LEGAL BASIS
Section 4,Article II of the Constitution
•provides that the prime duty of the
government is to serve and protect the
people
Republic Act of 7077
•an act providing for the
organization,administration,training,main
tenance,and utilization of the citizen
armed forced of the Philippines and for
the purposes
R.A 7077 Article III,Section 7
•MISSION- The mission of the citizen
armed force,alternatively referred to as
Reserve Force,is to provide the base of
the expansion of the armed forces of the
Philippines in the event of the
war,invasion or rebellion;to assist in
relief and rescue during disaster or
calamities; to assist socioeconomic
development; and to assist in the
operation and maintenance.if

in the furtherance of the overall mission

CITIZENSOLDIERS-the citizen
soldiers,alternatively referred as
reservists,who compose the Reserve
Forces are those reservists of the
Armed Forces of the Philippines who
are incorporated into the Reserve
Force,as follows:
•Graduates of the Reserve Officer
Training Corps (ROTC) basic and
advance courses and who were
issued orders as enlisted reservists or
reserve officers of the AFP
•Graduates of authorized basic military
training instructions who, as a result
thereof were issued orders as enlisted
reservists of reserve officers
•Ex-servicemen and retired officers of
the AFP and other name forces that
diplomatic relations with the Philippines
who were honorably discharged or
retired from the service and who are the
Filipino citizens upon their application;
•Recognized World War II guerillas
who were honorably discharged from
the service
•Commissioned and
noncommissioned officers under the
affiliated reserves category and
graduates of the National Defense
College of the Philippines (NDCP)
R.A 7077 Article V,Section 12
Categorization and classification of
soldiers
1.First Category Reserve- shall be
composed of able bodied reservists
whose ages are between eighteen
(18)years and thirty five (35) years.
2.Secondary Category Reserve- shall
be composed of able bodied reservist
who ages are between thirty six (36)
years and gift one (51) years of age
3.Third Category Reserve- shall be
composed of able bodied reservists who
are above fifty-one (51) years of age

Classification of Reserve Units
1.Ready Reserve- this are mobilized
ready reserve subject to call at anytime
to augment the regular armed forced of
the AFP
2.Standby Reserve- composed of a
citizen soldiers belonging to the second
and third category reserve
3.Retired Reserve- citizen soldiers who
have qualified for retirement through
length of service,old age,or disability
COMMONWEALTH ACT I
National Defense Act- first statutory
enactment by the commonwealth
government on December 23,1935
•required the compulsory military
training of all college student
 NATIONAL SERVICE TRAINING PROGRAM (NSTP)
Presidential Decree 1706 (National
Service Law)
•directs that military service will no
longer be compulsory but leaving the
national service for training to be in
effect
Republic Act 9163 (NSTP LAW)
•Makes ROTC optional and requires
male and female freshmen and students
taking baccalaureate degree and at
least 2 years vocational/technical or
associate courses to take the (NSTP)
with any of the 3 program components
The three (3) program components of
NSTP are:
•Reserve Officer Training Corps (ROTC)
•Literacy Training Service (LTS)
•Civic Welfare Training Service (CWTS)
LESSON 2:AFP ORGANIZATION
AFP LEADERSHIP
1.THE PRESIDENT- as Commander in
Chief,exercise strategic direction of the
AFP through SND,likewise exercises
command of the AFP through the Chief
of Staff
2.SECRETARY OF NATIONAL
DEFENSE- the civilian adviser of the
President on matters concerning
defense and security of the
state.exercise execute supervision over
the AFP
3.CHIEF OF STAFF,AFP-as the
principal military adviser of the
President,he commands the AFP and
executes the President’s command
function in military strategy and tactics
AFP MANDATE-civilian authority is at
all times supreme over the military.The
AFP is the protecter of the People and
the State.

AFP MISSION- to protect the people
and secure the sovereignty of the State
And the integrity of the national territory.

constitution and defend the territory of
the Republic of the Philippines against
enemies,foreign,and domestic
•Promote and advance the national
aims,goals,interests,and policies
•Plan organize,maintin,develop and
deploy its regular and citizen reserve
forces for national security
•Perform such other functions as may
be provided by law or assigned by
higher authorities
