President Rodrigo Roa Duterte, when he assumed the Presidency, made a


drastic actions against alleged narco-politicians, narco-judges and narco-
generals in the Philippines. During his previous speeches, he even bared the
names of those officials involved in drugs. Criminal and administrative cases
were filed against those erring officials. If you were given the chance to
recommend policies to curve or eliminate Graft and Corruption in the
government service, what policies would you recommend? State at least
five (5) policies that you proposed to be enacted. Expound each proposal

Corruption permeated virtually every element of the country. I felt


that development could never actually happen so long as corruption
persisted. And, the fact is, there is really no way to root out or stop graft
and corruption in our country completely. Only that, we can lessen it in
many different ways like;
First , Strengthen the transparency and access or right to information
to the public. To make it happen, it is important to modernize the
technology and innovations of the government or other agencies to
enhance not only transparency and advancement to access information but
also to have a freedom of press. Moreover, people will have a wide range
of government processes in several sectors. There should be a regular
reporting to the people or public on the budget, those allocations and
revenues, and any expenditures or how a money spent. An article should
be made in social media platforms so that it will strengthen the authenticity
and to verify if it really came or published by the government. Having
access to information gives government-people to be responsible.
Second , To eliminate or end Nepotism and Bribery or any forms of
corruption. Nepotism and Bribery, These are considered as one of the
reasons why corruption In our country prevails. Deserving candidates don’t
get job as a result of increasing the unemployment rate of our country.
Corruption happened because there is no equal opportunities among
others. Only those who have connections are being prioritized.

Third, Reform the Public Administration’s Financial Management and


the Quality of Government Regulation. Changes centered on improving
government system. The Financial Management and consolidating the role
of Audit Agencies have proven effective to lessen corruption by disclosing
of budget information to identify the waste and improper use of funds.
Also, the transparent and participatory budgeting by local communities or
the people to suggest such budget proposals is a big part in eliminating
corruption. Reformation of financial management is a movement against
corruption. Therefore, it needs thorough and comprehensive analysis of
regulations to improve the quality of services and to remove administrative
burdens.

Fourth, Involving people into Public Campaign against corruption for


them to be aware about it. People are of good source of information and
their ideas should be heard for a successful anti-corruption campaign. To
express what are their views means a lot of help to combat malicious act of
those who have political power to corrupt. Empowering citizen to hold the
government accountable for corruption will help build trust between
people and government. Corruption cannot be dealt with, unless and until
there is a moral awakening among people.

Fifth, End the exception of Penalties to those who have guilt in


corruption. It is important to enforce more law and revisions of policies
normative to corruption to have an assurance that all corrupt people will
face such punishment and to stop their exception in Substantial penalties. It
will make way for development and innovation to flourish and at least have
fear doing dirty tactics of those corrupt people.

Successful law enforcement requires a strong legal framework,


responsible branches of law enforcement and an independent and effective
court system. And to people around, be responsible in reporting your
perceived corruption.
