MEMBERS OF THE SECURITY COUNCIL

The Security Council has primary responsibility for the maintenance of international peace and
security. It has 15 Members, and each Member has one vote. Under the Charter of the United
Nations, all Member States are obligated to comply with Council decisions.
According to Oppenheim's International Law: United Nations, "Permanent membership in the
Security Council was granted to five states based on their importance in the aftermath of
World War II." Sometimes referred to as the P5, the permanent members of the Security
Council have a unique role that has evolved over time. Since the international community
considered that without them the UN was doomed to fail in its mission, a compromise was
accepted in the form of a veto power for the permanent five members.

Along with the five permanent members, the Security Council of the United Nations has
temporary members that hold their seats on a rotating basis by geographic region. Non-
permanent members may be involved in global security briefings.

Non-permanent members (2022-2023)


The remaining 10 members of the UN Security Council are elected by the General Assembly,
giving a total of 15 UN member states. Elected members hold their place on the council for a two-
year term, and half of these places are contested each year. To ensure geographical continuity, a
certain number of members is allocated for each of the five UN regional groupings. Set the pattern
for geographic representation as follows:

o 5 from African and Asian States


o 1 from Eastern European States
o 2 from Latin American States
o 2 from Western European and other States

The Security Council takes the lead in determining the existence of a threat to the peace or act of
aggression. It calls upon the parties to a dispute to settle it by peaceful means and recommends
methods of adjustment or terms of settlement. In some cases, the Security Council can resort to
imposing sanctions or even authorize the use of force to maintain or restore international peace and
security.

ASEANAPOL
ASEANAPOL is the National Police organisation for the Association of Southeast Asian Nations
(ASEAN).

The current members of ASEANAPOL are Brunei, Cambodia, Indonesia, Lao People Democratic Republic,
Malaysia,  Myanmar, The Philippines, Singapore, Thailand and Vietnam.

The ASEANAPOL deals with the preventive, enforcement and operational aspects of cooperation
against transnational crime. ASEANAPOL has been actively involved in sharing of knowledge and
expertise on policing, enforcement, law, criminal justice, and transnational and international
crimes. It has established three ad-hoc commissions dealing with drug trafficking, arms smuggling,
counterfeiting, economic and financial crimes, credit card fraud, extradition and arrangements for
handing over of criminal offenders and fugitives. It has also taken initiatives to combat new forms
of transnational crime, such as fraudulent travel documents, phantom ship frauds, product
counterfeiting and piracy.

ASEAN member countries have been fostering cooperation in combating transnational crime for
more than two decades. Initially, ASEAN was concerned with the abuse of narcotics and trafficking
in illegal drugs. However, with the expansion and diversification of transnational crime to include
terrorism, arms smuggling, money laundering, illegal migration, and piracy, and the highly
organised nature of such crimes, ASEAN has stepped up and expanded its co-operative efforts
against these crimes.

 To mutually contribute and synergize policing resources and expertise to effectively thwart organised and
emerging international criminal enterprises for a safer ASEAN Community.

1.1. The ASEANAPOL Flag is a symbol of the organisation of the ASEAN Chiefs of National Police
(ASEANAPOL) on the regional cooperation in the prevention and combating transnational crime.

 1.2. The ASEANAPOL Flag represents a firmed, determined, honest and protected ASEAN National Police
organisation denoted by the colours of the flag which are black, white, blue, yellow and brown. The black
represents firm determination, yellow for honesty, blue represents peace and stability while white depicts
purity and brown symbolises prosperity. 

 1.3. The spray of rice and cotton represent prosperity, friendship and solidarity of the ASEAN National
Police.

 1.4. The shield represents community protection.

 1.5. The three steps on the top of pillars symbolises the police motto on the fight against crime, love of
humanity and helping of delinquents while the ten steps at the  bottom of pillar  represent the ten ASEAN
countries.

 1.6. The design and specifications of the ASEANAPOL Flag is as Annex A.

 1.7. The ASEANAPOL Flag comes in three (3) versions namely the Outdoor, Indoor and Table Flag. The
colour and design specifications are the same for all versions but the specifications for measurement and
material differs (as per Annex B, C & D).

OBJECTIVES AND FUNCTIONS OF THE


SECRETARIAT
OBJECTIVES

 Ensure the effective implementation of all resolutions adopted at the ASEANAPOL Conferences;
 Serve as a coordination and communication mechanism to allow members to establish and to maintain all
channels of interaction amongst members;
 Foster mutual assistance and cooperation amongst members; and
 Endeavour to increase regional cooperation efforts against transnational crime.

FUNCTIONS

 Prepare and implement work plans for effective implementation of all the resolutions adopted in the annual
Joint Communiqués signed at the ASEANAPOL Conferences;
 Facilitate and coordinate cross-border cooperation on intelligence and information sharing and exchange;
 Facilitate and coordinate joint operations and activities involving criminal investigations, the building and
maintenance of the ASEANAPOL database, training, capacity building, the development of scientific
investigative tools, technical support and forensic science;
 Provide support and necessary assistance in organising the ASEANAPOL Conferences;
 Submit on a quarterly basis to the Chiefs of ASEAN Police Forces proposals on all planned programmed
and activities to be carried out;
 Prepare an annual report on its activities and expenditure to be presented to the ASEANAPOL Executive
Committee immediately before the ASEANAPOL Conference, and distributed to all members and to the
ASEANAPOL Conference; and;
 Act as a custodian of all documents and records of ASEANAPOL
