Rescue Scenario: Rescue from Suspension Overside.
Person In Charge (Competent person only):

The rescue of personnel working at elevated levels must be discussed and planned for during
the Safety Analysis planning process for the relevant task. As a minimum, the following must
be considered during discussion and planning:

 Equipment and personnel required to perform rescue operations


 Length of time required to perform rescue operations
 Forces exerted on personnel from being suspended for that period of time (Suspension Trauma)
 Availability of alternative methods to perform rescue operations

Key Considerations
Considered the following and include where appropriate when formulating the plan:
Area of Operation – isolation, complexity, access, hazards to rescuers?
Equipment – type, quantity, availability/location, suitability, special requirements?
Personnel – training/competence, availability, response time, and incident management?
Communications – methods, equipment, possible barriers?

EMERGENCY RESCUE PLAN


The Plan

Description / Method:
 Stand by person call/inform radio room upon discovery of IP (conscious/unconscious)
 All operation should be stopped and made safe; Inform control room / OIM.
 OIM/Designee, sound the general alarm followed by announcement.
 Medical team and ERT report to incident site with radios, rescue equipment and basket
stretcher.
 ROTC obtain radio communications with standby vessel and make them aware of the
incident. Instruct boat to rendezvous with 500 M of the incident site and ready for Rescue
if required.
 Instruct victim (if conscious) to move his feet to promote blood circulation to avoid
suspension trauma**.
 1st Rescuer will don life vest and safety harness.
 Rescue Team will prepare the rescue equipment and basket fitted with short safety
sling/karabiner.
Prepare victim for rescue:
 Rescuer anchor RPD ( Rescue Position Device ) at proper anchor point, rescuer connect
his front D-ring with RPD’s Travelling pulley’s karabiner, rescuer lowered himself and
stop slightly above of the victim’s shoulder for proper positioning, turn and position victim
as per location/connection of his D-ring with harness, lock/clamp the victim by feet,
connect victim’s D-ring with the karabiner which is attached with rescuer’s harness
double D-ring (at waist level), release victim’s lanyard from his D ring, slowly release the
rope and come down with victim.
 Handover of victim to medic.
 Keep victim in “W” position*** to avoid sudden return of stale pooled blood from
extremities to avoid the risk of heart and other vital organ failure.
 Update the situation/condition of victim to OIM/Topside
 The Stretcher with IP can be transported to the Sick Bay.
NOTE: **For best results (to avoid Suspension trauma), an unconscious worker needs to be
rescued within 5 minutes. If a worker is unconscious and their brain is not receiving enough
oxygen, they will have a higher chance of experiencing brain damage after five minutes without
oxygen. After 10 minutes, the brain is likely to suffer severe damage in addition to organ system
failure. At this point, the worker is at very high risk of death by suffocation.

 *** The “W” position is where a worker sits upright on the ground with their back/chest
straight and their legs bent so that their knees are in line with the bottom of their chin.
For added stability, make sure that the worker’s feet stay flat on the ground.
 IMPORTANT the above is only a guideline there is so many scenarios.
The Rescue team/Medical team will prioritize as of what’s the most important.
