1. What is BFP Memorandum Circular 2008-011 all about?

 The BFP Memorandum Circular 2008-011 is all about the AMENDED POLICIES, GUIDELINES, AND
PROTOCOLS ON BFP EMS OPERATIONS
 Under chapter VII section 70 of RA 6975, otherwise known as the DILG ACT OF 1990 which
stated “it shall be the concern of the department to provide leadership and ASSISTANCE in
developing HEALTH and WELFARE programs for its personnel.
 The heads of all bureaus and other offices created under this act shall take all proper steps
toward the creation of an atmosphere conducive to a good supervisor-subordinate relationship
and the improvement of personnel morale.

2. Is there a guideline on personnel qualification for EMS Personnel?

 Yes, Under memorandum circular 2008-011 chapter VIII. GUIDELINES ON TRAINING/EDUCATION


8.1. The EMS personnel shall undergo a minimum of 40 hours of refresher training course in
their fields at least once a year.
8.2. To assure standardization and quality control of services like all ALS providers, emergency
physician must attend regular continuing education programs. Management of critical patients
promotes clinical competence.
a) ALL personnel staff ambulance and transport officer must be trained to at least the EMT-
Basic level.
b) In an effective EMS system training program are relatively monitored. Instructors need
certain requirements and the curriculum is standardized.

 all personnel assigned in EMS shall have at least undergone the following training requirement:

1. First Aid and Basic Life support

2. Medical First Responders Course

The following shall be optional and based on the availability of the training courses:
1. Basic EMT
2. EMT Intermediate
3. EMT Advanced
4. Paramedic
5. Basic Rescue Techniques
A. Air Rescue
b. Land Rescue
c. Water Rescue
6. Mass Casualty Incident (MCI) Management
7. Incident Comment System (ICS)
8. Hazmat Protocols and Management
9. SARS, Avian Flu and other infectious disease
3. Who are qualified to become an EMS personnel?

 all personnel assigned in EMS shall have at least undergone the following training requirement:

4. Is a medical Doctor required in the composition of the EMS system in our Bureau?

 Yes, under chapter IV EMS is a medical care system at that include medical practice delegated by
physician to non physician medical provider. Each EMS system must have a physician as a
medical director to oversee care either online through a communication or onsite medical
guidance and delegate appropriate medical practices to EMT and other EMS personnel.

5. Is the MC 2008-011 in line with the National Policy on Ambulance use and services?

 Yes, both laws establish that ambulances operate with competent personnel and appropriate
equipment in order to respond to medical emergencies, provide quality care and ensure patient safety.

6. Is there something that can do to improve the services of our Bureau to the public in relation to pre-
hospital care? If yes, how? If no, why?

 1:1 ambulance unit in every firestation


 Ambulance with complete and modern apparatus and equipments
 More trainings for BFP personnel
 Recruitment in manpower
