I. INTRODUCTION

In the absence of dependable public transportation networks to serve

people in various locations throughout developing countries, numerous

opportunities for entrepreneurs who want to capitalize on this lucrative

demand to provide the service have arisen. Tricycle transportation is one of the

promising accessible businesses that are rapidly expanding to meet this

demand. Each year, hundreds of motorcycles are manufactured in Europe and

Asia for transportation purposes. Tricycle transportation arose as a result of

global urbanization and economic and physical activity expansion. (Marcikic

Horvat, 2020).Bislig City's rising population has produced a transportation

demand that both commercial and public transit systems are struggling to

meet. Transport improves firms' and consumers' access to markets and

services, (George Botzoris , 2015) Fosters economic diversification, and regional

integration by providing the infrastructure and services on which economies

and societies rely for people and commodities mobility, supports the expansion

of trade and the expansion of the economy, (Nikolaos Eliou, 2015).

Today, tricycles have become a household name and play an important role

in the transportation of Bisliganons. To fill the growing gap in public

transportation vehicle supply and accessibility to all students and tricycle

riders in Bislig City, the fare for all passengers in Bislig City's area was
reduced. This trend may also assist other commuters, particularly students

and workers who ride to work on a daily basis, in saving money (Athanasios

Galanis, 2015). Transportation is central to a country's socioeconomic

development. It is equitable in a sense that it can provide access and cheap

alternative mode of transportation for passengers. In terms of security, safety,

and risk, this mode of transportation is guaranteed. One of the key

distinguishing features of this mode of transportation is its operational

flexibility, which allows it to manoeuvres through stalled traffic as well as travel

on unpaved/rough roads (Ibrahim G. Umaru, 2018).

The benefits of the new fare matrix imposed by the Bislig City government

include transportation service and equity for commuters. According to (Badejo,

2007), Public transportation serves a social function in the urban environment

by improving access to work places and service infrastructure while also

lowering travel costs. However, the problem with Bislig City's tricycle

transportation business is that most drivers are unskilled young men with no

proper seminars or training, and some operate without a driver's license. This

condition results in a lack of understanding of passenger safety and road

etiquette. Drivers frequently underestimate and disregard Land Transportation

Office (LTO) policies, resulting in numerous violations and ignorant behaviors

on the part of some drivers, which may jeopardize the passengers' safety while

riding the tricycle. To put commuters at ease, it is critical to have proper

knowledge and eligibility to drive tricycle transport.


Bislig City, like many other rapidly growing cities in Surigao Del Sur, has

felt the effects of poor public transportation: inefficiency, poor service quality,

and a lack of safety for commuters. The main causes of these are the city's

rapid expansion, which has far outpaced its capacity to provide basic

infrastructure and services, and the poor condition of the majority of tricycle

transportation. The current public transportation system is struggling to keep

up with the city's demographic and spatial growth while also meeting the basic

needs of its residents (Sohail et al., 2004). Access to affordable and high-quality

public transportation is critical for the urban population, as a lack of it leads to

economic, social, and physical isolation (Department for International

Development 1999), particularly for low-income communities on the outskirts

of cities with limited access to public transportation and other basic urban

amenities Hine, (Olvera et al., 2003).

In response to the public transportation challenges in Bislig City, a

development strategy was designed and proposed to all tricycle and non-

conventional car/umbak operators/drivers a new Fare Matrix for the entire

city, the ordinance was proposed by the city mayor's office starting July 07,

2022. New Fare Matrix has emerged as a cost-effective transit option with

significant development potential in Bislig City, (Bislig city TFRTMB, 2022).

Cities seeking cost-effective transit solutions are increasingly

implementing the New Fare Matrix. The prescribed new fare matrix for tricycles
and non-conventional cars/umbaks is based on the actual price of fuel per

liter, with a general fare of 4 pesos (Php. 2.00) added for each subsequent

kilometer. Therefore, this study aims to know the perception of the college

students in De La Salle John Bosco College on the new fare matrix that was

proposed by the city office of Bislig.

Although the New Fare Matrix aims to improve the quality of services and

efficient fares for passengers, particularly college students, in order to reduce

their daily expenses, regulating and controlling the profit-seeking private

sector's cost-cutting pressure remains a critical challenge. The study will

determine whether college students can save their allowances under the

government’s proposed new fare matrix (Janssen Davy, 2020) Using systematic

sampling and descriptive analysis, we will be able to learn about college

students' perceptions of the fare matrix that has been imposed.

STATEMENT OF THE PROBLEM

The aim of this paper is to analyze college students' perceptions of the new

fare matrix imposed by Bislig City's government. Specifically, this study sought

to answer the following questions.

1. What is the Demographic Profile of the respondents in terms of:

1.1 Age
1.2 Gender

1.3 Year Level

1.4 Socioeconomic Status

2. What are the advantages of Bislig City’s new fare matrix for college

students in De La Salle John Bosco College?

3. What is the respondents’ level of perception of tricycle service quality in

the following areas:

a. Passengers safety

b. Convenience of service

c. Reasonable price

4. How can the new fare matrix assist college students to save money?

DATA GATHERING

The purpose of this research paper is to look into the aspects that

correspond to the new fare matrix imposed by Bislig City's government. The

researchers also investigated whether the students could save money in the

newly implemented fare matrix. The researchers will conduct a random

sampling of college students at De La Salle John Bosco College in order to


collect data and apply research instruments. To obtain accurate results, the

researcher will ask specific respondents to fill out the form as truthfully as

possible. In addition, the researchers will write a letter of authorization to

conduct the research.
