Section 1. Governor for diesel locomotives

1a : Introduction

Governor regulates the locomotive (diesel) engine speed based on throttle handle position
(Notch). Governor unit operation may be hydraulically controlled or electronically controlled.
Electronically controlled governors offers certain advantages (over hydraulically controlled)
such as – no oil needs, reduced or negligible maintenance, ease of installation, no periodic
settings, improved fuel efficiencies, and more.

In addition to engine speed control, governor also controls electrical load on the engine, in case
of engine over load and its inability to deliver desired HP (Horse Power).
Governor interfaces with the locomotive control system to maintain constant engine rpm and
horse power.

In addition to these functions, governor also performs:


 Boost Air manifold Pressure (BAP) based fuel limiting
 Low Lube Oil Pressure (LLOP) shutdown
 Engine Over Speed (EOS) protection
 Other safety features (as may be applicable, depending upon type of locomotive)

Medha’s Electronic Governor (MEG), was first introduced in 2000. Increased acceptability and
effective results has seen an increase of number of installations over the years and at present,
more than 3,500 units are in operations. Two models of actuator units offered by Medha are
suitable for installation on different make and model of diesel engines, such as GE’s 7FDL, Alco
251 series and EMD’s 567, 645 & 710 engine models.

1b. Hydraulic governor operation

EMD locomotives maybe fitted


with hydraulically controlled
mechanical governors to control
the speed of diesel engine.
These governor gets their
mechanical drive from
the engine crankshaft through
idle gear for working and for engine
rpm reference.

Governor also need


lube oil pressure for functioning
which is used from the diesel engine.
It receives the oil pressure once the engine is cranked, because of this reason, engine crank
and start time is more in hydraulic governor equipped locomotives.

The output shaft of the governor is connected to the fuel control shaft by means of linkage
arrangement to regulate fuel supply to the engine. This hydraulic governor drives the
mechanical load regulator through oil pressure which is controlled based on the engine rpm.

1c. Working Concept of Medha’s electronic governor

In Medha’s electronic governor,


stepper motor is used to control
the rack movement within the
governor, which in turn controls
the loco fuel rack movement.

With stepper motor, the fuel rack


movement is controlled very precisely
(at step angle of 1.8 degree, equivalent
to 0.1mm of fuel rack movement).

This stepper motor is housed in


The Actuator Unit (AU) of the electronic governor system.
The actuator unit is mounted on the engine and
its output is connected to the existing fuel linkage
of the engine.

Electromagnetic clutch is used for instant zero of rack movement in actuator unit.
The stepper motor and clutch movement is controlled by Engine Control Unit (ECU) which is
mounted in driver cabin.

Electronic cards are housed within the control unit. The unit is also equipped with its own
display unit for display of parameters and fault messages.

Medha’s electronic governor (MEG) system is supplied complete with actuator unit (on
engine), control unit with display (in driver cabin), set of sensors and interconnecting cables.

System consists of :

Engine Control Unit (ECU)

Houses a 16 bit Micro-controller based unit running at


80MHZ, operates on 74 V DC Locomotive Battery supply.
ECU is compact in size for ease of mounting in driver
cabin or in control panel of locomotive. ECU has in-built
OLED display for displaying the parameters related to
governor and engine. It has non-volatile memory to
store user settable configuration data, error log and fault
data pack. Key board is provided on ECU unit. ECU
receives the Notch command signals from loco control
system to control the rack movement and maintain Engine Control Unit for EMD engine
models 567,645E3 & 710G3B
different engine speeds. ECU receives the engine speed
signal from speed sensors of MEG as engine rpm feedback for closed loop control of diesel
engine speed. ECU monitors different pressure signals for engine safety and protections. It will
interface and communicate with locomotive control system for exchange of signals for
redundancy and also for fault logging.

Actuator Unit (AU) - for EMD engine models

Standard actuator unit is used for all types of EMD engine


models i.e. 567, 645 and 710 engines. For these types of
engines, actuator unit output shaft movement is rotary from
0 to 30 degrees. Actuator unit is mounted on engine and its
output shaft is connected to loco fuel control shaft through
fuel linkage arrangement to regulate fuel supply to the

Actuator unit includes Stepper Motor, Gear box,


Electromagnetic Clutch, Rack & pinion shaft with Rack Sensor and Spiral spring.
Actuator unit does not require gear drive from engine or any lube oil for working, thereby
reducing the maintenance needs for normal operation of governor system.

Actuator Unit for GE and Alco model of engines

Standard model of actuator unit is available for GE7FDL


and Alco 251 series of engines models. Output shaft
movement of actuator unit is linear from 0 to 30 mm.
Mounted on engine, output shaft of actuator unit is
connected to locomotive fuel linkage arrangement to
regulate fuel supply to the engine and control the speed
of diesel engine. Actuator unit comprises of stepper motor, Actuator Unit for ALCO
& GE Engines
gear box, electromagnetic clutch, rack & pinion shaft with
rack sensor and spiral spring. Actuator unit does not require
gear drive from engine or lube oil for working.

Pressure Sensor Unit

It consists of pressure sensors for lube oil, fuel oil and boost air.
These are piezoelectric type sensors, generating 4 to 20 mA
output. ECU monitors these signals for engine safety, display
indication and precise control of fuel rack based on the input
manifold air pressure. This unit is provided with adapters
for pressure pipe line connections.

Engine Speed Sensor

The engine speed sensor is Hall effect magnetic sensor used for
measuring the diesel engine RPM. Two speed sensors are used
in MCBG system, for redundancy. These sensors are mounted
on engine ring gear. The sensors generate one electric pulse for
every teeth of the wheel and hence the signal frequency is

2c. Safety Features

 Automatic shutdown of engine in case of

 Low Lube Oil Pressure or LOP sensor failure


Monitors the lube oil pressure and moves the fuel rack to zero
position to shutdown the engine in case of low lube oil pressure or
LOP sensor failure.

 Engine over speed


Monitors the engine rpm signal and moves the fuel rack to zero
position to shutdown the engine in case of engine over speed.

 Engine RPM signal failure


Monitors the engine rpm signal and moves the fuel rack to zero
position to shutdown the engine in case of engine RPM signal
failure.

 Motor over current


Monitors the current in stepper motor and moves the fuel rack to
zero position to shutdown the engine in case of motor over
current.

 Power supply failure


Loaded spiral spring in Actuator unit moves the Fuel rack to zero
position to shutdown the engine in case of Power supply failure.

 Low water pressure (if applicable)


Monitors the water pressure and moves the fuel rack to
zero position to shutdown the engine in case of low water
pressure.

 Booster Air Pressure sensor failure automatically disables air pressure based
fuel limiting
Fuel rack movement in governor is based on Boost Air Pressure
sensor in case of sensor failure system automatically by pass this
feature and moves the fuel rack accordingly to Notch position.

 Engine runs at Notch position 1 in case of wrong combination of Notch input


signals to governor from Loco control system.

 Engine runs with default parameters in case of FRAM (Ferroelectric Random-


Access Memory) and FLASH memories failure in Control card.

2d. Application Software for configuration of user settable parameters,
downloading & analysis of faults

Many control parameters for the electronic governor have been defined as user –settable
parameters. “Configuration & Data Analysis Software” is provided by Medha to read or
load these user settable parameters from or into the electronic governor, and also to download
fault messages and their related data pack from the governor control unit.
User settable parameters are useful in case of changes in performance parameters of other
sub-systems on the locomotive, which may in-turn need parameter changes in electronic
governor to maintain effective engine control.
Parameter values can be changed or data downloaded from control unit, in engine shutdown or
even in engine running condition. It offers instant checking of effects of any modification to
governor settings.

 Notch Wise Fuel Rack Limit


To set fuel rack movement limits at each notch. To be set such that at each notch, the
limit is sufficient to deliver set HP (Horse Power). When engine is overloaded and
demands more fuel to maintain the set RPM, Fuel Rack tries to move beyond the set
limit.

Useful to achieve better fuel efficiency (effective combustion of injected fuel) by limiting
fuel rack advancement based upon available Booster Air Pressure, Different Fuel Rack

2e. Fault message display and recording for analysis

For any fault, 30 fault data packs consisting of various engine and governor parameters are
recorded. It consists of data for 20 seconds prior to the declaration of fault, 9 seconds after the
declaration of fault, one fault second and one fault instant.

3. MEG Installations

Medha’s electronic governors are installed on various makes and models of


locomotive engines (a total of more than 3,500 units are operational)

a) GE engines

Installed on 7FDL engines in Indonesia,


Tanzania, Zambia, Brazil, Malaysia etc.

b) EMD engines

Installed on 645 and 710 engines in


Indonesia, India, Malaysia etc.

Scope of supply
Each electronic governor will consist of
- Actuator unit (1 Nos.)
- Engine control unit (1 No.)
- Pressure sensor unit (complete with pressure sensors) (1 set)
- Speed sensors (2 Nos.)
- Interconnecting cables with connectors (1 set)

Installation and commissioning of electronic governor


- Client will provide electrical schematic diagrams for the proposed locomotive on which
electronic units are to be installed
- Medha (if required), may depute their personnel to site for locomotive study and to
collect any further details as may be required (client to provide access to facilities and
the locomotive for the same)
- Medha will carry-out any product customization (if required) and supply the units to
the client.
- Once the material is available at site and as per schedule finalized by the client, Medha
will depute their person(s) to supervise installation and commissioning of prototype
units on the locomotive. It is expected to take approx. 3-4 days for installation,
commission and trail run of first unit. Subsequent units will take lesser time, approx. 2
days/unit.
- Once the units are commissioned, the locomotives maybe released for normal
commercial operations.
- Subsequently there is no need to do any routine or regular maintenance checks on
electronic governor

Warranty (to be discussed)


Supplied units will carry a warranty of -- months from date of commissioning or -- months
from date of dispatch, whichever is earlier. The warranty will be against any design or
manufacturing defect or against any normal operation.

After Sales Service and Parts support


Medha offers option to provide all inclusive annual maintenance contract for supplied units or
supply of spare parts on need basis. Details to be discussed with the client.
