind attention to the circular at reference no. 1, wherein it was suggested that no utility shifting may be taken up by the SPVs as fund availability is limited. The same was conveyed to BESCOM, the ESCOM was asked to take up utility shifting on roads which are proposed as Smart Roads by Tumakuru Smart City Limited. However, MD, BESCOM vide his letter, at reference (2), has expressed their inability to execute the same project from its own funds. ‘Therefore, the following points are submitted for your consideration: 1. Providing utility duets in smart roads without shifting of electrical utilities will be very difficult as the excavation on the edges of the roads will have to be carried out as part of the Smart Road for creating ducts, 2. The cost of shifting of electrical utilities alone costs nearly 40% of the entire cost of the road and in order to execute Smart Roads the electrical utilities need t0 be shifted. The ‘SPV may therefore be permitted to incur expenditure from its funds to shift the utilities ‘and recover user charges from the electrical company for utilising the duets. ‘The paragraph 4 of the above Circular mentions levying of service charges for fresh utilities in the event of the service providing agency not coming forward to shift its utilities. Therefore action will be initiated to notify, through the competent authority, the proposed roads as a ‘Smart Roads’ and where no utilities will be allowed above the ground, A clarification is sought on whether the SPVs may go ahead with executing the shifting of electrical and other utilities from its own funds subject to the above financial model. The Energy Department, BSNL & other utilities departments may therefore be informed of their obligations towards “smart roads’ by the Government.
