The AFP Organization

Take note:
In line with accepted concept of civilian supremacy
over the military, and as provided for the National
Defense Act, the President of the Philippines is the
Commander In Chief of the Armed Forces. Under the
President is the Secretary of National Defense who
exercises supervision and control over the Armed
Forces of the Philippines. It is charged with the duty
of supervising the National Defense Program of the
country.
The Armed Forces of the Philippines
• is composed of Regular Force and Reserve
Force. The Regular Force consists of the
regular force, enlisted personnel, NCOs
(Non-Commissioned Officers) who are
normally active in duty.
Military Organization
A group of men or units are grouped together to
perform military functions with responsibilities
assigned to each individual.
Principles of Organization
✔ Unity of Control - there is only one leader at each level
of command and each unit is controlled by only one
individual while accomplishing its mission.
✔ Span of Control - there is a limit in the number of
individuals that a supervisor can control effectively.
✔ Homogeneous Assignment - personnel and
equipment, which serve the same purpose in a mission
are grouped together.
✔ Delegation of Authority - this inserts that the
commander responsible for the outcome of an
operation has adequate authority over the individual
engage in the operation.

• The present organization of the AFP includes the General
Headquarters, the Unified Area Command, the AFP Wide Support
and Separate Units (AFPSSU) and the 3 major Services namely: Phil.
Army, Phil. Navy, and the Phil. Air Force.

STATEMENT OF BASIC FUNCTION
1. Commander in Chief, AFP- in accordance with the principle of
supremacy of civilian authority over military authority, the President
of the Republic of the Philippines is the Commander in Chief of the
Armed Forces of the Philippines.
2. The Secretary of National Defense- he is the head of the
department of National Defense. His position is civilian and
appointed by the President. He exercises strategic direction over the
personnel and the resources of the military establishment through
the Secretary of the National Defense, and also exercises command
over the AFP units through the Chief of Staff, AFP.
3. Undersecretaries- gives principal assistance to the Secretary.
4.Chief of Staff AFP(CSAFP)- the highest military officer and
serves as the Commanding General of the AFP. He exercises
command at the General Headquarters over all the units and
elements of the AFP. He executes the President’s command.
5. Vice Chief of Staff, AFP (VCSAFP)- he is the second highest
military officer in the AFP. He assist the Chief of Staff of the AFP
and performs function in his absence.
6. Deputy Chief of Staff, AFP(DCSAFP)- he exercises general
supervision over the AFP Joint Staff and Special Staff at the
General Headquarters.
7. The Joint Staff- known as the general staff of the AFP which
holds office at the GHQ AFP.
8.Special Staff- consists of 2 groups which advises the Chief of
Staff AFP on matters pertaining to their specialized fields of
service activity.
9. AFP Sergeant Major- he advises the Chief of Staff AFP on the
improvement of morale and welfare to the accomplishment of
the AFP mission.
9. The AFP Wide Support and Separate Units (AFPWSSU)- the
Chief of Staff AFP delegates the command and control of the AFP
Wide Support and Separate Units to the Deputy Chief of Staff AFP.
10. The Unified Area Command- were tasked- organized by the
AFP GHQ to address specific peace and order problems in
particular areas in our country.
11. National Capital Region Command, AFP (NCRCOM)- address
security threat in the National Gov’t. and the Country’s major
economic centers in Metro Manila Area.
12. Northern Luzon Command, AFP (NOLCOM)- address the
security in Northern Luzon, Central Luzon, and secures the seat of
the Nat’l. Gov’t. and the country’s major economic centers in the
Metro Manila Area. Its Headquarters is in Tarlac, Tarlac.
13. Southern Luzon Command, AFP (SOLCOM)- address its security
threat in Southern Luzon and Bicol Region. Its Headquarters is in
Lucena City, Quezon Province.
14. Central Mindanao Command, AFP (CENTCOM)- addresses the
security threat in Central Mindanao Region.
15. Western Command, AFP (WESCOM)- addresses its security
threat in Palawan and Kalayaan Island Group and protects our
National interest in South China Sea area. Its Headquarters is in
Puerto Princesa City, Palawan.
16. Southern Command, AFP (SOUTHCOM)- addresses its
security threat coming from mainland Mindanao and the
Philippines Southern Sea Islands. Its headquarters is in
Zamboanga City.

The Three (3) Major Service
The Philippine Army – is responsible for the
preparation of land forces necessary for the effective
prosecution of war except as otherwise assigned and in
accordance with integration mobilizing plans for the
expansion of the peace time components of the army
to meet the needs of war.
The Philippine Air Force – is responsible for the
preparation of Air Forces necessary for the effective
prosecution of war except as otherwise assigned and in
accordance with integrated mobilization plans for the
expansion of the peace time components of the Air
Force to meet the needs of war.
The Philippine Navy – is responsible for the
preparation of Naval Forces necessary for the effective
prosecution of war except as otherwise assigned and in
accordance with integrated mobilization plans, for the
expansion of the peace time components of the Navy
to meet the needs of war.
The AFP Wide Support and Separate Units
(AFPWSSUs)
• the AFP wide support and separate units and
the unified commands are directly under the
control of the Chief of Staff, AFP and are
necessary under the operational control of
GHQ and not under any of the major service
because they perform specific functions and
services for the whole armed forces.
• Battalion- is the smallest infantry unit to have a staff, consisting of officers especially
detailed to assist the commander in the exercise of his command.

The Unit Staff is composed its following respective designated Functions:

• Executive Officer (Ex-O)- second in command. He is the assistant and adviser of the
commander. He directs and supervises the activities of the unit and the staff. He
assumes command in the absence of the Commander.
• Personnel and Adjutant ( S-1)- he is the administrative and personnel. He has dual
responsibilities namely, as Adjutant (Administrative) and S-1(Personnel Activities). He is
responsible for keeping and maintenance of orders.
• Intelligence Officer ( S-2) – he is the one responsible for matters pertaining to military
intelligence and counter intelligence. Informs the commander and all other concerned of
enemy situation. Capabilities and course of action. He is the so-called “Eye of the
Battalion”.
• Operations, Training and Planning Officer (S-3)- he is the one in charge on matters
relating to organization training and primary mission operations. He plans, coordinates,
and supervise the activity of the unit.
• Logistics and Supply Officer (S-4) – he is the one responsible for issuing the much
needed supplies in the battalion. He also takes charge of transportation evacuation and
hospitalization within the battalion.
• Organization of the Battalion- the Battalion is composed of the Headquarters and
Headquarters Service Company and 4 Rifle Companies.

NAVY ORGANIZATION
HPN ORGANIZATION

• The Flag Officer In Command, PN (FOIC, PN) – he is the highest Naval


Officer in the Navy or the Commanding General of the Navy. He
executes the command functions in relation to naval strategy, tactics
and operations and act as the immediate advisor to the Chief of Staff,
AFP. He is responsible for the planning development and execution of
Naval Defense in the country.
• The Vice Commander (VICE COM) – he is the Deputy Commander of
the Navy. He assist the FOIC and perform his functions in his absence.
• Chief of Naval Staff (CNS) – he exercise general supervision over the
central staff and special and technical staff and perform other duties
that the FOIC, PN may assign.
• Personal Staff – they assist in personal or in specific functional areas,
Personal staff officers whom the FOIC selects to serve as his aides and
those individual staff offices whose activities he desires to coordinate
and administer directly.
