THE OSEAN FEDERATION MAKES IT A LAW TO (ILLEGALIZE ALL GANG ACTIVITIES INCLUDING
HARRASSMENT THREATS AND ANY OTHER MENTAL AND ANY PHYSICAL ALTERCATION OF BUSINESSES
AND PEOPLE)

This is also known as the §20.86273 Or the Anti-Terrorism Act in this bill will appropriate any funding
and training for both the District Police Force (DPF) (San Francisco and the Osean Police Force (OPF)
Surrounding 7 States. This bill will explain training, tactics, De-Escalation procedures, and how to locate
any possible terrorist/Gangs including people who have no ID, or any other Mental issuance.

This bill will also explain Funding, for the task force and how to better the community’s response.
Including Surveillance Cameras and burglar alarms, whether silent or not.

States and statues includes


San Jose, Santa Cruz, Redwood, San Francisco, Marin, Napa, Martinez, and Alameda.

District of San Francisco; Federal Property


Clause 15. Congress shall have power * * * To exercise exclusive Legislation in all Cases whatsoever, over
such District (not exceeding the eight (8) states of the Osean Federation as may, by Cession of particular
States, and the Acceptance of Congress, The People's Republic of San Francisco, aka District of San
Francisco, will become the Seat of Government of the Federation of Osea, and to exercise like Authority
over all Places purchased by the Consent of the Legislature of the State(s) in which the same shall be, for
the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings. Exercised as Military
installation. The Powers of the Osean Federation wants to keep the Federation free of any outside
attacks, by using the Defense Act of 2006. PWSD-83909 approved for 2021 through 2121.

Clause 20. Congress shell have the power * * * To Exercise executive powers to hold accountable any
Gangs, Drug Lords, Terrorism Groups, including Palestine, Isis, or any other opposition who are deemed
Terrorist. This is cited as the Anti-Terrorism Act

(a) Action and Jurisdiction. — Any national of the United States injured in his or her
person,
property, or business by reason of an act of international terrorism, or his or her estate,
survivors, or heirs, may sue therefor in any appropriate district court of the United States
and shall recover threefold the damages he or she sustains and the cost of the suit, including
attorney’s fees.

(b) Estoppel Under Foreign Law. — A final judgment or decree rendered in favor of
any
foreign state in any criminal proceeding shall, to the extent that such judgment or
decree may be accorded full faith and credit under the law of the United States, estop
the defendant from denying the essential allegations of the criminal offense in any
subsequent civil proceeding under this section.
(c) Liability. —

(1) Definition.— In this subsection, the term “person” has the meaning given the
term in section 1 of title 1.

(2) Liability. — In an action under subsection (a) for an injury arising from an act of
international terrorism committed, planned, or authorized by an organization that had
been designated as a foreign terrorist organization under section 219 of the Immigration
and Nationality Act (8 U.S.C. 1189), as of the date on which such act of international
terrorism was committed, planned, or authorized, liability may be asserted as to any
person who aids and abets, by knowingly providing substantial assistance, or who
conspires with the person who committed such an act of international terrorism.

AT THE Twelfth SESSION BEGAN AND WAS HELD IN THE DISTRICT OF SAN FRANCISCO. THIS IS TO MAKE
IT A LAW TO OUTLAW ANY GANGS OF ANY KIND IN THE DISTRICT OF SAN FRANCISCO INCLUDING THE 7
STATES OF THE OSEAN TERRITORY, INCLUDING NAPA, MARIN, REDWOOD SAN JOSE, SANTA CRUZ,
ALAMEDA, MARTINEZ. 23.20 F-23.2020
District of San Francisco Police Reform Bill to include Gang task force, enforcement of gang retaliation
and to militarize all police forces in the Federation of Osea.

§83.000 Osean Police Force and Reform Bill. §83.010 through 83.018 depending on the status of states.
Let it Be enacted by the federation. Which will expedite police officials to prosecute any person who
uses racial slurs at the person or group. This will also pay for victims of crime. And to serve as a
testament against Police corruption in the Nation. This will also include a state of the art Call center that
will be situated in the 200 block of Main Street. And a Multi-Billion Dollar Expansion to the Police Force
which will be noted as the DPF. The District Police Force will be in control of the investigation and
arresting of any Illegals, Criminals, and any Hate Crimes, Murders, or anything that is committed,
including thief, home invasions. And all other Illegal crimes, this will also allow spending for Tracking via
Federated Wireless, and other media means, to locate and to find the criminals through GPS and other
means of communications. This includes homeless related incidents. This also includes Gang Retaliation
at and towards businesses clientele of businesses including organizations.
(SECTION §20-14.879 Is a provision in an amendment to a general appropriation bill containing all
homeless service providers to cease operations under this section and to relocate outside of the
Federation of Osea.

SEC. §20-86.273A - §20-86.273C FINDINGS. The OSEAN Federation finds the following:
A: THE APPROPERATION OF THIS BILL WILL CEASE ALL GANG MEMBERS AND TO CONVERT TO
THE CONTROL OF THE FEDERATION, WHICH WILL GIVE GUIDELINES HOW TO EFFECTIVELY DEAL
WITH GANGS, GANG RETALIATION AND TO AQUIRE ALL POLICE, SHERIFFS, CHP AS IN PART OF
THE FEDERATION’S FIGHT TO END TERRORISM. THIS WILL ALSO INCLUDE A MULTI-BILLION
DOLLAR BILL WHICH WILL CONSTRUCT AND PROVIDE HOUSING FOR PEOPLE OF VICTIMS OF
CRIME. IN SAN FRANCISCO PRIME MINISTER STEIN WENT TO DISCUSS THE OUTCOME OF
SEVERAL HOMELESS SHELTERS AND SERVICE PROVIDERS. WHICH INCLUDED THE COUNTY
HOMELESS OUTREACH TEAM, THE PARKS AND RECS DEPARTMENT AND OTHER HOMELESS
SERVICE PROVIDERS TO HELP GET PEOPLE OFF THE STREETS WHOM ARE VICTIMS OF CRIME.

TYPES OF CRIMES §20-86.273A - §20-86.273C COMMITTED BY ANY GANG MEMBERS OF THE


FEDERATION

(§20-86.273A) WILL ADDRESS AND DEFUND ALL HOMELESS SHELTERS AND PROVIDERS FROM NOW
UNTIL COMPLIANCE IS MET. THIS INCLUDES THE FOLLOWING.

A. THE ISSUE OF DEATH THREATS WHICH FALLS UNDER THE ANTI-HATE BILL INCLUDING WHAT
HOMELESS AND GANG AND GROUPS OF GANGS COMMITS. §23.20C
B. MAKING A MOVE AS A THREAT TOWARDS OR AT A PERSON WHO IS THE VICTIM OF
CRIMINAL ACTIVITIES AT AND TOWARDS STAFF OF THE SERVICE PROVIDER(S) AND/OR
SHELTERS.
C. NOT ADDRESSING OR TAKING ACTION BY PERSONNEL OF HIERARCHY TO PREVENT OR TO
STOP THE CRIMES FROM BEING COMMITTED BY THE EMPLOYEES OR CLIENTTELL OF THE
FACILITY.
D. DEEMING HOMELESSNESS AS A CRIME, CRIMINAL ACTS BY HOMELESS, CARRYING OUT A
CRIME BY A HOMELESS PERSON AND/OR PUTTING THEIR HANDS ON THE PERSON OF VICTIM OF
CRIME.
E. GANG RETALIATION TOWARDS ANY BUSINESS OR ORGANIZATION THIS INCLUDES
THREATENING THE OWNERS OF THE PROPERTY AND THEIR PATRONS. GANGS ARE TREATED AS
TERRORIST, AND WILL SEE THEM AS TERRORIST, NOTED AS DOMESTIC TERRORIST, TERRORISM
IN THE FEDERATION OF OSEA WILL CEASE AS OF DECEMBER 1ST 2021. FAILURE WILL RESULT IN:
1) ARREST,
2) ARRAIGNMENT FOR COURT HEARINGS
3) IMPRISONMENT UP TO LIFE IN PRISON
4) COMMUNITY ACTION AGAINST HATE WHICH WILL GIVE FUNDING TO SLECT
ORGANIZATION TO HELP FIGHT TERRORISM AND HATE CRIMES IN THEY’RE
NEIGHBORHOODS.
5) POLICE WILL BE GIVEN FUNDING VIA DHS, THE UNITED STATES DEPARTMENT OF
HOMELAND SECURITY TO COUNTERACT GANGS, TERRORIST GROUPS AND ANY OTHER
DRUG LORDS.

(§20-86.273B) Upon final review of the issue established from and by the homeless population
we declare a state of emergency in the Osean Federation to relocate all homeless out of the
state of California and to Las Vegas Nevada for further questioning. This will cease all current
assets of all homeless who are not from the Federation and to send them back to the state of
which they derived from.

A. We also will require any homeless person who has no ID to provide proof of Identity, if
there is none. The Federation will.

1. Take Biometrics,

2. Take Names,

3. Take Age,

4. Take Date of Birth

5. Take Photos

6. Take Fingerprints

7. Take place of birth

This will be put into a data base to check criminal status, if no status, the person will be
awarded they’re ID, which will have a chip.

(§20-86.273C) This law which will be funded solely to fight terrorism, counter reacting gang
retaliation and to prevent people from being victims of crime. This bill will seek remedies but will
also fund police as military personnel.
A. How many terrorist groups and gangs are in the District Alone?
1. San Francisco estimates about 12 Gangs living in the city. The $1.5 billion budget
works out to fund police,
B. How much is being spent and what isn’t being done?
1. more than $1.1 billion over the next two years
2. Between 2017 and 2020, the window is (37/38) which extends from American
Canyon down to San Leandro in 2021 (funding pending)
