RESERVIST AND RETIREE AFFAIRS


I. OVERVIEW
The Philippine constitution provides that the defense of the state is a primary
duty of the government and the people. In the fulfillment of this duty, all citizens may
be required by law to render personal military or civil service. As stipulated in the
National Defense Act of 1935 or Commonwealth Act No. 1 otherwise known as the
National Defense Act. I quote:

. “During national emergencies, the government has the right to mobilize its citizens
and resources, either public or private as may be deemed necessary for national
defense.”

To realize this, the national defense Act was enacted to give existence to
Presidential Decree No. 1706 otherwise known as the National Service Law which
mandates compulsory national service to all Filipino citizens. Students will be
prepared to as future reservists of the AFP after completing the Basic ROTC course
who will be partner of the regular troops against enemy in case of war or national
emergencies. Moreover, the passing of Republic Act No. 7077 otherwise known as
the Citizen Armed Forces of the Philippine Reservist Act No. 7077 further stipulated
that under this law, the citizen armed Force or alternately referred to as the Reserve
Force shall be organized, trained, developed and maintained as to ensure their
readiness to immediately respond to the call of service.

II. OBJECTIVES: At the end of this chapter, the students should be able to:
1. Familiarize with the legal bases for the organization and development of the
Reserve Force.
2. Understand the mission of the reserve force, AFP
3. Know the classification/categorization of the reserve force and reservist
responsibilities.

III. LESSON PROPER

Legal Bases, Mission and Organization


A. Legal Bases for the Organization and Development of the Reserve Force:
1. National Defense Act of 1935 or Commonwealth Act No. 1 otherwise known
as the National Defense Act.
- Provides that “during national emergencies, the government has the right to mobilize
its citizens and resources, either public or private as may be deemed necessary for
national defense.”

(Section 17, Article I) Composition and Organization of the Army


- The Army of the Philippines shall consist of the Regular Force and the Reserve
Force: Provided, “that members of the Reserve Force on inactive status shall not, by
reason solely of their appointments, oaths, commissions, or status as such, be held or
deemed to be officers or employees in the Philippine Civil Service.”
2. The 1987 Constitution (Section 4, Article XVI).
- Provides that “the Armed Forces of the Philippines shall be composed of a Citizen
Armed Force who shall undergo military training and serve, as may be provided by
law. It shall keep a regular force necessary for the security of State.
3. Republic Act 7077 (AFP Reservist Act of 1991).
- Provides for the development, organization, training, administration, maintenance
and utilization of the Citizen Armed Force of the Armed Forces of the Philippines
and for other purposes.
4. Implementing Rules and Regulations (IRR) to RA 7077.
- Guiding principle in the responsibility of all citizens to defend the security of the
State and in fulfillment thereof, the government may require its citizen to render
personal military or civil service.
5. Republic Act 7898 (AFP Modernization Act).
- Calls for the Development of self-reliant and credible strategic armed force along the
concept of a “Citizen Armed Forces”, the reconfiguration of the Armed Forces of the
Philippines structure and the professionalization of the AFP.
B. Mission and Organization of the Reserve Force:
1. Mission of the Reserve Force:
- To provide the base for expansion of the AFP in the event of war, invasion or
rebellion
- To assist in relief and rescue operations during disasters or calamities
- To assist in socio-economic development
- To assist in the operation and maintenance of essential government or private utilities
in the furtherance of the overall AFP mission.
2. PA Reserve Force Organization:
The Philippine Army Reserve Force shall be organized into two (2) components:
a. The Army Reserve Component
b. The PA Affiliated Reserves

3. PA Reserve Manpower Build up Goal:


- In pursuance to the mandates of RA 7077 (AFP Reservist Act) and RA 7898 (AFP
Modernization Act), the PA is working for the build-up with a ratio of 80% Reserve
Force and 20% Regular Force.
- The attainment of the reserve manpower build-up goal is further enhanced by the
intent of DND to expand the strength of the PA Reserve Force to at least 402, 000 in
2016.
4. PA Reserve Force Component Orgn’l Structure:
- The organization, structure, manning and equipment of reserve units shall conform
with that of the Regular Force. Reserve units of a battalion-type or equivalent in
PAF, PN shall be organized at the provincial level; and reserve units of a brigade-and
division-type or equivalent, on a reginal level.
5. Reservists Categorization:
a. Three (3) categories of PA reservists:
1. First Category. Composed of able-bodied reservists whose ages are between
18 and 35 years.
2. Second Category. Composed of able-bodied reservists who are between 36
and 51 years of age.
3. Third Category. Composed of all able-bodied reservists who are 52 years old
and above.
b. Three Classifications of Reserve Force Units:
1. The Ready Reserve
a. The Ready Reserve is composed of citizen soldiers belonging mostly to
the First Category.
b. The Second Category Reserve and/or the Third Category Reserve,
particularly the commissioned and non-commissioned officers, who
volunteer to serve with the ready reserve shall be allowed, if qualified and
fit for duty, to join and actively participate as part of the ready reserve and
will serve with an appropriate ready reserve unit.
c. Members of the PA affiliated reserve units (PAARUs) of various
government and private utilities and services considered essential for the
preservation of the economic stability of the country or particularly
locality, such as power and electricity, water supply, transportation and
communication, among others, regardless of their categorization will be
classified as ready reserve.

d. All citizen soldiers belonging to the first category reserve, except those
exempted under RA 7077, shall be required to serve with ready reserve
units and will have assignments and promotions in accordance with
existing policies until transferred to the standby reserve by virtue of their
age.
Units classified as Ready Reserve I:
-are reserve units which maintain a high degree of readiness as to be ready for
operational employment within 7 days after activation.
Units classified As Ready Reserve II:
-are reserve units which will be maintained in a degree of readiness as to be ready for
operational employment within 15 days.
2. The Standby Reserve
- is composed of citizen soldiers belonging mostly to the Second Category Reserve and
the Third Category Reserve. The members of the standby reserve shall be organized
and assigned to specified reserve units and shall be maintained through annual
assembly test to update their records and their present address, among others.
3. The Retired Reserve
- is composed of officers and enlisted personnel who were compulsorily and optionally
retired from the active military service and those honorably separated members of the
PA who upon their voluntary act, will be integrated in the PA Reserve Force; and as
such shall be given reserve unit assignments and designated mobilization centers.
- For this purpose, sixty-five (65) years shall be considered as the retirement age.
However, if qualified and fit for duty, a member of the retired reserve may be
ordered to active duty in times of local or national emergencies if he volunteers for
active duty and when the Secretary of National Defense determines that there are not
enough qualified citizen soldiers with special skills and qualifications in the ready
reserve or the standby reserve in his particular area of residence.
Reserve Force Administration
A. Unit/Office Administering and Managing the PA Reserve Force:
The Office of the Assistant Chief of Staff for Reservists and Retiree Affairs,
G9, PA is the Program Director of the PA Reserve Force while the Army Reserve Command
is the Program Administrator. The Program Administrator shall implement them.
G9 has coordinative authority with the members of the General, Special and
Technical Staffs and government and non-government agencies whose functions are related
in the development of the AFP’s and PA’s Reservist and Retiree Affairs functions.

G9 has functional supervision over ARESCOM.


B. Sources of Reservists:
1. Commission of Officers under Circular Nr 4, GHQ, AFP dated 05 July 2010,
Application for Commission in the Reserve Force, AFP.
2. Commissioned Officers under Circular 30, GHQ, AFP dated 07 December 1987,
Procurement and Appointment of Reserve Officer.
3. Circular 6, GHQ, AFP dated 19 May 2003 re Commissioning of Elected Government
Officials and Presidential Appointees in the Reserve Force, AFP.
4. Graduates of the ROTC basic and advance courses that were issued orders as enlisted
reservists or officer reservists of the PA.
5. Graduates of authorized basic military training/instructions, as a result thereof, were
issued orders as reservists of the PA.
6. Ex-servicemen of the PA who were honorably discharged or retired from the service
and who are Filipino citizens.
7. Commissioned officers and enlisted personnel under the affiliated reserve category
and civilian graduates of the National Defense College of the Philippines (NDCP)
who were commissioned in the AFP Reserve Force.
8. Commissioned officers and enlisted personnel under existing laws including those
procured under Project 36-70 and are included in the AFP roster before the enactment
of RA 7077 and those to be commissioned or enlisted in the Reserve Force after this
Act’s enactment.
C. Reservists Roles:
1. Peacetime- As a base for future force expansion, during peacetime, the Army reserve
forces are developed hand-in-hand with the active force through career development.
Unit training and participation in military exercises. They are also utilized in ISO,
CMO and intelligence collection.
2. Crisis-During crisis, ready reserve units in affected localities may be activated to
render voluntary civil or military auxiliary services such as: helping maintain peace
and order, addressing insurgency threat, assisting in rescue and relief operations during
calamities/disasters, undertaking health care activities, and participating in socio-
economic development endeavors.
3. Wartime-During wartime, reserve forces shall be utilized to provide service support
and base defense and provide combat forces as need arises.
D. Reservist Responsibilities:
1. To answer promptly the call for mobilization, training and active duty.

2. To know and remember at all times his reserve unit assignment and
mobilization/assembly center.
3. To notify the administering unit in case of change of permanent residence.
4. To answer promptly all letters emanating from PA authorities.
5. To register every three (3) years at the Local Civil Registrar pursuant to PD 887.
6. To be ready to assume his post as the country needs him.
E. Six (6) Phases in Reservist Accounting System:
Phase I – Preparation Phase
Phase II – Information Dissemination/Coordination
Phase III – Registration & Mustering
Phase IV – Categorization, Classification and Organization
Phase V – Notification of Assignment
Phase VI – Monitoring/Training/ Replacement
F. Wearing of Uniform, Headgear, and Placement of Insignias, Awards,
Decorations and Ribbons:
(References: DND Circular Nr 1 dated 14 Jan 05 (AFP Uniform Code; GHQ Letter
Directive Nr 28 dated 08 Aug 08; and HPA Letter Directive dated 08 Oct 08)
1. Battle Dress Attire (BDA/Camouflage) – the basic military uniform worn by Field,
Combat Support, and Combat Services Support Units’ personnel while performing
their duties; and at garrison or headquarters personnel during red alert status. This
uniform is worn with an olive drab round neck t-shirt as the standard undershirt and
Ball Cap as headgear.
2. Authority of Reserve Personnel to Wear the Uniform: (References: DND Cir Nr 6
dtd 20027 Aug 2002, RA 4091 dtd 19 Jun 1964, RA 4091 dtd 18 May 1964 and
Presidential Decree Nr 182 dtd 06 May 1973
3. General Office Attire (GOA) – basic office uniform of all AFP personnel
particularly those performing duties at garrison or Division/higher Command
Headquarters. It is worn with an olive drab round neck t-shirt as the standard
undershirt and an oversea cap as the headgear and pershing cap headgear during
special occasions.
4. Wearing BDA or GOA shall be with appropriate namecloth and nameplate
respectively, rank insignias and AFOS/MOS attained in career course attendance and
specialization course in accordance with the AFP Uniform Code.

5. On special occasions, military awards, decorations and ribbons, where the reservists
are recipients, should properly wear his recognitions with the individual awards
placed above the left breast pocket or top of the name plate.
6. Reservists must be appropriately authorized to wear their uniforms through CAD,
ADT or letter orders.
G. Carrying of Firearms by Reservists:
Reservists are authorized to carry their firearms only during the conduct of training (i.e. Filed
`Training Exercises and Familiarization Training while on ADT using government issued
firearms). Individually owned firearms are subject to PNP regulations regarding permit to
own and permit to carry firearms. Likewise, they are entitled for a discounted fee when
applying for license and permit to carry.
H. Local Civil Registrar Duty relative to the Administration of the Reserve Force:
For the purpose of registration as provided for in Sections 15 and 16 of RA 7077, the
city/municipal treasurer of chartered cities and municipalities are designated as registering
officers who shall see to it that the registration is carried in proper manner.
RESERVE MANPOWER DEVELOPMENT
A. Requirements for Commission in the Reserve Force: (Circular 4, HPA dtd 05
July 2010)
The applicant must submit his application for commission under this Circular shall be
supported by the original and three (3) folders (properly tabbed and packaged and green
folders) with the following documents:
1. Application for commission
2. Affidavit of No pending case
3. Post card-size picture (whole body)
4. NSO Birth Certificate of equivalent documents
5. Baccalaureate Degree Diploma (BS, AB, etc) and Transcript of Records (duly
authenticated by the school registrar)
6. Comelec Certificate for Elected Officials
7. Physical Examination Report (PER); and Command Clearance requirements:
Personal History Statement

PNP Clearance

8. If professional, a copy of:
a. Certificate/License from Professional Regulation Commission or the Supreme
Court, as the case may be.
b. Either Basic or Advance ROTC Course Certificate

a. Statement of military service from the Adjutant General
b. Copy of Discharge Certificate/Order
c. Copy of orders, awards, decorations and/or citations received for outstanding ability
and/or exceptional service rendered in combat duty, if the commission being applied for is
based on criteria under RA 718.
10. If for commission in the Chaplain Service, submit certificate from Ecclesiastical Superior
permitting and recommending the commission.
11. Physical/Medical Examination Report conducted by PA/AFP physician.
12. An affidavit duly notarized by the Staff Judge Advocate of the Major Service concerned,
or his authorized representative, stating clearly among other things that the applicant is not
convicted of any offense involving moral turpitude in any military or civil courts in the
Philippines.
B. Qualifications for Commission as Officer of the Reserve Force: (GHQ Circular
4, dtd 05 July 2010)
1. Degree holder who is a graduate of Basic ROTC.
2. Deserving Non-Commissioned Officer (NCO) on active duty status is qualified for
commission under Circular 19, GHQ, AFP s-2000.
3. Key and technical personnel of Affiliated Reserve Units.
4. Graduate of Master in National Security Administration (MNSA) conducted by the
National Defense College of the Philippines.
5. Elected government official and Presidential appointee who are degree holders

Requirement for the Commissions hip in the Reserve Force, PA:


Holders of degree/s whose courses are of interest to the Philippine Army which require four
(4) or more years of study, graduates of Basic ROTC or equivqlent, licensure examination
particularly those in the fields of:
1. Accountancy
2. Agriculture
3. Architecture
4. Criminology
5. Customs Administration
6. Education
7. Environmental Planning
8. Foresters
9. Information Technology
10. Interior Design
11. Librarian
12. Nutrition, Culinary Arts and Hospitality Management
13. Social Works
14. Urban Planning
15. Engineering discipline such as Aeronautics, Agriculture, Chemical, Civil,
Computer, Electronics and Communications, Geodetic, Industrial, Landscape
Engineering, Mechanical, Meteorological, Mining, Sanitary, and other degree
holders who have been acknowledged as experts or specialist in their professional
and technological fields.
The minimum age, experience in the practice of particular profession, and educational
background of each rank are as prescribed in the following table however, the age
requirement shall not be the principal factor in determining the appropriate rank to which an
applicant shall be recommended. The ranks indicated in the following tables shall be the
maximum rank commensurate to the respective minimum age and work experience of an
applicant.

D. Rank given to Key and Technical Employees of Private and Government Entities
who are numbers of Affiliated Reserve Units:
The initial commission rank given to the Key and Technical Employees of private and
government entities which are Affiliated Reserve Unit shall based on their present position in
the organization as pre-determined in the approved Table of Distribution and Allowances
(TDA) which forms part of the MOA.
E. Commission Rank awarded to a Graduate of NDCP:
The initial commission rank awarded to graduates of NDCP is LT COL pursuant to Section 7
of Presidential Decree No. 190 and Section 7 (a) of Presidential Decree No. 452 as amended.
F. Requirements for Enlistment in the Reserve Force (Non-ROTC Graduates or
Out-of-school Youth)
- Filipino citizen and good moral character
- Physically and mentally fit for training as certified by Local Physician
- Local Clearances (Municipal Trial Court, Police and NBI)
- At least High School Graduate
- Eighteen (18) years old and above
- At least five (5) feet in height
- Must undergo the Basic Military Citizen Military Training (BCMT)
**Applicant may apply at any Community Defense Unit (RCDG/CDC) nearest his/her
residence to join the Basic Citizen Military Training.
G. Incorporation of a Citizen into the Reserve Force:
Upon completion of the required pre-commission or pre-enlistment training, an individual
will be appointed as reserve officer or enlisted into the reserve force and will be given a
reserve officer/enlisted rank and serial number and assigned to reserve unit and mobilization
center.
H. Separation/Retirement from the Reserve Force:
1. Separation – A reservist officer or enlisted reservists may be removed/dropped from
the rolls under any of the following causes:

a. Death
b. Disability
c. Upon reaching the age of sixty-five (65) years old
d. An approved administrative action involving inefficiency, mis-conduct of moral
turpitude or an approved sentence by a military court.
e. A final conviction for a aims involving moral turpitude before a civil court.
f. Failure to comply with summons for mobilization and assembly test, including
AADT.

2. Retirement – Sixty-five (65) years shall be considered to the retirement age.


However, if qualified and fit for duty, a member of the retired reserve may be
ordered to duty in times of local or national emergencies if he volunteers for active
duty and when the SND as recommended by the CSAFP determines that, there are
not enough qualified citizen soldiers or reservists with his special skills and
qualifications in the RR or SRES in his particular area of residence.
I. Role of RCDGs/CDCs in CAFGU Administration:
CAFGU are graduates of the Basic Military Training, hence and are reservists in the military
active auxiliary service (RA 7077). Their exposure to counter-insurgency operations makes
them a potent and readily available source of manpower for the PA reserve force. The
CAFGU program is only temporary and may be demobilized when the situation warrants.
Following are the measures to adopt in their transition from active auxiliaries or reservists on
active duty to inactive reserve status:
1. Coordinate with appropriate CAFGU-AA control unit of Divisions and Brigade HQs
for the compilation of CAFGU-AA Master Lists by provinces, municipalities and
barangays.
2. Compile and maintain CAA rosters by province and districts including those
honorably separated CAAs and to organize these on paper into Ready or Standby
Reserve Battalions and Brigades.
3. Coordinate and monitor the periodic disposition of CAAs to determine gains and
losses in a given period in order to update or maintain the Battalion and Brigade
Organizations.
4. Physically account and give debriefing to those honorably separated CAAs on their
roles as inactive reservists, in coordination with CAA unit handlers.
5. Ensure that all CAAs have reserve EP serial members issued by G9, PA.

6. Integrate and administer demobilized CAAs as part of the overall provincial and
regional inactive reserve organizations.
J. Compulsory training
A training of not less than thirty (30) days for reserve units and /or individual reservists in a
given year preferably to first category reservists. (Their employment won’t be affected and
they retain their position right after their compulsory training. See para R of Chapter III of
this handbook).
K. Voluntary Training:
A training on a voluntary basis conducted to individual reservists, commissioned officers to
upgrade their proficiency and determine positions especially officers and key non-
commissioned officers.
L. Reserve Officer’s Regular Instruction and Non-Resident Instruction (NRI): (Sec 52,
Art IX, RA 7077)
- Are career courses offered to reservists to maintain their proficiency and prepare
them to assume higher position. Completion of a career course is also a mandatory
requirement for their promotion.
- Regular Instruction is through attendance of a regular class undertaken at a military
training institution (TRADOC and ATGs)
- Non-Resident Instruction is through correspondence where the reservist officer will
periodically receive reading materials from the military training institution but report
to said unit in later part of the training for the practical exercises.

N. Active Duty Training (ADT)
A voluntary training undertaken by individual reservist to upgrade his/her proficiency.
Paragraph 4b of Circular Nr 1, GHQ, AFP dtd 01 Feb 00 states that “The call to active duty
of reservist officer or enlisted reservist for a period of thirty (30) days or more but not
exceeding sixty (60) days depending on the availability of funds, solely for the purpose of
training.”
O. Active Duty Tour Training: (Sec 53, Art IX, RA 7077)
A training given to reservists to improve their professional competence and leadership
qualities for a period not exceeding two (2) years without extension. A reservist who has
served his tour shall not be called again to active duty until after 5 years, except in case of
mobilization.
P. Military Orientation Training (MOT)- A training conducted to members of affiliated
reserve unit’s personnel which serves as the pre-entry training for officers and enlisted
personnel.
Q. Status of Reservists on Training
Reservists on active duty training shall be subject to military law. They shall receive
subsistence allowance and other benefits as provided by law.
R. Security of Tenure in Government and Private Employment of Reservists on
Military Training:
An employee in the government or in a government owned or controlled corporation
or private employment with no less than 20 employees who undergoes military training shall
not be separated or terminated from such employment nor be considered as having forfeited
his seniority status and shall continue to receive the salary he is receiving prior to his call to

military training. Upon termination of his military training, he shall resume his former
position, if not practicable, he shall be assigned to a new one without diminution of his salary
and allowances, provided he is honorably terminated or discharged from such training or
service. (Sec 32, RA 7077)
S. Requirements for Reservist Officers Promotion
1. Must have attained the minimum time-in-grade for promotion to each grade.

in-grade requirements.

Advance ROTC
Assembly Test/Exercise
4. Any other active duty training of not less than seven days in duration prescribed by
the promotion authorities.
5. Occupying or is being earmarked to occupy a TO position calling for at least the
grade to which he is being promoted and must possess the skills/qualifications
required of such TO position.
6. Must be able-bodied and physically fit for general military service.
7. No pending case or derogatory record against him.
NOTE: Major Service Commanders shall be the promotion authority for enlisted reservists
assigned to a particular Major Service Command (Circular Nr 1, GHQ, AFP dated 15
January 2001).
U. Rank Awarded to Graduates of the Basic ROTC: (Sec 45, Art VIII, RA 7077)
Graduates of Basic ROTC shall be given the rank from PRIVATE to SERGEANT
with corresponding serial numbers and assigned to reserve units and mobilization centers in
their provinces.
V.Rank of Advance ROTC Graduates:
Those who successfully complete the advance ROTC course and POTC shall be
recommended for commission in the reserve force as 2LT and assigned to the reserve units
and mobilization centers in their provinces.
W.Disposition of ROTC Graduates who are not Incorporated in the Ready Reserve
Formation:
ROTC graduates who are not incorporated into the Ready Reserve formation shall be
assigned to the standby Reserve Units.
X.Restoring Lost Reservist Rank and Serial Number of an ROTC Graduate:
ROTC Graduate who lost his reservist rank can request his former DMST for
inclusion in the roster of ROTC graduates of the current year by presenting his transcript of
records or credentials.
Y. Graduates of Civic Welfare Training Service (CWTS) and Literacy Training Service
(LTS) of RA 9163 (NSTP Law):
Graduates of CWTS and LTS shall belong to their separate National Service Reserve
Corps (NSRC) and they could be tapped by the State for literacy and civic welfare activities
through the joint effort of DND, CHED, and TESDA, in coordination with DILG, DSWD
and other concerned agencies/associations.

Z. Incentive provided to Cadet undergoing the Advance ROTC Program:


Students undergoing Advance ROTC who belong to the upper five percent (5%) of
their academic class shall be provided a tuition subsidy of fifty percent (50%) of their annual
tuition for the period of their Advance ROTC or can apply for the Chief of Staff, AFP
Scholarship Grant. They can also avail the scholarship program being provided by the school.
A.1. Chief of Staff AFP Scholarship Grant:
The chief of Staff AFP Scholarship Incentive shall be granted to qualified Advance
ROTC students with a regular academic load of not less than 15 units and with an average
grade of not lower than “B” or its equivalent in the previous academic year with no failing
grade in any subject. Twelve slots are available annually to the Army (also to the Navy and
Air Force)

VI)
RESERVE FORCE DEVELOPMENT
A. Mobilization:
- the utilization of the Reserve Force in times of emergency to meet any threats to
national security. (Sec 59, Art X, RA 7077)
B. Mobilization Center:
- a specified area in the province designated by the Secretary of National Defense, in
consultation with local executives, where the reservists will report upon mobilization.
C. Categories of Mobilization:
Full Mobilization – is the activation of all units of the Ready and Standby Reserves
through the joint act of Congress and the President. All the reservists are called to active duty
and units activated are placed on operational readiness.
Partial Mobilization – In partial mobilization, when ordered, only units of Ready
Reserve are necessary to meet the threat will be activated. The reservists assigned to this unit
are called to active duty and the activated units are placed on operational readiness. The
activation is through the joint act of Congress and the President will specify the units to be
activated.
Selective Mobilization – Selective mobilization, by the authority of the President,
may be ordered to meet a local threat of emergency situation. When so ordered, only selected
Ready Reserve Units of the localities involved are activated and the reservists assigned to
them are called to active duty.
D. Status of Reservist on Mobilization:

An officer or enlisted reservist when called to active duty by virtue of mobilization shall
receive all the pay and allowances, medical care, hospitalization, and other privileges and
benefits prescribed by law or regulations for officers and enlisted personnel of the regular
force.
E. Demobilization:
When the threat or emergency for which mobilization had been ordered has passed, the
President shall order the demobilization of the Reserve units activated and the reservists of
such deactivated units shall be reverted to the inactive status.
F. Mobilization Stocks (Mobstock):
- is the minimum essential individual and organizational equipment and supplies procured,
stored and maintained for selected ready reserve units to enhance rapid transition to readiness
required for employment in the shortest possible time.
G. Tri-Spectrum Utilization of the Reserve Force:
The reserve force shall be utilized during peacetime, in times of crisis and during wartime.
Peacetime Development: As a base for future force expansion, the Army reserve force shall
engage in training, organization, development, administration, public awareness and
maintenance activities.
Crisis Deployment: For purpose of helping maintain local peace and order, addressing local
insurgency threat, assisting in rescue and relief operations during disasters and calamities,
health welfare activities, and participating in socio-economic development activities, reservist
units in affected localities may be activated to render voluntary civil or military auxiliary
services (See Auxiliary Service in pages 31-32 of this handbook).
Wartime Deployment: Reservists shall be mobilized and their deployment shall be generally
on the wartime strategy of the AFP where the PAF takes charge of the first line of defense;
the Navy, the second and the ground forces supported by the remaining air and naval
resources as the third line of defense. In a worst-case scenario, wherein the enemy shall be
able to penetrate and occupy the country’s territory, the air, naval, and ground forces shall
merge as an integrated force for unconventional warfare.
H. Utilization of a Reservist of Reserve Unit:
- Reservist or reserve unit shall be utilized to render service to their respective
localities during periods of calamities and when there are threats to peace and
security.
- Reservists or reserve units shall be utilized for the defense of their respective
localities in support to AFP operations and as dictated by the prevailing peace and
order conditions.

- In case of local emergency situations and grave peace and order situations, qualified
reservists may volunteer to serve either as civil or military service.
- The utilization of reservist or reserve unit in cases of local emergencies and grave
peace and order situations shall be as prescribed in a memorandum of agreement to
be issued by the SND and the DILG for this purpose.
I. Utilization of Selected Officers/EP from Tactical/ Engineer Units in the ROTC
Program (Ref: HPA Ltr Dir dtd 25 Mar 98)
* To augment ARESCOM’s limited personnel resources to accomplish the PA’s RRA
programs, the services of qualified officers and enlisted personnel from Infantry Divisions,
LAD, Engineer Brigades, SOCOM, PA, TRADOC, HHSG, ASCOM, SEBn and others as
Commandants, ROTC Instructors and tactical NCOs can be utilized within the AOR.
* RCDG are tasked:
- To identify and consolidate ROTC units that need commandants/instructors and submit
through channel to HPA (Attn: G9) for augmentation programming.
- To properly brief the commandants/instructors from tactical/engineer units on the scope of
their responsibilities and relationships and restrictions as ROTC commandants/Instructors.
- To coordinate with school administrator regarding the appointment of commandants and
tactical Cos from Tactical units or Engineer Brigades.
J. PAAREE (Philippine Army Advance ROTC Entrance Examination)
- A mandatory requirement for admission for all interested basic ROTC graduates
deserving to take Advance ROTC in the Philippine Army to ensure that only the
qualified and selected cadets with leadership and officer potentials are enrolled and
admitted.
- Examine shall be at least 18 years of age but not more than 25 years old at the time of
the examination. Examination shall be administered every November to February of
the school year.
- Only those who obtained a score of 70% and above shall be allowed to take the 1 st
year/second year Advance ROTC.
- Result of the exam is also the basis in determining PA incentive grants.
K. PA ROTC Male and Female Cadet of the Year
This award is given during the PA Day to encourage and recognize outstanding achievements
of cadets.

L. Pillars of Reserve Force Development
1. Administration – this includes planning, executing, controlling, directing, implementing
and supervising the reservist and retiree affairs.
2. Organization – the organization, structure, manning and equipment of reserve units shall
conform to the organization of the regular force. Battalion-type reserve units or its equivalent
shall be organized on a provincial basis and of the Brigade-type or Division-type or
equivalent on the regional basis.
3. Base Development – base development for the reserve component shall conform with
national strategies.
4. Equipage – the PA shall program, procure, store and maintain the material requirements of
the PA reserve force to enhance their rapid transition to readiness required for deployment in
the shortest possible time, subject to existing AFP regulations, circulars and SOPs.
5. Mobilization – the utilization of the Reserve Force in times of emergency to meet any
threats to national security. (Sec 59, Art X, RA 7077)
M. Administration of Discipline
The Reserve Component Project Administrator (ARESCOM) shall ensure
dissemination of the duties, responsibilities and penalties that can be imposed on reservists
should they fail to meet the standard.

Penalties. Failure of reservists to respond to the call to compulsory training or


service shall be punishable in accordance with the Articles of War. Those convicted by a
court martial shall be liable for imprisonment. (Sec 68, Art XIII, RA 7077)
N. Entitlements
1. A reservists when CAD by virtue of MOBILIZATION shall receive all the pay and
allowances, medical care, hospitalization and other privileges and benefits prescribed by law
or regulations for members of the Regular Force.
2. Reservists performing auxiliary services shall not receive pay but shall be entitled to
receive the following:
a. Basic Subsistence Allowance
b. AFPMBAI Insurance Coverage
c. Combat Clothing
d. Hospitalization/medical care for injuries and sickness suffered in line of duty

O. Affiliated Reserve Unit: (GHQ Circular Nr 3 dated 03 March 2004, Subject: AFP
Affiliated Reserve Units Program)
Affiliated Reserve Units are private and government entities, corporations,
establishments and organizations at the national, provincial and municipal levels which
provide essential public services such as water, light, transportation and communications
which are necessary to meet an emergency and thereby organize as affiliated Reserve unit as
approved by the President upon recommendation of the Secretary of National Defense.
P. Approving Authority in the Affiliation of certain Government and Private Entities as
Affiliated Reserve Units:
The approval of the affiliation of certain private and government entities as affiliated
units of the Reserve Force is given to the President of the Philippines through the
recommendation of the SND.
Q. Roles of the Reserve Force in support to the PA Internal Security Organization
(ISO):
The PA reservists are utilized in information gathering through the concept of “Man
in every Barangay”; mobilized during the occurrence of calamities and other nontraditional
roles in nation building.

S. Auxiliary Service: (Sec 63, Art X, RA 7077)
For the purpose of helping maintain local peace and order, meeting local insurgency
threat, assisting in rescue and relief operations during disasters and calamities, health welfare
activities and participating in local socio-economic development projects, the President of the
Republic of the Philippines may call upon the reservists in the affected or concerned localities
to volunteer their services. Such voluntary services shall be referred to as auxiliary service
and shall be of two types, namely:
a. Civil Auxiliary Service – Civil Military Auxiliary Service covers services
rendered in helping maintain local peace and order, assisting in rescue and relief operations,
participating in local socio-economic development projects, delivery of health services and
any non-military activity.
b. Military Auxiliary Service – Military Auxiliary Service covers services rendered
in meeting local insurgency threat. Reservist serving under this category will be organized
into ready reserve units. They must be issued and allowed to carry firearms, provided, that
these reservists will be utilized only for the defense of their respective localities and will not
be employed outside their localities. Elected/appointed local governments officials are
expected to perform their duties and responsibilities in their respective peace and order
council levels or similar organizations efficiently to enhance a total integrated system
approach against threats to national security.

1. The Philippine Army, through ARESCOM, shall administer the Army ROTC
component of the NSTP. In cases that the enrollment in the ROTC is less than 350,
then the provisions of clustering in Section 8 of the IG of the Revised IRR of the
NSTP should be followed.
2. The ROTC Commandant Training Staff shall conduct the orientation for the ROTC
component together with the implementers of the other NSTP components.
3. A DMST must be established/maintained by private HEIs and technical-vocational
educational institutions with at least 350 student cadets, subject to DND existing
rules and regulations. In cases where the number of cadets will be lesser than 350,
clustering of ROTCUs will be undertaken with the ROTCU of highest enrollment
taking the lead role. For DMSTs previously approved and activated, they shall retain
the status regardless of the number of cadets.
4. The establishment, support and maintenance of ROTC Units are the joint
responsibility of the Philippine Army and the concerned learning institution.
5. Colleges and universities with ROTC units shall faithfully conduct the course in
accordance with the policies and regulations as prescribed under RA 9163(NSTP)
and its IRR and IG.
6. The PA shall detail competent training staff to conduct the ROTC course and supply
the duly established ROTC Units with the necessary military equipment which the
ROTC Trust Fund may not be able to cover.
7. Concerned universities and colleges shall provide free of charge the following:
a. Adequate and well secured armory for the storage of arms, equipment,
ammunition and other supplies of the ROTC Unit.
b. Suitable drill/training grounds and classrooms.
c. Adequate and presentable office for the ROTC Unit/DMST and training
staff with facilities like toilet, light and water.
C. ARMY RESERVE COMMAND
1. ARESCOM, through its RCDGs, shall be responsible for the conduct of the ROTC
training.
2. ARESCOM, through its RCDGs, is empowered to cluster several ROTC Units or
cause the attachment of small units to bigger units under one ROTC Commandant
upon consultation with the respective heads of concerned learning institutions.
3. The following shall be the responsibilities of Commander, ARESCOM:

c. Promote the development of PA ROTC Units within the limits of the
power delegated by policies and regulations from higher headquarters.
d. Enforce the requirements of the law, as well as other pertinent AFP/PA
rules and regulations relative to the PA ROTC program and the NSTP.
e. Be in-charge of the detail, development, training and conduct of the ROTC
Commandant and such other military personnel as may be necessary for
each ROTC Unit.
f. Organize and reorganize ROTCUs, through the RCDGs, to suit the
requirement of the situation.
D. RESERVE OFFICERS’ TRAINING CORPS (ROTC)
1. The Office of the Commandant of an ROTC Unit shall be organized as necessary to
perform its assigned functions.
2. The DMST/ROTCU shall be placed under the administrative supervision and control
of the NSTP Director and under the functional supervision of ARESCOM, through
the RCDGs/CDCs.
E. CONDITION FOR AN ROTC UNIT ACTIVATION
1. An enrollment of at least 350 student-cadets who are citizens of the Philippines.
2. Availability of military personnel for assignment to said ROTC Unit as training staff
to implement the training program.
3. Availability of suitable, adequate and well secured armory for the storage of arms,
ammunition, equipment and supplies.
4. Availability of adequate training grounds, classrooms and suitable office space to
house the ROTC Unit Office or DMST.
5. Memorandum of Agreement for the activation of ROTC unit to be entered into by the
CDC Commander and the School President.
F. Collection and Disbursement of funds
ROTC fees and contributions:
1. No ROTC fees shall be collected from student cadets except basic tuition
which should not be more than fifty percent (50%) of the charges of the

school per academic unit. Collection of the basic tuition fee shall be
undertaken by the school concerned.
2. ROTC cadets' tuition fee collected shall constitute a Trust Fund, 70% of
which shall be exclusively used for the operation of the Program. The
remaining 30% retained by the school shall serve as contingency fund
especially in support to unprogrammed activities not originally included in
the program of expenditures prepared by the Commandant and approved by
the School Head.
3. ROTC funds derived from ROTC-related operations shall serve as
augmentation to sustain un-programmed activities of the ROTCU.
4. The unspent fund balance shall be carried over to the next semester; provided
that. ROTC funds shall not be converted into savings at the expense of the
proper implementation of the program.
5. Subsidies from the government, any legal agency or institution appropriated
for ROTC shall be included in the preparation of the program of expenditure
and report on the utilization of funds.
6. Expenditures/Disbursement shall be subjected to periodic audits by the proper
school authorities and concerned NSTP officers.
7. ROTC Commandant shall submit a comprehensive report on the utilization of
the ROTC funds to his/her NSTP Director two (2) weeks after the end of
every semester. ROTC Commandant shall submit the same report to the
Commander, ARESCOM.
8. Rental space of school and other similar expenses shall not be charged to
ROTC.
9. Donations and contributions may be received by the DMST upon expressed
approval of the commandant and school authorities. Proper receipts shall
always be issued to the donors or contributors.
10. Donations and contributions received shall be used exclusively for the
operation and maintenance of the DMSTROTCU.
11. All ROTCUs shall maintain a separate book for all contribution/donations and
disbursement duly certified by the ROTC commandant.
12. Book of contributions/donations shall be subject to periodic inspection and
audit by the proper school authorities and concerned officers.
G. Status of officers and enlisted personnel of other pa units on ROTC duty

1. covered with appropriate orders. They shall be placed under instructor’s duty status
and Detail of officers and enlisted personnel of the Regular Force on ROTC duty shall
be shall receive appropriate instructor duty pay subject to existing regulations.

2. In their strict military capacity, Army officers and enlisted personnel on duty with
ROTC Units are subordinates of Commander, ARESCOM and are subject to their
Commander's order. Such orders, however, shall in no case, infringe upon the rules
and regulations of the institutions to which they are detailed.
3. Officers and enlisted personnel detailed with the ROTC Units are not authorized to
conduct any course of military instructions for the ROTC cadets other than those
prescribed by higher headquarters.
H. Management, Monitoring and Evaluation
1. Management:
a. School authorities shall have administrative supervision while ARESCOM,
through its subordinate units, shall have functional supervision over the
conduct of the PA ROTC training.
b. The ROTC Commandant shall report directly to the NSTP Director for basic
ROTC administrative concerns and to the CDC Commander on operational
matters.
c. PA shall formulate and administer, through ARESCOM, training modules for
its ROTC Program.

2. Monitoring and Evaluation:


a. PA. through ARESCOM. shall oversee and monitor the implementation of the
PA ROTC Program to determine if the trainings conducted are in consonance
with the provisions of the IG of the revised IRR of the NSTP.
b. ARESCOM shall supervise the conduct of Performance Evaluation of
ROTCUs, through the Regional Annual Administrative and Tactical
Inspection (RAATI), based on parameters as prescribed by PA. Results shall
be made available to faculty, students, the general public and the NSTP
Office.
I. Channel of communications
1. All communications within the school pertaining to the implementation of the ROTC
component of the NSTP shall be coursed through the NSTP Director.

2. Communications intended to higher headquarters maybe submitted to the addressee


directly.
3. Approval of school heads shall be sought on matters not covered by this publication but
which directly involve the welfare of ROTC student-cadets of the institution.
4. The ROTC unit Commandant shall regularly report to the NSTP Director on the ongoing
and future activities of ROTC cadets.
J. Discipline
All Philippine Army personnel detailed in ROTC Units shall maintain proper military
discipline at all times and shall report any case of breach of discipline to proper authorities of
the learning institution and to the CDC Commander or to appropriate authorities.
K. Chief of technical/administrative services of the AFP
May be consulted by the Army personnel detailed with ROTC Units on such matters as
qualified personnel to fill the instructor / assistant instructor requirements of their units to
analyze reports and observations relative to their services and such other Similar matters
affecting their services.

L. Conditions of the service


1. Enrollment
a. All qualified students who choose to join the ROTC Program shall be required to
finish one (1) year of ROTC Basic Course as a pre-requisite for graduation.
b. The ROTC Basic Course shall include instructions from the Common Module
Phase intended for all of the three (3) Program components of the NSTP
comprising 25 hours training period per Section 4 a.3c of the Revised IRR of RA
9163.
c. Any student, while actively taking the ROTC program, shall be exempted from
being called to undergo Basic Military Training.
2. AFP PERSONNEL WITH EQUIVALENT BASIC ROTC TRAINING
a. Enlisted personnel of the AFP
b. Ex-servicemen of the AFP who have completed D at least six (6) months of active
duty.
c. Enlisted reservists who are graduates of BCMT. CAFGU BMT and Special
BCMT.
3. DISMISSAL OF STUDENT-CADETS

a. The ROTC Commandant shall be delegated the authority to dismiss a student-


cadet at any time during the semester for being a habitual offender resulting from
his own neglect or willful intent as specified in the List of Demerits.
b. The names of student-cadets dismissed under sub-paragraph "a" shall be
disseminated. to all concerned to prevent such student-cadets from re-enrolling in
other ROTC Units.
4. CREDIT FOR ROTC TRAINING
An ROTC student-cadet who transfers from one institution to another in which an ROTC unit
is maintained, shall be given credit for that part of the course he has successfully completed.
M. TRAINING
1. PRECEPTS. The following precepts shall govern the program of instructions
prescribed by pertinent laws:
a. The basic ROTC training shall be undertaken for an academic period of two (2)
semesters. It shall be credited for three (3) units per semester for fifty-four (54) to
ninety (90) training hours per semester.
b. The course of instruction shall be designated as follows:
 MSI First Year, First Semester (Basic/Common Module Phase included)
 MS2- First Year, Second Semester (Basic)
2. TRAINING PROGRAM AND INSTRUCTIONS.
a. Training Program— There shall be prescribed training program in
accordance with the approved POl for ROTC as specified in the Revised
IRR, RA 9163 S-2009. RCDG Commanders may issue master training
schedules and other necessary implementing instructions to ROTC Units
under them.
b. Designation of Commandant and Assistant Commandant of ROTC Unit
(Per HPA Letter Directive dtd 28 July 2010, Subject: Addendum to HPA
SOP Nr 04 S2010 (Administration of the Army Basic ROTC Component
of the NSTP):
1) Qualified officers in the regular and reserve forces, Philippine
Army may be designated as ROTC Commandant or Assistant
Commandant.
2) When the ROTC Commandant is in the regular force,
Philippine Army, the Assistant ROTC Commandant, as much
as possible, must be a qualified reservist officer.

3) When a qualified reservist officer is designated as ROTC


Commandant, the Assistant ROTC Commandant must be an
officer in the regular force, Philippine Army.
c. ROTC Training Staff Qualifications, Requirements and Responsibilities:
1) ROTC Commandant
a) Qualifications:
(1) Graduate of ROTC Administration Training
(2) Rank: At least Captain.
(3) As much as practicable, be physically present at DMST
during
training days.
(4) Must be on ADT status for reservist officer.
b) Responsibilities Other Than Those Specified in Other
Paragraphs
(1) Perform such duties allied to and not incompatible with his
duties as ROTC Commandant, as may be assigned to
him
by the head of the institution.
(2) Efficient conduct of ROTC training and apprise those
concerned of the pertinent provisions of laws and AFP
regulations affecting the ROTC Unit and those placed
under his jurisdiction.
(3) Recommend for the appointment promotion, reduction of
rank, transfer or separation military personnel detailed
with ROTC Units if necessary.
(4) Render After-Semester Activity Report to the CDC
Commander which includes the following:
(a) Names of cadets who finished the ROTC program.
(b) The programs, projects and activities undertaken
with

(c) Financial statements on funds collected and utilized
(5) Take the lead role in the PA ROTC advocacy program in
the
school where his ROTC unit is located.
(6) Organization of the ROTC cadets into basic rifle unit
formations.
(7) Implementation of discipline, law and order among the
ROTC
cadets and the officers and men assigned at the DMST.
(8) Conduct of ROTC training per program of instruction.
(9) Adviser of the NSTP Director on all matters pertaining to
the
ROTC Program.
(10) As part of ROTC advocacy program, ensure that all
programs
from higher headquarters for the benefit of the ROTC
cadets like the cash incentive under HPA SOP Nr 7 dtd

Incentives are implemented.
(11) Render recurring and other required reports on ROTC
Program matters to the CDC Commander.
(12) Perform other tasks as the CDC Commander may direct.
2) Assistant Commandant
a) An Assistant Commandant maybe designated, if necessary.
His qualifications shall be:
(1) Graduate of ROTCAT
(2) Commissioned Officer
(3) Must be on ADT status for reservist officer

(2) Drill Master Course (DMC)
(3) Reserve Officers Training Corps Administrative Training (ROTCAT)
(4) NCO in the Regular Force, PA preferably college graduate with Advance ROTC Training
(5) Rank: At least Technical Sergeant.
b) Responsibilities:
(1) Assist the ROTC Commandant in the conduct of ROTC training as a subject matter expert
and/or drill instructor
(2) Perform administrative functions and other tasks the ROTC Commandant may direct.
4) Tactical NCO of an ROTC Unit
a) Qualifications/Requirements. A graduate of the following:
(1) Instructor Duty Course/IDC
(2) Drill Master Course (DMC)
(3) Reserve Officers Training Corps Administrative Training (ROTCAT)
(4) NCO in the Regular Force, PA preferably college graduate with Advance ROTC Training
(5) Rank: At least Technical Sergeant.

6) Designation of ROTC Training Staff
The designation of the Commandant and training staff shall be
the
responsibility of Commander, ARESCOM with the
concurrence of
the school administration.
3. Attendance
a. A minimum attendance of eighty percent (80%) per of the total number of hours of
ROTC Training semester shall be required to pass the course.

b. Absences from instructions due to sickness, injury or other exceptional


circumstances may be excused provided however that concerned student-cadets
shall present a medical certificate or any valid evidence attesting to that effect. They
shall be allowed to undergo make-up classes.
c. An Advance ROTC student-cadet who incurs an unexcused absence of more that
twenty percent (20%) of the total number of hours of training during the semester
shall no longer be allowed to continue the course during the school year.
4. Grading
a. ROTC shall conform to the school calendar as far as practicable.
b. Student-cadets shall be given a final grade for every semester/trimester, such grade to
based on the following weights:

Attendance ------------------------------- 30 points


Military Aptitude------------------------ 30 points
Subject Proficiency---------------------- 40 points
(100 points = 100%)
c. Student-cadets, however, must minimum of 28 points in subject proficiency and 24
points in attendance in the above points distribution, in order to pass the semesters
work.

d. Each student-cadet shall be given one hundred 100) merits at the beginning of every
semester. Additional merits may be awarded for attending special formations, parades
or other school activities outside of prescribed training hours. For every infraction of
regulation, he shall be penalized by prescribed demerits. (See Appendix Il of HPA
SOP Nr 4 dtd 05 Jun 10).
e. Grades shall be by percentage but should the institution use a different system of
grading. the ROTC Commandant, shall convert their grades in accordance with the
following equivalents.
95% or higher--------------------------- 1.00 A
Less than 95% down to 90%---------- 1.50 A-
Less than 90% down to 85%---------- 2.00 B
Less than 85% down to 80%---------- 2.50 B-
Less than 80% down to 75%---------- 3.00 C
Less than 75% (Failure)--------------- 5.00 Failure
f. Computation of grade – the grades for attendance, military aptitude and subject
proficiency shall be computed separately and the results added to determine the final
grade.
1) Attendance:
Nr of Hrs Present x30%
Total Nr of Hrs per Master Schedule
2) Military Aptitude
(100 Merits – total demerits received) x30%
Note: Military Aptitude grade shall not exceed 30%

3) Subject proficiency —The subject proficiency is 40% apportioned to the


different subjects of a course depending on the relative importance of the
subject and the number of hours devoted to it. The grade on subject proficiency is the sum of
the weighted grades of all examinations and shall not exceed 40%. A weighted grade of an
examination is computed as follows:
Weighted Grade = %Value of Correct Answer x pt of subject
Total point of value of the examination
g. Transcript of records of a student in an institution shall include the ROTC as subject.

5. Classes of student-cadets
a. Student-cadets enrolled in the Basic ROTC Program shall be classified as follows:
 Fourth Class- First Year (1"Semester) MS-1 Basic Course Cadet
 Third Class-First Year (2 Semester) MS-2 Basic Course Cadet

1. What are the basic requirements for individuals who want to become a
commission officer of the AFP.
2. What are list of requirements for reservist officers and reservist enlisted
personnel to be promoted to the next higher rank or grade.
