Commentary
Layunin ng Artikulo The purpose of this study was to create and sustain the
research culture in higher education institution in region
IV-A (CALABARZON) in order to have a strategic level
and a visionary leadership.

Batayang Teorya This study shows a grounded theory research and a


qualitative research design and presents a logical basis
for using this design. This qualitative study used a
grounded theory research to generate substantial
grounded theory research of college student and
sustaining research culture in higher education
institutions.
Metodo The study made use of Pandit's (1996) five analytical,
albeit not exactly sequential, steps for developing a
grounded theory, which are: research design, data
collecting, data ordering, data analysis, and literature
comparison. Nine methods or processes within these
phases were assessed in relation to construct validity,
internal validity, external validity, and reliability, four
research quality standards.

This was done in two stages: (1) the first stage was to 
generate the research questions, to focus the
researcher’s  efforts and to enhance theoretical
sensitivity while (2)  the second stage was to generate
the initial theoretical  framework of the development of
research culture in  higher education institutions that
also treated the technical  literature as a unit of data or
the literature case study.
Kinalabasan ng This study revealed much about how HEIs motivate
pananaliksik academics to undertake resarch activities. But while
there were elements of research culture extant in the
institutions studied the research participants of the
study were not very confident that they were strong and
mature enough to be called an academis research
culture. The study also revealed that most research
participants shared fears that are resolved  by
continuing to do research in spite of the challenges on 
the belief that instruction and research are intertwined, 
open communication that allows for the sharing of 
fears and difficulties leading to positive resolution and 
action.
Kahalagahan ng pag- This study shows the emerged grounded theory
aaral disclosed that for research culture to flourish, HEIs
need to have a continuum of strategic and operational
policies and actions of research culture creation and
sustenance. Among the internal factors are the
institutional mission-vision goals or the equivalent
charter and the role of the university as a creator of
knowledge while the external factors such as
requirements of statutory and regulatory bodies like
accreditation and quality assurance agencies, rankings
and the recent CHED policy on the typology and HEIs
that bear on the nurturance on the research culture.
Limitasyon ng pag-aaral This study explored and makes observations about only
45 participants from the HEIs in Region IV-A
(CALABARZON). Another limitation is that the
participants being interviewed are passing their own
feelings, experience and biases.
Rekomendasyon This study recommends to that HEI s revisit their
recruitment process to build a critical mass of faculty
researchers and research staff and to hire faculty with
research skills and the right attitude and orientation
toward research.
