Part 2: Reflection

"The Lima City Schools represents the largest preschool through the 12th-grade public school system in Allen County and the region,

serving a diverse population of about 4,000 students. Since 1856, the district has been dedicated to its mission to "create a climate in

which every student learns" (Lima City Schools, n.d.). A clear purpose, mission, and vision are important when creating a school

budget. First, Lima City Schools completes a pervasive needs assessment for each building in the district. From this assessment, the

schools' needs are discovered. The next step is to use the needs assessment to create a school improvement plan, One Plan. "The One

Plan is a systemic consolidated district planning tool for all district operations, strategically aligned to funding and resources and

focused on improving outcomes for all students" (Ohio Department of Education, 2022). It is vital that the district as a whole and each

principal in their building ensure that the budget aligns with the school's mission, vision, and improvement plan.

Lima City Schools receives money from local, state, and federal funds. From the school's budget data, about $26.6 million is

spent on Instruction, $19.9 million on Support Services, and $2.5 million on Other Spending. In the One Plan, each goal fits into one

of the categories: Instruction, Support Services, or Other Spending. The goals are created after writing the root causes for the needs.

The plan also states how the student's progress is measured. Then, to reach the goals, strategies and action steps are listed. Student

achievement is attainable by providing the funds to offer professional development, instructional materials to staff and students, and

safe facilities. The purpose is to allocate the proper funds to reach the plan's goals, providing a safe environment promoting and

achieving student success.

Principals need to be knowledgeable about regulations that come with different types of funding. It is a priority for the

principal to align the budget with the mission, vision, and improvement plan to give clarity in the school's direction for the student's

success. The responsibility of a principal to oversee and manage a school to meet the goals of the school improvement plan while

allocating the funds effectively is pertinent to the success of the students and school. Standard 9 of The Professional Standards for

Educational Leaders states that effective leaders can "manage school operations and resources to promote each student's academic

success and well-being" (National Policy Board for Educational Administration, 2015). Also, PSEL Standard 10 states, "Effective

educational leaders act as agents of continuous improvement to promote each student's academic success and well-being" (National

Policy Board for Educational Administration, 2015).
