A. BACKGROUND
A smart city is a technologically modern urban area that uses different types of
electronic methods, voice activation methods and sensors to collect specific data. It uses
information and communication technologies (ICT) to increase operational efficiency,
share information with the public and improve both the quality of government services
and citizen welfare. However, in short, a smart city uses a framework of information and
communication technologies to create, deploy and promote development practices to
address urban challenges and create a joined-up technologically-enabled and
sustainable infrastructure. The smart city concept also supports the 11th goal of SDGs
(Sustainable Development Goals), which is to make cities and settlements inclusive,
safe, resilient and sustainable. Based on the concept of sustainable development, the
concept of smart city has been understood as something capable of improving the quality
of life by using urban and technological information to boost services and meet the needs
of citizens.
In order to meet the current and future needs, the practices of urban planning and
smart city must be oriented to solve the environmental issues (climatic and ecological
problems). Related to this, LivaS: International Journal on Livable Space Muhammad
Bakri [66] Sotiris and Margarita (2012) stated that smart city concept in terms of urban
planning must be related to the considerations of sustainable future based on the
characteristic of local development. One of the new trends is the application of UAVs in
Smart City. The use of UAVs for Smart city is in geospatial surveys, especially 3D
Modeling. For example, Singapore has limited land, but its urban planning is constantly
changing. The city planning agency has found that 2D maps and physical models can't
keep up with complex developments. Therefore, the Urban Redevelopment Authority
(URA) is now using 3D mapping to get a more realistic view of the city and simulate future
scenarios, so agencies can better plan their services.
One of the methods used to enhance visualization of urban planning designs is
3D Modeling of cities. 3D Modeling mapping innovation as a settlement planning concept
based on the Smart City concept is the current world trend in terms of development. This
will leverage new technologies such as the Internet of Things and Cloud Computing to
build a connected and sustainable Smart City. Modeling a city’s master plan into its 3D
counterpart helps urban planners visualize their work, as planners can easily see, for
example, how a new building, solar panel installation, or bridge would impact an area.

3D Modeling also helps planners communicate their ideas to a broader audience, mainly
the general public and as well the policymakers. In addition, the concept of a smart city
makes e-government services faster with implications for the community.

B. THE PURPOSE OF THE EVENT


Purpose of organizing the activity Competition of Mapping and Analysis (COMPAS) 2022
are :

1. Introducing the Department of Geomatics Engineering ITS to the general public both
nationally and internationally, especially among universities as the basic capital to
recruit professional colleagues in the future.
2. Accommodate and improve student’s skills regarding the field of mapping and analysis
of a particular condition.
3. Accommodating the creativity of students and students in the field of scientific writing,
especially in the field of applying geomatics.

C. NAME AND THEME COMPETITION


The theme of the 2022 Mapping and Analysis Competition (COMPAS) is "Innovation in
3D Mapping for Smart City and Urban Planning Concept" with the following sub-themes:
● Agriculture
● Economic
● Health and Wellbeing
● Geohazard
● Infrastructure and Public Policy
● Land Deformation

D. TIMELINE COMPETITION
22 August 2022 = Open Registration and submit Compas 2022
28 Oktober 2022 = Close Registration and submit Compas 2022
30 Oktober 2022 = Finalist of Compas 2022 Annoumcement
6 November 2022 = Technical Meeting for the final round
13 November 2022 = Final Compas 2022

E. PARTICIPANT TERM
1. Participants must be the students enrolled in an undergraduate program from all
universities in Southeast Asia who are legally in accordance with existing
procedures.
2. Each team consists of 2 (two) active students from the same university. Members
of the team are allowed to come from different departments.
3. Each participant is only allowed to attend one team.
4. Each University is allowed to send more than one team.

F. GENERAL TERM
1. Registration fee for Compas 2022 IDR 80.000.
2. The competition activities will be held hybrid with the following details:

● Elimination rounds are fully online.


● The final rounds for participants from Indonesia are held fully offline and
the participants who come from abroad are allowed to go through online.
3. The competition consists of an elimination round and a final round.
4. In the elimination round, the participants will make 3 works: journal analysis, map,
and poster.
5. All participant’s works are made in English Language (Journals, Map, and
Poster).
6. In the final round, participants will make presentations and it will be presented
directly at the Department of Geomatics Engineering ITS Surabaya and for the
participants who come from abroad are allowed through Zoom Meetings.
7. The decision of jury and committee cannot be contested.
8. The jury consists of lecturers and committees COMPAS 2022.
9. Assessment is an activity to determine the feasibility of the participant's work
based on criteria that have been made and agreed.
10. The committee of COMPAS 2022 is Geomatic Engineering ITS Students

G. ELIMINATION ROUND GUIDELINES

1. Technical Guidelines
a. Participant Kit and Basic Needs for the Contest can be downloaded
from the link below;

b. In the elimination round, contestants will submit Journal, Map, and
Poster.
c. Contestants create their own Google Drive consisting of the
previously mentioned submissions.
d. Journal, Map, and Poster will be submitted only by one
representation of the team on the Google Form link below;
https://intip.in/COMPASS2022Submission

2. Non-Technical Guidelines

1. Journal
a. is encouraged to use open sourced processing software and other
open sourced materials.
b. Every data, methods, and citations have to be sourced from credible
materials;
c. Case studies are best studied with problems from the contestants’
country of origin.

d. Study cases are relevant with the sub themes chosen by the
contestants.
e. Cloud coverage of the imagery data is only allowed to the maximum
of 10% from the overall imagery.
f. Guidelines for the Journal Structuring can be studied from the
Participant kit from the point 1a.
g. Aspects of assessment can be reviewed from the assessment form.
h. Journal is submitted in the form of PDF (.pdf) file type. The file should
be named from the format below;

2. Map
a. The standards of map such as layout follows the standards from
each participant's country
b. The map includes mandatory information such as cardinal directions,
data sources, coordinate system, grid, legend, name of map maker,
and instancy
c. Participants can improvise according to their needs
d. Participants can improvise when needed
e. Aspects of the assessment can be seen in the attachment of the
assessment form
f. Map that have been given layouts are collected in PDF format. The
participant map file name is as follows :

3. Poster
a. Poster has a size ratio of 4:5
b. Must include the geocentric logo, the ITS Geomatic Engineering
logo, and the ITS logo. Position and size are freed ideally and
proportionally
c. The logo can be downloaded on the Participant Kit drive
d. Poster will be uploaded by the committee on ITS Geocentric
Instagram
e. Aspects of the assessment can be seen in the attachment of the
assessment form
f. Poster can be submitted in JPG/JPEG/PNG format with

H. FINAL ROUND TERMS

1. Technical Terms
a. Finalists are determined based on the assessment in
the preliminary round with the assessment criteria on
the form

b. The number of finalists taken to take part in the final is 8 (eight) teams with
the highest score
c. One university can only be passed a maximum of 3 (three) teams to take
part in the Final round
d. Teams that have been declared to have passed must attend the Technical
Meeting in October. Further information will be given directly to each team
that passes
e. The final round is a presentation round where participants will present their
research studies

2. Non-Technical Terms
a. The assessment at the final stage is carried out by the judges
b. In the final round, 3 teams will be determined who will be the 1st, 2nd, 3rd
place winners, and best presentator

K. PARTICIPATION RULES AND CONSEQUENCE


1. Violation
a. Participants who are late in submitting projects from the specified time limit will not
be judged by the jury.
b. Participants who fail to collect one of the files will be judged just as they are.

2. Disqualification, a participant is said to be disqualified if


a. Sending a racial or obscene message.
b. Taking actions that should not be done to the committee or the jury.
c. Doing plagiarism.

3. Change
a. The committee will notify participants of any modifications it
deems necessary one week at most before the registration deadline.
b. The committee's decision to make changes is irrevocable.

L. RIGHTS AND OBLIGATIONS OF PARTICIPANTS

1. Participant’s Rights
a. Copyrights of the works from the winners and participants remain to one’s own
private property.
b. The work for teams that do not qualify for the final round will still be guaranteed its
originality.
c. Participants who completed the submission are entitled to receive an E-Certificate.

2. Participant’s Obligations
a. Participants must take part in the entirety of 2022 COMPAS events.
b. Participants must follow the provisions specified in the TOR.
c. Participants must confirm when making the submission process on the google
form listed.

M. REWARD

1. The first winner of COMPAS 2022 is entitled to cash in the amount of IDR 3,000,000
2. The second place winner of COMPAS 2022 is entitled to get cash in the amount of IDR
2,000,000
3. The third place winner of COMPAS 2022 is entitled to cash of IDR 1,000,000
4. Best Presentator
5. E-Certificates for all participants
