(TECHNO COMMERCIAL BID)


ENQUIRY REF: HY/B9/TC-SC/ COMPRESSERS LMS ITEM LIST -2/ B9AUS00325 Dt.: 16-12-2021
Note: Vendors are requested to fill the format in compalince with the tender specific terms and submit as techno-commercial bid . The technical bids are evaluated in line with
the each criteria terms and only those price bids are opened , who meets the techno-commercial bid requirements.

Sl. Criteria Techno-Commercial Term Sub-Contractor Acceptance

1 Scope of work of A) Machining of LIGHT MACHINING COMPONENTS as per BHEL drawings,Process and Scope of work
the job B) The partlist / Process sheets consists of total individual parts and their quantity required is mentioned agaisnt
each item.
C) Drawings ,Scope of work is being sent along with enquiry.

2 Raw material scope


Raw material will be issued by BHEL as free issue material.

3 SCRAP Scrap rate as on date of PO will be considered for recovery.


Scrap weight in Kg mentioned in scope of work document.
Remaining Terms & Conditions are as per BHEL Hyderabad norms.
4 BANK Bank guarantee is to be submitted by the Vendor before issuing of order as per the following conditions:
GUARANTEE i) Business volume to the extent of BHEL Free issue material valuing up to Rs.50, 000/-, Bank Guarantee amount
is not required.
ii) Business volume to the extent of BHEL Free issue material above Rs.50, 000/-, Bank Guarantee amount of
10% of material value is required.
Note: Guarantee can be submitted in the form of FDR/BG(In case of BG separate BG to be submitted.)

5 L1 criteria L1 to be decided ANNEXURE wise based on total value of ANNEXURE.

6 ITB Conditions Acceptance for all applicable Terms & Conditions of ITB.
7 Facilities The vendor shall have the required facillities to machining of LIGHT MACHINING COMPONENTS as per BHEL
drawings,Process and Scope of work.

8 Material As mentioned in the partlist / Process sheet.

9 Inspection a) Dimensional inspection report / other reports if any are to provided during final inspection of the components.

b) All requirements are as per scope and process.


c) The finished products are to be despatched on final clearance from BHEL QC or BHEL authorised inspection
agency and shall have PIR / IRN copies issued by the QC.
d) Inspection will be done by BHEL/Its authorised agency.
10 Delivery period Material to be delivered back with 45 days from date of issue of last material by BHEL.
No further delivery period will be allowed even if completion of job involves SR operation which is to be done
inside BHEL.
However, if period of stay of SR material with BHEL exceeds 15 days, period of stay beyond 15 days will be
added to delivery period.
11 Transportation i) Raw material/After Stress relieving or after intermediate operations if any at BHEL works, items will be delivered
to vendor works by BHEL.
ii) Stress relieving or any other intermediate operations planned in BHEL as per BHEL scope of work, material to
be delivered to BHEL, R.C.PURAM by vendor. iii)Finished or
partially finished items if any, to be delivered to BHEL,R.C.PURAM by vendor.
12 Tools/Cutters Plug gauges and Ring gauges up to M45 and Plain gauges up to 50 mm have to be arrained by the
/Gauges /Measuring subcontractor. Gauges of sizes beyond this range and special/nonstandared gauges will be provided by
Instruments BHEL.Subcontractor has to intimate all such requirements in advance.It is responsibility of the subcontractor to
return such gauges in good condition, within the stipulated period.If the subcontractors not returned the gauges
as and when asked by BHEL with in the stipulated time, BHEL may take action against the
subcontractors.Collection and delivery of these gauges is responsibility of the subcontractors.BHEL reserves the
right to claim adequate compensation from the subcontractor on account of any damage caused to the tools and
gauges issued to them for execution of work, due to careless handling / negligence on the part of the
subcontractor.

13 Validity The quotation shall be valid at least for a period of 90 days from the date of price bid opening date.

14 Penalty In the event of delay in supply of goods, penalty of 0.5% per week or part there of shall be levied on the
undelivered portion subject to a maximum of 10% of the total order value.
15 Firm price clause The quoted price shall be firm till the complete execution of the sub contract order and no escalation of any
account will be admissible.
16 Payment 1) Despatch of Goods on door delivery basis only. Goods despatched with documents presented thro'Bank will
not be accepted and the offer will be rejected.
2) 100% payment will be made on receipt and acceptance of materials within 75 days from the date of despatch /
Invoice.
3) Payment to MSME Units (Registered with BHEL) will be made on receipt and acceptance of materials within 45
days from the date of despatch / invoice.
4) Payment against proforma invoice will not be considered and the offer will be rejected.
5) In no case BHEL shall accept to pay advance / liability towards interest.

17 Defects , after reciept On receipt of finished items at destination, if any manufacturing defects are noticed, the same shall be attended to
of finished by the vendor at his own cost , without any delay.

18 Discretion clause BHEL RESERVES THE RIGHT TO ACCEPT OR REJECT ANY OFFER PARTLY OR FULLY AT ITS
DISCRETION WITHOUT ASSIGNING ANY REASON
19 TAXES Job worker to provide Tax invoice to BHEL and GST at applicable rates on the services charges will be paid to
Job worker against GST compliance and on availment of Input Tax credit by BHEL.

20 Force majure clause Force majeure clause will be applicable only in case of earthquakes, floods, riots or any act of God beyond
control of the contractor. Breakdown of equipment shall not be considered as force majeure

21 Arbitration Arbitration : all disputes arising out of this contract shall be referred to the Executive director BHEL R.C.Puram
Hyderabad 502032, or his authorized representative for arbitration and his decision shall be final and binding.

22 Juridiction Jurisdiction : In case of any suit or other legal proceedings arising under or relating to the contract, the courts at
Sangareddy, Sangareddy district, Telangana state only shall have the jurisdiction and this will be resorted only
after exhausting the arbitration clause as above.
23 Other GENERAL Acceptance to all other BHEL general terms and conditions as mention in the enquiry / guidelines document.
