Dear Sir/Madam,
All the parents of VIBGYOR Group of Schools, the details of which are
enclosed with this letter, hereby address to you their under-mentioned concerns:
3) We refer to the 2 (two) Circulars dated March 30 and May 08, 2020 of the
School, Education & Sports Department, of the Government of Maharashtra
attached for your ready reference (“Maha.Gov.Circulars”). The sum and
substance of both Maha.Gov.Circulars are as under:

iii) Not to hike fees for Academic Year 2020-21.
iv) Reduce fee in view of reduced costs due to non-utilization of
facilities.
v) Provide sufficient online fee payment options.
5) We further request you to: (i) promptly refund the annual fees already
paid by some of the parents in excess of your Revised & Reduced Fee, (ii)
promptly handback all cheques, in excess of your Revised & Reduced Fee,
already submitted by all those parents in line with your submission request, and
(iii) in line with the Maha.Gov. Circulars, do provide us with monthly fee
payment options including by way of online payment including via credit and
debit cards without charging additional 1.5% (one and a half percent) card
payment fee.
6) Needless to mention that you will not impose your fee payment deadline
of May 31, 2020 on us and other parents too and shall not bank post-dated
cheques already with you, without seeking the prior consent of all parents who
have submitted such post-dated cheques.
7) We hope you understand the physical, mental and economic stress that
COVID-19 situation has attributed to parents, our kids and other family
members too. Given the current grave situation, the possibility of commencing
physical classes anytime soon, is extremely low. In any event, considering this
grim reality, no parent would expose their ward to the COVID-19 virus
infection, by sending him/her to school. Even a responsible school like Vibgyor
will not want its staff members to be infected with the virus. If this model is
accepted, it will result in significant savings in the school operating cost, and
justifies our proposal of reducing the school fee reduction, per point no 4 above.
We are confident that Vibgyor as a responsible brand and a school of high
repute, will positively consider our proposal on the fee reduction and, as a good

gesture, will pass on the benefit of unutilized overheads by reducing the school
fees.
8) As you know, so many schools in the vicinity and across India have
decided not to charge any fee hike and are only charging tuition fee since, there
is little possibility of any other activity whatsoever during this Academic Year
2020-21. We are confident that a brand like Vibgyor will proactively stand
towards its social responsibility and set an example for other schools on how an
educational institution should stand for the society in tough times.
9) Your school has proposed virtual learning session, and with this model,
the school shall not incur any central air-conditioning, housekeeping, pest
control, sports and extracurriculasr activities and reception related expenses,
etcetera and significantly less security, CCTV, other electronic device expenses,
much lesser security and support staff and even other related expenses, etcetera.
This means significant savings in the operating cost of the school, the benefit of
which we propose to pass on by way of reduction in school fees.
10) You claim vide C1, that the school has to bear the extra cost of
augmentation of IT hardware, purchase of IT software licenses, virtual
infrastructure, data connectivity, teachers training. We understand that the
school has incurred cost on technology upgrades for virtual learning, but we
believe that the savings in other operating costs (as outlined above) outweigh
the increase in technology-related expenses.

for the first two quarter fees by 31st May, 2020. This fee demand totally defies
the logic of the School offering scholarship programs to these parents who are
suffering immense hardship and trauma due to their loss of job, pay cuts and no
business activity at all during the last 65+ days of complete lock-down. While
this initiative from the School is a noble one, you may note that as per the valid
arguments laid above, it does not offer nor apply any soothing ointment to the
bruised wounds of the parents, at large. We believe that our school will
appreciate the principle of equality to all, and hence the fee should be reduced
for all the parents, and not just the financially impacted parents. Hence, we
propose that the benefit of savings in unutilized expenses should be equally
distributed to all the parents.
12) In view of the above-mentioned, please do provide us, the Revised &
Reduced Fee payment break-up and the monthly or quarterly payment facility as
at Point 4) above.
13) We have already paid fees for the period June 2019 to May 2020, in
which case you can appropriately meet all the operational expenses till May
2020, without having to resort to any salary cuts for teachers, staff or other
employees, contract workers, etc. or be faced with any sort of budgetary
challenge to meet the current situation. Infact, for the period March 2020 to
May 2020, there would be significant amount of savings to the School as other
maintenance costs would have entailed upon if the School had remained
operational in the normal course.
14) Therefore, in view of the above-mentioned, we once again urge you to see
reason, the significant challenges posed by COVID-19 on parents and to then
promptly revert to us with your Revised & Reduced Fee by way of a circular,
like many schools in the vicinity already have, asking parents to pay that
Revised & Reduced Fee by way of interest free online monthly payment and
other payments options, but without any other charges including but not limited
to what is mentioned at Point 5) above.
15) In one of your circular you mentioned that the Maha.Gov.Circulars on fee
hike rollback is being challenged in the court of law. We would like to submit
that unless the Courts puts a stay-order to this circular, it shall continue to
remain in force. We feel that a brand like Vibgyor School should continue to
respect the Government’s decision, as always they have been and interpret the
circular in the ‘spirit of the law’, rather than resorting to any legal recourse.

16) Please ensure that the above circulars by Maharashtra government are
followed in its true spirit while understanding the hardships which each child
and each parent are facing in this unprecedented time. With this humble request,
we hope that you must clearly, honestly and using proper language, revert to all
the parents, with a win-win course of action, which helps both the parties i.e. the
School and Parents, to build upon our relationship, without any challenges,
complaints to government authorities and court induced resolutions.
We are hopeful that you will look into all our requests and concerns and
