BACKGROUND OF THE CASE

The agricultural property, described-above, was covered under the Comprehensive

Agrarian Reform Program (CARP) through Voluntary Land Transfer/Direct Payment Scheme
(VLT/DPS). Collective Certificate Land Ownership Award (CLOA) was issued to the following
Agrarian Reform Beneficiaries (ARBs): Neil Candor Valle and Jonathan C. Flores.

FINDINGS

Based on the validation of the FVT it was found out that:

1. Transfer Certificate Title No. AT-8311 with technical description of Lot 133-A, Psd-10-
032025 with an area of 18,673 square meters in favor of Neil Caudor Valle and Lot 133-
B, Psd-10-032025 with an area of 15,422 square meters in favor of Jonathan C. Flores is
cancelled;
2. Such cancellation resulted in the issuance of TCT-65340; and
3. Such cancellation of AT-8311 and issuance of TCT-6530 constitutes as an illegal transfer.

RECOMMENDATION

1. Transfer Certificate Title No. AT-8311 in the name of Neil Caudor Valle and Jonathan C.
Flores should be removed from the SPLIT database.
