Senate Bill No. 438 and Republic Act No. 1425 both aimed to promote Jose Rizal's works of Noli Me Tangere and El Filibusterismo in schools. However, RA 1425 allocated a budget, mandated courses on Rizal's life and writings, and tasked the Board of National Education with implementation, while SB 438 did not allocate funds and simply mandated the works as compulsory reading. Both bills passed with strong support from senators Recto and Laurel, and aimed to educate students on Philippine nationalism and heroes.
