post-conflict countries and their supporting powers and
international institutions. This is nothing other than making
the approach of responsible innovation a fundamental,
determining element of developments (Hajrizi, Nagy 2018).
Responsible innovation aims to meet virtual (future) social
needs.
The decisive effects of responsible innovation are the next:
 responsible innovation also the development of a
radically new sustainable development model;
 responsible innovation can significantly reduce
social inequalities, and inequalities between
national economies;
 responsible innovation is a way out of the maze of
misconceptions about the future of higher
education, and from the top of the head, puts it on
the sole.
According to analyzes the above three decisive effects of
responsible innovation are the main pillars of adapting
society 5.0 to post conflict countries. In the following we
present the main elements of our research results, which
have been achieved so far in the definition of the basic
concepts and the construction of each pillar, and the
theoretical aspects, principles of the developments. With
publishing, our important goal is to find additional
companions and allies for spreading the ideal of responsible
innovation.
2. BASIC CONCEPTIONS
In our previous publications, we have presented several
elements of our conceptual system that is now unified.
These are only referred to herein shorter terms. The
emphasis will be placed on highlighting the relevant
features of the relationships between concepts. The
following topics are discussed:
a) A fundamental feature of the status of "post
conflict"
b) Social inequalities and sustainable development in
a new approach
c) Responsible innovation and key elements
2.1 A fundamental feature of the status of "post conflict”
By IGI Global “post conflict country is a country that has
achieved a peaceful resolution to a protracted civil war and
where governmental, non-governmental, and international
institutions attempt to assist in stabilizing the political,
economic, military, and social structures through a host of
reconstruction projects”.(IGI GLOBAL 2019)
Which countries can still be considered a post-conflict
country today in 2019? The UNDP compiled a list in 2008
of all post-conflict countries (Brunch 2019). This list
includes 3 of 29 European countries: Bosnia and
Herzegovina, Croatia, Kosovo. According to a 2016 World
Bank report 2 billion people live in countries where their
development outcomes are impacted by conditions of
fragility, conflict and violence (The World Bank 2019) the
majority of which are in developing countries.
Based on the above IGI definition, we define the concept of
post conflict country to be a country, where governmental,
non-governmental, and international institutions attempt or
attempted to assist in stabilizing the political, economic,
military, and social structures through a host of
reconstruction projects. This work is now almost complete
in the three countries, but there are still "international
experts" in Kosovo and in Bosnia and Herzegovina too..
Such countries will sooner or later have to confront and
examine the extent to which the solutions created by
international contributions (such as the legal order) are
immanent with the historically determined values,
traditions and customs of the social groups living there. The
means of change must be of the same basic nature with the
system to be changed. If this so-called “homologous level
identity, no compliance, improvement intentions may
suffer. In the interim, we note that we have just launched
the Ius Commune Balkan project within the framework of
cooperation between the University for Business and
Technology in Kosovo and the Corvinus University of
Budapest. Following the example of Ius Commune
Europea, this is a test of compliance in the Balkan
countries.
The contemporary meaning of "ius commune"
encompasses two outstanding and intertwined themes: the
first is the medieval "ius commune", which included
Roman law, canon law and longobard loyalty - or feudal
law. The second is the harmonization required by European
integration, particularly in the areas of contracts, non-
contractual liability and ownership. The "ius commune
Europae" in the modern sense is closely linked to the
medieval "ius commune" with its classic meaning. (ICERP
2014)
Post conflict country must not only be a direct inheritance
of the conflict, but it must also live together with the
heritage of post-conflict non-sovereign restoration and
institutional development. In our opinion, this is a key
determinant of catching up. To proceed, the Ius Commune
Balkan as defined above must be performed. The Ius
Commune Balkan Program will examine the modern law
system of Balkan countries in the light of the legacy of the
Codex Justinian and the medieval Ottoman legal order
defined by Sharia Law.
Another problem with the international community's
attitude to these countries is that it places the main
emphasis on the development of public services. A World
Bank report says: “Effective governance and sound
institutions are foundations for growth and development in
all countries, but particularly in post-conflict countries”
(The World Bank 2019). That would not be a problem, but
in addition, the development of the economy and, in
particular, the industry, is far from complete. The quoted
report also cautiously refers to this:”Building a capable

public service is therefore fundamental to post-conflict state
building. But in post-conflict settings, short-term pressures
often outweigh this longer-term objective”. A series of
examples shows that the idea that strong government and
well-functioning institutions will be involved in capital
mobilization and sustainable development is not realized.
How can we do this if there is no redistributable national
income. The post-comflict countries' government-backed
governmental institutions are mostly condemned to
distribute aid and subsidies. Of course, the distribution is
mainly for the benefit of the elites. And this is reproduces,
further increases social inequalities, and there is no source
to start sustaining development.
Most studies, such as the study by Ndikumana (Ndikumana
2015), claim that the success of the post-conflict
reconstruction agenda is contingent on the existence of a
capable state that is able to deliver on its core functions,
especially security, law and order, provision of public
services, and revenue mobilization. At the same time, these
authors also claim that post conflict countries are also aid
economies. Here is the fundamental contradiction here! In
an aid economy, as explained in more detail above,
traditional state functions do not prevail!
We have already voiced our opinion that there is no room
for “social engineering” in post conflict countries. By that
we mean that we cannot wait for some sort of a “think
tank” to find a solution. A solution can only be found by
gaining the full support and cooperation of the people of
these countries and through international dialogue (Nagy,
Karasszon 2008). That is why the Society 5.0 program is
sympathetic to us because it is based on the active
participation of all members of society. The aim is Society
5.0 „to build a new economy and society which focuses on
individuals” (Granrath 2017). We think this is the essence
of social responsibility and we have developed our
responsible innovation model to support this.
2.2 Social inequalities and sustainable development in a
new approach
World Commission on Environment and Development of
the United Nations Brundtland Report defined
sustainability development as development that meets the
needs of the present without compromising the ability of
future generations to meet their own needs. Under unequal
conditions (either social or between national economies)
those on the losers’ side are forced to sacrifice their future
in order to survive. Examining the issue of sustainability
form the point of view of inequality it becomes possible to
find new solutions. Progress in the elimination of
inequalities contributes directly to the achievement of
sustainability objectives. However, the establishment of a
sustainability development policy to reduce inequalities
requires a new, comprehensive approach (Nagy 2013).

the one discovered by Kalecki - the Paradox of Macro-level
Profit (Kalecki1942) and as a result the social decisions
they make will not address almost exclusively only
problems related to everyday existence. Most importantly,
an effective way should be found to fight against the
“poisoning of social consciousness”.
Above all, we have shown that a new approach to
sustainable development should be focused on developing
future social needs. We have developed an innovation
model that enables the practical implementation of this
endeavor (Hajrizi, Nagy et al. 2018a, 2018b, Nagy, Hajrizi
2018). This is called responsible innovation.
2.3 The basic nature of responsible innovation
In our approach the real innovation process is toward to the
satisfaction of objective virtual (future) social needs. To
manage such a process, it means the process of such a type
of innovation which is oriented for the satisfaction of future
needs, is not a simple task. The old effective needs are very
often manifested in different plans, directives, and
sometimes in legislation. The society, the different state
institutions, but the private sector too builds strong
compulsion trajectories in support of the satisfaction of
these obsolete needs.
During the process of responsible innovation the virtual
needs effectualize, it means that these needs pass in to
effective, actual, every day needs. At the same time some
effective needs what we are unable to satisfy or the
satisfaction of which is not efficient will be disappear, the
old effective (actual) needs will be replaced by new actual
needs.
These innovation approach, despite all the difficulties,
targets the satisfaction of virtual objective social needs, even
if this going at the expense of short-term business interests.
More simply, we call the innovation which targets the
virtual social needs as “responsible innovation”.
Responsible Innovation – it is a radically new approach to
innovation management and implementation.
The implementation of responsible innovation (RI) goes on
two interconnected like a genetic spiral, streamlines:

To design successful policies to fight inequalities there is a

realize that there are paradoxical contradictions between the

While modular innovation (Hajrizi, Nagy 2018b) is the
practical side, the transformative research driven innovation
is the strategic, ethical, political and planning side of
responsible innovation.
Transformative research driven innovation
The basic function of the science is to discover the
objective virtual (future) social needs of the society and to
develop the theoretical and methodological background for
the satisfaction of these needs.
The hardest question what we were face was the
recognition of the trends of the development of objective
social needs. To find a solution the University for Business
and Technology (UBT) together with the Budapest
University of Technology and Economics (BME) created
the UBT-BME Joint Transformative Research Center
(TRC). The transformative research is able to look at the
horizon of “traditional” sciences. The strategic, ethical,
political and planning side of RI is based on the usage of
the results of transformative researches. The mission of
TRC is to provide input to transformative research driven
innovation and indirectly help to identify virtual social
needs. This strategic, ethical, political and planning side of
responsible innovation is based on the usage of the results
of transformative researches
Transformative research (TR) is an effective tool for
discovering virtual needs, and transformative research
driven innovation (TRDI), based on its results, creates the
strategy of satisfaction. I note that TR is not some kind of
"forensic tool". In the future TR will reveal social needs
indirectly: this means that we can "look for" these needs
around the TR results because they will be there: without
their "sucking" it would not have been possible to "draw
them". What the TR can produce, so those extraordinary
novelties, only virtual calls can call.
Modular innovation
As noted above, modular innovation (MI) is the practical
embodiment of responsible innovation. MI also has a dual
nature. One means to improve the renewal of an element of
a modularized organization, a system, in such a way that
the connections of a particular module or module group and
its interaction with other modules remain unchanged. On
the other hand, MI means that all innovation projects and
actions are tailored to a large-scale development path aimed
at meeting the virtual social needs. All innovations can’t be
directed directly to the virtual social needs, but it must be
ensured that, if they are indirectly aimed at satisfying them.
The MI methodology ensures that relatively small
innovations can be safely matched to the development
strategies for virtual social needs.
The control is essential for the realization of these two
functions of the MI. Continuous monitoring of the relevant
status characteristics of the various types of modules,
monitoring of deviations from the required norms and the
necessary corrective measures should be taken. An
important part of the solution is the development of cost
effective control systems to operate certain alignment
mechanisms. The decisive part of these mechanisms should
be automatic. The control is taken over by the AI.
In summary, we have developed a new innovation model
that seeks to meet virtual social needs. It has a great
advantage that it simultaneously eliminates certain
unsatisfactory current (effective) needs. The compass of
such innovation is the transformative research. The
transformative research driven innovation will consistently
embody the beneficial improvements that are essential to
social development from the unnecessary, from the so called
development slack. The frontier of these developments is
the BME-UBT Joint Transformative Research Center
(TRC). The basic function of this centre is to provide input
for transformative research driven innovation and strategy
development and thus for responsible innovation. The
responsible innovation is a revolutionary new way of
innovation, which is able to heal quantum leaps in economy
and in social progress.
3. WHY SOCIETY 5.0 ?
In 1996, we wrote the following in our study (Nagy 1996)
on the security of the information society: “For the first
time in history, the security of the society, in our case the
security of information society is unshakeable; it is
obviously based on the direct, personal security of the
members of society - in other words, individuals or
‘participants’ -, free of any kind of hierarchy. This breaks
the continuity of a trend that prevailed from slave societies
throughout the industrial society: namely, the security
systems protecting the conditions for the enforcement of a
false public interest – being a private interest which,
through the insertion of power hierarchies, had been
successfully masked as a public interest – are gradually,
directly and exclusively replaced by the security of
individuals, members of the global information society.”
Now, in the Society 5.0, this idea comes to fruition,
embracing every social sphere. The aim is Society 5.0 „to
build a new economy and society which focuses on
individuals” (Granrath 2017). We think this is the essence
of social responsibility and we have developed our
responsible innovation model to support this. We propose
the donor countries to spend the funds reserved for
institutional development for promoting in post conflict
countries the establishment of responsible innovation
programs. The governments of post conflict countries can
initiate internal development funds to support responsible
innovation. These programs will reduce social inequalities
and put these countries on the path of sustainable
development. In post conflict countries, their Society 5.0
programs can start with the following goals like the
Japanese program:
 Reform of companies => Provide new values
Improvement of productivity through digitization
and reform of business models are promoted, and
at the same time, the new economy and society

will be realized by promoting innovation and
globalization.
 Reform of individuals => Increase the power of
individuals Every individual including elderly
people and women can live safe and secured
comfortable and healthy life and each and every
individual can realize his/her desired lifestyle.
These are the aims at the new economy and society which
focuses on individuals.
4. CHANGING NATURE OF EDUCATION
Training and education are the basic tools for changing
individuals Designing and managing responsible innovation
requires extremely versatile knowledge. Future objective
social needs can only be interpreted in a global context. At
the same time, organizing their satisfaction and clearing out
their old, effective needs, from understanding global
processes to philosophy of emotions, requires knowledge of
the full range of social spheres.
Japan's 5th Science and Technology Basic Plan also
provides guidance for developing a new model of higher
education that can meet the human resource needs of
responsible innovation: “Society 5.0 will be the fifth step in
the evolution of the human society. After being a hunter
(Hunting Society), men settled down in the Agricultural
Society. In the Industrial Society, mass production provided
products for everybody. Currently we are in the
Information Society, where information is the key factor.
However, creation of knowledge from information is still
accomplished by humans. Yet in the fifth stage of human
society, this will be done by machines, by AI” (Granrath
2017) Accordingly, we need to turn our current higher
education system, which teaches to transfer information to
knowledge, into the development of effective and secure
collaboration ability with AI. We assume that in the future,
university students, but others, will be increasingly
involved in the "deep learning" processes that were
originally developed for the teaching of robots.
Understanding the concepts of responsible innovation is not
a simple thing. this is especially the case with conceptual
systems and relationships related to virtual social needs and
emerging in the process of transformative research. The art
of dealing with these concepts is not a matter of ordinary,
everyday consciousness, but requires real thinking.
In the era of technological singularity, the increasing use of
the so-called brain extender is a growing part of university
education. Today, everyone seems to have forgotten the
Nobel Prize-winning Herbert Simon's bounded rationality
theory (Simon1989). Higher education is increasingly
teaching us how to find a solution outside of solving a
problem rather than giving it ourselves. We place great
emphasis on developing intuition and creating the widest
possible experience for our students. We do all this in the
belief that in many cases transformation research and
responsible innovation will only succeed in intuition based
on experience. It means that there is no reliable
methodology to predict or to recognize the solutions;
intuition based on experience is the only way to guide us.
In our “yin and yang education model” we do not convey
the theory to our listeners that we would not immediately
add practical experience. This is the case for the most
decisive things. We conduct intensive research to create the
conditions for our students and the various AI applications
to learn together in a deep learning framework.
5. CONCLUSION, RECOMMENDATIONS
The paper summarizes the most important results of the
research work carried out how to create conditions for
achieving quantum leaps in the development of post
conflict countries this field. It points out that based on these
results it becomes possible to put sustainability
development on qualitatively new foundations, and it can
be turned back from its head to its feet. The new
sustainability development approach will reduce the social
inequalities. The basis for these changes will be the
proliferation of responsible innovation. Responsible
innovation requires and also creates the conditions for the
transformation of higher education and education systems
in general. Facilitating these changes will require a change
in the funding of innovation and support for transformative
research.
The basic prerequisite for any kind of adaptation is the
correspondence of the basic nature of the connected
systems. If we disregard this, we might easily walk into the
trap of analogy-homology. To put it simply: things with
completely similar external features may in fact be
completely different in basic nature. If they are not
identical on the level of basic nature (homology), a solution
successfully applied in one area cannot be applied in or
transferred to the other area. By contrast, if the two areas
share the same basic nature, even though their external
appearance is extremely different, the solutions of one area
can be transferred to the other, and vice versa. In order to
avoid the trap, we must explore the basic nature of things in
every case. In our case, the establishment of the conditions
of social level homology is based on our Ius Commune
Balkan research program.
The core value of the Society 5.0 program is to manage
economic and social problems in a unified system and to
focus directly on the individual's interests and needs. To
achieve this, successful sustainable development and social
equality programs need to be developed. Our model of
responsible innovation effectively reduces social
inequalities. This balancing is a basic condition for
quantum leap from solid soil and in the right direction. The
conditions for true sustainable development are created by
responsible innovation. With this, the circle closes:
responsible innovation must be institutionalized in post
conflict countries for quantum jumping. This will work in
practice if we develop the conditions for modular
innovation. Theory, methodology, rules and standards need
to be developed. All members of the IFAC can play a key
role in these developments.
