C. The Philippine Constitution of 1987 - The 1987 Constitution established a representative democracy with
power divided among three separate and independent branches of government: the Executive, a bicameral
Legislature, and the Judiciary.
D. Presidential Decree NR 1706 – The National Service Law
Sec 2. National Service Law shall be obligatory for all citizen of the
Philippines. Composed of Civil Welfare Svc, Law Enforcement Service and Military Service.
Sec 4. The terms “Military Service” and “Military Training” referred to
Commonwealth Act Nr 1 as amended shall mean National Service respectively being defined.
E. RA 7077 “The AFP Reservist Act” - An act providing for development, administration, organization, training,
maintenance and utilization of the Citizen Armed Forces of the AFP.
F. Expanded ROTC Program
It consists of three main programs:
1. Military Training Service (MTS)
2. Law Enforcement Service (LTS)
3. Civic Welfare Service (CWS)
• 08 August 1901 – Philippine Constabulary was created for the maintenance of peace and order, became an
integral part of Philippine Army.
• 21 December 1935 – the National Assembly passed Commonwealth Act Nr 1 otherwise known as the
“National Defense Act” by President Manuel Quezon. After 2 years, our armed forces was organized to become
the Armed Forces of the Philippines.
• 17 December 1941 – the Philippine Constabulary was again made as integral part of the Philippine Army. •
28October 1941 – the Philippine Army was reorganized legalizing all guerilla forces of units operating against
the Japanese.
• August 1945 -Philippine Army’s strength totaled to 250,000 officers and enlisted men. The costly maintenance
of the Army resulted to demobilization.
• 04 Oct 1947 – Major Command was created namely Military Training Command, Philippine Naval Patrol,
Philippine Army, Military Police Command, and the Philippine Air Force.
• 01 July 1947 – Philippine Air Force was created as the youngest Branch of Service.
• 20 December 1990 – President Corazon C Aquino signed into law the Republic Act 6975 separating the
Philippine Constabulary from the Armed Forces of the Philippines and the former became the nucleus of the
Philippine National Police under the Department of Interior and Local Government
AFP MISSION and FUNCTIONS
A. AFP MISSION
The AFP is responsible for upholding the sovereignty, supporting the Constitution, and defending the
territory of the Republic of the Philippines against all enemies foreign and domestic; advancing the national
aims, interest and policies; and planning the organization, maintenance, development, and deployment of its
regular and citizen armed force for National Security.
B. AFP FUNCTIONS
1. Uphold the sovereignty, support the constitution and defend the territory of the Republic of the
Philippines against all enemies, foreign and domestic.
2. Promotes and advance the National aims, goals, interest and policies.
3. Plan, organize, maintain, develop and deploy its regular and citizen reserve for National Security.
4. Perform such other functions as may be provided by law or assigned by higher authorities.
ORGANIZATION AND BRANCHES
The 1987 Philippine Constitution placed the AFP under the control of a civilian, the President of the
Philippines, who acts as its Commander-in-Chief. All of its branches are part of the Department of
National Defense, which is headed by the Secretary of National Defense.
The AFP has three major services:
A. Philippine Army (PA) – Hukbong Katihan ng Pilipinas, Ejército Filipino
B. Philippine Navy (PN) – Hukbong Dagat ng Pilipinas, Armada Filipina
Philippine Marine Corps (PMC) - Hukbong Kawal Pandagat ng Pilipinas, Cuerpo de Infantería de
Marina de las Filipinas
C. Philippine Air Force (PAF) – Hukbong Himpapawid ng Pilipinas, Fuerza Aérea Filipina

Military Courtesy and Discipline
Military Courtesy - It is the written, officially prescribed code of deportment for
members of the military establishments.
Military Discipline - This term maybe defined as the willingness to accept with conviction and without
reservation the necessity for a common law that rules and coordinates the effort of a group.
Morale - The term maybe defined as the mental state and spirit of an individual or unit.
Military Discipline - Is a state of order and obedience existing within a command. It involves the ready
subordination of the will of the individual for the good of the group.
