SUBJECT: GUIDELINES ON THE IMPLEMENTATION OF RETURN TO COLLEGIATE


ATHLETIC COMPETITIONS (R-CAC) DURING THE COVID-19 PANDEMIC

I. RATIONALE

COVID-19 has disrupted all facets of higher education , including sports development. In the
Philippines , several initiatives , such as virtual training , were instituted in order to ensure the
continuity of sports development despite the pandemic. Hence, during this pandemic, virtual
training is being employed as one of the modalities for continuous training of student-athletes .
Stemming from the remedies for the continuity of training for our student-athletes , several
Higher Education Institutions (HEls) were able to hold virtual competitions . Despite the
emergence of other modalities in training and competition, the return to face-to-face competition
in the new normal is inevitable.

The overall health , mental health , and emotional well-being of students benefit greatly from the
increased participation in sports at all levels. Numerous studies have demonstrated that
participation in sports improves a person's mental , physical , and psychosocial health , functional
ability and general quality of life . Face-to-face competition has the additional advantage of
increasing social cohesion among the participants. The gradual return to collegiate athletic
competitions , following the minimum public health standards and protocols set by the
governmental agencies and experts concerned , will therefore assist the higher education sector
in moving towards the new normal.

The Commission on Higher Education (CHED) , in collaboration with the Department of Health
(DOH) and various tertiary sports associations , hereby issues these guidelines on the return to
collegiate athletic competitions during the COVID-19 pandemic , observing the minimum health
protocols laid down by the Inter-Agency Task Force for the Management of Emerging Infectious
Diseases (IATF-EID) and DOH , to ensure continuity of sports development in the country.

II. SCOPE AND COVERAGE

This CHED Memorandum Order (CMO) shall apply to both public and private HEls conducting
or intending to participate in collegiate athletic competitions during this COVID-19 pandemic.

Ill. DEFINITION OF TERMS

Athletic association - refers to any public or private organization that is responsible for
governing inter-school athletic programs and competitions including , but not limited to , the
Private Schools Athletic Association (PRISM) , the University Athletic Association of the
Philippines (UMP), the National College Athletic Association of the Philippines (NCAA), the
Women's National Collegiate Athletic Association (WNCAA) , the State Colleges and Universities
Athletic Association (SCUM), the Cebu Schools Athletic Foundation , Inc. (CESAFI), the
National Capital Regional Athletic Association (NCRAA) , the Association of Local Colleges and
Universities Athletic Association (ALCUAA) and the National Athletic Association of Schools,
Colleges and Universities (NAASCU) ;

Collegiate athletic competitions - refer to competitions which are solely for collegiate
student-athletes , this includes conduct of intramurals in higher education institutions,
intercollegiate and intercollegiate competitions, and other sanctioned or recognized school
athletic competitions.

Contact sports and activities - refer to sports or activities that involve physical contact
between and among participants (whether such physical contact is part of the rules of the
games or not) or causes them to be within one (1) meter or less with any other person at any
point during the activity (e.g. football, basketball , etc.).

COVID-19 Alert Level System - refers to the new Community Quarantine Classifications for
dealing with COVID-19 covering entire cities and/or municipalities ; aimed to manage and
minimize the risk of the disease through system indicators , triggers , and thresholds determined
by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases
(IATF-EID) to specify the public health and social measures to be taken in relation to the
COVID-19 response , as may be updated based on new scientific knowledge , information about
the effectiveness of control measures in the country and overseas , and its application.
(Reference: Guidelines on the Implementation of Alert Levels system for COVID-19 response in
pilot areas , as of February 27 , 2022)

1. Alert Level 1 - refers to areas wherein case transmission is low and decreasing , total bed
utilization rate, and intensive care unit (ICU) utilization rate is low.
2. Alert Level 2 - refers to areas wherein case transmission is low and decreasing , healthcare
utilization is low, or case counts are low but increasing , or case counts are low and
decreasing but total bed utilization rate and ICU utilization rate are increasing.
3. Alert Level 3 - refers to areas wherein case counts are high and/or increasing , with total
bed utilization rate and ICU utilization rate at increasing utilization .
4 . Alert Level 4 - refers to areas wherein case counts are high and/or increasing , with total
bed utilization rate and ICU utilization rate at high utilization.
5. Alert Level 5 - refers to areas wherein case counts are alarming , with total bed utilization
rate and ICU utilization rate at critical utilization.

Higher Education Institutions (HEls) - refers to educational institutions, private or public,
undertaking operations of higher education program/s with an organized group of students
pursuing defined studies in higher education , receiving instruction from teachers , usually located
in a building or group of buildings in a particular site specifically intended for educational
purposes .

Indoor sports and activities - refer to sports or activities that are conducted inside an enclosed
or indoor constructed facility with artificial ventilation and overhead enclosure .

Non-contact sports and activities - refer to sports or activities that do not involve physical
contact between and among participants and participants do not share the same physical space
with another (e.g . bowling , tennis , etc.).

Outdoor sports and activities - refer to sports or activities that are conducted in open spaces
or conducted spaces or venues that may have a roof, but are not enclosed by walls .

Stay-in (Full Bubble) competitions - is a bio-secure bubble that is operationally described as


an accommodation-vehicle-venue sport modality for carrying out sports activities with strict
quarantine , health and safety protocols for the student-athletes, sports coordinators , coaches ,
and other key personnel who will be engaged with the student-athletes inside the bubble until
the completion of athletic competitions .

Stay-out (Close Circuit) competitions - refer to a home-venue-home sport modality in which


student-athletes can travel to and from their residence for the entire duration of the
competitions .

Student-athlete - refers to a student currently enrolled in any school who is a member of any of
the school 's athletic teams or programs and who represents or has intentions of representing
the school in an inter-school athletic program or competition. The student-athlete must be
enrolled in at least a minimum full-time curricular program and must be in good standing to be
eligible to represent the school in an inter-school athletic program or competition.

Virtual Competitions - refers to athletic competitions that are conducted online.

IV. GENERAL GUIDELINES

A. HEls, depending on their capability to comply with these guidelines may choose the
modality to adopt, subject to the following:
a. Under Levels 1-5, virtual training is allowed .
b. Under Level 3, bubble modality without scrimmage is the only modality allowed .
Bubble modality with scrimmage may be allowed upon request and authority of
CHED .
c. Under Level 2, bubble modality is allowed .
d. Under Level 1, stay out and bubble modality are allowed .

B. Only fully-vaccinated persons will be allowed to participate in the bubble and stay-in
modalities . This restriction is applicable to all the participants in the collegiate
competition , such as, but not limited to , the following :
a. Student-Athletes ;
b. Coaches ;
c. Media personnel ;
d. Medical Team ;
e. Game Officials;
f. Audience (if applicable) ;
g. Other Staff authorized by the Association

C. HEls intending to participate in collegiate competitions should adopt best practices in


collegiate athletics competitions during the COVID-19 pandemic employed by national
and international sports competitions .

V. STAY OUT (CLOSED CIRCUIT) COMPETITION

Stay-out or Closed Circuit Competitions refers to a home-venue-home sports modality in which


student-athletes can travel to and from their residence for the entire duration of the
competitions . The HEl/athletic association shall undertake the following :

a. HEls should do a self-assessment of their capacity to comply with the minimum health
protocols mentioned in these guidelines and upon determination of compliance , submit a
self-assessment checklist and an affidavit of undertaking . HEls which will jointly have
competition may submit on their own or through their respective athletic associations.

b. In case they need to run errands , they should first inform the designated authority and
secure approval (verbal or written) before proceeding .

c. The sports association's participating member schools and student-athletes should follow
a minimal health regimen , including but not limited to wearing a facemask and using
alcohol for sanitation , even when they are at home or in their dormitories.

d. There will be a Safety and Health Officer who shall ensure , monitor, and evaluate the
proper implementation and strict observance of the minimum public health standards. The
participating member schools of the athletic association and student-athletes should
establish close monitoring and make a log of their daily activities including who visits them
at home.

e. Prepare a contingency plan for the establishment which shall include coordination with the
local government and health care provider networks, management of staff and visitors with
COVID-19 symptoms, processes for establishment lockdown and disinfection , and
alternative processes in case of escalation of Alert Level status .

f. There should be regular disinfection of high-risk areas such as not limited to areas for
gatherings , highly touched surfaces , and frequently visited areas such as entrance and
exit points, restrooms , hallways , and elevators using Food and Drug Administration (FDA)
approved disinfectants .

g. Ensure adequate air exchange and ventilation ;

h. Installation/maintenance of hand hygiene and sanitation facilities ;

i. Installation of visual cues or signages on mask-wearing , hand hygiene, DOH hotlines, and
other health and safety reminders ;

j. Use of well-fitted masks, except for the following instances : participating in team and
individual sports, practicing outdoor sports/exercise activities, where social distancing can
be maintained .

VI. STAY-IN (FULL BUBBLE)

Stay-In (Full Bubble) Competitions is a bio-secure bubble that is operationally described as an


accommodation-vehicle-venue sport modality for carrying out sports activities with strict
quarantine , health and safety protocols for the student-athletes , sports coordinators , coaches ,
and other key personnel who will be engaged with the student-athletes inside the bubble until
the completion of athletic competitions . It includes HEls with dormitory/housing facilities
adjacent to but not physically inside the campus . All participants are prohibited from going
outside the dormitory/housing facility and sports venue for the athletic competitions and using
other vehicles for transportation to protect the integrity of the bubble . HEls have to apply for
authority to conduct a bubble modality of competition . Before applying, HEls have to ensure
compliance with the minimum health protocols. The participating HEI or responsible athletic
association shall undertake the following:

a. Dormitory/Housing Facility

The participating member schools of the athletic association shall provide the participating
student-athletes the necessary accommodation during the period of the athletic
competitions. Student-athletes who will exit the bubble training shall adhere to re-entry
protocol.

b. Transportation Vessel

Each of the participating member schools of the athletic association shall provide the
necessary transportation vessel for all student-athletes during the period of the athletic
competitions to ensure the integrity of the bubble. Student-athletes shall be transported by

a disinfected vehicle dedicated solely to transporting the participants from the venue and
the dormitory/housing facility.

VII. VIRTUAL (ONLINE)

Virtual or Online Competitions refer to athletic competitions that do not require the participating
student-athletes to be in a sports venue since competitions are conducted online.

VIII. SPECIFIC GUIDELINES

1. HEls, through athletic associations, may apply for different preferences of sports
modality depending on the alert level situation.

2. Re-Entry Protocol of Student-Athletes and Personnels during competitions

a. Entry and re-entry protocols.

Testing shall not be recommended for asymptomatic close contacts unless


symptoms will develop, and should be immediately isolated regardless of test results .
Instead , symptom monitoring is recommended . Should testing still be used , testing
should be done at least five (5) days from the day of the last exposure.

b. Treat

The management of COVID-19 shall be consistent with the latest recommendation


from the Philippine COVID-19 Living Recommendations , which can be accessed

c. Quarantine and Isolation Protocols for participants in the competition .

Please refer to Annex B, Updated Quarantine and Isolation Protocols for General
Public & Healthcare workers and authorized sectors , of the IATF Resolution issued
on 27 February 2022 or the Guidelines on the Nationwide Implementation of Alert
Level System for COVID-19 Response .

d. Reintegrate

Isolation can be discontinued upon completion of the recommended isolation period,


provided they do not have fever for at least twenty-four (24) hours without the use of
any antipyretic medications and shall have improvement of respiratory signs and
symptoms.

e. Cleaning and Sanitization Routine

i. All areas and facilities of the venue that are in use for the game shall be
disinfected prior, during , and after use, following the Department of Health
(DOH) Department Memorandum (OM) No. 2020-0157 entitled "Guidelines on
Cleaning and Disinfection in Various Settings as an Infection Prevention and
Control Measure Against COVID-19" and cleaning and disinfection of
environmental surfaces in the context of COVID-19 by the World Health
Organization (WHO) .

ii. The following areas shall be included in disinfection : Dugouts playing court,
team benches , officials ' working areas , media working areas, seating
(depending on use) , offices, meeting rooms , and sanitary facilities . This applies
also to all equipment to be used .

iii. The playing court and its surroundings shall also be disinfected during halftime
breaks and in-between games.

f. Medical Team

The athletic association involved may opt to increase the number of members of the
medical team based on the number of participating student-athletes . The medical
team must be comprised of the following members:

i. Biosecurity/Safety Officer - each higher education institution will have its own
Biosecurity Officer that will be directly reporting to the Association
Biosecurity/Safety Officer. The biosecurity/safety must have a medical
background or training to be able to enforce the approved set of safety
protocols and shall ensure that all safety protocols are followed and
implemented .

ii. Team Doctor - each member university will have its own team doctor to
handle minor medical concerns at the venue.

iii . Emergency Medical Services - The athletic association should always have
an in-venue medical team that has a standby/on-call Emergency Medical Team
ambulance .

All sports activities and competitions shall strictly adhere to all protocols for minimum health and
safety standards set by the IATF/DOH/LGUs.

1. Parameters for setups under each Alert Level :


a. For Alert Levels 4 and 5, athletic associations/HEls are prohibited from hosting
any athletic competitions EXCEPT for virtual competitions. Under Alert Levels 4
and 5, ONLY virtual competitions are allowed .

b. For Alert Levels 2 and 3, athletic associations must strictly adhere to a Virtual
and/or Stay-In Full Bubble / Virtual setup, patterned after CHED-DOH Joint
Memorandum Circular (JMC) No. 5, series of 2021 or the Guidelines on the
Resumption of Collegiate Sports Stay-In Training during the COVID-19
Pandemic. Movement shall ONLY be restricted to the
accommodation-vehicle-venue.

c. For Alert Level 1, athletic associations/HEls may have a Stay-out setup.

2. Contact sports are only allowed under Alert level 2 or below. HEls may apply for an
exemption , with the endorsement of CHED for the approval of the IATF-EID for contact
sports under higher alert levels.

3. Under Level 2, the athletic association/HE! may allow for a maximum of 50% audience
capacity in indoor venues and a maximum of 70% for outdoor venues. A maximum of
100% audience capacity is allowable under Alert Level 1. HE ls or athletic associations

may reduce the number given their capability to comply with the minimum health protocols
and to manage the situation of the occurrence of infection and spread of the virus .

4. All participants must be fully-vaccinated for collegiate athletic competitions conducted


under Alert Leve ls 1, 2, and 3.

Conduct of Contact Sports and Games shall not be allowed under Alert level 3 unless
there is an authority issued by CHED.

5. When the localities of HEls are re-classified to Alert Levels 4 or 5, collegiate competition is
automatically suspended.

6. The latest DOH and IATF Guidelines will be adapted whenever applicable during the
conduct of athletic competitions .

X. COMPETITION PROPER

A. Before the Resumption of Competition:

The HEl/athletic association must submit the following requirements :

1. Application Form of R-CAC (see Annex A)

2. Accomplished self-assessment forms with attached proof of documents (see Annex B)


such as:
2.1. List of student-athletes participating during the game;
2.2. Vaccination Card of student-athletes and coaches ;
2.3. Acceptance Letter of LGU ;
2.4. Parental Consent;
2.5. Health Declaration Forms (HOF) ; and
2.6. List of Medical Team

3. Affidavit of Undertaking (see Annex C)

4. Letter of Request for on-site inspection (for Alert Levels 2 and 3 only)

Flowchart for the Return to Collegiate Athletic Competition (R-CAC) :


1. Accomplish a Self-assessment Form ;

with attached proof of documents to the CHED Regional Office ;

3. Inspection of competition facilities and re-engineering readiness (for Alert Levels 2 and
3) ; and

4. Issuance of Compliance Certificates/Letter of Acknowledgment to resume competition

8. Before the Conduct of the Competition:

The HEl/athletic association shall undertake the following :

1. The HEl/athletic association shall create a task force on-site to help coordinate an
independent response against COVID-19 . The task force shall include the following
individuals :
a. Management Committee
b. Team Doctors
c. Safety and Health Officer
d. Biosecurity Officer

2. The task force shall perform the following :


a. Ensure compliance to minimum public health standards during the conduct of
allowed physical activities and establish mechanisms to monitor compliance with
the said standards, as provided under the said guidelines and DOH policies;

b. Keep abreast of the latest government regulations and adopt them whenever
applicable;

c. Monitor the health status and symptoms of athletes and personnel before, during ,
and after the activity and during stay-in the housing facilities ;

d. Keep records , through minimal contact means , of individuals who used the
facilities for the purpose of contact tracing in the event the need for such arises;
and ,

e. Refer suspect, probable , and confirmed COVID-19 cases to appropriate health


authority/health facilities , as necessary

3. The HEl/athletic association shall re-engineer or re-design the layouts of its competition
venue so that its student-athletes and participants shall be able to practice physical
distancing throughout the duration of the competition .

4. The HEl/athletic association shall provide and make modifications to the layouts of its
housing/dormitory facilities when re-classified to Alert Level 2 or 3, applying a
stay-in/bubble set-up during the entire competition in order for its student-athletes and
personnel to be able to develop physical distance over the course of the competition.

5. The HEl/athletic association shall determine the occupancy capacity of the sports
facilities following proper physical distancing protocols and shall strictly observe the
same during the conduct of collegiate competition in areas classified under Alerts Level
1, 2, and 3.

6. Stay-out/close circuit Competitions shall be allowed only in areas under Alert Level 1
subject to the following conditions :

a. Testing shall not be recommended for asymptomatic close contacts unless


symptoms will develop, and should be immediately isolated regardless of test
results . Instead , symptom monitoring is recommended . However, it is within the
discretion of the HEI if they will employ/use testing . Should testing still be used ,
testing should be done at least five (5) days from the day of last exposure.

b. Testing using antigen tests shall be recommended only for symptomatic


individuals and in instances wherein RT-PCR is not available, consistent with
previously issued guidelines of DOH/IATF-EID.

c. HEls shall ensure that classes of student-athletes shall be prioritized in


scheduling their training and games. Once limited face-to-face classes resume ,
as authorized by the Commission , and there is a need for limited face-to-face
classes of student-athletes in the stay-out competition and games, the
aforementioned protocols shall be followed , specifically.

d. HEls shall make sure that there will be close monitoring of student-athletes and
personnel going home immediately after the competition .

7. Stay-in (full bubble) Competitions shall be allowed in areas under Alert Levels 1, 2, and
3, subject to the following conditions :

a. Student-athletes shall be housed in a dedicated dormitory or housing facility for


the duration of the game.

b. Symptom testing for all participating student-athletes, and other official staff. For
individuals who are fully vaccinated and have symptoms , there should be a
quarantine of at least seven (7) days from the onset of symptoms. HEls have the
discretion to do testing , however, it must be done at least five (5) days from the
day of the last exposure.

c. HEls shall ensure that classes of student-athletes shall be prioritized in


scheduling their training and games . Once limited face-to-face classes resume ,
as authorized by the Commission , and there is a need for limited face-to-face
classes of student-athletes in the stay-in training and games, the aforementioned
protocols shall be followed , specifically.

d. The safety seal which shall be issued to the HEls, upon compliance with these
guidelines shall be limited to the period and/or games applied for.

C. During the Competition:

The HEl/athletic association shall undertake the following:

1. Screening at the entry point


a. Establishment of screening or triage area at different points of entry:
i. Health declaration or symptom assessment
ii. Non-contact temperature check
iii. Isolation area near points-of-entry for symptomatic individuals

b. When a participant registers a high temperature , all individuals shall be given 30


minutes of rest before a second temperature check is performed . If the
temperature reading falls within the normal range of 36 .1 degrees to 37.4
degrees Celsius, the individual is allowed to enter the venue. However, if the
temperature reading remains high on the second test, the individual shall be
isolated immediately and handled by the EMS and/or referred to a designated
authority.

2. Personal hygiene kits

a. The HEI shall require its student-athletes, officials, and personnel assisting to
bring their own personal hygiene kits which shall contain the following : 70%
alcohol or hand sanitizer, a travel-size packet of cleansing wipes/tissue paper, or
a small hand towel, and travel-size hand soap.

3. Student-athletes and all other authorized personnel shall :


a. Wear face masks at all times and other appropriate personal protective
equipment (PPE) as mandated by the IATF and DOH ;

b. Accomplish the Health Declaration Form ; and

c. Have their temperature checked and recorded in the Health Declaration Form .
Anyone with a temperature of 37.5 degrees Celsius or higher shall not be
allowed to enter the premises and shall be brought to the isolation area or room .
The HEI shall develop a mechanism on how to ensure that the participant shall
be attended to , as provided under DOH Administrative Order (AO) No.
2021-0043 .

4. The HEl/athletic association shall provide an adequate number of handwashing or hand


sanitizing stations at the entrance and exit points of the sports grounds or premises. All
participants shall be required to wash or sanitize their hands before or immediately after

entry. Participants shall be advised to follow unidirectional/one-way movement through
the facilities . Also , a limited number of persons shall be allowed in the locker rooms at
any given time , based on physical distancing protocols and maximum capacity
prescribed by the IATF-EID for each Alert Level.

5. Physical distancing should always be enforced if not fielded as a player.


a. Team bench seats will be pre-assigned and should observe the 1-meter physical
distancing;

b. Chairs are to be marked by jersey numbers/names;

c. The submitted seat plan should be constant ;

d. Personal towels , water bottles, face masks, and other game essentials of players
will be placed on the left side of the seat beside the player. Warmers , when
substituting , must also be left on the said seat; and

e. There will be a 'rest area' beside the bench which in no case should be less than
2 meters from the nearest seat where players who have just been substituted out
can pause for a breather without a mask. Upon return to the team bench, players
must then put on their face masks .

6. Unnecessary actions such as spitting , high-fives , fist-bumps , handshakes, and other


close-contact gestures with other individuals are discouraged .

7. The HEl/athletic association shall recommend that all student-athlete participants go


straight to their home/accommodation/housing facility, as the case may be, given the
alert level where the competition is being held .

8. Coaches , game officials, and all personnel shall always wear face masks during the
entire game. Student-athletes who are not undergoing competitions shall wear a face
mask while inside the sports ground or venue . The use of a face shield shall be in line
with the latest recommendations of the IATF-EID or national guidelines.

9. Competition venues and all equipment used shall be disinfected before and after the
competitions, following DOH Department Memorandum (OM) No. 2020-0157 .
Disinfection must also be done during halftime and in-between games .

10. Installation of visual cues or signages to communicate strategies to prevent infection


transmission shall include the following :
a. Physical distancing of at least one (1) meter distance , as the case may be, given
the alert level of the place where the competition is being held;
b. Cough and sneeze etiquette;
c. Proper hand hygiene and control ;

d. Face, eyes , nose , and mouth shall not be touched ;


e. Thorough handwashing with soap and water for 20-30 seconds;
f. In the absence of soap and water, use alcohol-based hand sanitizer (>70%
alcohol) or isopropyl/ethyl alcohol. Hand sanitizer is not a replacement for good
hand hygiene; and
g. Proper use and disposal of personal protective equipment (PPE) .

11 . In case of swab testing upon the initiative of the HEI , COVID-19 testing protocols shall
be aligned with the DOH OM No . 2020-0258, Updated Interim Guidelines on Expanded
Testing for COVID-19 , and its respective amendments .

12. The Safety and Health Officer designated by the HEI shall monitor all participants'
compliance with minimum public health standards and rules of these guidelines .

13. Game Venue Operations


a. Venue Entry and Exit
i. Teams will ONLY be allowed entry one and a half hours (1 1/2 hours)
before their scheduled game to give way to sanitization.
ii. Non-contact temperature screening , symptom assessment, and online
HOF are required at all entry points along with social distancing marking
for queuing, use of face mask, and hand sanitizer dispensers.
iii. Individuals with a high body temperature after recheck shall not be
allowed inside the venue
iv. Upon arrival , participants must go straight to their changing room or
designated area (dugouUtent/dressing room) .
v. Dedicated , exclusive access ways for court entrance and exit will be
prepared wherever possible. Signages for queuing and use of
unidirectional markers shall be used.
vi. The court shall be accessed only when the area has been cleared of any
non-authorized personnel and fully sanitized.

b. Venue accreditation

Participants shall wear the accreditations or IDs issued by the association at all
times , with the exemption of players and referees involved in a live game.

c. Team warm-up will be allowed .

d. Team introductions and pre-game lineup


i. All individuals shall not make any unnecessary contact such as shaking of
hands, "high fiving " of teammates , etc.
ii. Additional on-court activities in the introductions such as entertainers,
mascots , dancers or musicians are allowed in the premises with strict

compliance with the mInImum health protocols and will be allowed only
during alert level 1.

e. Team Benches , Scorer's Table, and Technical Table


i. Team benches, scorer's table , and technical table seats shall be positioned
so that all participants will be able to observe physical distance from each
other.
ii. An optional acrylic barrier in front of the Scorer's Table and Technical
Table.
iii. All officials , staff, players , coaches, team staff, media, and other personnel
working at the Scorer's and Technical Table shall be required to wear a
face mask.

14. Game Suspension

The suspension of games is within the discretion of the HEls/athletic associations given
the viability of continuing with the games and the ability of the HE I/athletic association to
control/manage the infection.

D. After the Competition :

The HEl/athletic association shall undertake the following :

1. Players may go through the usual post-game acknowledgment of opposition players and
coaches but must limit physical contact, e.g. no handshaking .

2. No prolonged contact after the game ("meet/game - go").

3. Cleaning and disinfection of the venue , gym , sports facilities , and changing rooms ,
among others shall be performed after every competition. As soon as teams and game
officials have left the court area , the court , benches , rooms , and equipment shall
immediately undergo full disinfection . All personnel who shall disinfect are required to
wear proper personal protective equipment (PPE) .

4. All participants must disinfect their hands and body with alcohol , and change out from
game-worn clothes to a new set of clothes before heading home/dormitory/housing
facility. All game-worn clothes should be placed in a dirty clothes bag separate from
other personal belongings (for team laundry) .

5. Showering in the venue is allowed . Participants should bring their own toiletries .

6. All Team Delegations must exit the court in a timely manner and not congregate
unnecessarily post-game. After 10-15 minutes of rest , student-athletes , coaches , and

personnel shall be assessed and monitored for any presence of signs and symptoms
related to COVID-19 infection before leaving the venue.

7. All participants shall wear a face mask and other PPE, as may be required by the
IATF-EIO, upon leaving the competition venue.

8. Media Interviews
a. Face to face media interviews will only be allowed on alert level 1 following the
OOH-IATF health protocols.

b. The winning coach will be assisted by a staff of an athletic association to the


pressroom for post-game interviews . Players or any other interview request can
also be accommodated provided that it is still within the time limit provided for the
team to leave the playing venue for areas under Alert Level 1. Face-to-face
interviews will not be allowed for areas under Alert Level 2 or higher.

c. TV/media partners and members will be allowed to conduct interviews for Alert
Level 1, within the designated interview area provided that they follow the 6-feet
social distancing requirement prescribed by the OOH/IATF.

E. COVID-19 Protocols

1. Individuals, who have participated in the collegiate competition , and have tested positive
for COVI0-19, shall inform their close contacts to trigger quarantine for unvaccinated
close contacts and symptom monitoring for vaccinated close contacts .

2. Symptom testing , isolation , quarantine, and reintegration protocols shall be consistent


with the DOH OM No. 2022-0013 or the latest national guidelines:

a. For quarantine of asymptomatic close contacts and isolation of individuals with


symptoms and suspect, probable , and confirmed cases , refer to Section II ,
Subsections A and B of DOH OM No. 2022-0013.

b. All student-athletes , coaches/staff, and other personnel assisting in the training


exhibiting flu-like symptoms including, but not limited to , fever, cough , and
weakness shall be reported by the Safety and Health Officer immediately to the
Barangay Health Emergency Response Team (BHERT), Local Health Office,
and/or other appropriate authorities/facilities for monitoring and observance,
subject to the provisions set forth in the guidelines

c. The Safety and Health Officer shall compile records of all individuals who have
been on-site or who have had close contact with the suspect easels.

d. If the suspect case is confirmed to be COVID-19 positive , the Safety and Health
Officer shall provide the records to the concerned provincial , city, or municipal
LGU through its Provincial Epidemiology and Surveillance Unit (PESU) and City
Epidemiology and Surveillance Unit (CESU) or Municipal Epidemiology and
Surveillance Unit (MESU) to facilitate contact tracing .

3. In the event that an individual is confirmed to be COVID-19 positive, the conduct of


training and other activities shall be suspended . The venue shall be placed under
lockdown for at least 24 hours for contact tracing and disinfection of all facilities ,
surfaces , and equ ipment used . Completion of contact tracing and disinfection activities
shall be considered for the resumption of training after lockdown. Venues shall be
available for use of other teams who are not part of the identified close contacts of the
positive COVID-19 case , provided they have undergone disinfection.

a. The HEl/athletic association shall designate an isolation area or room within the
premises that is different from the school/university clinic for individuals needing
further assessment due to the presence of flu-like symptoms , exposure to a
COVID-19 probable or suspect case , or individuals awaiting transport to the
appropriate health facility.

b. The isolation area/room shall be subjected to the minimum public health


standards and protocols on COVID-19 mitigation:
i. Routine disinfection of the isolation room/area ;
ii. Physical distancing ;
iii. Adequate ventilation; and
iv. The availability of appropriate PPE including the Safety and Health
Officer/attending personnel. PPE shall be worn during isolation at all times.

4. HEls shall ensure that appropriate detection , monitoring , isolation , and transport
protocols must be in place.

5. HEls shall coordinate with the barangay and/or the LGU for the appropriate transport to
the appropriate facility as described in the DOH DM 2020-0178 entitled , Interim
Guidelines on Health Care Provider Networks (HCPNs) During the COVID-19 Pandemic.

F. Contingency Plan

1. The higher education institution/athletic association shall develop a contingency plan


which is ready to be implemented when an individual develops COVID-19 symptoms or
is considered a suspect, probable, or confirmed COVID-19 case during the competitions.

2. Any individual who tests positive shall be immediately isolated and be subjected to
quarantine.

XI. ROLES AND RESPONSIBILITIES

A CHED shall :
1. Coordinate closely with DOH and collegiate athletic associations to develop a
standard protocol for the conduct of sports and other physical activities adherent to
the minimum public health standards set by the DOH :

2. Establish safety guidelines and protocols for all athletic teams and coaches of HEls
in close consultation with DOH and other government agencies such as the
Philippine Sports Commission (PSC) and the Games and Amusement Board
(GAB) , in relation to the implementation of health protocols and safe conduct of
sports events .

3. Conduct on-site inspection of facilities and venues under Alert Levels 2 and 3.

4. Address the complaints forwa rded by the CHED Regional Offices; and

5. Conduct inspection/monitoring of HEI premises where the competition is being


held , ensuring the safety and health of students and game personnel (only when
complaints/untoward incidents arise) .

B. CHED Regional Offices (CHEDROs) shall :


1. Monitor the implementation of the policy and guidelines issued by CHED and
consolidate reports and recommendations from collegiate athletic associations and
HEls athletic offices;

2. Create a registration hub of sports events/activities within their respective regions ;

3. Issue Certificate of Compliance/Letter of Acknowledgement , as the case may be ,


upon complete submission of the documents ;

4. Handle complaints related to the violation of CHED guidelines/lATF/DOH rules and


regulations ; and

5. Organize and coordinate actual visits to the school with the athletic association
and/or other government agencies concerned , in case of violation of CHED
guidelines/lATF/DOH rules and regulations.

C. HEls shall :
1. Submit weekly health reports through the prescribed template in Annex D (e.g . a
student-athlete or personnel contracts COVID-19) as well as daily updates on
identified positive cases to CHED while competition is ongoing , or immediately after,
and submit to the appropriate health authority/facility.

2. Provide accommodation and transportation services all throughout the duration of
the competition on a stay-in/bubble competition in areas under Alert Levels 2 and 3.

3. May authorize the athletic associations to facilitate their engagement or participation


in the inter-collegiate competitions . In such an event the athletic association shall
do the following:
a. Ensure regular disinfection of premises being used during the competitions ;
b. Submit the CHED requirements for R-CAC ;
c. Monitor the strict and safe implementation of the R-CAC among the HEI
members;
d. Coordinate with CHED throughout the duration of the competition ;
e. Provide technical advice and/or expertise with the Commission;
f. Assign one focal person to attend all coordination meetings and monitoring
and random inspections if necessary;
g. Develop prevention , detection , monitoring , isolation , and transport protocols;
and
h. Submit a narrative report and documentation to CHED after the conduct of
athletic competition as stated in the implementing guidelines;

XII. SANCTIONS

A. Any HEI found violating the provisions of this CMO may be subjected to the following
sanctions depending upon the extent/severity of its violations :
1. Suspension of the conduct of particular competitions ;
2. Suspension of the conduct of its on-campus athletic competitions ; and/or
3. Blacklisting of the HEI for the conduct of on-campus athletic competitions for one
year or more.

B. The Commission may also issue an immediate suspension of its athletic competitions
before the actual visit of CHEDROs as preventive measures when situations on the
ground call for an urgent remedy.

C. Sanctions shall be without prejudice to the filing of the corresponding administrative or


criminal cases for acts committed in violation of existing rules and regulations of other
government agencies such as the Cybercrime Act, the Data Privacy Law, the Dangerous
Drugs Act, and others.

CLINICAL AND EPIDEMIOLOGIC CRITERIA FOR SUSPECT, PROBABLE, AND


CONFIRMED COVID-19 CASES
(Source: Department of Health (DOH) Administrative Order 2021-0043: Omnibus Guidelines on the
Minimum Public Health Standards for the Safe Reopening of Institutions)

Cases Criteria
1. Suspect Criteria A - refers to a person who meets the clinical AND
epidemiological criteria :
a. Clinical criteria:
i. Acute onset of fever AND cough ; or,
ii . Acute onset of ANY THREE OR MORE of the following signs or
symptoms: fever, cough , general weakness/fatigue , headache,
myalgia , sore throat, coryza , dyspnoea, anorexia/nausea/vomiting ,
diarrhea , altered mental status , AND
b. Epidemiologic criteria:
i. Residing or working in an area with a high risk of transmission of
virus: closed residential settings, humanitarian settings such as camp
and camp-like settings for displaced persons; anytime within the
Suspect fourteen (14) days prior to symptom onset; or
COVI D-19 Case ii . Residing or traveling to an area with community transmission anytime
within the fourteen (14) days prior to symptom onset; or
iii . Working in any healthcare setting , including within health facilities or
with in the community ; any time within the fourteen (14) days prior to
symptom onset.

2. Suspect Criteria B - refers to a patient with Severe Acute Respiratory Illness


(SARI) : acute respiratory infection with a history of fever or measured fever of
> 38C and cough ; with onset within the last ten (10) days; and requires

hospitalization). A person who meets the clinical AND epidemiological criteria.

3. Suspect Criteria C - refers to an asymptomatic person not meeting


epidemiologic criteria with a POSITIVE SARS-CoV-2 Antigen-ROT.
1. A patient who meets clinical criteria AND is a contact of a probable or
confirmed case or linked to a COVID-19 cluster; or
2. A suspect case with chest imaging showing findings suggestive of COVID-19
disease;
Probable
3. A person with recent onset of anosmia (loss of smell) or ageusia (loss of taste)
COVI D-19 Case
in the absence of any other identified cause;
4. Death , not otherwise explained , in an adult with respiratory distress preceding
death ; AND was a contact of a probable or confirmed case or linked to a
COVID-19 cluster.

Refers to any individual , irrespective of presence or absence of clinical signs and


symptoms, who were laboratory-confirmed for COVID-19 in a test conducted at
the national reference laboratory, a subnational reference laboratory, and/or
Confirmed DOH-licensed COVID-19 testing laboratory ; OR any suspect or probable
COVID-19 Case COVID-19 cases, who tested positive using antigen test in areas with outbreaks
and/or in remote settings where RT-PCR is not immediately available; provided
that the antigen tests satisfy the recommended minimum regulatory, technical and
operational specifications set by the Health Technology Assessment Council.

CREATING A SCHOOL-BASED ISOLATION ROOM FOR PERSONS WITH COVID-19


SYMPTOMS

When students, faculty, and staff develop COVID-19 symptoms while in the collegiate athletic
competitions, they shall immediately be transferred to an isolation room while waiting to be
transported to a health facility or home. This isolation room shall have the following features:

1. The isolation room is a single-person room with adequate ventilation and a self-closing
door, if possible.

2. There is a single bed for the individual to rest while waiting to be transported . The HEI shall
select a bed that is easy to clean and disinfect. The type of bed shall be selected in
consultation with the LGU/DOH .

3. The isolation room is near a comfort room that is solely dedicated for the use of the
symptomatic student, faculty, or staff.

4. The isolation room has easy access to the exit gate to efficiently facilitate the immediate
transport of the symptomatic student, faculty, or staff to limit his or her exposure to others
and to avoid contaminating additional school areas.

5. There is also a foot-operated "hand wash" basin or hands-free sanitizer or alcohol


dispenser.

6. There are dedicated trash bins and cleaning and disinfection materials for the isolation
room .
