Relative to the growing threat of COVID-19 and its propensity to infect large numbers
of people through crowds and large gatherings, all concerned offices and
instrumentalities of the Department are hereby directed to postpone and reschedule
all activities that will involve gathering people in a crowd regardless of size. This shall
include meetings, workshops, seminars, and other related events. This is in
consonance with Resolution No. 10 Series of 2020 of the Inter-Agency Task Force for
the Management of Emerging Infectious Diseases, which recommends the imposition

The postponement shall affect all activities scheduled beginning March 11, 2020 and
shall continue to persist for at least two weeks or until March 25, 2020 subject to such
extensions as the need arises. All future amendments to the postponement window
shall be communicated through an advisory to be released by the Office of the
undersigned.

However, activities falling within the postponement window that are necessary for the
preservation of peace and security, and in curtailing the COVID-19 threat shall be
deemed unaffected, and shall continue as scheduled while observing necessary
health safety protocols.

All are further advised to observe all safety measures as promulgated by the
Department of Health and to cooperate in any efforts of the government to keep the
spread of the virus in check.

1.1 The National Task Force against COVID-19 issued an order dated
August 19, 2020, providing operational guidelines on the management
of Returning Overseas Filipinos (ROFs).

1.2 The Inter-agency Task Force for the Management of Emerging


Infectious Diseases IATF) issued Resolution No. 96, s. 2021, dated
January 26, 2021, providing guidelines for the testing and quarantine
protocols for all persons allowed entry in the Philippines, including ROFs.

The DILG Management Committee Meeting for November 2020 previously scheduled
on Friday, November 13, 2020 shall now be held on Wednesday, November 18, 2020,
9:00 AM at the Jesse Robredo Hall, 8th floor, DILG NAPOLCOM Center.

Undersecretaries, Assistant Secretaries, Bureau and Service Directors, Heads of

attached agencies and other concerned officials in the Central Office are directed by
the Secretary to be physically present during the ManCom. Also, Regional Directors
are directed to join via the Zoom Video Teleconference application. Invitation details
to be relayed by this office.

In this regard, attached is the provisional agenda approved by the Secretary.
