It is a system where an Encomendero is the leader
of a certain plot or area of land. This certain leader
Encomienda or manager can collect tributes and use it as he

How these instruments influence our society
today?
Federalism is one application that is a modernized
and more systematic version of the Encomienda
System where mayors are able to manage their
towns. This was proposed to give autonomy to
regions all over the country making them less
dependent on the national scale.
One important aspect of maintaining our national
finances (and trying to pay our debts) is taxation.
We require taxes to allow our country to work.
Every person is taxed according to what sort of
thing it would be (annual Cedula, tax on every
product purchase, government salary taxes, and
etc.). This is one modern application of Tribute.
Unlike the Tribute back then, everyone that is able
is included.
Technically, civil conscription these days is either
hidden from sight or nonexistent now. On the
other hand, a different type of mandatory work or
conscription that is happening is the military
conscription. An ongoing military conscription is
that of males aged 18-60 in Ukraine to defend their
borders against their ongoing defensive war
against Russia. If war were to happen in the near
future (according to my informants, it is quite
possible but it should not include our country if the
current President is at least sensible enough to
stay neutral). Another manner of civil conscription
is that of the NSTP courses in the first year of
college.
Communism is a great way to modernize Bandala.
