Objective: To assess the effectiveness of the conduct of the Learning Action Cells (LACs) of schools
in the division through the activities so far conducted and whether the standards are met in the process
of the implementation in terms of quality, quantity, and time leading to the attainment of the goals and
objectives of LAC.

Standards: The Schools Division Offices has established mechanisms of the implementation of the
LACs towards raising levels of teacher quality and contributing to improved outcomes for students.
Hence, in evaluating the effectiveness of the LACs, the following parameters are the standards:
development in teacher quality; impact on students’ performance; and effectiveness of implemented

Richard Branson once said, “If somebody offers you an amazing opportunity and you’re not
sure you can do it, say yes – then learn how to do it later.” It has been a challenge for me to talk in
front of everyone superior than me for I always think that I am not enough.

On the other hand, having the eagerness to be better and beat my own expectations has always
been my principle in life. Therefore, I always accept challenges that are beyond my capacity and out
of my comfort zone.

Being able to discuss this topic in front of everyone in Lakandula Elementary School has
made me reflect not only the topic, but also myself as a teacher. I learned that I have still so much to
learn and that what I know are still not enough to make me the best teacher. Along the way, while
doing the presentation and reviewing the topic for this inset, I learned and discovered many
possibilities. It gave me an idea that one must be sensible enough to cater all the learners in their
individual needs.

Meanwhile, I also learned that there are strategies that I am using already in teaching my
students yet I am not aware that those are effective and are very important .

I always wonder why this topic is always included in an in-service training every
year. I thought that it was just a very basic topic. However, I was completely wrong. I learned
that although it is very common, it is also very essential to learning. Although it is always
taken for granted, it is something we cannot remove in the teaching-learning process. For it is
the heart and the spirit of learning.

Special Educational Needs of Learners in Difficult Circumstances

They say that, “Equity isn’t handing a kid a laptop. It’s knowing the systematic
conditions that led to the lack of the laptop and working to mitigate them.”

The statement above is somewhat gives an impact to the topic about special
educational needs of learners in difficult circumstances. In a normal circumstance, we tend to
give our learners an equal opportunity to learn. On the other hand, we sometimes forget that
as we give them equal chances, are they getting enough attention they needed for themselves?

On the 2nd day of the in-service training, diversity of learners particularly their special
needs in difficult circumstances was given emphasis.

Learners, amidst their difficult situation, whether they are experiencing armed
conflicts, socially maladjusted, emotionally disturbed, or have other difficult circumstance,
deserves equity and social justice. As a teacher, we must know if there is/are learner/s who
need/s special approach to make sure that they receive the proper attention.

Learners are different individually. They have their own needs depending on their
skills. How much more those who needs special care and attention but we are unaware off.
We must extend our hands first, in order to help them set their first step in moving forward.

Steve Revington said that content without purpose is only trivia. It is well then
explaining that learning outcomes must be parallel to learning competencies.

The speakers on the third day of the in-service training explained the importance of
learning outcomes. How knowledge, skills, and values give a vital role to it. It was then
realized how important learning competencies are in students’ progress.

By aligning the learning outcomes to learning competencies, we are giving our learners a lot
of opportunities to understand the lesson easily. It makes them comprehend the topic clearly
for they know what to expect and to focus on. As for us teachers, doing so will help us create
a planned and systematic assessment tools for our learners.

E-SBM Refresher and Best Practices

The speaker made mention of E-SBM. An alternative way of a face-to-face SBM Validation.
Appropriate and timely especially in today’s situation. Hence, another adjustment for the
school, particularly to teachers.

Through the discussion, I realized that there are advantages in doing the E-SBM. First, it is
paperless. Or so I thought. I mean, we do not need to present a tons of paper during the
validation. Second, it is convenient. For those who are inclined with technology, doing it is
simple and neat. You just have to compile the files in a folder and create a book. Lastly, it is
safe and can last longer. It is safe from covid-19 and it is safe from termites. It can also last
longer in a storage file rather than in the classroom cabinet.

While there are advantages, there are also disadvantages. First, it needs internet connection.
Not all teachers have stable internet connection. Then, older teachers who are not inclined
with modern technology are having a hard time coping up.

At the end of the day, everyone will meet half way for E-SBM is the new trend in validating a
school performance. Besides, we all have a common goal. It is to improve the school’s
performance and students’ achievement.

Through this session, I have thought the importance as well as the relevance of working and
connecting with other people. Also, how professional network binds people together and lift
each other to enhance one’s practice.

With right people and right connections, we can advance in our career and broaden our
opportunities.

It is not about competing with each other or dragging other people down, it is flourishing and
empowering each other by improving oneself in order to establish relationship and career
opportunities that contribute to cultivating one’s best practices.

REFLECTION :

The speaker talked about the difference between critical and creative thinking abilities as well
as higher –order thinking skills of the learnners . These abilities are hard to develop among
learners because some of them are poor readers and have difficulty in the reading
comprehension . The teachers play an integral part regarding in improving the critical and creative
thinking . Providing additional activities with the guidance of the parents can help thjis matter.

Day 2 – March 16, 2021


LAC Title : Planned and delivered teaching strategies that are responsive to the special

illness;
displacement due to armed conflict ,urban resettlement or disasters; child abuse and child labor

REFLECTION :

Individual differences is the main topic of the resource speaker . We have to accept the fact
that no two persons are exactly alike . As teachers, we must understand that our learners have
different family background, culture , behavior , learning styles and etc. That’s why ,we are
applying different strategies in teaching like differentiated instruction in the learning activities .
We, as teachers are ones who can better understang our learners so that we can deliver quality
education in this time of pandemic .

Day 3 – March 17, 2021

assessment tools that are suited to the level of the learners in every grade level . So, it is the
responsibility of the teachers to see to it that the assessment tools are not very hard and
confusing to them . Be particular in giving directions especially to the lower grades.

LAC Title : E- SBM Refresher and Best Practices

REFLECTION :

The resource speaker focused on how to upload different MOVs in the different principles of
SBM using google drive .He explained how to make an E-book to be used by the school in the
evaluation of our school to be conducted by the division office . It was a learning experience using
technology in saving files . Aiming for Level 3 in the SBM practice is one of the goals of the school
for this school year 2020-2021.

REFLECTION:
The speaker for today's seminar is Miss Mariane T. Espeleta, she is very knowledgeable in
discussing about critical thinking in education. Some insights that I acquired from the topic is
that critical and creative thinking are used to generate knowledge especially the higher-order
thinking skills.

REFLECTION:
Mrs. Mary Grace B. Zuniga a Master Teacher I who is the speaker for the seminar, she was
well presented and mastered her topic. It is really an interesting topic because every pupils or
student have different special needs, abilities and conditions. So as a teacher, we must have
teaching strategies and procedures that we need to use in our classroom.

DAY 3--MARCH 17,2021 Set achievable and appropriate learning outcomes that are
aligned with learning competencies

REFLECTION:
Mr. Neil B. Nocom and Miss Shiela G. Princillo are the one who incharge in discussing about
learning competencies. I learned that since we expect challenges in learning delivery, the
MELCs will enable the department to focus instruction on the most relevant and essential
competencies for our students to develop.

DAY 4--MARCH 18,2021 “E-SBM Refresher and Best Practices”

REFLECTION:
Mr. Merson G. Icmat discussed about electronic SBM. I learned its advantages which
includes allowing of skilled school staff to make judgments that will enhance learning based
from the data recorded in electronic SBM. Learning about this topic is really a big help for us
as a teacher.

DAY 5--MARCH 19,2021 Participated in professional networks to share knowledge


and to enhance practice.

REFLECTION:
The seminar was all about professional networking and the speaker is Mr. Angelito S.
Cabrera . I was able to learn about networking skills. It strengthen and improve my teaching
career on how to be connected to others.

“Professional learning is the strategy used by schools to ensure that teachers


continue to strengthen their knowledge and practices in their teaching profession.”-
Mizell ,2010. In addition, the most effective professional development engages team
of teachers to focus on the needs of their pupils. Teachers engagement in effective
professional development and in-service training increases pupil achievement .

Aligned with the Department of Education’s and following the amendment of the
school calendar and activities for SY 2020-2021 by virtue of DepEd Order No. 012, s. 2021,
Lakandula Elementary School conducted an INSET Week on March 15-19, 2021.
Teachers as educators should possess the ability to deliver basic knowledge and to
enhance thinking and problem solving skills among students which can be used for
their development and life-long learning. In the previous years, teachers tend to
teach based on the model of teaching and learning that focuses primarily on
memorizing facts because that is how they taught themselves. Teachers should also
support the reformed standards of teaching that will increase the quality of education
learners engaged to.

NARRATIVE REPORT

In Service Training (INSET) of Lakandula Elementary School is consistent


with the procedures of the School Based Management (SBM), and the Annual

Improvement Plan (AIP), but this is more focus on the teaching –learning process. It
is a venue for continues and effective in service training for teachers’ development.

This School – based Learning Action Cell (SLAC) will provide an opportunity
for teachers to sit together, review on some specific instructional concerns and
discuss on topics that can solve everyday problems in the classroom. This will also
serve to support the teachers for some innovative practices that would enhance their
skills and competencies. Teachers will be equipped with the necessary teaching
strategies and techniques in developing the children literacy and numeracy skills and
attitude.

First, we crafted the INSET Plan based on E-sat. After several meetings, we
finalized the INSET PLAN and and the everyday schedule and topic

Lakandula Elementary School opened its first day of INSET on March 15,
2021 entitled Applied a Range of Teaching Strategies to Develop Critical and
Creative Thinking ,as well as other Higher-Order Thinking Skills.. Mariane T.
Espeleta a Teacher I of our school discussed the topic. The objective of this topic is
to identify critical and creative thinking as well as higher order thinking skills , to
develop discussion questions that promote critical and creative thinking along with
higher order thinking skills and to use specific teaching strategies that promote
critical and creative thinking skills besides higher order thinking skills.

The second day of our INSET has a topic entitled Planned and Delivered
Teaching Strategies That are Responsive to the Special Needs of Learners in
Difficult Circumstances, including Geographic Isolation; Chronic illness;Displacement
due to Armed Conflict, Urban Resettlement or Disasters; Child Abuse and Child
Labor Practices. The aim of this is to develop and apply teaching strategies to
address effectively to learners with difficult circumstances. It was discussed by our
Master Teacher I, Mary Grace B. Zuniga..

Our INSET for the third day is Set an achievable and appropriate Learning
outcomes that are aligned with learning competencies. Ms. Shiela G. Princillo , a
Teacher I of Lakandula Elementary School, and Neil B. Nocom . Teacher II also of
Lakandula Elementary School imparted us how to set achievable and appropriate
learning outcomes. This INSET aims us to set achievable, appropriate learning
outcomes and create assessment tools that are aligned to the learning
competencies.

Since SBM Validation is approaching our INSET for the fourth day is E-SBM
Refresher and Best Practices. Our ICT leader Merson G. Icmat is our resource
speaker for this topic. Eventually it aims to innovate forms of E-SBM validation, to
embrace the challenging digital world and develop and implement electronic and
digital formats for E-SBM validation. We conducted this INSET thru online.

In addition to this, on the last day of INSET we also conducted it online thru
google meet. Our principal invited Sir Angelito C. Cabrera EPS in Mathematics,
Division of Mabalacat City. He discussed Participated in Professional networks to
share knowledge and to enhance practice.

Indeed, INSET have proven to be effective in engaging the teachers in


collaborating and solving shared challenges. These INSETS also encourages critical
reflection amongst teachers which increases the understanding and knowledge of
the curriculum and classroom practices.

DAY 1 -MARCH 15,2021 Applied a range of teaching strategies to develop critical and
creative thinking, as well as other higher-order thinking skills.

REFLECTION:
The speaker for today's seminar is very knowledgeable in discussing about critical thinking in
education. Some insights that I acquired from the topic is that critical and creative thinking are used to
generate knowledge. Anything new or unique that is produced with meaning is what creative thinking
is, while critical thinking is a form of thinking that examines assumptions and confirms or refutes a
current belief or something previously held to be true.

DAY 2- MARCH 16,2021 Planned and delivered teaching strategies that are responsive to
the special educational needs of learners in difficult circumstances, including: geographic
isolation; chronic illness; displacement due to armed conflict, urban resettlement or disasters;
child abuse and child labor practices.

REFLECTION:
The seminar was well presented along with the speaker's delivery. I became aware that since students
with special needs have such a wide range of abilities and conditions, the teaching strategies and
procedures used in the classroom may also differ greatly. This is vital for addressing a child's needs
and learning style effectively.

DAY 3--MARCH 17,2021 Set achievable and appropriate learning outcomes that are
aligned with learning competencies

REFLECTION:
Learning competencies is discussed on this day. I learned that since we expect challenges in learning
delivery, the MELCs will enable the department to focus instruction on the most relevant and
essential competencies for our students to develop. This would also make the system of converting
distance-learning-friendly teaching material simpler from classroom-based learning materials.

DAY 4--MARCH 18,2021 “E-SBM Refresher and Best Practices”

REFLECTION:
Today, electronic SBM is discussed. I learned its advantages which includes allowing of skilled
school staff to make judgments that will enhance learning based from the data recorded in electronic
SBM.

DAY 5--MARCH 19,2021 Participated in professional networks to share knowledge and to


enhance practice.

REFLECTION:
The seminar was all about professional networking . I was able to strengthen my networking skills
through this network, which will help me improve in my teaching career. For my professional
advancement, networking is a valuable resource.

we can help them on their needs.

with learning competencies.

- A good learning and appropriate learning competencies for assessing the pupils is a
good outcome for the learning. We must use proper way of assessment or evaluation for the learners
we need consider the capability of the learners.

March 18, 2021 - Day 4 – E-SBM Refresher

Successful collaboration makes the aim or goals achieved, we need to work with passion from the
beginning and at to the end.
