ARMED FORCES OF THE PGILIPPINES

ORGANIZATIONAL STRUCTURE

I. Section 3, Article II of the 1987 Philippine Constitution


- the Armed Forces of the Philippines is protector of the people and the State. Its goal is
to secure the sovereignty of the State and the integrity of the national territory.

Commander in Chief
- head of AFP
- President of the Republic of the Philippines exercises his authority over the Armed Forces of the
Philippines (AFP) as Commander-in-Chief

Secretary of National Defense


- alter ego of the President
- heads the Department of National Defense, and exercises “executive supervision “over the AFP, and
supervises the National Defense program of the country
- not part of chain of command

Chief of staff AFP


- highest position to the AFP (except the president)
- appointed by the president
- held by a four-star rank of General or Admiral
- complete operational control and is responsible for the overall operations of the AFP
- Immediate Adviser to the Secretary of National Defense
- no definite term limit , but mandatory retirement of 56 of age, can be extend with maximum of 3 years
Vice Chief of Staff of AFP
- primary assistant of the AFP Chief of Staff in their operational duties, as well as in policy
conceptualization and implementation matters in the AFP, and also assists the AFP Chief of Staff in their
absence
- mandatory retirement of 56

Deputy Chief of Staff of AFP


- supervise the organizational staff, including the Joint Staff, the Special Staff, the Administrative and the
Technical Staff
- responsible for assisting the AFP's overall policy and strategy formations, and perform other duties
assigned by the AFP Chief of Staff

Secretary Joint Staff (SJS)


- assistant of Deputy Chief of Staff AFP
- mandatory retirement of 56

Joint Operation Center AFP (JOC)


- maintains internal security
- operates message center

Responsibilities of the Philippine Army


- Philippine Army is headed by the Chief of the Army with a rank of Lieutenant General

Vision
- Philippine Army is to be a professional, capable and responsive army that is a source of national pride.

Mission
- Philippine Army is to “organize, train, equip, deploy and sustain ground forces in the conduct of
support to operations to “win the peace” in order to help the Filipino nation create an environment
conducive for sustainable development and just and lasting peace

Function
- To develop, organize, train and equip Army forces in the conduct of prompt and sustained combat
operations on land
- To prepare such units as maybe necessary for the effective implementation of National Defense Plans
and Programs and Armed Forces missions including support to National Development and disaster
response.
- To develop tactics, techniques, and equipment of interest to the Army on field operations and to
increase inter-operability with other major services and international allies.
- To train, organize and equip all Army reserve units for the possible expansion of the peacetime Army
component to meet any emergency
- To perform such functions as the higher authorities may direct.
“ The Armed Forces of the Philippines, being the protector of the people, plays a crucial role in
preserving peace and harmony, by defending the country against terrorism and other forms of threats,
whether of civilian or military nature. “

Responsibilities of Philippines Air Force


- Philippine Air Force is headed by Chief of the Air Force with a rank of Lieutenant General

Mission
- Philippine Air Force provides national security for the Philippines. The Air Force offers security
through air power, territorial defense, maritime, all-out peace plan, international commitment,
national development, force build-up, and disaster response.
- To organize, train, equip, maintain and provide forces in order to conduct prompt and
sustained air operations to accomplish the AFP mission.

Vision
- A professional and competent Air Force responsive to national security and development
Function
- Organize, train and equip forces for prompt and sustained air operations for the defense of
the Philippines;
-Organize, train and equip forces for airlift, airborne and tactical air operations unilaterally or
in coordination with surface forces;
-Formulate and develop doctrines, concepts, systems, policies, procedures, strategies,
tactics and techniques for operations peculiar to the Air Force;
-Organize, train and equip all Air Force reserve units
-Perform such other functions as may be provided by law or assigned by higher authority.

Reflection

At my research to the topic that I choose, I learned about the proper chain of command although I

failed to search the other department or agencies of AFP, I manage to atleast learn the general part

of AFP for example the first chain command and the main commander of AFP, whose in charge

of planning, commination and intelligence and who’s in charge in action forces. When it come to

army and air force although they familiar to me and know the basic function of army and air force

it amazed me that they are not just responsible to our land and air sovereignty but also responsible

in disaster operation, relief operation and other operation that are not commonly know that the

AFP are responsible also.
