Forward
Emergency Medical services includes 3 areas of response that is Scene, transportation and
health facility level. The Ambulance vehicles lie in the second area of response ie transportation.
As a country Uganda, has had unregulated, uncoordinated and substandard ambulance vehicles
due to inadequate policy guidance. The Traffic and Road safety Act, 1998 amended 2020, has
specified ambulance vehicles as special vehicles that have a right of way and can be driven
against traffic regulations. In order to ensure proper use of this privileged ambulance status and
minimize on abuse, the Ministry of Health has come up with the Uganda National Ambulance
norms and Standards, 2021.
Norms and Standards in health care help to shape behaviour and to ensure quality service
delivery.
The Ambulance Norms and Standards shall be given a status of National Standard by a Statutory
instrument gazette.This book of ambulance norms and standards shall be used to guide the key
stakeholders in procurement and use of ambulance vehicles.
The document has been prepared under the mandate of the Ministry of Health Department of
Emergency Medical Services and in fulfillment of the EMS Policy, Strategic plan and
regulations of the Traffic and Road safety Act 2020 (as amended).
This norms and Standards cover the Road Ambulance vehicles and the Boat ambulance Vehicles.
I call upon all government entities and the private sector to embrace this National Ambulance
Norms and Standards in order to ensure harmony and quality in the National Ambulance Service.

Minimum Norms and Standards of Ambulance Services
The implementation of the Health Sector Development Plan (HSDP) as well as strategy for
improving Health Service Delivery 2016 – 2021 emphasize the need to establish functional
Emergency Medical Services in Uganda. Thus, the ambulance norms and standards in the
country as set out to contribute to the delivery of quality emergency medical services (EMS).
1.0 Definitions
In this Schedule, unless the context indicates otherwise, a word or expression defined in the
National Emergency Medical Services Policy 2019 and Strategic Plan 2018/19 – 2024/15 has the
meaning as so defined.

3.1.1.2.2 Doors
Each external door of the patient’s compartment shall be fitted with a security system which
enables the following:
a) lock and unlock from inside without use of a key;
b) lock and unlock from outside with use of a key;
c) unlock from the outside using a key when the door is locked from the inside

1) This security system may be integrated with an optional central locking system.
2) The key can be a mechanical or non-mechanical device
3) The patient’s compartment doors shall be capable of being positively restrained in the open
position.
4) An audible and/or visual signal shall warn the driver when any door is not completely closed
when the vehicle is in motion.
3.1.1.2.3 Windows
A. In the patient’s compartment, there shall be a minimum of two external windows. There shall
be one on each side or one on one side and the rear.
B. The windows shall be positioned or screened to ensure patient’s privacy when required.
C. Windows shall be made of material complying with the requirements of Ambulance
guidelines modified.

3.1.1.3.1 Recognition and visibility of ambulances
A. To enhance the recognition and visibility of the vehicle in daylight the base body colour
should be yellow or white.
B. Where the white body option is selected additional fluorescent yellow or fluorescent red
should be used on the external surface of the vehicle.
C. For night time visibility micro-prismatic reflective material should be applied.
D. A blue reflective "Star of life" emblem (minimum size 500 mm) together with reflective
letters, numerals or a symbol identifying Ministry of Health, Emergency Medical Servicees
and the vehicle, should be applied to the roof of the ambulance.

E. A blue reflective "Star of life" emblem should be applied to the sides and rear of the
ambulance. The word "ambulance" should be applied in reflective upper-case letters, a
minimum of 100 mm high, in a colour contrasting with the background, to the side and rear
of the ambulance and if possible on the front

1. These are standards to be met by every ambulance service provider
2. Ambulance vehicles that do not meet these standards shall be given a period not exceeding 3
months to fill identified gaps.
3. An ambulance sticker shall be issued to each ambulance to specify that it meets standards for
the class of ambulance specified.

3.2 Personnel
A. Three persons minimum shall staff the basic life-support ambulance, they shall have
appropriate training and be duly employed. The team shall include Emergency Medical
Technician (EMT), Emergency Care Assistant, and the Ambulance driver.
B. A supervising Regional EMS Coordinator, must be available 24 hours a day for medical
consultation, and because basic life support is a supervised category of emergency care, the
service must demonstrate how these personnel will be clinically supervised.
C. The staff must be dressed in suitable personal protective clothing and equipment.

4.1.2.8 Personal protection equipment (for each member of the crew for protection and to

4.2 Personnel
a) Three persons minimum shall staff the advanced-life-support ambulance. The driver, in
addition to having a valid and appropriate driver's licence and professional driving permit for the
specific type of vehicle being manned, shall also be registered at a minimum level of ambulance
emergency assistant. The patient attendants shall be registered as emergency medical technician,
emergency care assistant, registered nursing officer or medical officer.
b) A supervising registered medical practitioner must be available 24 hours a day for medical
control, advice or intervention by radio, telephone or on scene. The supervising medical
practitioner should hold currently valid Advanced Trauma Life Support (ATLS), Advanced
Cardiac Life Support (ACLS), Advanced Paediatric Life Support (APLS), and Basic Trauma
Life Support (BTLS) or Pre-hospital Trauma Life Support (PHTLS) certificates or the
equivalents.
c) Personnel must be dressed in appropriate personal protective clothing.

The Minimum opening dimensions in the patient compartment should be 1200 x 1,050
(Height X Width).
2. Treatment beds: There will be 2 beds (Main Stretcher and a sub-stretcher). The Main
Stretcher will be a Vynl leather bed with head pad, aluminum frame construction of 2 mm
thick circular Hollow sections, mounted on 4 casters 100 mm tow of which with brakes, with
restraints and locking device with retractable legs. The Sub-Stretcher; Bench type seat /
stretcher platform, which sturdy Light weight canvas foldable to the side of the patient cabin.

intravenous apparatus or 2 IV hooks on the ceiling above patient area.

To enhance the recognition and visibility of the vessel in daylight the base body colour
should be yellow or white. Where the white body option is selected additional fluorescent
yellow or fluorescent red should be used on the external surface of the vehicle.
For night time visibility micro-prismatic reflective material should be applied.
A reflective "STAR OF LIFE" emblem (minimum size 500 mm) together with reflective
letters, numerals or a symbol identifying the organization “Ministry of Health Uganda,
Emergency Medical Services and the vessel, should be applied to the roof of the ambulance.
A reflective "STAR OF LIFE" emblem should be applied to the sides and rear of the Vessel
ambulance. The word "ambulance - Rescue" should be applied in reflective upper-case letters,
a minimum of 100 mm high, in a colour contrasting with the background, to the side and rear
of the ambulance and if possible on the front

5.3 Personnel
A. The boat ambulance will be operated by 2 Coxswains/Navigators and 2 Emergency Medical
Technicians. The boat shall be available 24/7 for use by the patients.
B. A supervising Regional EMS Coordinator, must be available 24 hours a day for medical
consultation, and because basic life support is a supervised category of emergency care, the
service must demonstrate how these personnel will be clinically supervised.
C. The staff must be dressed in suitable personal protective clothing and equipment.

1. Patient Cabin; External dimension: 5000 x 1850 x 2070mm (LxWxH). The cabin should
have enough working space for the medical personnel. The patient cabin should be fitted
with Lockable sliding windows complete with Tinted Glass; Dimensions 450 x 1200mm.
The Minimum opening dimensions in the patient compartment should be 1200 x 1,050
(Height X Width).
2. Treatment beds: There will be 2 beds (Main Stretcher and a sub-stretcher). The Main
Stretcher will be a Vynl leather bed with head pad, aluminum frame construction of 2 mm
thick circular Hollow sections, mounted on 4 casters 100 mm tow of which with brakes, with
restraints and locking device with retractable legs. The Sub-Stretcher; Bench type seat /
stretcher platform, which sturdy Light weight canvas foldable to the side of the patient cabin.
3. Intravenous (IV) Bottle Brackets: 2No. side mounted brackets complete with bottle straps for
intravenous apparatus or 2 IV hooks on the ceiling above patient area.

6.2 Personnel
A. The boat ambulance will be operated by 2 Coxswains/Navigators and 2 Emergency Medical
Technicians. The boat shall be available 24/7 for use by the patients.
B. A supervising registered medical practitioner must be available 24 hours a day for medical
control, advice or intervention by radio, telephone or on scene. The supervising medical
practitioner should hold currently valid Advanced Trauma Life Support (ATLS), Advanced
Cardiac Life Support (ACLS), Advanced Paediatric Life Support (APLS), and Basic Trauma
Life Support (BTLS) or Pre-hospital Trauma Life Support (PHTLS) certificates or the
equivalents.
C. Personnel must be dressed in appropriate personal protective clothing.

7.0 Aeromedical Ambulance
Operators of aeromedical services must comply with the regulations of the Ugandan Civil
Aviation Authority. All ambulance service personnel in the aviation environment must have
successfully completed an Aviation Healthcare Provider Course.
