(BS 7974:2001-THE APPLICATION OF FIRE SAFETY ENGINEERING PRINCIPLES TO


THE DESIGN OF BUILDINGS):

The Rational Design is in accordance with the requirements of BS 7974 in order to achieve the same
level of fire safety implied in 4.2 to 4.59 of SANS 10400.

BS 7974 provides a framework for the application of fire safety engineering principles to the design of
buildings and is supported by documents (the PD 7974 series) containing guidance on how to undertake
detailed analysis of specific aspects of fire engineering.

BS 7974 is an engineering process description only. It does not place restrictions on the performance-
based process of justified reasoning and calculation.

The Sandown Housing Complex (Typical Block Type A & B) is neither a tall building, high-rise
building or buildings with large occupancies.

The level of fire safety implied in 4.2 to 4.59 of SANS 10400 is not achieved due to a single staircase
and is the subject of a Rational Design Designed by a Competent Person (Fire Engineering) in
accordance with the requirements of annex B (BS 7974:2001) and Referencing BS 9999:2008.

17.3.3 Single escape routes and exits


A single escape route is acceptable in the following situations:
b) storeys with an occupant capacity of not more than 60 people, provided that the travel distance limit
for travel in one direction only is not exceeded (see 17.4).

18.3.3 Single escape stairs


Provided that independent escape routes are not necessary from areas put to different uses (see 18.3.4),
the situations where a building (or part of a building) may be served by a single escape stair are:
b) a building that has no storey with a floor level more than 11 m above ground level, and in which
every storey is allowed to have a single escape route in accordance with 17.3.3. (The Third Storey Level
is 8,670m above Ground Level).

18.4 Width of escape stairs
18.4.1 Absolute minimum width
- The Common Path of Vertical Escape Travel is less than 30m
- For a Risk Profile C1, the width of the Escape Stair for Downward Travel is allowed to be 1000mm
with a Central Handrail.

17.4 Travel distance


- For a Risk Profile C1, the allowed Travel Distance for One-Way Travel from a Unit is 13m to a 60
minute Fire Rated 1,1m Wide Unit Door Exit.

maintenance)
- The Site is Centrally Monitored from the Gate House. There are 24 h Maintenance on site.

16.2 Fire detection and alarm systems


- An L3 detection and alarm system is installed where zoned evacuation is proposed.
- The minimum level of Fire Alarm/Detection System for a Risk Profile C1 is Automatic Fire Detection
in Individual Units.

- For a Risk Profile C1, all common Escape Route Landing Areas are Equipped with Emergency
Lighting to 220V Power Supply with Own Internal Battery Back-Up.

Fire Stability of Structural Elements and Components


- The Services Shafts and Access Panel Door (2 per Typical Block Type A) located on either side of the
Staircase is 60 minutes Fire Rated (Locked Non-Combustible Steel Doors for Maintenance Access Only.
All Services Shafts are Fire Stopped on Each Level.
- No Services Shafts penetrates any Unit Wall on any Floor Level.

THE APPLICATION OF THE FRAMEWORK:

The framework for the engineering approach to fire safety is applied in three main stages
a) Qualitative Design Review (QDR)
b) Quantitative Design Review; and
c) Assessment against Criteria

- Components of STEP 1: Reviewing the Architectural Design of the Building (Typical


Block Type A)
Building Characterization
 The dimensional Building Height per Block A is 11,750m from finished floor
level to the underside of the horizontal ceiling on the 3rd floor under a pitched
roof. The Third Storey Level is 8,670m above Ground Level.
 The Safety Distances between Blocks are max 10m from each other.
 Block A – Ground & 1ST Floors have 2 Units Each. 2nd & 3RD Floor has 4 Units.
 Each Block has a common path of travel/ Escape Route. The staircase is centrally
situated between units and 1,2m wide throughout it length.
 All Units is separated by 60 minutes Division Wall separation to the underside of
the concrete ceiling and underside of the pitched roof. The Fire Escape Stairway
is 60 minutes Fire Rated for Stability, Integrity and Insulation.
 The single use type Buildings A are a low fire load with less than 25kg/m² (timber
equivalent).
Environmental Influences
 The closest Window opening to the escape stairway is minimum 3m away and
does not influence fire safety design by the nature of external flame envelopes
issuing there from.
 The Escape Stairway is naturally ventilated with a minimum 1m² opening on each
level.
Occupant Characterization
 The type of Occupancy is Domestic Residences (Flat Type). The occupants are
familiar with their surroundings.
 Block A – Ground Floor has a total population of 12 persons. 1st, 2ND & 3RD
Floors have a total population of 8 persons each.
 The Typical Blocks A Buildings will be equipped with a Fire Detection and
Alarm System consisting of Heat Detectors inside all Units, Smoke Detectors in
Escape Stairway Passages, a combination of Break Glass Units, Strobes/Sounders
and a Fire Panel on each Ground Floor. The system is automatically linked to the
Gate House via remote signal. The system is also capable of being Manually
activated.
Management of Fire Safety
 The Gate House is manned by Security on a 24 Hour Basis. The Fire Detection
and Alarm System is addressably monitored by a led display of all Block A
Buildings on site via a Mimic Panel. The systems are maintained by registered
SAQCC Installer once every 6 months.
 All installed Fire Extinguishers, Fire Hose Reels and Fire Hydrants are
maintained once every 12 months.

 All general Waste are collected daily from the Blocks and housed in the Refuse
Area Building for frequent removal by waste management.

- Components of STEP 2: Establishing the Fire Safety Objectives (Typical Block Type A)
The Main Objectives of the Fire Safety Design is to:
 Limit the probability of outbreak of Fire (by Passive Fire Protection, Fire Rated
Doors c/w Self-Closing Devices) to each Unit, etc.
 Ensure safe evacuation of occupants (by Passive Fire Protection Automatically,
Manually and by Monitoring).

- Components of STEP 3: Identifying Fire Hazards and Possible Consequences (Typical


Block Type A)
The Most relevant are:
 Small fire - Appliances left on. (Due to the Type of Occupancy, Occupants are
familiar with their surroundings). The Blocks are equipped with First Aid Fire
Fighting Appliances in the form of Fire Hose Reels and Portable Fire
Extinguishers. Each Unit has sufficient openable windows for cross ventilation
(Smoke Control)
 Developing Fire – Appliances left on – Units left Unattended. (Due to the Type of
Occupancy, All Occupants are familiar with their surroundings). Early Warning to
other Unit Occupants takes place in three ways:
o The Temperature/ Heat Detector operating at 56ºC and situated between
the Kitchen and Lounge/ Dining Area automatically sounds the Sounder in
the Block and alerting all Unit Occupants and Gate House Security.
o The formation of smoke passing through underside of Unit Doors activates
the Smoke Detector in the passage area outside Units and automatically
sounds the Sounder in the Block and alerting all Unit Occupants and Gate
House Security.
o A Break Glass Unit is activated by a Passer By and automatically sounds
the Sounder in the Block and alerting all Unit Occupants and Gate House
Security.

- Components of STEP 4: Establishing Trial Fire Safety Designs (Typical Block Type A)
As described in the Objectives of this Report, two alternative Fire Safety Designs were
used to find tolerable criteria for the risk to occupants in Typical Block Type A.
The two Fire Safety Designs are:
 Fire Safety Design 1 (standard protection)
o The first fire safety design solution is based on the standard method for
Housing Complexes (Flats Type), given by following the general
recommendations in the National Building Regulations, the normal
protection design and consists of:
 Installed Pillar Type Fire Hydrants not more than 90m from the
furthest part in a room per Unit
 Installed Fire Hose Reels per Block at 1 per 500m² or part thereof
 Installed 4,5kg Dry Powder Type Fire Extinguishers at 1 per
200m² or part thereof
 Installed Photo Luminescent Type Fire Safety Symbolic and
Directional Escape Signs
 (Class A Type) 60 minute Fire Rated Doors with Self Closing
Devices (Unprotected Opening)
 Window Openings minimum 3m away from open stairwell.
 60 minute Fire Rated Horizontal and Vertical Fire Stopping of Pipe
Work Penetrations and Access Maintenance Steel Panels on each
Level to Geyser Pipes inside Shafts.

 Fire Safety Design 2 (alternative passive protection-Category L3 System - BS


9999:2008)
o The second fire safety design solution employs an alternative approach to
lower the risk to occupants. This Fire Safety Design uses extended
protection to minimise the consequences of a fire. The Main Components
are:
 (Class A Type) 60 minute Fire Rated Doors for all Units complete
with Self-Closing Devices.
 A Heat Detector inside of each Unit and centrally ceiling mounted
inside each Lounge/Dining Area.
 A Smoke Detector on each Floor level in the Escape Stairway
Passage outside Units and centralised Ceiling Mounted
 A combination of Break Glass Units (with protective cover),
Strobes/Sounders on each Floor Level in the Escape Stairway
Passage outside Units and Centralised Wall Mounted.
 The Typical Blocks A Buildings will be equipped with a Fire
Detection and Alarm System consisting of Heat Detectors inside all
Units, Smoke Detectors in Escape Stairway Passages, a
combination of Break Glass Units, Strobes/Sounders and a Fire
Panel on each Ground Floor. The system is automatically linked to
the Gate House via remote signal. The system is also capable of
being Manually activated.
 The Gate House is manned by Security on a 24 Hour Basis. The
Fire Detection and Alarm System is addressably monitored by a

Fire Condition, Security at the Gate House is notified by fire alarm
which specific Block is alerted with a distress signal.
 Emergency Lighting on each Floor Level in the Fire Escape.
 60 minute Fire Rated Geyser Shafts are Fire Stopped on Each
Level.

 Developing Fire – Appliances left on – Units left Unattended. (Due to the Type of

B. QUANTITATIVE DESIGN REVIEW:


THE SUB-SYSTEMS ARE AS FOLLOWS:
- Sub-system 1: Initiation and development of fire within enclosure of origin (PD 7974-1)
 Actual Fires described in Step 6 are likely to be less severe and
will not necessary follow the specified design curve, such as a
particular heat release curve.
 Design Fires are unlikely to occur in practice.
- Sub-system 2: Spread of smoke and toxic gases within and beyond enclosure of origin
(PD 7974-2)
 The Actual Fires described in Step 6 are confined to its place of
origin, i.e. in a Unit. The Unit Walls and Door are 60 minutes Fire
Rated. The Door is fitted with a Self-Closing Device and remains
in the closed position at all times. The Escape Stairwell is
unobstructed at all times and constructed of non-combustible
material. Any Smoke entering the Escape Passage via underside of
Doors will automatically sound an Alarm via Smoke Detector and
alert all other Units.
- Sub-system 3: Structural response and fire spread beyond enclosure of origin
(PD 7974-3)
 There are no unprotected openings created in the Fire Rated
Division wall between Units or between Unit and Stairwell Route.
Structural Stability throughout the stairwell is 60 minutes.
- Sub-system 4: Detection and activation of fire protection systems (PD 7974-4)
 The Fire Alarm & Detection System is fully described in Step 4 -
Fire Safety Design 2 (alternative passive protection)
 The Activation of the Fire Alarm & Detection System by 3 means
(Break Glass Unit, Temperature/ Heat Detector and Smoke
Detector). Activation is immediate on single knock.
 The Fire Service Notification is immediate on signal (via
Transmitter and Sufficient Site Repeaters) to the Mimic Panel in
the Gate House.
 The required and calculated times to respond is immediate
 Evacuation for a total population of max. 36 persons 1 minute to a
maximum of 5 minutes.

- Sub-system 5: Fire Service intervention (PD 7974-5)
 The Risk Category is LOW
 The Broad Land Use/ Development Type is RESIDENTIAL
 The required Response Time is 13 MINUTES (which includes the
Provision of 3 minutes for the capturing of the Call and Mobilising
a Resource to deal with the reported emergency) – “Summary
Standards and Guidelines for the Planning of Social Facilities and
Recreational Space in Metropolitan Areas by CSIR”
 A separate 4m Fire Lane access is part of the Project. The Entrance
Gate is provided with a Manual Override for access. There are no
Cul-De-Sac’s greater than 90m in the Site and all Blocks are easily
accessible.
 A Twin Booster Connection are easily identified and located at the
Main Entrance (Gate House) for Fire Service Vehicle Access.
 The entire site is equipped with 65mm Pillar Type Fire Hydrants
conveniently located externally to each Block within the 90m
parameter from the furthest point in any room of any Unit.
 Each Block is equipped with 30m Fire Hose Reels and Portable
Fire Extinguishers.
- Sub-system 6: Evacuation (PD 7974-6)
 Evacuation is fully described in Sub-system 4: Detection and
activation of fire protection systems

 The Activation of the Fire Alarm & Detection System by 3 means
(Break Glass Unit, Temperature/ Heat Detector and Smoke
Detector). Activation is immediate on single knock.
 The Fire Service Notification is immediate on signal to the Mimic
Panel in the Gate House.
 The required and calculated times to respond is immediate
 Evacuation for a total population of max. 36 persons 1 minute to a
maximum of 5 minutes.
 The Category L3 Fire Alarm & Detection System in accordance
with SANS 10139:2012 (Edition 3.2) is designed to give early
warning to everyone. Detectors are placed in all escape route levels
and all rooms that open onto the escape route (from the
kitchen/lounge/dining areas). Category 3 systems provide more
extensive cover than Category 4. The objective is to warn the
occupants of the Block early enough to ensure that all are able to
exit the Building before the escape route become impassable.

C. ACCEPTANCE AGAINST CRITERIA:

 A cost-benefit analysis was used to assess the value of additional


fire protection measures against the effects of fire and smoke
which is used as the financial criteria.
 At this stage the QDR shows a level of safety in the Typical Block
Type A Design that is equal to the prescriptive codes and guidance
and there is therefore no need for any further analysis.

CONCLUSIONS:

 The Fire Engineering Approach/ Performance-Based Fire


Engineering Design has improved the Fire Safety Design of
Typical Block Type A for De Zicht.
 Care has been taken to specify Building Characteristics, Occupants
Characteristics, etc.
 Factors such as Human Behaviour, Future Modification, Fire
Safety Management, etc. was considered.
 The additional category L3 Fire Alarm & Detection System is both
Automatic and Manually activated. The system is linked to a
Central Monitoring Station (The 24 Hour Manned Gate House)
which effectively overcomes the problem of no-one present in any
of the Block Type A Buildings.
 Fire Safety Management (De Zicht) includes hazard and risk
assessments, particularly any proposed changes, checking fire-
fighting equipment and regular maintenance, ensuring fire escape
routes and passageways are kept unobstructed and unit doors
operate correctly, ensuring that the fire alarm & detection system is
maintained and tested and records kept thereof, etc.
 As per STEP 4 of the QDR, the Fire Safety Design 2 is the
Approved Option and will be used for De Zicht Project.
