1a : Introduction
Governor regulates the locomotive (diesel) engine speed based on throttle handle position
(Notch). Governor unit operation may be hydraulically controlled or electronically controlled.
Electronically controlled governors offers certain advantages (over hydraulically controlled)
such as – no oil needs, reduced or negligible maintenance, ease of installation, no periodic
settings, improved fuel efficiencies, and more.
In addition to engine speed control, governor also controls electrical load on the engine, in case
of engine over load and its inability to deliver desired HP (Horse Power).
Governor interfaces with the locomotive control system to maintain constant engine rpm and
horse power.
Medha’s Electronic Governor (MEG), was first introduced in 2000. Increased acceptability and
effective results has seen an increase of number of installations over the years and at present,
more than 3,500 units are in operations. Two models of actuator units offered by Medha are
suitable for installation on different make and model of diesel engines, such as GE’s 7FDL, Alco
251 series and EMD’s 567, 645 & 710 engine models.

The output shaft of the governor is connected to the fuel control shaft by means of linkage
arrangement to regulate fuel supply to the engine. This hydraulic governor drives the
mechanical load regulator through oil pressure which is controlled based on the engine rpm.

Electromagnetic clutch is used for instant zero of rack movement in actuator unit.
The stepper motor and clutch movement is controlled by Engine Control Unit (ECU) which is
mounted in driver cabin.
Electronic cards are housed within the control unit. The unit is also equipped with its own
display unit for display of parameters and fault messages.

Medha’s electronic governor (MEG) system is supplied complete with actuator unit (on
engine), control unit with display (in driver cabin), set of sensors and interconnecting cables.
System consists of :
It consists of pressure sensors for lube oil, fuel oil and boost air.
These are piezoelectric type sensors, generating 4 to 20 mA
output. ECU monitors these signals for engine safety, display
indication and precise control of fuel rack based on the input
manifold air pressure. This unit is provided with adapters
for pressure pipe line connections.
The engine speed sensor is Hall effect magnetic sensor used for
measuring the diesel engine RPM. Two speed sensors are used
in MCBG system, for redundancy. These sensors are mounted
on engine ring gear. The sensors generate one electric pulse for
every teeth of the wheel and hence the signal frequency is

Test of Mechanical over speed trip limit of locomotive and function of electronic
over speed trip of governor through ECU
This feature is to know the actual mechanical over speed trip limit for setting the
required trip limit.
ECU raises the Engine RPM linearly and reduce the stress on the crank shaft and
other moving parts.

Many control parameters for the electronic governor have been defined as user –settable
parameters. “Configuration & Data Analysis Software” is provided by Medha to read or
load these user settable parameters from or into the electronic governor, and also to download
fault messages and their related data pack from the governor control unit.
User settable parameters are useful in case of changes in performance parameters of other
sub-systems on the locomotive, which may in-turn need parameter changes in electronic
governor to maintain effective engine control.
Parameter values can be changed or data downloaded from control unit, in engine shutdown or
even in engine running condition. It offers instant checking of effects of any modification to
governor settings.

For any fault, 30 fault data packs consisting of various engine and governor parameters are
recorded. It consists of data for 20 seconds prior to the declaration of fault, 9 seconds after the
declaration of fault, one fault second and one fault instant.
Fault codes with description which are logged in non-volatile memory of governor system
