A Restoration of the Macapagal-Durano Fishport - Foodcourt

Chapter 1
Introduction

1.1 Background of the Study

Since Typhoon Haiyan made landfall in the Philippines and struck several areas, the Typhoon
made landfall in different regions. Danao-Cebu was one of the sites that endured strong landfall and
caused such extensive damage to homes and other structures. The Macapagal-Durano Fish Port Food
court was one of the structures severely damaged by Typhoon Yolanda.

The modern building sustained significant damage. Additionally, Since the calamity, the area has been
deserted and the area has been abandoned. Food stalls were destroyed, fishing vessels and various
facilities, fish processing facilities, canneries, shipbuilding and ship repair facilities, etc., were all rendered
dormant due to the typhoon.

Due to the mostly complete destruction of the roof frame and coverings, which currently only cover 20%
of the building, the structure is currently not in a state to be inhabited or used for its intended purpose.
After the typhoon's impact, facilities were damaged and the area was in need of upkeep and repairs.
Service systems like electrical and water are damaged and not even functioning as well as food stalls,
offices and headquarters were also relinquished due to long-term neglect. As soon as Odette hit, the
building’s electrical functions were in constant state of disrepair and people, whom they still utilized
whatever areas they can occupy, would utilize third-party or makeshift fixtures they purchase personally
for themselves, such as personal lamps. Overall, the building continues to sustain collateral damages
throughout the storm. In this account, the designated abandoned food stalls are in total state of disrepair
and the majority of the roof parts were all totaled down. Designated offices were no exception to the
damages as well. In some minor cases, such as the events of the late earthquake/magnitude, portions of
cracks can be revealed in areas of the building, which could lead to events of possible endangerment.
Thus, they must all require special permanence on reinforcements.

One of the most popular destinations for Danawanons was the Durano-Macapagal Fishport-Foodcourt
because of the vistas of the sea and, more importantly, since the native eateries there were renowned for
their delectable and reasonably priced fare. However, since that port was destroyed, no restaurants had
begun to use the space on the second level of the fish port. Additionally, the fishing sector is currently
experiencing a shortage of fresh fish due to the decline in fish production. The researchers claim that
there are less opportunities for Danao residents to cook fresh fish now than there used to be. As a result,
aquacultural business decelerated due to the lack of special renovations in many sections in the area,
halting almost any business establishment and other future opportunities, due to the lack of necessary
treatment and awareness of the sector’s presence. Currently, few fishery businesses were able to utilize
whatever’s available in that very building but it is not enough to cover profits and utilities to satisfy the
major interests of the public in means for the aquacultural economy. The city wanted the facility to meet
its development for sustainability as progressively envisioned.
The study was conducted at Danao City, Cebu Central Nautical Hwy. According to Danao municipality
and local tourism office, the Macapagal-Durano Fishport is a legacy of friendship established by the late
President Diosdado Macapagal and the late Congressman Ramon M. Durano Sr. Later, it was
inaugurated by President Gloria Macapagal Arroyo on October 22 , 2008. Then finally, It was constructed
by the administration of Mayor Ramon "Nito" Durano III.

1.2 Problem Statement

The closure of the renowned Durano-Macapagal fishport foodcourt saddens the locals in the
Danao area. The researchers gave the idea of renovating or returning a structure to its best condition. It
came out that they had already lost interest in maintaining the building because it was abandoned and not
renovated immediately after the hurricane. The Fishport must be fixed in order for it to be used once
more, considerably boosting Danao's economy and assisting the fishing sector.

1.3 Architectural Goal

Our goal is to bring back Durano-Macapagal fishport-food court to its utmost completion. In all
sense, to restore the fishport-food court, from areas and sections of its original layouts, all of its
rendered-damaged fixtures and installations, replacing all its existing damaged utilities and important
basic components (like windows), repainting tattered-painted walls, and if necessary, to repair revealed
loose/damaged sensitive structures, and possibly inspecting sewage treatments. Should an additional
placements that can be involved during the restoration, the largest area that is needed to put in mind that
had the highest attraction to the public, would be the food court. The food court is a public space that
involves outdoor mess activities. Adjacently, the area has a view towards the sea, where most wind
activities are powerfully frequent that damage the already-sustainable roof; it is either it can be replaced
with the latter with the same design, or to seek the best solution for a different kind of sustainable roof.

1.4 Significance of the Study

Given the title, this is a proposition in matter in needed for public interests. Danao fishport has
long been a commercial hub for aquaculture of all sorts for good deal of local fishermen in the city since
2008. It is imperatively vital for the restoration to take into account to reinstitute the former economical
center of pisciculture and to reestablished the late economical networks of the city’s aquacultural
activities. For us architects, this imposes an opportunity to employ our liability for the greater good of the
society and its economy, a reformation of the city’s most crucial economic sector.

As said, it takes an organized force of construction parties to debate then deliberate the project at
a conceptual stage when aiming for restoration. In certain circumstances, there are instances when they
want to expand the building even rather more to preserve its design upon restoration and improvement.
But this is a matter that should be decided by the local government board, our party of constituted clients.
While researchers are charged to take directories with the construction as contracted, our liability is
determined professionally as taken into account.
1.6 Scope and Delimitation

Upon the coverage of this study, our focus is whether the restoration can be done or not, or when
researchers can do to cover whatever set of utilities, materials, or new plans can be arranged to meet the
needs of the construction at hand. The project needed the necessary documents and the original lot plan
prints of the fish port area to be conceptuate. This study will not cover other aspects (such as political or
social effects) unless it is architecturally related with the reconstruction. The study will possibly cover all
the contents based on the pre-design services while covering design phases for the project. This will be
done after conducting an assembly with the board and the construction team. However, despite the time
limitation and budgetary limits, our problem would be mostly conflicting with these people’s schedules,
and reaching out to them on a different address that does not exist anymore.

1.7 Assumptions

The Assumption is just as the same as the limitations of this study. Additionally, our progress
would still require validations by certain people that have been interviewed. Other than the local
government at hand, researchers have to correspond with certain existing local organizers and
construction suppliers to back the proposal. This way, researchers can proceed with the programming
concept and to formulate the cost analysis further later, ensuring the project’s design can support a
formidable framework in later time.
