PNPMC 2014-046 "PNP Standards for In-Service Training" dated October 22, 2014; 9g. PNPMC 2014-035 “Establishing a Certification Program for PNP Training Schools and Regional Special Training Units’ dated September 9, 2014: and h. SOP No, 2014-002 “Guidelines and Procedures in the Development of Standard Training Packages’ dated October 23, 2014. 2. RATIONALE: There are about 2,500 PNP personnel both uniformed and non-uniformed who are actively delivering actual instructors’ duty to date. Of this number, only 393 have adequate training and experience as instructors. On the other hand, there are 2,628 PNP personnel who graduated from the Instructor Development Course (IDC). Of these, only 300 are actively serving as PNP instructors for various in-service training courses nationwide. This shows a clear mismatch in terms of providing IDC training to the PNP pool of instructors which needs to be addressed to professionalize and develop top- caliber PNP instructors for all subjects and courses. 3. SITUATION: There is a need to purposively train and prioritize the development of the remaining 2,107 active PNP instructors and certify them based on their competencies. It is due to these that this policy is developed, to set up a criteria for certifying PNP instructors and in ensuring that only qualified and competent PNP instructor shall be allowed to train PNP personnel. 4. PURPOSE: This Memorandum Circular (MC) aims to establish and prescribe policies and guidelines in certifying and accrediting instructors for PNP in-service training courses. Itfurther intends to set up a system and mechanism that will assess, evaluate, maintain, develop, and monitor the PNP’s pool of instructors with the following objectives: a. To establish criteria/parameters in the certification and accreditation of instructors; b. To ensure the quality of instructors delivering in-service trainings/courses and the like to PNP personnel; ¢. To classify and categorize instructors based on expertise for inclusion in the pool of instructors; d. To set a basis in the grant of incentives among those who have rendered instructor's duty; and . To raise the morale and prestige of PNP instructors. 5. DEFINITION OF TERMS: a. Accreditation-is an official endorsement and approval to the one outside of the PNP organization to be a PNP instructor. b. Accredited/Certified Instructor - a person who is qualified to teach, having met the established standard qualification set by the PNP. ©. Certification- is the official recognition to PNP personnel as authorized PNP instructor. d. Course Director- an official designated to provide general supervision of the conduct of a specific course. e. Experience- refers to duration of being a practitioner in a certain field of expertise. f. Instructor - is used to relate to a role profile and not a job title to someone 2 who can facilitate a classroom instruction and impart knowledge and leaming. Instructor Certification Program — program set by the organization to qualify personnel to become a PNP instructor. Instructors Development Course- is a course which provides basic knowledge on how to prepare lesson plan, effectively and efficiently deliver the content of the lesson plan and to determine appropriate method content. Instructor's Duty Pay- is incentive allowances provided to all PNP uniformed personnel assigned in PNP training schools/centers or detailed with the PPSC and are required to teach, convey or communicate knowledge or supervise training activities or conduct researches or perform duties as training aides in one or more subjects. Honoraria/Honorarium- a token of appreciation or reward for gratuitous services rendered as PNP instructor. Lecturer - a person who delivers information either by theoretical or practical understanding of a subject. Person from the Academe- is someone who is a faculty member, head ‘or administrator in a higher education institution such as state universities and colleges or CHED supervised higher education institutions. It may also include those conferred with Philosophy Doctorate Degrees, Medical Doctors and Lawyers who have teaching experience. Pool of Instructors - a database containing the list of instructors and their relevant details. Provisional Certification- is issued as authority to teach/instruct while certification/ accreditation procedure is yet to be complied. Specialized Course — a course undergone by an individual involving detailed and specific knowledge on a subject. Subject Matter Expert (SME)- is someone who has proficiency in a specific subject gained through study and experience, Trainer- refers to someone who can impart knowledge, skill and ability Training Manager — pertains to the Chief of the Training School and Regional Special Training Units who plans, organizes, staffs, leads and controls the training programs. Teaching Experience- the official time/hours of actual active teaching duty. t Trainers’ Training- is a course that provides competency to those who will be future trainers in a specific subject. 6. POLICIES AND GUIDELINES: a. As a transitory period prior to the full implementation of ICAP, personnel rendering instructor duty or service shall apply for provisional certificate which shall commence within three months after the approval of this circular. The provisional certificate is valid for one year only from the date of its issuance. Concerned PNP instructor should apply for ICAP three months prior expiration of his/her provisional certificate in order to keep a current certification. Only those certified and accredited under this Circular upon recommendation of concerned institution/unit using the approve standards and criteria are authorized to act as instructor/lecturer/ trainer and to render such services in the PNP. A person from the academe who was invited and asked by the PNP to tender lecture or to be a trainer shall no longer go through with the required procedure under this circular. However, they will be asked to fill up an ICAP application form (Annex “A”) for them to be included in the pool of instructors as honorary accredited PNP instructor. Concerned personnel issued with the provisional certificate shall be responsible in obtaining the Instructor’s Activity Sheet (Annex “C”) to track and monitor services rendered as instructor. Likewise, said sheet will form part in the requirement for accreditation/certification application Training Managers/C, ASAO, PNPTS has the authority to issue provisional certificate to an individual who has documented expertise in an area of instruction and/or experience in the subject area Issuance of special orders and inclusion of their name in the PNP pool of instructors shall authorize the latter to render and be tapped for future teaching assignments within the PNP. Certified and Accredited PNP instructors shall be issued with license/identification card bearing a unique account number. Said card will be valid for three years and it shall be renewed not later than the instructor's birth month. An instructor activity sheet shall be presented to the course director every time he delivers lecture to monitor the actual Instructor's duty. This will form part in the validation process and renewal of certification and accreditation as PNP instructor. j. The PNP Cerfified/Acoredited Instructor is required to meet the adequate instruction time which is 12 hours per year. While a maximum of 20 hours instruction time per month should be observed except for those PNP personnel assigned in PNP training schools/centers or detailed with the PPSC. k. Certification and Accreditation Program Categories. The two program categories to determine the competence and classification of the instructor: 4) Accreditation Program shall be the official endorsement and approval to civilian to teach in the PNP organization. This program shall apply to those not belonging in the organization but who intend to teach in the PNP and be included in the PNP pool of instructors. 2) Certification Program shall be the official recognition to PNP personnel as authorized to teach within the PNP. The Instructor Development Course (IDC) or Training of Trainers (ToT) shall be basic requirement for PNP personnel to become certified instructors in the organization as teaching is not a task for amateurs. There are some basic skills that must be acquired before one can be an instructor, thus, IDC or Training for Trainers is absolutely necessary. Other criteria for the certification of PNP personnel to specifically evaluate their competency shall be the following: years of teaching experience; trainings completed; highest eligibility eamed; highest educational attainment; and instructor's latest evaluation rating. Information on these parameters will be generated from the duly accomplished form for PNP instructor accreditation and certification program (Annex “A”). Category of Certificates 1) Provisional Certificate shall be applied by all personnel rendering instructor duty while in the transition period of implementing this circular. It shall also be applied by individuals who will render instructor duty with the PNP but pending application for accreditation or certification or while the prescribed IDC or ToT have not yet been satisfactorily completed. It shall be valid for one (1) year only from the date of issuance 2) Accreditation Certificate shall be issued to civilians accredited to be instructors in the PNP. 3) Standard Certificate shall be issued for police personnel who are certified instructors. ™m, Instructors’ Classification: 1) General Instructors- those who may teach a wide range of subjects using the 5 prescribed standard training program (STP) and lesson plan of a particular course. An instructor shall belong to this category if he satisfies the following criteria: a) Demonstrate effectiveness primarily as a teacher; b) Has undergone a Trainers Training or Instructor Development Course or a graduate of BS in Education with relevant teaching experience ; and ©) Exhibits commitment to teaching 2) Specialized Instructors/Subject Matter Experts- those who may teach a specific subject based on area of specialization eamed through trainings/schoolingland experience. Instructors under this category must possess the following a) Must have the profound knowledge of the subject; b) Must have at least three years experience in the subject area; c) Demonstrates excellence in teaching the subject area; d) Must have a document to prove field of expertise such as completion of a specialized course/training (local or abroad) 3) Master Instructor - one who is in authority in @ particular area or topic to render Training of Trainers. It also refers to someone with in-depth knowledge on a subject and satisfies the following qualifications: a) Shows a high degree of proficiency in a specific field known beyond his/her office/unit/ department; b) Has a distinguished record of accomplishment that leads to an international or national reputation in his or her field; ©) Reflects strong teaching ability and a relevant basis of scholarly work or professional expertise and achievement. d) Have a documented history of working in the area for which they are an expert. n. Teaching is a self-rewarding vocation, however, recognition in the form of honorarium could do well to motivate, strengthen the PNP Certified Instructor's commitment to teaching and sustain an effective training institution. Further, more individuals will be enticed to join the PNP pool of instructors through provision of incentive. Except for PNP personnel already receiving the Instructors Duty Pay (IDP), indicated below shall be the recommended rate in the grant of honoraria’ RECOMMENDED RATE FOR THE GRANT OF i HONORARIA | Instructor's Classification Rate _| (General Instructor Php 300.00/hour ‘Specialized Instructor/SME Php 500.00/hour Master Instructor Php 1000.00/hour ©. Grounds for the cancellation and suspension of certification/accreditation as PNP Instructor: 1) The instructor failed to meet the minimum or maximum instruction time for reasons within his control; 2) The instructor omitted information or falsified any document in order to obtain or renew certification/accreditation; 3) The instructor has not followed the prescribed curriculum for the course; 4) The quality or method of instruction violates generally accepted principles of instruction or training; 5) The instructor fails to take proper steps to assure the safety of trainees. Generally accepted principles of instruction, includes attitude toward trainees, command and knowledge of the subject, organization of the material prescribed, use of training aids, and overall preparation. 7. PROCEDURES: a. For provisional certificate: 1) Applicant shall secure and fill up the application form for PNP Instructor’s Provisional Certificate (Annex “B”) from the Training Section of concemed unit; 2) Submit the filled up application form mentioned above along with PNP PDS/curriculum vitae to the Training Officer of the concerned unit; 3) Atthe police station level: a) Endorse application to the Training Section, PPO; b) PPO Training Section will endorse it to Training Section, PRO; ©) Training Section, PRO evaluate/validate the application prior endorsement to Training Manager, RSTU. At the NSU, PRO level: a) Endorse application to Training Section, PRO; b) Training Section, PRO will evaluate/validate the application; ©) Endorse application to Training Manager, RSTU At the NHQ Level: a) Training Section of concerned NHQ Level will evaluate/validate application; b) Endorse application to PNPTS (Attn: C, ASAO) 4) Issuance of Provisional Certificate. b. For Accreditation and Standard Certificate: 1) Applicant shall secure and fill up the application form for PNP Instructor Accreditation and Certification Program (provided in this circular) and submit it to the Training Section of the concerned unit along with the following documentary requirements: a) Official Letter/Memo endorsement from his/her immediate superior! referral letter from agency he/she belongs(for civilians); b) PNP PDSjcurriculum vitae; c) Certificates of trainings/schoolings; d) Training Evaluation Report; ) Other official documents to support the application package should be attached; and ) Instructor's activity sheet. 2) Submit the pertinent requirements mentioned above including lesson plans for the areas to be taught to the Training Office/PNCO of the concerned unit; 3) At the police station level a) Endorse application to the Training Section, PPO; b) PPO Training Section will endorse it to Training Section, PRO; ©) Training Section, PRO evaluate/validate the application prior endorsement to Training Manager, RSTU; and d) RSTU submits application to PNPTS (Attn: C, ASAO). At the NSU, PRO level: a) Endorse application to Training Section, PRO; b) Training Section, PRO will evaluate/validate the application; ©) Endorse application to Training Manager, RSTU; and d) RSTU submits application to PNPTS (Attn: C, ASAO). ‘At the NHQ Level: a) Training Section of concemed NHQ Level will evaluate/validate application; and b) endorse application to PNPTS (Attn: C, ASAO) 4) ASAO, PNPTS shall make the final review, evaluation and validation of the application. Prepare certificate to be signed by D, PNPTS for subsequent confirmation of TDHRDD (Attn: ITPDD); 5) DHRDD (ITPDD) shall request issuance of special orders to DPRM. 6) Issued orders shall be the basis of PNPTS (ASAO) to include the name of personnel in the PNP Pool of Instructors and issue license/identification card bearing a unique account number. 7) PNP approved instructor shall receive his/her certificate along with licensefidentification card. 8. RESPONSIBILITIES a. DHRDD: 1) Supervise the implementation of this Circular, 2) TDHRDD confirms all certification and accreditation as approved by D, PNPTS; 3) Facilitates issuance of Special Orders for accredited/certified instructors; and 4) Perform other tasks as directed b. DPRM 1) Issues Special Orders to those approved and confirmed under PNP ICAP; and 2) Perform other tasks as directed, c. PNPTS: 4) In-charge in the implementation of this circular, 2) D, PNPTS approves accreditation/certification of instructors for confirmation of TDHRDD; 3) Issue license/identification card bearing a unique account number to those who have passed the ICAP; 4) Maintain an updated database of PNP pool of instructors (which shall include name, unit, contact no., subject to be taught); 5) Require instructors to submit after instruction/teaching report to monitor the instructional/teaching activities of the certified instructor; 6) Require instructors to submit participants’ rating/feedback on the teaching process of the instructors; and 7) Perform other tasks as directed. d. ARMDs/ RPHRDDs 1) In-charge in the implementation of this circular within their areas of responsibilty; 2) Maintain a pool of instructor within their area of responsibility; and 3) Perform other tasks as directed. e. DICTM 1) Certify the database of the PNP's Pool of Instructors as duly recognized Information System; and 2) Perform other tasks as directed f De 1) To allocate fund for the implementation of this circular; and 2) Perform other tasks as directed, g. ASAO, PNPTS and Training Section, PPO/PROs/ PNP Units/Offices 1) Observes the implementation of this circular by facilitating applications for provisional certificates and for the accreditation and certification of instructors; 2) Issues provisional certificate; 3) Maintain a pool of instructor; 4) Keeps data base of those issued with provisional certificate; and 5) Perform other tasks as directed 9. RESCISSION: All existing PNP issuances inconsistent with this Circular are deemed repealed, amended, or rescinded accordingly. 10. EFFECTIVITY: This Circular takes effect upon approval.
