DISCLAIMER: The Province of Manitoba uses the Metric Gold Formula to determine the bearing capacity of ice
on designated Provincial Winter Roads. Ice strength cannot be solely determined from this
formula. Only qualified personnel should inspect the ice to determine the ice texture and
bearing capacity. The Province of Manitoba does not accept any liability or responsibility for any
other use of this ice testing information.
Blue Ice is the natural thickening of ice through a normal freezing process. Blue Ice thickness can be induced
by keeping the road surface clear of snow and allowing light traffic (ice thickness permitting) to pass over the
ice. Blue Ice is clear in texture and has the maximum allowable bearing capacity of all ice.
Flood Ice or White Ice can occur naturally or is produced by flooding with 12 inch augers or 4 inch pumps. A
maximum flood should not exceed 5 cm or 2 inches. The next flood should not start until the previous flood
has completely frozen. Flood Ice is white in texture and is considered to have only 50% of the load bearing
capacity of natural blue ice.
Slush Ice or White Ice forms when the snow on the ice surface melts and freezes. This occurs on the
travelled portion and under the banks formed where cleared snow is deposited. Slush ice is white in texture
and is considered to have only 50 % of the load bearing capacity of natural blue ice.
Grey Ice, Crystallized Ice or Honeycomb Ice forms from thawing and indicates the presence of water
running thru the ice and should not be trusted as a load bearing surface.
GENERAL INFORMATION: Ice is generally unpredictable and thickness or consistency should never be taken for
granted. Variables in thickness may be caused by air temperature, currents, snow cover, traffic volumes and
uneven flooding. It is very important to document all ice readings on the project. The only means of
determining the safe bearing capacity of ice is to test it manually by drilling bore holes and checking for
texture and depth. Electronic methods may be used to determine total thickness in conjunction with manual
texture testing to determine the depth of the blue and white ice.
