The said istambay phenomenon has been going on for years already and the main reason

is because of our country’s high unemployment rate. We should look at this in a Marxist
perspective that would focus on looking for solution to the inaccessible scarce resources, which
is employment, in order to diminish the inequalities experienced by those unemployed. I could
see that the cause of this is the lack of resources for employment like establishments are going
bankrupt and also there are no opportunities to work.

As an expert in public administration, I will legislate laws in protecting small businesses

and also companies in order for them to keep on operating. The continuous operation of these
companies will give employment opportunities to our citizens and as well as will not cut down
on their employees. I would also strengthen the TUPAD and GIP programs of Department of
Social Welfare and Development in order to help those who are still having a hard time to find a
job because of lack of educational attainment or work experience; the reasons why they are not
employed to public and private companies. And lastly, empower the relationship with
Multinational Companies that will use mainly the raw products within the Philippines and will
only hire Filipino workers.
