Collaboration of School and Barangay


Officials

Mary Ann B. Luzon, head teacher of Pisa Elementary School together with the
barangay officials headed by barangay captain, Hon. Capt. Nemie A. Adame, and parent-
teacher associations ought to forge a strong partnership and discuss what’s best in the pursuit
in the opening of classes and Brigada Eskwela 2022.
The education of the youth, despite the challenges brought by the COVID-19 public
health emergency, remains to be one of the top priorities of the government. And as Brigada
Eskwela and Oplan Balik Eskwela take new forms to adapt to the new normal, Pisa ES
pledges complete cooperation to ensure that these will be implemented down to the
grassroots level to the LGU. Through this, the community are aware that they are part of the
new normal education of the Pisanian.
While local government units (LGUs) are focused on various programs and activities
to defeat the coronavirus, we wish to assure our students, parents, and teachers that this
Department and the barangay of Pisa are committed to extend whatever assistance is required
to make this school year a productive one.
In aid of the 2022 Brigada Eskwela and Oplan Balik Eskwela programs, we requested
to the barangay headed by barangay captain Nemie A. Adame to assist the school within the
jurisdictions adjust to the new learning modalities. We encourage them to be more creative in
assisting school and students as they immerse in a new learning environment.
In reference to this year’s Brigada Eskwela and Oplan Balik Eskwela slogan,
“Brigada Eskwela, Tugon sa Hamon ng Balik Eskwela”, Mary Ann B. Luzon, Head Teacher
of Pisa Elementary School, urge everyone, especially the parents, to join with government to
ensure that our youth get the best possible education despite the challenges.

LGUs Supporting the New Learning Management


System

A strong partnership between schools and LGUs can indeed facilitate educational
governance, with the local school board (LSB) functioning in its crucial role. As provided by
the Local Government Code of 1991, provinces, cities, and municipalities have their own
respective LSBs comprised of the local chief executive and appropriate superintendent or
supervisor of schools as co-chairmen, with members consisting of the local sanggunian’s
education committee chairman, the local treasurer, representative of Sangguniang Kabataan,
representative of the teachers’ organization, and representative ofthe non-academic personnel
of public schools.
LGUs do provide supplementary funding support to public basic education because
they have access to a sustainable source of financial resources that are earmarked for the
basic education subsector, the Special Education Fund (SEF).
Thus, LGUs are considered major partners of the national government in the delivery
of basic education services. Their participation particularly in providing funding support is
critical in achieving the EFA targets.
The Department of the Interior and Local Government (DILG) today urged local
government units (LGUs) to assist the public schools in their areas adjust to the new normal
as well as to utilize the Special Education Fund (SEF) to support the localization of the Basic
Education Learning Continuity Plan (BE-LCP) of the Department of Education (DepEd).
Pisa ES are also requesting to LGUs to assist in the enrollment activities such as the
provision of kiosk or center in the barangay for the distribution and collection of enrolment
forms of learners in their respective sitios; and assist school under their jurisdiction in the
delivery and collection of printed modules from the homes of the students.
Under the Local Government Code, the LSB is a body created on the provincial, city,
and municipal levels that determines the supplementary budgetary allocation the LGU can
provide for the operation and maintenance of public schools nationwide, among others.

LSB’s function in providing support to public schools will be a big help in the
implementation of the BE-LCP this school year which will be more challenging in
comparison to the previous ones. We may have a lot on our plate nowadays butt we should
remember that education today is important before anything else for our students. Through
DILG Memorandum Circular 2020-096, it encourages all LCEs to immediately convene their
respective LSBs to determine and allocate supplementary budget needs, such as the SEF, for

the localized implementation of BE-LCP. Section 272 of the Local Government Code states
that “The proceeds from the additional one percent (1%) tax on real property accruing to the
SEF shall be automatically released to the LSBs.”

LSBs must also advise the Sanggunian


Committee on Education on matters of local
appropriations for educational purposes, and
discuss the learning modality deemed
appropriate in the context of local conditions
and consistent with IATF-MEID guidelines and
how to prepare teachers and school leaders’
delivery modalities.
