The key to eliminating incidents and injuries is to modify behavior by observing crewmembers as
they work and talking with them to encourage safe work practices and eliminate at-risk behaviors.
In a more basic sense, it involves using simple but effective observation techniques whereby
crewmembers observe each other and give constructive one-on-one feedback to reinforce safe
work behaviors and discourage at-risk behaviors. This can help strengthen workplace safety
culture. Safety Observation performed on guest also encourages crewmembers to react to guest
unsafe acts to reduce guest injuries while onboard.
The Safety Observation Program is a method to engage crewmembers in making personal
behavior safety observations of actions by other crewmembers. Crewmembers are to observe
Safe and Unsafe Acts and to engage in discussion regarding the safety aspects of a task
crewmembers are performing. The outcome of the Safety Observation Program is to reinforce
safe behaviors and /or identify and correct unsafe behaviors or situations.
The Safety Observation Program is not a “quota” of observation by any one department.
The focus of the observations should be on areas and actions that potentially result in a crew or
guest injury. The intent of the program is to promote safe behaviors and reduce unsafe behaviors.
Observations are an opportunity to point out the positive actions and situations and recognize
opportunities for improvement. Safety Observations are not part of any injury or accident
investigation.
Crew Unsafe Act – Observed crewmember performing a task or other activity conducted in a
manner that may threaten the health and safety of other crew or guests.
Guest Unsafe Act – These are observation made to address crew members involvement in
responding to guest unsafe acts.
Recording OCIMS
The OCIMS portal has been redesigned to provide a more streamlined entry of Safe/Unsafe
observations. The portal does not require a username/password and can be accessed directly
from Homeport.
The portal works best in Chrome or Firefox. Using Internet Explorer may result in loss of icons,
such as the calendar icon.
For crew that do not have access to a computer, use the Safety Observation and Coaching Form.

All safety observations are recorded in the OCIMS portal of Riskonnect. The link to the OCIMS
Portal can be found on the left hand side of the Riskonnect page located under the Help Center
Portal.
Fields with a red dot next to the field label are required to submit the observation.
Riskonnect has built-in logic to link the appropriate Vessel and Crew Member contact record
based on Crew Member ID submitting the observation.
The observation date cannot be in the future. Users may type in a date, using mm/dd/yy format
or select the calendar icon to pick the observation date.
OBSERVATION TYPES
There are three (3) Observation Types in OCIMS. The program contains hide/show logic based
on the Observation Type. The Observation Type controls the Category, Observation Summary
and Corrective Action fields.

Secondary Observation
The Secondary Observation Location aligns with the General Location on Investigations.
If a Corrective Action is required and the Division Responsible is known, populate the Division.
Some Corrective Actions can be deferred. If ‘Corrective Action Deferred Due to Additional
Resources Needed’ is selected, the ‘Corrective Action Deferred Due Date will show – this date
may be entered for a future date.
To submit the observation, click the Submit button at the bottom of the page. A popup will appear
confirming that the user would like to submit the record. Click Yes.
After Submitting, the record number will appear on the page in case the user wants to write it
down for future reference in the Riskonnect system.
Chief Safety Officers / Safety Officers will have the OCIMS tab available in Riskonnect
