1. REFERENCES:
a. Republic Act (RA) No. 7832, otherwise know as the “Anti-Pilferage of
Electricity and Theft of Electric Transmission Lines/Materials Act of
1994;
b. RA No. 11285, also known as the “Energy Efficiency and Conservation
Act”;
c. Urgent memorandum from Secretary Eduardo M Año, DILG dated
June 26, 2020 with subject: Designation of Energy Efficiency
Conservation (EEC) Focal Persons;
d. Department of Energy (DOE) Department Circular No. DC2019-11-
0014, Implementing Rules and Regulation (IRR) of Republic Act 11285
or the Energy Efficiency and Conservation Act;
e. PNP MC No 2022-085 entitled “Revised Policy and Guidelines on
Water and Electricity Conservation Program of the PNP dated June 28,

2. SITUATION:

It is the policy of the government to promote judicious conservation and


efficient utilization of water and electricity resources through the adoption of cost-
effective options to minimize negative environmental impact.

The Headquarters Support Service as the implementing arm of the PNP


in the National Headquarters will continuously pursue the reduction of the
consumption of water and electricity by promoting and implementing conservation
measures which will ultimately result in judicious utilization of its resources and
contribute for the benefit of the future generations.

This Service recorded the following data from 2015 to date:

Record shows that a lot of PNP fund were utilized for the payment of
water and electric consumption of Crame-based Offices, on-based quartering units
and concessionaires inside Camp. Hence, there is a need to address the situation
and re assist the current policy and programs of the PNP in relation to this matter.

Likewise, during the conduct of inspection and accounting of electric and


water meters of all HSS controlled building and facilities, only the HSS building has a
calibrated meter installed therein wherein the meters at CSEU and BFS building are
defective and unreadable.

Hence, this Service need to revisit its policy on water and electricity
conservation program to ensure compliance to the Implementing Rules and
Regulation (IRR) of Republic Act 11285 or the Energy Efficiency and Conservation
Act and PNP MC No. 2022-085.

3. MISSION:

The Headquarters Support Service shall implement an efficient and


effective program to align with the long-term Water and Electricity Efficiency and
Conservation Program of the Philippine National Police.

4. PURPOSE:

This Implementing Plan prescribe the policy and procedures to be


undertaken by this Service in the implementation of PNP Memorandum Circular No
2022-085 to attain the following:

a. Institutionalize the implementation of policies in relation to water and


electricity conservation;
b. Institutionalize monitoring, evaluation and recording system for water
and electricity conservation program; and
c. Ensure effective, responsive and sustainable water and electricity
supply.
5. Definition of Terms:

For the purpose of this Implementing Plan, the following words and
phases shall have the following definitions:

a. Energy Management Team (EMT) – refers to a group of persons


tasked to supervise and monitor the maintenance and operation of the
Camp Crame electrical system.

b. Energy (Electricity and Water) Management Team (ERT) – refers to a


group of persons tasked to maintain electrical lines inside Building,
facilities, Offices/Units, on based Quartering Units and concessioners
and will assist the Energy Management Team in the performance of
their functions.

c. Government Energy Management Program (GEMP) - refers to the


energy conservation program of the Government.

d. Memorandum of Exemption (MOE) – refers to the approved exemption


of operation/use of appliance, equipment and accessories.

e. Sensitive areas – refer to areas which require certain temperature


requirements such as classified police facilities, medicine stock areas
in hospitals, computer server rooms and data bank centers, among
others.

f. Spot Check – refers to the conduct of an unannounced inspection of


Crame-based facilities for the purpose of, but not limited to, checking,
monitoring and evaluating the energy consumption in order to verify if
the energy conservation and efficiency programs are being
implemented.

g. Water and Electricity Audit Team (WEAT) – refers to the group tasked
to implement Administrative Order No. 103 (s. 2004) and AO 110 (s.
2004).

h. Water and Energy Conservation Measures (WECM) – refer to the


guidelines to be followed relative to water and electricity conservation.

i. Water and Electricity Conservation Officer (WECO) – refers to the


person designated as water and electricity conservation officer.

6. EXECUTION:

A. Concept of Operation:

The Headquarters Support Service shall prepare, organize and


perform all Tasks in relation to the implementation of PNP MC # 2022-085.
This IMPLAN shall be conducted in three phases namely: 1. Preparation
phase; 2. Implementation Phase and 3. Post Implementation Phase to
ensure compliance of the objectives.
1. PREPARATION PHASE

The preparation phase has the following program of actions


namely:

a. Creation of the Water and Electric Audit Team (WEAT):

a WEAT shall be created in the Divisions and Operating Units of


HSS with the following composition:

WEAT shall have the following functions:


1) Develop a system of monitoring pertaining to the strict
implementation of water and electric conservation measures
of PNP Offices/Units and compliance of CMSU and supply
Officers on the noted deficiency/ies in each Office/Unit,
Barrack and controlled facilities to ensure that these are
properly addressed;

2) Conduct semi-annual water and electric efficiency survey


and audit preferably every 30 th day of June and 1st week of
January every year;

3) Conduct survey of allowable electric appliances and


equipment and thru the conduct of statistical analysis of
monthly consumption;

4) Conduct spot check/inspections in HSS Offices/Units,


barracks and controlled facilities inside Camp BGen Rafael
T Crame to prevent pilferage and wastage;
5) Monitor the strict implementation of water and electricity
conservation measures of on-based quartering units,
concessioners, HSS Controlled facilities/Offices/Units;

6) Supervise the WECOs for the proper and effective


implementation of water and electric conservation measures
including the corrective measures being undertaken in case
of significant findings and observations were noted during
inspections conducted;

7) Recommend the use of renewable and sustainable energy


sources whenever feasible;

8) Recommend to DHSS for the installation of individual


metering system in every HSS Building and controlled
facility to monitor consumption;

9) Recommend every HSS Building, barracks and controlled


facilities have a water and electric consumption ceiling for
monitoring of their respective WECO;

10) Recommend to DHSS for the replacement and disposal of


non-inverter air-conditioning Unit based on the programs of
procurement stated in the AOPB;

11) Recommend other measures not contrary to existing laws,


rules and regulations relative to water and electricity
conservation;

12) Recommend the filing of appropriate administrative charges


in accordance with NAPOLCOM Circular no. 2016-002 and
criminal charges in accordance with existing laws of the
violators and subsequent termination of their occupancy
contact for On-based quartering units and eviction at the
designated barracks;

13) Encourage all HSS units/offices to use rain water harvesting


system as an alternative method in adopting water
conservation especially for cleaning and watering of plants;
and

14) Study the viability to install a centralized switch for ACUs


and individual office/unit metering and recommend the
implementation of the same to TDL;

15) Perform other tasks as directed.

b. Designation of Water and Electric Conservation Officer


(WECO):
Every HSS Office/Unit, barracks and controlled-facilities shall
designate their respective Supply Officer as the Water and Electric
Conservation Officer (WECO) to ensure the strict implementation of
water and electric conservation measures.

The WECO shall have the following functions:

1) Responsible for the strict implementation of water and


electric conservation measures within his/her
Office/Unit/barracks/facility;

2) Conduct daily checks/inspections for water and electric


pilferage and wastage and implement immediate remedial
measures;

3) Disseminate the result of the audit conducted by the WEAT;

4) Ensure compliance of the corrective measures on the


defects noted in close coordination with CMSU;

5) Submit report of action taken to DHSS (Attn: Secretariat


WEAT) on the findings, recommendations of WEAT and
corrective measures implemented in their respective
Offices/Units;

6) Recommend to the WEAT other measures that may


improve water and electricity conservation program;

7) Conduct inventory of all Electric appliances inside


Offices/Barracks and Facilities using the attached format
(Annex “A”);

8) Conduct inventory of all ACU installed/used in your


respective Offices categorize as inverter and non-inverter
using the attached format (Annex “B”);

9) Conduct a survey of allowable electric appliances and


equipment inside Offices/Barracks and Facilities;

10) Submit recommendations to WEAT based on the


comparative analysis of the actual consumption versus the
ceiling of water and electric consumption of the office/unit
(Annex C); and

11) Perform other tasks as directed.

c. Creation of Energy (Water and Electricity) Management


Team (EMT)

To ensure sustainable and uninterrupted electricity and water


supplies and maintenance of electrical and water lines and
accessories inside Camp BGen Rafael T Crame, especially at the
National Headquarters, the HSS Energy Management Team is
hereby created with the following composition:

The following are the functions of the EMT:

1) Responsible for the 24/7 continuous electricity supply and


maintenance of electrical facilities and equipment of the
Camp;

2) Conduct regular inspection/activities to prevent breakdown


of electricity supply to include generator sets, power house
and connections in close coordination with ES and DL;

3) Coordinate with ES in relation to solar photovoltaic system


for the conduct of regular maintenance of the System;

4) Manage and maintain the power house and generator sets;

5) Determine/recommend necessary equipment to improve


electricity and water supplies;

6) Coordinate with MERALCO on the current and succeeding


electrical load requirement in relation to camp development
plan;

7) Coordinate with Manila Water in connection with the water


lines/supplies and load inside Camp;

8) Conduct clearing operation and trimming of trees to prevent


power interruption;

9) Conduct regular inspection/activities of water lines inside


Camp to prevent water leaks/wastage to include water
tanks, swimming pools and other water features; and

10)Perform other tasks as directed.

d. Creation of Utility Management System and Data Base

Utility Management System is a system that provide and


systematic activities, plans and program to be used in the
maintenance of records for electricity and water services to include
facilities management, drainage system and other related matters to
ensure monitoring of the implementation of this IMPLAN.

The Assistant Chief, LD/Head Secretariat, HSS WEAT shall


maintain the System/Data Base to ensure management and proper
encoding of data with CMSU as the source of primary information and
end user.

2. Implementation Phase

a. Cascading and PICE

Cascading and PICE shall be conducted in every Offices/Units


of the Headquarters Support Unit to ensure alignment of plans and
program and ensure every HSS personnel shall strictly observe the
rules and regulations provided hereunder with Chief, PCR as the
OPR.

Likewise, quad media shall be utilized to ensure wider scope of


audience. Distribution of leaflets and information materials shall be
conducted in Crame-based Offices, on-based quartering Units,
concessionaires and frontline services in relation to this IMPLAN.

b. Conduct of LAWCON inspection

Daily LAWCON Inspection Team shall be created to validate


compliance of every unit and to ensure that common areas, HSS
controlled facilities are properly monitor and maintain (Annex “D”
LAWCON Inspection Checklist).

ARMD shall ensure issuance of Order of LAWCON Team, with


CDO as the supervisor.

c. Implementation of Electric and Water Measures:

1) Water and Electricity Conservation Measures (WECM):

In accordance with the policy of the government to promote


the efficient utilization of water and electricity resources, the
following shall be pursued:
(a) Conduct of information, education, and communication
(IEC) campaign, water and electric audits/survey and
spot checks of units and offices;

(b) Include in the Annual Operations, Plan and Budget the


replacement of non-inverter ACUs and other electrical
appliances;

(c) Purchase of new appliances and equipment shall be


selected from the list of Department of Energy (DOE)-
certified efficient products as posted in the DOE website
and as may be endorsed by DOE through other means,
whenever applicable;

(d) Adhere to the provision of Philippine Green Building Code


as referral code of National Building Code (Presidential
Decree 1096);

(e) Strict implementation of plans and programs to reduce


water and electricity consumption; and

(f) Review the effectiveness and efficiency of the water and


electricity conservation program semiannually for
continuous improvement with the use of benchmarking
procedures.

2) Water Conservation:
(a) Calibrated individual water meters shall be installed by all
offices, concessionaires and quartering units to monitor
their respective consumption and for other purposes;

(b) Entities performing business inside Camp /offices such as


contractors and concessionaires shall coordinate
BES/SWS for the installation of appropriate water meters
to determine periodic consumption;

(c) Awardees of on-base sheltering programs and CMSU,


SWS and shall be jointly responsible for the security of
water meters;

(d) Awardees shall observe prompt payment of respective


water bills. Failure to settle two accumulated monthly bills
is a ground for disconnection of service;

(e) Every personnel are responsible for reporting any


discovered underground/overlay leaks, defective
faucets/valves, leaking pipes and pilferage thru his/her
WECO/Supply Officer. Unit/Office concerned shall
undertake immediate action on the discovered defects to
CMSU for their appropriate action;

(f) To prevent unnecessary wastage of water, building


administrators shall ensure the efficient operation of
water reservoir, swimming pool and other water feature
within his/her jurisdiction; and

(g) The collection of rainwater from roofs and hardscapes,


especially among awardees of PNP on-base sheltering
programs, is encouraged for immediate use, such as for
non- potable purposes like car washing, general cleaning,
toilet Bushing, or gardening. The prolonged storage of
collected rainwater is prohibited.
3) Electricity Conservation:
(a) Calibrated individual electric meters shall be installed to
monitor the electricity consumption of offices,
concessionaires and quartering units and for other
purposes;

(b) Strict observance of the following in the use of energy-


efficient appliances, equipment and accessories:

(1) Operation and maintenance of air-conditioning units


(ACUs):
(a) Scheduled operating time should be from
9:00AM to 12:00PM and from 1:00PM to
4:00PM except on Tuesdays and Thursdays
where ACUs will be shut off at 3:00PM;

(b) Except for frontline Offices ACUs shall be set in


FAN MODE from 12:00PM to 1:00PM;

(c) SET THERMOSTAT CONTROL that will


achieve room temperature of 25 Degrees
Celsius (250C);

(d) The periodic schedule of cleaning/maintenance


and time of operation of all ACUs shall be
indicated in a sticker/tag attached to it;

(e) Ensure that periodic maintenance is strictly


followed; and

(f) Keep the air-conditioned room sealed from air


infiltration; and

(g) Immediately shut down all ACUs whenever


persistent power fluctuation occurs, and/or a
power outage may likely occur, not only to
conserve energy but as a precautionary measure
to avoid possible power tripping and for proper
ACU maintenance.

(2) Computers are strictly for official use only and


should be turned off when not in use;

(3) Electric water dispensers shall be operated from


8:00 AM to 5:00 PM. Likewise, the same shall be
placed in areas accessible to majority of users to
minimize the number of units;

(4) All HSS personnel shall be responsible for


unplugging their respective electrical appliances
after office hours except in Offices operating 24/7;
(5) Lights shall be turned off if not in use except for
frontline Offices and offices operating 24/7;
(6) Whenever possible, utilize daylight and reduce the
use of window blinds; and

(7) Whenever possible, use the electric fans as an


alternative to ACU during cold weather.

(c) Strongly encourage the replacement of the following items:


(1) All incandescent bulbs and fluorescent lamp tubes
(T12 and other fluorescent lamp types) into LED
lighting systems technology;

(2) Rapid start with preheat type electromagnetic


ballasts into electronic ballasts; and

(3) All conventional type ACUs into inverter


technologies and other energy efficient office
equipment.

(d) Electric stoves are strictly prohibited in all PNP offices


Barracks, and Camp facilities;

(e) The use of stairs rather than elevators is highly encouraged;

(f) Entities performing business inside camps/offices such as


contractors and concessionaires shall coordinate with
BES/SWS for the installation of appropriate electric meters to
determine periodic consumption;

(g) SWS shall ensure that the Awardees of on-base sheltering


programs and concerned offices/units shall be jointly
responsible for the security of electric meters.

(h) The awardees shall observe prompt payment of respective


electric bills. Failure to settle two accumulated monthly bills is
a ground for disconnection of service;

(i) Every personnel are responsible in reporting any pilferage to


the unit concerned thru its WECO/Supply Officer. Concerned
Unit/Office shall undertake immediate action on the matter;
and

(j) CMSU shall ensure that street lights will be open at about
6:00PM and turn-off at 5:30AM without compromising the
security of the camp/offices.

d. Procedure in the conduct of Water and Electricity Conservation


Program (Annex “E”)
1) All task involved shall develop Actions Plans/Programs/activities
in relation to the implementation of this IMPLAN;
2) Head Secretariat shall consolidate the Action plans of every task
Units and develop a calendar of Activities and GANTT
Chart/Checklist, summary of logistical and financial
requirements per task units for the approval of the Team Leader,
WEAT and DHSS;
3) WEAT shall conduct assessment quarterly to evaluate the
Action Plans and performance of all Offices/Units/Teams
involved and identify the success factors and Gaps during the
implementation and provide interventions/corrective measures
to the identified Gaps when necessary.;
4) WEAT conduct semi-annual Water and Electric Efficiency
Survey and Audit;
5) In case significant findings and observations were noted, the
Head of Office/WECO will furnished of the result for the
implementation of corrective measures conducted;
6) WEAT shall conduct spot checking to Offices/Units with findings
if the recommended corrective measures were implemented;
7) WEAT shall submit a report to DHSS and subsequent
submission to DL on the summary of the Inspection/Audit
conducted and Actions taken for subsequent information of the
CPNP;

3. Post Implementation Phase:

The Post Implementation Phase is composed of two activities, namely;


a) Conduct review and analysis on the result of the Implementation and b)
Feedback mechanism.

a. Conduct review and analysis on the result of the Implementation

The Water and Electric Audit Team (WEAT) shall conduct review
and analysis on the result of the audit semiannually to evaluate the
performance of every team created for this purpose and the implementation of
the IMPLAN. This will identify the performance, success factors and gaps of
every team, projects and activities and provide interventions to address the
identified Gaps.

b. Feedback Mechanism

The feedback mechanism used for this purpose shall be through


the conduct of quarterly satisfaction survey/Audit by WEAT and the result of the
assessment based on the monthly consumption (increase and decrease) of the
water and electricity of Crame-based Offices, concessionaires and on-based
quartering. The result shall be the basis for the improvement of IMPLAN/Policy,
procedures including the programs/projects and activities related to water and
electricity conservation.

B. TASKS:

a. DDA
1) Designated as Leader, Water and Electric Audit Team (WEAT);
2) Convene the WEAT to study and evaluate the current Energy
Conservation program of HSS;
3) Ensure strict implementation of this IMPLAN; and
4) Perform other tasks as directed.

b. Chief of Staff

1) Designated as Assistant Team Leader, WEAT;


2) Assist the Team Leader in the implementation of this IMPLAN; and
3) Perform other tasks as directed.

c. Chief, ARMD

1) Designated as member, WEAT;


2) Designate supply PNCO as the WECO to ensure compliance of this
IMPLAN;
3) Issue appropriate orders to all personnel involved;
4) Conduct seminars in relation to water and electricity repair and
maintenance and other relevant courses to ensure efficiency in the
performance of their task;
5) Submit Action plans/Activities in relation to the implementation of
this IMPLAN to PNP MC # 2022-085 dated June 28, 2022 to Head
Secretariat, WEAT for consolidation prior submission to DHSS and
TDL,
6) Ensure strict implementation of this IMPLAN in your respective
AOR; and
7) Perform other tasks as directed.

d. Chief, IID
1) OPR on the filing of appropriate administrative case in accordance
with NAPOLCOM Circular No. 2016-002 and criminal charge in
accordance with existing laws to all personnel with violations to this
IMPLAN;
2) Designated as member, WEAT;
3) Designate supply PNCO as the WECO to ensure compliance of this
IMPLAN;
4) Conduct red teaming in relation to the implementation of this
IMPLAN;
5) Submit Action plans/Activities in relation to the implementation of
this IMPLAN to PNP MC # 2022-085 dated June 28, 2022 to Head
Secretariat, WEAT for consolidation prior submission to DHSS and
TDL,
6) Ensure strict implementation of this IMPLAN in your respective
AOR; and
7) Perform other tasks as directed.

e. Chief, OMD

1) OPR on the conduct of cascading and information, education and


communication (IEC) campaign in every Crame-based
Offices/Units, on based quartering units, concessionaires, and HSS
controlled facilities to ensure strict implementation of this IMPLAN
(Annex “D” – Sample Flyers);
2) Designated as member, WEAT;
3) Designate supply PNCO as the WECO to ensure compliance of this
IMPLAN;
4) Ensure strict implementation of this IMPLAN in your respective
AOR;
5) Include in the preparation of AOPB the procurement of Inverter
ACUs and LED lighting system technology in close coordination
with LD;
6) Submit Action plans/Activities in relation to the implementation of
this IMPLAN to PNP MC # 2022-085 dated June 28, 2022 to Head
Secretariat, WEAT for consolidation prior submission to DHSS and
TDL,
7) Direct CDO and SNDO Supervise the daily activities of the
LAWCON Inspection Team;
8) Direct CDO and SNDO to monitor the schedule operation of
security and street lights in common areas; and
9) Perform other tasks as directed.

f. Chief, LD

1) OPR on the strict implementation of this IMPLAN;


2) Designated as member, WEAT and Head Secretariat of NHQ
WEAT;
3) Designate Assistant LD as Head Secretariat, HSS WEAT;
4) Designate RSPNCO as the WECO to ensure compliance of this
IMPLAN
5) Supervise the daily activities of WECO, EMT and LAWCON
Inspection Team;
6) Ensure availability of logistical requirements in the repair and
maintenance of all defects noted during the conduct of inspection in
close coordination with FMD;
7) Consolidate and prepare request for the programming of fund for
the procurement of calibrated electrical and water meters, inverter
ACUs, replacement of incandescent bulbs to LED Bulbs/ lighting
system technology and other logistical requirements for the periodic
repair and maintenance activities in close coordination with CMSU
and FMD;
8) Adopt energy efficiency concepts in the procurement practices of
the government;
9) Request for procurement of new appliances and equipment shall be
selected from the list of Department of Energy (DOE)- certified
efficient products as posted on the DOE website and as may be
endorsed by DOE through other means, whenever applicable; and
10)Maintain records in relation to the implementation of this IMPLAN in
relation to PNP MC # 2022-085 dated June 28, 2022;
11)Consolidate all submitted Action plans/Activities in relation to the
implementation of this IMPLAN to PNP MC # 2022-085 dated June
28, 2022 to Head Secretariat, WEAT for consolidation prior
submission to DHSS and TDL,
12)Submit report to DHSS through Team Leader, WEAT and TDL
every 25th day of the Month; and
13)Perform other tasks as directed.

g. Chief, FMD

1) Designated as member, WEAT;


2) Designate Supply PNCO as WECO/Building Administrator to
ensure compliance of this IMPLAN;
3) Provide financial support in relation to the implementation of this
IMPLAN in close coordination with DC;
4) Include in the preparation of AOPB the procurement of ACUs, LED
Lighting System Technology and calibrated meters (Water and
electric) for HSS Controlled Facilities and Offices/Units in close
coordination with LD;
5) In charge in the procurement of materials needed in the operation
and repair and maintenance activities of EMT and CMSU;
6) Adopt energy efficiency concepts in the procurement practices of
the government in close coordination with HSSBAC;
7) Purchase of new appliances and equipment shall be selected from
the list of Department of Energy (DOE)- certified efficient products
as posted on the DOE website and as may be endorsed by DOE
through other means, whenever applicable; and
8) Submit Action plans/Activities in relation to the implementation of
IMPLAN to PNP MC # 2022-085 dated June 28, 2022 to Head
Secretariat, WEAT for consolidation prior submission to DHSS and
TDL; and
9) Perform other tasks as directed.

h. Chief, CMSU

1) Designated as member, WEAT and over-all supervisor of EMT;


2) Designate Supply PNCO as WECO/Building Administrator and one
senior PNCO as Barracks Commander to ensure compliance of
this IMPLAN;
3) Supervise the daily activities of WECO and EMT in close
coordination with LD;
4) Submit Action plans/Activities in relation to the implementation of
PNP MC # 2022-085 dated June 28, 2022 to Head Secretariat,
WEAT for consolidation prior submission to DHSS and TDL,
5) Ensure the strict implementation of plans and programs to reduce
water and electricity consumption inside Camp BGen Rafael T
Crame;
6) Ensure speedy response to call for assistance for the repair and
maintenance of all defects noted during the conduct of daily
inspection in close coordination with LD and FMD;
7) Conduct spot inspection in all Crame-based Offices/Units, On-
based quartering units, concessionaires and construction sites and
submit report to DHSS through Team Leader, WEAT/DDA
immediately after inspection;
8) Conduct daily checks/inspection for water and electric pilferage
and wastage and implement immediate remedial measures inside
Camp BGen Rafael T Crame;
9) Provide inputs on the conduct of review on the effectiveness and
efficiency of water and electricity conservation program for
continuous improvement with the use of benchmarking
procedures;
10) Direct Chief, RMS to perform the following tasks:
(a) Act as Assistant Team Leader, EMT;
(b) Deploy Technical personnel (Electricians and plumber) to
respond to the request of Crame-based Offices/Units, On-
based quartering units and concessionaires;
(c) Ensure availability of electricians to act as Linemen to assist
BES during power failure and repair of power lines inside
Camp BGen Rafael T Crame;
(d) Ensure uninterrupted supply and maintenance of water lines
and accessories inside Camp BGen Rafael T Crame;
(e) Conduct inspection and accounting of all incandescent bulbs,
fluorescent lamp tubes (T12 and other lamp fluorescent lamp
types), Rapid start with preheat type electromagnetic ballast
street lights/lamp post and other electrical system/equipment
in HSS controlled facilities/building and common areas;
(f) Facilitate replacement of all incandescent bulbs, fluorescent
lamp tubes (T12 and other lamp fluorescent lamp types) to
LED Bulbs/lighting system technology and Rapid start with
preheat type electromagnetic ballast to electronic ballasts in
all HSS Offices and controlled facilities;
(g) Deploy aircon technicians to conduct periodic ACUs cleaning
and maintenance and ensure that all ACUs are provided with
periodic schedule of cleaning/maintenance and time of
operations sticker/tag;
(h) Conduct inspection of water lines to ensure that no
underground/overlay leaks, defective faucets/valves, leaking
pipes and pilferage in close coordination with the designated
WECO and Manila Water;
(i) Conduct semiannual assessment of water and electrical lines,
generator sets, water pumps, swimming pool and other
related matters;
(j) Provide plans and programs for the repair and maintenance
of water and electrical lines for the purpose; and
(k) Supervise all repair and maintenance activities conducted by
HSS.

11) Direct Chief, BES to perform the following:


(a) Act as Team Leader, EMT;
(b) Ensure uninterrupted supply and maintenance of electrical
lines and accessories inside Camp BGen Rafael T Crame;
(c) Conduct inspection of all construction sites and ensure
installation of electric and water meters in close coordination
with SWS;
(d) Supervise all construction and repair and maintenance
activities inside camp to prevent electrical overloading and
underground/overlay leaks and pilferage;
(e) Adhere to the provisions of the Philippine Green Building Code
as referral code of the National Building Code (Presidential
Decree No. 1096) in preparation of building plans and
perspective;
(f) Recommend the use of renewable and sustainable energy
source whenever feasible;
(g) Study the viability to install a centralized switch for ACUs and
individual Office/Unit metering and recommend the
implementation of the same to DHSS and TDL; and
(h) Conduct semiannual assessment of water and electrical lines,
generator sets and other related matters and submit report to
DHSS and TDL.

12) Direct Chief, SWS to perform the following:


(a) Act as Assistant Head Secretariat, WEAT;
(b) Conduct inspection and accounting of Offices/Unit with
calibrated water and electric meters;
(c) In charge in the installation of calibrated water and electric
meters to all HSS Controlled facilities, Offices/Units, Building,
concessionaires, on-based quartering and all entities
performing business inside Camp;
(d) Conduct inspection and accounting of water and electric
meters and shall be jointly responsible for the security of
meters with the awardees and building administrators;
(e) Ensure that the awardees shall observe prompt payment of
respective water and electricity bills. Failure to settle two
accumulated monthly bills is a ground for disconnection of
service;
(f) Conduct spot inspections of all on-based quartering units, and
concessionaires in relation to the implementation of this
IMPLAN;
(g) Conduct survey of allowable electric appliances and
equipment per Barracks/Offices/Units based on the provided
ceiling of electrical consumption in close coordination with TDL
and ES submit the same to Secretariat WEAT for
consolidation;
(h) Submit recommendations to WEAT based on the comparative
analysis of the actual consumption versus the ceiling of water
and electric consumption of the Office/Unit. (Annex “E”);
(i) Maintain data base of Utilities services and billing system for
this purpose in close coordination with Secretariat, WEAT;

13) Direct Chief, WMDS to perform the following:


(a) Conduct periodic clearing and cutting of branches of trees at
areas with electrical lines to prevent damages during heavy
rains and typhoons;
(b) Supervise the activities of WMDS personnel and direct them to
report all underground/overlay leaks, defective faucets/valves,
leaking pipes and pilferage in close coordination with RMS for
immediate corrective measures; and
(c) Provide assistance to RMS and SWS activities.

14) Consolidate all logistical requirements for the periodic repair and
maintenance activities in close coordination with SWS and FMD;
15) Submit Action plans/Activities in relation to the implementation of
IMPLAN to PNP MC # 2022-085 dated June 28, 2022 to Head
Secretariat, WEAT for consolidation prior submission to DHSS
and TDL;
16) Maintain Data Base in relation to the implementation of this
IMPLAN in relation to PNP MC # 2022-085 dated June 28, 2022;
17) Submit report to DHSS through Team Leader, WEAT and TDL
every 20th day of the Month;
18) Issue appropriate orders to all involved personnel copy furnished
ARMD; and
19) Perform other tasks as directed.

i. Chief, SSU

1) Designated as member, WEAT;


2) Designate responsible PNCOs as Building Administrators within
your AOR to ensure compliance of this IMPLAN;
3) Designate Supply PNCO as WECO of SSU to ensure compliance of
this IMPLAN;
4) Designate one personnel in charge who will ensure the efficient
operation of swimming pools;
5) Provide inputs in the preparation of AOPB pertaining to the
procurement of ACUs and LED Lighting System Technology for
SSU Controlled Facilities and Offices/Units in close coordination
with LD;
6) Adopt energy efficiency concepts in the procurement practices of
the government in close coordination with HSSBAC;
7) Purchase of new appliances and equipment shall be selected from
the list of Department of Energy (DOE)- certified efficient products
as posted on the DOE website and as may be endorsed by DOE
through other means, whenever applicable; and
8) Submit Action plans/Activities in relation to the implementation of
IMPLAN to PNP MC # 2022-085 dated June 28, 2022 to Head
Secretariat, WEAT for consolidation prior submission to DHSS and
TDL;
9) Issue appropriate orders to all involved personnel copy furnished
ARMD; and
10)Perform other tasks as directed.

j. Chief, CSU

1) Designated as member, WEAT;


2) Designate responsible PNCOs as Building Administrators within
your area of jurisdiction to ensure compliance of this IMPLAN;
3) Designate Supply PNCO as WECO of CSU to ensure compliance
of this IMPLAN;
4) Provide inputs in the preparation of AOPB pertaining to the
procurement of ACUs and LED Lighting System Technology for
CSU Controlled Facilities and Offices/Units in close coordination
with LD;
5) Adopt energy efficiency concepts in the procurement practices of
the government in close coordination with HSSBAC;
6) Purchase of new appliances and equipment shall be selected from
the list of Department of Energy (DOE) - certified efficient products
as posted on the DOE website and as may be endorsed by DOE
through other means, whenever applicable; and
7) Submit Action plans/Activities in relation to the implementation of
IMPLAN to PNP MC # 2022-085 dated June 28, 2022 to Head
Secretariat, WEAT for consolidation prior submission to DHSS and
TDL;
8) Issue appropriate orders to all involved personnel copy furnished
ARMD; and
9) Perform other tasks as directed.

7. COORDINATING INSTRUCTIONS:

1) All task Units/Offices shall submit compliance in relation to this IMPLAN


every 20th day of the Month to Chief, LD (Attn: Head Secretariat, WEAT)
for consolidation prior submission to DHHS and TDL;

2) All Teams shall conduct their meetings in accordance to this IMPLAN;

3) All repair and maintenance activities shall be based on the Action Plans
provided by Chief, CMSU for proper programming and released of funds
except for emergency situation and Command Guidance; and

4) Vertical and Lateral coordination is highly encouraged.

8. EFFECTIVITY:

This IMPLAN shall take effect immediately upon approval.
