The Citizen Armed Force shall be provided maximum opportunity to participate in
safeguarding the security of the state and in assisting in socio-economic development.

The citizen’s Armed Force shall be so organized, trained, develop and maintained as to
ensure their readiness to immediately respond to the call of service

The state shall promote and develop public support and awareness of the important
role of the citizen armed force as protector of the people and the state

Recognizing the youth’s vital role in nation-building, the state shall promote civic
consciousness among the youth and shall develop their physical, moral, spiritual,
intellectual and social well-being. It shall inculcate in the youth patriotism, nationalism
and advance their involvement in public and civic affairs.
Provide the base for expansion of the AFP in the event of war, invasion or rebellion.
Assist in relief & rescue operations during disasters or calamities.
Assist in the socio-economic development.
Assist in the operations & maintenance of gov’t & private utilities in furtherance of overall
mission.
- 3 categories of reservist
First Category - composed of able-bodied reservists whose ages are between 18 to 35 years.
Second Category - composed of able-bodied reservists who are between 36 to 51 years of age.
Third Category – composed of able-bodied reservists who are 52 to 65 years of age.
- 3 types of Reserve Units
The Ready Reserve which is composed of citizen soldiers belonging mostly to the First Category.
The Standby Reserve which is composed of citizen soldiers belonging mostly to the Second
Category Reserve and the Third category Reserve. However, Basic ROTC graduates belong to
Standby Reserve.
The Retired Reserve which is composed of Officers and Enlisted Personnel who were
compulsory and optionally retired from the active military service and those honorably
separated members of the PA upon their voluntary act, will be integrated in the PA Reserve
Force; and as such shall be given reserve unit assignments and designated mobilization centers.
Exempted from the mandatory Military Registration and Training as mandated in Article VI
under RA 7077.
Enlisted into the Standby Reserve Force of the province.
Opportunity to pursue a military career as a commissioned officer of the Reserve Force upon
completion of his academic degree and secured his professional license.
Opportunity to volunteer in the Ready Reserve Battalion and become an active partner in local
security management and can assist in socio-economic development activities of the locality.
Pursue his ROTC Career and avail of the Advance ROTC Program to further develop his
leadership potentials and military skills and possible commission ship in the active regular force.

Incentives Program. The recipient based on this SOP shall receive Php 12,000.00 per semester
during the prescribed two-year Advance ROTC Course unless sooner terminated by competent
authority.
