Arrangements for the validation of model courses by HTW 9

Note by the Secretariat

Background

1 Following the postponement of HTW 7 due to the COVID-19 pandemic, the work of
this session has been rearranged as provided in the revised provisional agenda for the meeting
and its annotations (HTW 7/1/Rev.3 and HTW 7/1/1/Rev.1).

2 Taking into account the limited time available at this session, the Sub-Committee has
been invited to postpone consideration of agenda item 3 and its respective documents to
HTW 8, except for the planning of work for HTW 9.

Model courses to be validated by HTW 8

3 Consequently, HTW 8 will be invited to consider, with a view to validation, the


following draft model courses initially planned for validation:

.1 at this session:

.1 new model course on Passenger safety, cargo safety and hull


integrity training;

.2 revised model course 2.03 on Advanced training in fire fighting;

.3 revised model course 1.22 on Bridge resource management; and

.4 new model course on Engine-room resource management; and

.2 by HTW 8:

.1 revised model course 3.25 on Security awareness training for all


port facility personnel;

.2 revised model course 3.26 on Security training for seafarers with


designated security duties; and

.3 revised model course 3.27 on Security awareness training for all


seafarers.

Arrangements for the validation of model courses by HTW 9

4 Initially, this session of the Sub-Committee was invited to agree to the revision of the
following model courses with a view to validation by HTW 8 (HTW 7/3, paragraph 10):

.1 Proficiency in survival craft and rescue boats other than


fast rescue boats (1.23); and

.2 Proficiency in fast rescue boats (1.24).

5 However, given the high workload on this agenda item expected at HTW 8, which will
be invited to validate seven model courses (see paragraph 3 above), the Sub-Committee is
invited to agree to the validation of the model courses referred to in paragraph 4 at HTW 9.

6 In addition, following the review undertaken by the Secretariat in accordance with


paragraph 3.1 of the Revised guidelines, the Sub-Committee is invited to agree to the revision
of model course 1.20 on Fire prevention and fire fighting with a view to validation by HTW 9.

Time frame and terms of reference for course developers

7 Consequent to the agreement to revise the model courses (paragraphs 4 to 6), the
Sub-Committee is invited to consider the corresponding draft terms of reference, set out in
annexes 1 to 3 to this document, with the proposed time frame for the revision and review of
those three model courses, as prepared by the Secretariat in accordance with the template set
out in annex 3 to document HTW 4/3.

Establishment of intersessional review groups

8 In order to allow as wide a participation of experts as possible, it would be necessary


for the Sub-Committee to establish, at this session, review groups to work between sessions
by correspondence to review the model courses referred to in paragraphs 4 and 6 above, with
a view to submission to HTW 9, for validation. The Sub-Committee may therefore request
interested Member States, international organizations and other experts wishing to participate
in the review groups to provide their contact details to ModelCourses@imo.org containing the
following information:

.1 title of draft model course to be reviewed;

.2 status: 1 – Member, Review Group or 2 – Coordinator, Review Group;

.3 full name;

.4 Member State/Organization/Training unit;

.5 job title;

.6 email address; and

.7 work telephone number.

Action requested of the Sub-Committee

9 The Sub-Committee is invited to consider the above information and, in particular, to:

.1 endorse the proposed model courses to be revised for validation by HTW 9


(paragraphs 4 to 6);

.2 consider and approve the draft terms of reference and time frames for the
revision of the model courses endorsed in sub-paragraph .1 above
(paragraph 7 and annexes 1 to 3);

.3 request the Secretariat to take the necessary action for the hiring of
developers for the revision of the model courses in sub-paragraph .1 above,
subject to the Secretariat's contracting process;

.4 establish, at this session, review groups to work between sessions by


correspondence to review the model courses endorsed in sub-paragraph .1
above; and urge to notify the Secretariat of the corresponding contact details
to ModelCourses@imo.org within 1 month from the closure of this
session (paragraph 8); and

.5 select review group coordinators to review the draft model courses endorsed
in sub-paragraph .1 above.

DRAFT TERMS OF REFERENCE FOR THE REVISION OF MODEL COURSE 1.23 ON


PROFICIENCY IN SURVIVAL CRAFT AND RESCUE BOATS OTHER THAN FAST
RESCUE BOATS

TERMS OF REFERENCE FOR THE COURSE DEVELOPER AND THE REVIEW GROUP

Introduction

1 The Organization, as part of the 2010 Manila Amendments, developed requirements


for the issue of certificates of Proficiency in survival craft and rescue boats other than fast
rescue boats.

Objectives

2 The revision of model course 1.23 on Proficiency in Survival Craft and Rescue Boats
other than Fast Rescue Boats should address all competencies and related Knowledge,
Understanding and Proficiency (KUP) requirements of section A-VI/2, paragraphs 1 to 4, and
table A-VI/2-1 of the STCW Code, taking into account the guidance of section B-VI/2 of the
STCW Code. The model course should not exceed the competencies and KUPs of the STCW
Code but needs to consider and incorporate the latest technological developments and best
practices of the industry. The model course development should support competency-based
outcomes in line with column 4 of table A-VI/2-1 of the STCW Code.

Activities

3 The course developer will revise IMO model course 1.23 on Proficiency in Survival
Craft and Rescue Boats other than Fast Rescue Boats, based on regulation VI/2 of the
STCW Convention and section A-VI/2 of the STCW Code, taking into account the model course
development guidance for course developers in MSC-MEPC.2/Circ.15/Rev.1, appendix 3.
The references and bibliography should make citations using the Harvard Style of Referencing
while the common abbreviations for IMO model courses in part C – Detailed Outline should be
retained, e.g. R1 for the 1974 SOLAS Convention.

4 The course developer will submit the initial draft to the Head, Maritime Training and
Human Element, who is the designated representative of IMO for review and development of
model courses. The course developer will then prepare a revised draft taking into account any
suggested changes by the IMO designated representative and forward it again to the IMO
Secretariat.

5 The IMO Secretariat will forward the draft model course to its Review Group, who will
then provide any comments and guidance to the course developer for inclusion as appropriate
in the third draft, which will then be returned by the course developer to the Review Group for
final evaluation and comments if any. The course developer will finalize the draft model course
and submit it to the Head, Maritime Training and Human Element of IMO for submission to
HTW 9 for consideration and validation.

Reporting

6 The model course should be drafted in English, and IMO should be provided with an
electronic version compatible with Microsoft Word, to be submitted to the Head, Maritime
Training and Human Element with the deadlines for submission for the first and final draft as
outlined in the time frame below. All parties to the revision and review process are encouraged
to exchange comments and information and seek feedback at any appropriate time.
The suggested dates should not serve as limitation for exchange of information.

Deadline Action to be taken

The course developer prepares an initial draft to be forwarded to the

designated representative of the IMO Secretariat.

The IMO Secretariat may conduct a review of the first draft of the
21 January 2022 course for adequacy and consistency with instructions, and suggests
changes, where appropriate.

The course developer will then prepare a draft with revisions from
18 March 2022 the IMO Secretariat. The IMO Secretariat receives the second draft
and forwards the draft model course to the review group.

Model Course Review Group returns any additional comments and


13 May 2022 guidance to course developer for additional edits and development,
as appropriate.

Course developer submits final revised draft of the model course to


8 July 2022 the IMO Secretariat for forwarding it to the Review Group for final
comments.

Review Group Coordinator submits report to the IMO Secretariat


16 September 2022 including the evaluation questionnaire as contained in appendix 4 of
MSC-MEPC.2/Circ.15/Rev.1.

1) The overall goal of this model course is to provide guidance for the training and
assessment of seafarer competence in Proficiency in survival craft and rescue boats
other than fast rescue boats in accordance with section A-VI/2 and table A-VI/2-1 of the
STCW Code, taking into account the guidance in section B-VI/2 of the STCW Code.
IMO model courses are intended for a global audience and must be adaptable to a wide
variety of candidates and teaching resources.

2) This model course will be validated by the Sub-Committee on Human Element, Training
and Watchkeeping (HTW) at its ninth session (HTW 9). The final revised draft of the
model course should be submitted to the Head of the Maritime Training and Human
Element (ModelCourses@imo.org) no later than 8 July 2022 with the following subject
line:
