Section 4, Article XVI of 1987 Constitution


“Provides that the Armed Forces of the Philippines shall
be composed of a Citizen Armed Force will shall
undergo military training and serve as may be provided
by law. It shall keep a regular force necessary for the
security of the state.”

National Defense Act of 1935 – Commonwealth Act No.


1, otherwise known as the National Defense Act-
“Provides that during national emergencies, the
government has the right to mobilize its citizens and
resources, either public or private as may be deemed
necessary for national defense.”

• Section 4, Article II of the Constitution provides


that the prime duty of the Government is to
serve and protect the people. The Government
may call upon the people to defend the State
and in the fulfillment thereof, all citizens may be
required, under conditions provided by law, to
render personal military or civil service.

• Section 15 of Batas Pambansa Bilang 232 –
provides that it is the duty and responsibility of
students to participate actively in civic affairs
and be involved in the promotion of the general
welfare of the people particularly in the social,
economic and cultural development of his
community and in the attainment of a just,
compassionate and orderly society.

Republic Act 7077 – An act providing for the


development, administration, organization, training,
maintenance and utilization of the citizen armed force
of the armed forces of the Philippines and for other
purposes.

The Regular Force – It is the policy of the state to


maintain a standing or regular military force in time of
peace consonant to its adequate and actual needs for
the security of the State but which can be rapidly
expanded by the well-disciplined Citizen Armed Force in
the event of war, invasion and rebellion.

• The Security and Socioeconomic Development of the


State. – The Citizen armed force shall be provided
maximum opportunity to participate in safeguarding
the security of the state and in assisting in
socioeconomic development.

• Call to Personal Military and Civil Service – The citizen


armed force shall be so organized, trained, developed
and maintained as to ensure their readiness to
immediately respond to the call of service.

The manpower of the citizen armed force – The


manpower objective of the citizen armed force shall
conform to projected and actual needs. It is
envisioned by the state to have a nation under arms,
unless extremely necessary.
MISSION AND ORGANIZATION OF
THE CITIZEN ARMED FORCE:

• Mission – The mission of the Citizen Armed Force is to


provide the base for the expansion of the Armed Forces
of the Philippines in the event of war, invasion or
rebellion; to assist in relief and rescue during disaster and
calamities; to assist in socioeconomic development; and
to assist in the operation and maintenance of essential
government or private utilities in the furtherance of
overall mission.
MISSION AND ORGANIZATION OF
THE CITIZEN ARMED FORCE:
• Organization – The reserve shall be organized in to
five (5) components, namely;

• The Army Reserve Command


• The Air Force Reserve Command
• The Navy Reserve Command
• The AFP-Wide Technical Reserve Component; and
• The Affiliate Reserves.
CITIZEN SOLDIERS

Citizen Soldiers – The Citizen Soldiers, alternately


referred to as reservist, who compose the Reserve
Force are those reservist of the Armed Forces of the
Philippines who incorporated into the Reserve Force,
as follows:
CITIZEN SOLDIERS

(1)Graduate of the Reserve Officers’ Training Corps


(ROTC) basic and advance courses and who were
issued orders as enlisted reservist or reserve
officers of the AFP;
(2)Graduate of authorized basic military training
instructions who, as a result thereof, were issued
orders as enlisted reservist or reserve officers;
CITIZEN SOLDIERS

• Ex-servicemen and retired officers of the AFP and


other armed forces that have diplomatic relations with
the Philippines who were honorably discharge or
retired from the service and who are Filipino citizens
upon their application;
CITIZEN SOLDIERS

• Recognized World War II guerrillas who were


honorably discharged from the service;
• Commissioned and non-commissioned officers under
the Affiliated Reserve category and graduates of the
National Defense College of the Philippines (NDCP).
CITIZEN MILITARY TRAINING

Reserve Officers’ Training Corps (ROTC) – Military


Training for students enrolled in colleges, universities
and similar institutions of learning.

The one (1) year ROTC training shall hereafter


referred to as basic ROTC while the second two (2)
years after said basic ROTC, which is voluntary, shall
hereafter be referred to as advance ROTC.
TRANSITORY PROVISION
• Retention of ROTC Units in Colleges and Universities
– ROTC units in colleges and universities shall
continue with ROTC training in accordance with this
act.

ESTABLISHING THE NATIONAL SERVICE TRAINING
PROGRAM (NSTP) FOR ALL HIGHER AND
TECHNICAL/VOCATIONAL INSTITUTIONS" "AN ACT
ESTABLISHING THE NATIONAL SERVICE TRAINING
PROGRAM (NSTP) FOR ALL HIGHER EDUCATION
INSTITUTIONS."
TRANSITORY PROVISION
Republic Act 9163 – An act establishing the
National Service Training Program (NSTP) for tertiary
level students, amending for the purpose, republic act
no. 7077 and Presidential Decree No. 1706, and for
other purposes.

Declaration of Policy – It is hereby affirmed the


prime duty of the government to serve and protect its
citizens. In turn, it shall be responsibility of all citizen
to defend the security of the state and in fulfillment
thereof, the government may require each citizen to
render personal, military or civil service.
TRANSITORY PROVISION

• National Service Training Program (NSTP), which shall


form part of the curricula of all baccalaureate degree
courses and of at least two (2)-year technical vocational
courses and is a requisite for graduation.
3 COMPONENTS OF NSTP:

1. “Reserve Officers’ Training Corps” (ROTC) – Is


a program institutionalized under Section 38 and 39
of Republic Act No. 7077 designed to provide military
training to tertiary level students in order to motivate,
train organize and mobilized them for national
defense preparedness. The ROTC is hereby made
optional and voluntary upon the effectivity of this act.
3 COMPONENTS OF NSTP:

2. “Literacy Training Service” (LTS) – is a program


designed to train students to become teachers of
literacy and numeracy skills to school children, out of
school youth, and other segments of society in need of
their service.
3 COMPONENTS OF NSTP:

• 3. “Civic Welfare Training Service” (CWTS) –


refers to programs or activities contributory to the
general welfare and the betterment of life for the
members of the community or the enhancement
of its facilities, especially those devoted to
improving health, education, environment,
entrepreneurship, safety, recreation and morals of
the citizenry.

• Mission. - To train and develop College Student


in the rudiments of military service and produce
capable AFP reservists.

• Statutory Authority. - The Citizens Military


Training is established and maintained pursuant to
the provisions of Section 35 thru 38, National
Defense Act (CA Nr 1), as amended by PD Nr 1706
(National Service Law) and in consonance with
Executive Order Nr 59 dtd 8 Feb 67.

• Basic Course. - The prescribed course of two (2) years of


military instruction in the CMT.
• Advance Course. - The prescribed course of instruction of
two (2) years after completion of the Basic Course.
• Branch. - The arm or service in which a group of groups of
cadets in an institution are being trained;

• Cadet. - Any male student duly enrolled in any of the CMT


Courses of Instruction.
• Cadette. - Any female student duly enrolled in any of the
CMT Courses of Instruction.

Cadet Officer. - Any male student duly enrolled n any of


the CMT Courses of Instruction who has finished the
Cadet Officer Qualification Course (COQC) or its
equivalent and has been appointed as Cadet
Commissioned Officer by the Commander, Major Serve
Reserve Command/Unit to CO, MCMTC.

Cadette Officer. - Any female student duly enrolled ion


any of the CMT Courses of Instruction who has finished
the Cadette Officer Qualification Course (COQC) or its
equivalent and has been appointed as Cadette
Commissioned Officer by the Commander, Major Service
Reserve Command/Unit or CO, MCMTC.

ROTC Commandant. - The AFP Officer detailed to


an institution and designated by proper military authority
as the Head of the CMT Unit.

Drop-out. - Any student who, after having been


enrolled as an active Cadet, absents himself from CMT
institution for a cumulative period constituting more than
20% of the allotted period of instruction during the
semester, or who abandons the course during the
semester.

Evader. - Any student duly registered in an


institution but failed to enroll with any of the three
programs under the National Service Law within fifteen
(15) days after the close of the regular registration
period in the institution.

Active. - The status of a student enrolled in any CMT


Course of Instruction and qualified to become an AFP
Reservist.

Deferred. - The status of a student who has been


granted permission to postpone his enrollment in any of
the three programs of the National Service Law for valid
reasons.

Exempted. - The status of a student enrolled in any


institution where CMT Course is conducted, but who has
attended a military course f instruction such as active
military personnel, ex-servicemen of the AFP with at least
six (6) months active duty, enlisted reservists (trainee
graduates) and alien students. This also applies to student
enrolled on either of the other two components of the
National Service Law.

Institution. - University, College, School or any


similar establishment of learning duly authorized by
the government.

ROTC Unit (Army, Constabulary, Air Force or


Navy). - The term used for a CMT Department duly
established and maintained in an institution, to include
all the cadets/cadettes enrolled in the CMT Courses.
ENROLLMENT

All students, when enrolled shall be classified under


one of the following five categories: Active, Deferred,
Exempted, Suspended or Disqualified. All qualified
students who choose to join the Military Service
Program under the National Service Law, shall be
required to finish two (1) year two (2) semesters of
ROTC basic Course, within a year of residence in the
institution.
ENROLLMENT

Any student who enrolls for ROTC training during the


period when a desired semestral course is not offered,
may be deferred for the next semester or may cross
enroll with another school where the course is being
offered.

.Any student while actively taking ROTC or any of the


two other programs of the NSL shall be exempted from
being called to undergo Basic Military Training.
Requirement for Enrollment in
the Advance ROTC Course.
a. Graduate of the Basic Course or its equivalent.

b. Physically fit.

c. Must have good academic standing.

d. Such other requirements as may be promulgated


by competent military and school authorities.
EXEMPTED FROM UNDERGOING CMT
TRAINING:

(1) Students enrolled in either of the two (2) other


modules of the National Service Program (Civic
Welfare Program and Law Enforcement Service
Program).
(2) Active commissioned officers and enlisted
personnel of the Armed forces of the Philippines.
EXEMPTED FROM UNDERGOING CMT
TRAINING:

(3) Ex-Servicemen of the AFP who have completed


at least six (6) months of active duty.

(4) Enlisted Reservists (Trainee graduates).

(5) Aliens
Discharge of Cadets:

The ROTC Commandant shall be delegated the


authority to discharge a cadet at any time during the
semester for being a habitual offender resulting from
his own neglect or willful intent, as specified in
Appendix II of these regulations (List of Demerits). The
names of cadets discharge shall be disseminated to all
concerned to prevent such cadets from re-enrolling in
other ROTC units.
FAILURE TO COMPLETE THE
ROTC COURSE
When a cadet fails to complete the two (2) semesters
Basic Course for cause other than shifting to another
module of the NSTP, his name shall be reported to the
Adjutant of the Major Service Reserve Commands for
appropriate action.

The successful completion of an equivalent of two (2)


semesters Basic ROTC or LES or combination
thereof, is a prerequisite for graduation.
GRADING SYSTEM
• Citizen Military Training Course shall confirm to the school
calendar as far as practicable.
• b. Cadets shall be given a final grade for every
semester/trimester, such grade to be computed based on
the following weights:
• Attendance -------------- 30
points
• Military Aptitude ---------- 30
points
• Subject Proficiency - - - - - - - - - - 40
points
• (100 points equals 100%)
GRADING SYSTEM

a. Cadets, however, must obtain a minimum of 28


points in subject proficiency and 24 points in attendance in
the above points distribution, in order to pass the
semester’s work.

b. Each cadet shall be given one hundred (100)


merits at the beginning or every semester. Additional
merits are awarded for attending special formations,
parades or other school activities outside of prescribed
training hours. For every infraction of regulation, he shall
be penalized by demerits as prescribed in Appendix II of
this regulations.

c. Grades shall be by percentage but should the


institution use of different system of grading, the CMT
commandant, shall convert their grades in accordance with
the following equivalents:

GRADING SYSTEM

Computation of Grade - the grades for attendance,


military aptitude and subject proficiency shall be
computed separately and the results added to
determine the final grade.

Note: Military aptitude grade shall not exceed 20%.


• (3) Subject proficiency - The subject proficiency is
70% apportioned to the different subjects of a course
depending on the relative importance of the subject and
the number of hours devoted to it. The grade on subject
proficiency is the sum of the weighted grades of all
examinations and shall not exceed 70%. Weighted grade
of an examination is computed as follows:
percent value of correct answer/pts of subject Grade

• Transcript of records of a student in an institution shall


include the CMT, CWS and LES Courses as subjects.
e. Athletes. - A student engaged in college athletics
maybe excused from CMT instructions during the
days in which he is actually engaged in such
athletics, provided that he makes up for the time lost
by attending extra instructions as may prescribed by
the CMT Commandant.
f. Cadet Haircut.
a. The prescribed military haircut for
Advanced Cadets and those who joined the cadet
officer candidacy course shall be the traditional
“white sidewall” with tolerable length of two-week
old hair growth.
b. Haircut for regular cadets shall be
presentable and with a tolerable length.

c. Beards, goatees and mustaches


are not authorized.

j. Cadette Uniform.

Uniform for CMT cadettes to include its


attachments, shall be the same with the uniforms
prescribed for CMT cadets in paragraph 38.
h. Cadette Hairdo.

The length of the hair of cadettes is


immaterial, however, during CMT instruction,
the hair shall be in a bun or clipped, so that it
does not touch the collar of the uniform.

CLASS A: (PUNISHABLE BY DISCHARGE)


Gross Disrespect to Superior Officer, Abuse of
Authority, Illegal Collection, and Destruction of
Military or School Property.

CLASS B: (6-10 Demerits) Grave Misdemeanors.


Any cadet officer or cadet who talks to a
superior officer in a begrudging and hostile manner;
disobeys legal orders from the superiors; or catcalls at
any woman; is found sleeping in classroom in any
place of instruction while such instruction is being
conducted; reports late in any formation.
LIST OF DEMERITS

CLASS C: (4-5 Demerits) Less Grave Misdemeanor.


Any cadet officer or cadet who slouches
in rank; knowingly or unknowingly walk in uniform
without headgear, chews gum or tobacco; wears a
dirty and slovenly uniform;

CLASS D: (1-3 Demerits) Minor Misdemeanors and


Omissions.
Any cadet officer or cadet without a
nameplate or insignias corresponding to his rank; with
shoes wrongly tied; unshined brass article, unkept and
long hair, mustache, dirty face; malingering; falling out
from ranks without permission; standing on one leg.
