This survey is conducted to determine the metes and bounds of all parcel within an entire
municipality or city for land registration and other purposes (section 5, DAO07-29). It
also includes the delineation of the boundaries of the various political units (barangay,
municipality, and province) as well as the boundaries between the forest land and the
alienable and disposable land. Explain.
In determining a municipality or city, there are these criteria or requisites for
creation for a certain areas. These includes the income, population and its land area
especially its land boundaries.
In a municipality, it shall have an average annual income of not less than
P2,500,000.00, for the immediately preceding two (2) consecutive years based on 1991
constant prices, as certified by the provincial treasurer. It includes the income accruing to
the general fund, exclusive of special funds, special accounts, transfers, and nonrecurring
income. The population should not be less than 25,000 inhabitants, as certified by
Philippine Statistics Authority (PSA). Moreover, the land area must be contiguous with
an area of at least 50 sq. km., as certified by Land Mgt Bureau (LMB).
In a city, the metes and bounds depends on what classes they are belong and
based on their classifications. These classifications are highly urbanized city, independent
component, and component city. In highly urbanized city, it shall have an annual income
of at least Fifty Million Pesos (P50,000,000.00) based on 1991constant prices, as certified
by the city treasurer. Its population of two hundred thousand (200,000) inhabitants, as
certified by the Philippine Statistics Authority. While in Component city, it shall have an
annual income of at least twenty Million Pesos (P20,000,000.00), a land area at least
100sq. km., and not less than 150,000 inhabitants.

In line with this, like municipality, the barangays and provinces have also their
classifications based on their metes and bounds including its land boundaries.
For a place to become a barangay, its territorial jurisdiction shall be properly
identified by metes and bounds or by more or less permanent natural boundaries. Its
territory mus be Contiguous and with at least 2,000 inhabitants that is duly certified by
the PSA.
In provinces, like municipality, it also varies according to its classification or
class. A province must have at least 2000 sq. km., a population not less than 250,000
inhabitants and an annual income of not less than twenty million (20,000,000). The
annual income is the basis what class a certain province is.
