 The following agencies and organizations jointly issue, adopt and


promulgate the implementing rules and regulations to implement
the provisions of Republic Act 9163.

Why do we
need to know
the historical
data of
ROTC?
The ROTC is the main source of the
Regular and Reserve Force of the AFP

• Sharp decline in ROTC is due to implementation of NSTP in 2002 up to this period.

• Great loss of potential recruits for both regular and reserve force.

• Number of reservists contributing in Intelligence Collection, CMO, HADR/DRO and


other socio-economic activities was greatly reduced.

1. ATTENDANCE

3. Subject Proficiency – the subject proficiency is 40%


apportioned to the different subjects of a course
depending on the relative importance of the subject and
the number of hours of devoted to it.
 ADMIN AND TRAINING
ATTENDANCE:
A. minimum of 75% of total
number of hours of ROTC Training per
semester required to pass the course.
B. absences from instructions
due to sickness, injury or other
exceptional circumstances may be
excused provided that concerned
student-cadets shall present a medical
cert. or any valid evidence attesting to
that affect.
ABSENCES
As a rule, each cadet allowed three (3)
absences. However, for just and valid
grounds, cadets who incurred absences
beyond this limit, only one (1) excess absence
maybe allowed for make-up training, schedule
of which would be announced one week
before the last training day. A cadet who has
incurred four (4) consecutive absences shall
be automatically dropped from the course and
shall be given a failing grade.
3 points Demerits are the following:

•Long Hair
•Spitting while in rank
•Sitting while in rank/formation
•Malingering
•Falling out from rank without
permission
•Leaning or sitting on his/her rifle
•Standing on one leg
5 points Demerits are the following:

•Disrespect
•Walking in uniform w/out head gear
•Reporting with chewing gum/cigarette
•Wearing uniform other than the prescribed
LATE/CUTTING CLASS

Five (5) minutes to one (1) hour late shall


be given six point five (6.5) demerits.
Late in excess of one (1) hour shall be
considered absent and shall be given
thirteen (13) demerits.
Two (2) times late shall be considered one
(1) absent.
Cutting class shall be considered absent.
EXAMINATION

Cadet who failed in the final examination


shall be given a failing grade. Schedule of
examination will be on the 10th training day
respectively or during school scheduled
exams. For just and valid grounds, cadet
who was not able to take the final exam on
the scheduled dates maybe given special
exam within one week period immediately
after the regular exam.

TRAINING SCHEDULE
The course is scheduled for fifteen (15)
training days (every Saturday from 0700H –
1200H). Additional training day is scheduled
for make-up training.

Section 1, The act shall be
known as the “Citizen Armed
Forces or Armed Forces of the
Philippines Reservist Act”

The Affiliated Reserves
 In order to improve their professional
competence and leadership qualities, reserve
officers of the inactive status shall be called to
active duty for a period not exceeding two (2)
years without extension.
 A reserve officer who has served his tour shall
not be called again to active duty until after
five (5) years except in case of mobilization.
The utilization of the Reserve Force in times of
emergency to augment regular force to meet threats and
calamities.

FULL MOBILIZATION – All units of Ready Reserve and


Standby Reserve will be activated and called to active
duty.

PARTIAL MOBILIZATION – Only the Ready Reserve units


will be activated to meet the threats.

SELECTIVE MOBILIZATION - Selected Ready Reserve


units of the localities involved will be activated.
CIVIL AUXILIARY SERVICE
 MAINTAIN LAW & ORDER.
 ASSIST IN RESCUE & RELIEF OPNS.
 PARTICIPATE IN SOCIO – ECONOMIC AND DEV PROJECTS.
 DELIVERY OF HEALTH SERVICES & OTHER NON-MIL
ROJECTS.
 THEY WILL NOT ALLOWED TO CARRY FIREARMS & NOT
VESTED WITH POLICE POWERS.

MILITARY AUXILIARY SERVICE

 MEETING LOCAL INSURGENCY THREATS.


 THEY WILL BE ORGANIZED INTO READY RESERVE UNITS.
 ALLOWED TO CARRY FIREARMS FOR THE DEFENSE OF
THEIR RESPECTIVE LOCALITIES.

Rule 1 – GUIDING PRINCIPLES
 RESPONSIBILITY OF ALL CITIZENS:

 While it is the prime duty of the government to serve


and protect the people,

 The Constitution also provides that it shall be the


responsibility of all citizens to defend the security
and promote the general welfare of the State.

 In fulfillment of this, the government may require


each citizen to render personal, military or civil
service.

 ROLE OF THE YOUTH

 In recognition of the vital role of the youth in nation building, the


State shall promote civic consciousness and defense
preparedness among them and shall develop their physical,
moral, spiritual, intellectual and social well-being.

 It shall inculcate the ideals of patriotism, nationalism,


volunteerism and advance their meaningful involvement in
public civic affairs.

 As the most valuable resource of the nation, the youth shall


be motivated, trained, organized and mobilized in civic,
military, literacy welfare programs

 Definition of Terms:

 National Service Training Program (NSTP) – refers to


the program aimed at enhancing civic consciousness
and defense preparedness in the youth by developing
the ethics of service and patriotism while undergoing
training in any of the three (3) program components
which are specially designed to enhance the youth’s
active contribution to the general welfare of the country.

 State Universities and Colleges (SUCs) – refers to any
public institution of higher learning established by the
national government and are governed by their respective
independent governing boards.

 Local Universities and Colleges (LUCs) – refers to any


public institution of higher learning established and
managed by local government units

 Technical Vocational Institutions (TVIs) – refers to an


institution whether public or private offering Technical
Vocational Education and Training (TVET)
RA 9163 – Program Implementation
 Incoming first year level students of any
baccalaureate degree program or of at least
two (2) year TVET programs in public and
private educational institutions and enterprises
shall be required to complete one (1) of the
NSTP components as a requisite for
graduation in accordance with RA 9163.

 SUCs are required to offer the ROTC


component of NSTP, subject to applicable
provisions of RA 7077.
RA 9163
 Students enrolled in the first semester of their
first year shall undergo a common module
phase for 25 hours training period. Subjects
covered are: citizenship training, drug education,
disaster risk reduction and management (DRRM),
environmental protection and national security
concerns.

 There shall be an orientation regarding NSTP


to all first year college students.
RA 9163: Monitoring and Evaluation
 Annual NSTP Performance Evaluation (ANPE) shall be
conducted towards the end of the school year to
evaluate and determine the achievement of the training
objectives of NSTP

 The Regional Annual Administrative and Tactical


Inspection (RAATI) shall be conducted by the Major
Services of the AFP as the evaluation and performance
parameters of the ROTC program.
Issuance of Serial Numbers
 Upon completion of the NSTP Program, the students
shall be issued Serial Numbers as proof that they have
passed and completed NSTP.

 CWTS/LTS – Serial numbers shall be issued by CHED


 ROTC – Serial Numbers shall be issued by the
Philippine Army (PA)

 Important Note: No Serial Number means a student


cannot graduate from the course he/she enrolled.
Organization of NSTP Graduates
 Graduates of the CWTS/LTS components shall belong to
the National Service Reserve Corps (NSRC)

 Graduates of the ROTC component shall form part of


the Citizen Armed Force pursuant to 7077, subject to the
requirements of the DND.
