Chapter 1
Introduction
Cebu City is one of the oldest cities in the Philippines dating back in the
1500s when the Spaniards first came in the Philippines. It is a highly urbanized city
in the Central Visayas region and a home of almost a million Filipinos making it as
the sixth most populated city in the Philippines.
Over the years, the city's population has increased in significant numbers.
The massive population growth resulted in the rise of demand for houses. There
are housing projects funded by the Local Government Unit (LGU) for illegal
settlers, and the government employees but eventually halted for lack of funds or
some other reason. There are also housing developments from the private sectors
but are unaffordable for average earning Filipinos. Most of the time, the reason
why housing developments are expensive is because of the cost of materials and
construction. In this thesis, the researchers shall introduce Modular Construction
as cost and time-efficient multi-family housing production to accommodate the
housing demand.
Modular Construction was first introduced in the 1600s but changed and
adapted over the years. In 1800s, during the California Gold Rush, mining was
rampant and needed a fast-housing production. An estimate of more than 500
prefabricated homes were shipped across California. Modular Construction
became even more popular in the 19th and the 20th century. In 1920s, Buckminster
Fuller started his modular housing experiment named the Dymaxion House. In
1930s, the Winslow Ames House by Robert W. McLaughin was constructed.
The use of modular construction has already been adapted to countries like
the U.S., U.K., and other countries in the west and the east. Although there are
already those that start to utilize modular construction in the Philippines, it is not
widely recognized at the present. So, the researchers thought how helpful it would
be if Cebu will also adapt to modular construction to solve the increasing demand
for new homes.
Cebu City is one of the fastest growing cities in the Philippines, with
numerous possibilities for innovative construction approaches as the city expands.
Modular construction has the potential to be a cost and time efficient home
production method in Cebu City. The city's main problem is its growing population
and rising demand for housing, which puts pressure on family finances and leads
to an influx of illegal settlers. To address the problem, the researchers thought of
using Modular Construction as a construction technique for housing projects. The
purpose of the research is to find answers to the following questions:
The purpose of this study is to prove that modular construction is a cost and
time efficient method of construction. The researchers listed the following
objectives to provide a solution to the study's goals.
The researchers believe this study will greatly benefit the following sectors:
1. Community
4. Environment
5. Economy
6. Government
Modular construction is cost and time efficient, with this information,
fast housing production can be achieved. This is significantly
important in emergency situations, whenever there is a need for the
government to provide temporary shelters for calamity victims or
relocation of illegal settlers.
7. Future Researchers
It delimits the study only to housing projects and does not include massive
developments. In addition, due to lack of funding for this study, no models,
prototypes, and actual construction shall be made.
1.6 Assumptions
Construction Industry: Refers to the industry that oversees creating and studying
buildings.
Cost-efficient: The term used to describe the construction project's lower cost.
Feasibility: This term refers to the city's ability to bring the project to life.
Illegal settlers: Is a term used to describe a group of people who are occupying
property illegally.
Site analysis: The overall assessment of the site's potential for future architectural
and building projects.
Housing Shortage
Backlogs of housing are estimated to be around 3.9 million units, with the
potential to expand to around 6.5 million by 2030. As a result, 20 million people,
mostly in Metro Manila, live in slums. Considering the bulk of housing costs 1.7
million to 3 million pesos for a typical family earning less than the minimum salary,
it is far too expensive to meet the rising housing demand. (Ar. Fulgar, 2021).

In the past, modular construction was seen to be more expensive than its
counterpart traditional on-site construction, but this was the result of designers
trying to fit a design for traditional construction methods in modular construction
projects (Mills, 2017). However, time has passed, and this has changed.
Materials and construction are the factors that contribute to the massive
costs of building projects. In modular construction, modules are delivered to the
construction site over 90% complete including plumbing, electrical, and
mechanical works. Upon the arrival of the modules, they are installed using a crane
and only needs to be fastened together. As a result, the amount of work that needs
to be done is reduced. The reduced on-site works and material waste, shorter
construction schedules, and less site disruption cut the costs of the project to a
minimum (Lopez & Froese, 2016). In recent cost estimates, modular construction
was estimated to be around 10-20% more cost-effective than the traditional on-
site construction method (Mills, 2017).
Project Duration
The history of modular construction goes way back in the 1600s but
changed and adapted over time. It was introduced when people started needing a
fast-housing production. In 1800s, during the California Gold Rush, an estimate of

the increasing demand for new homes in Cebu City, modular construction could
be a potential solution for this problem.
Safety has always been the topmost priority in every construction project.
Modular construction does not only ensure the safety of the future occupant but
also the ones assembling it. Constructions are responsible for numerous accidents
and deaths every year (Despain, Fifadara & Moseley, 2021). In modular
construction, modules need only to be fastened together upon its arrival to the
construction site, therefore with minimal on-site works, this could reduce the
number of accidents and deaths in the construction site.

3.2 Population of Sampling Method
This chapter presents theories that are relevant in the study of modular
construction and its application in housing projects in Cebu City.
As the demand for housing in Cebu grows, the city has developed a high-
rise building community that is out of reach for the average family. These types of
homes are too expensive and incapable of accommodating huge families. It
encourages the family to look for a less expensive place to live, which is usually in
illegal properties or dangerous areas.

A modest house can cost a million to build, excluding electricity and water supplies
that the house requires. Finding a rental house for less than 10,000 pesos
including bills requires a lot of time and work. The rent surpasses the monthly
budget of a typical family earning less than 20,000 pesos.

adapted over time. Countries around the globe have started to utilize modular
construction for residential developments and even for bigger scale projects. Most
of the time, developers utilize modular construction because of the benefits that
comes with it.

modular construction is a newly developed construction method. Regardless, this
does not affect the costs of the materials. Modular construction focuses more on

5.2 Climate
Philippines is a tropical country having only two seasons, namely
dry, and wet seasons. In average, Cebu City experiences its lowest
temperature at 24°C during rainy season and goes up to 33°C during dry
season. Cebu City is mostly hot and humid for the whole year, but heavy
rainfalls are often experienced in between June and November.

5.6 Hazard
The project site is neither located within nor near the upland region
of the city, hence, its susceptibility to landslide is low. The figure below
also shows that there is a minor chance that flooding could occur in the
project site.

5.7 Solar Path and Wind Path
The project site is surrounded by single-family homes mostly only a
1-storey building. There are a few 2-storey buildings located nearby which
could affect the light and heat distribution. In addition, a junk shop is
located at about 100 meters away from southwest region of the site. This
could have an impact on the quality of air, but this only poses a minor
problem as wind paths can be manipulated to improve the quality of air
that passes through the project site.

IRR OF BP 220
The Implementing Rules and Regulations of BP 220 is a
policy mandated by the Philippine Government to promote and
encourage private sectors to develop economic and socialized
housing units for average and low-income earning Filipinos.
5.10 Guidelines
In 2019, Edgardo Labella was elected as the chief executive of the city
government. When he took his oath as the new mayor, he called on the other local
officials to be with him in solving the problems caused by urbanization. The former
Mayor stated that if there are any programs that benefit the people of Cebu City,
then they shall pursue it.
Cebu City is rapidly growing. The rapid growth of the city is causing
tremendous problems to the people of Cebu City. One of the problems that need
to be addressed is the lack of housing programs for the less fortunate. There were
housing projects funded by the Local Government Unit (LGU) but were stopped
due to lack of funds. Oftentimes, the reason why houses cost a fortune is due to
material and construction costs. To address this problem, Mayor Mike Rama shall
continue the housing programs using the modular construction. In modular
construction, construction is more cost and time efficient. This method shall save
the government from expensive costs and long construction duration.

The Cebu City Government wants only the best for all the Cebuanos. Mayor
Mike Rama, the late Edgardo Labella and everyone in the city government are
adamant into solving the problems caused by urbanization. They believe programs
whose objectives are in the best interest of the people should be pursued. Hence,
Mayor Mike Rama shall go on with the housing projects utilizing the modular
construction method to address the lack of housing projects for the less fortunate.
Using the modular construction in building houses is expected to reduce costs and
construction duration to which not only addresses one problem but is also
incredibly useful in emergency situations such as providing temporary shelters for
disaster-hit communities.
User Profile
The users were classified into two namely, the Primary and Secondary Users.
Primary Users
The Local Government Unit (LGU) - are in charge of managing and supervising
each barangay's community. They can quickly identify areas that require
immediate attention during disasters and provide community members with
information.
Secondary Users
o Visitors - are persons who will visit to relatives who reside in the
community.
