SUMMARY
D is a 28-year-old male and was 28 years old at the time of the incidents. D did not know any of
the Vs prior to the incidents.

V1:

V1 is 39-year-old female and was 39 years old on the date of the incident. On August 27, 2022,
V1 was shopping at a TJ Maxx located on State Street. V1 left the store and walked toward the
escalator. While on the escalator, V1 felt D close behind her. V1 turned around and looked at D
and moved down a few steps to separate herself from D. D again approached V1 from behind. D
grabbed V1’s buttock with D’s hand over V1’s clothing. V1 cried out and pushed the people in
front of her in an attempt to separate herself from the D by getting off of the escalator. V1 told the
people in front of her to move because D was groping people. V1 ran out of the lobby area of the
shopping mall. V1 could see D running eastbound. V1 flagged down a police officer and informed
them what happened with D. Officers attempted to apprehend D on foot, but D eluded the police
on that date. V1 provided a physical description of D. D was also captured on POD video
surveillance walking away from the area of the incident.

V1 positively ID’d D in a photo array on September 20, 2022.

V2:

V2 is a 28-year-old female and was 28 years old at the time of the incident.

On October 16, 2022, V2 was working at the clothing store Ross Dress for Less located on E.
Randolph Street. V2 left the store for her lunch break. V2 was heading eastbound on Randolph
Street when D approached V2. V2 was caught off guard. D continued to grab V2’s vagina with
D’s hand over V2’s clothing. While D grabbed V2’s vagina, D stated not verbatim “What, you
don’t like that?”. V2 pushed D away and returned to the store to report what had happened. V2
outcried to her manager. V2 also informed her manager that V2 recognized D as V2 had observed
D at the store on October 14, 2022. On that date, D approached V2 and asked V2 where the men’s
clothing section was located. D then asked V2 if she could show D where it was located. As V2
walked D to the section of the store, D told V2, not verbatim that V2 was “making D’s dick hard”.
V2 informed store security and D was escorted out of the store.

On October 16, 2022, V2’s manager called the police, and officers arrived at the store. V2 informed
officers what had occurred. POD surveillance video captured the incident and showed D walking
towards V2 and reaching towards V2, as well as V2 pushing D away and running back to the store.

On October 18, 2022, V2 positively ID’d D in a photo array.

V3:

V3 is a 21-year-old female and was 21 years old at the time of the incident.

On October 18, 2022, V3 was working at a Sephora located on N. Michigan Avenue. V3 was
working as a greeter at the front of the store. V3 observed D walk in the store and attempt to grab
another associate. V3 stepped in front of D and asked if D needed any help. D responded that he
was looking for a gift for his wife, Taylor Swift. V3 became concerned due to D’s erratic behavior
and began calling for a manager through her headset. D then moved behind V3 touched V3’s
buttock with D’s hand, over V3’s clothing.
A security guard at the store responded to V3’s calls and told D to leave the store, and then escorted
D out of the store. The security guard went back into the store and V3 outcried to the security
guard. The security guard then called the police.

Officers arrived on scene and V3 informed them of what happened.

On October 29, 2022, V3 positively ID’d in a photo array. The security guard also positively ID’d
D in a photo array on November 2, 2022.

V4:

V4 is a 30-year-old female and was 30 years old at the time of the incident.

On October 24, 2022, V4 and a co-worker were traveling on the CTA Blue Line. V4 and her co-
worker were in town for work, and both live out of state. V4 and her co-worker flew into O’Hare
airport and took the train together. V4 and her co-worker got off the train at the Monroe Street
Station. Video surveillance captured V4, V4’s coworker and D getting off the same train car.

D exited the train first, followed by V4 and V’s coworker. Both V4 and V4’s co-worker had large
suitcases. When D got off the train, D walked to the other end of the platform approximately five
feet from V4 and her co-worker. D then took his penis out and began masturbating while looking
in the direction of V4. This is seen on surveillance video. The co-worker turned and observed D
masturbating. The co-worker told V4 that they needed to leave quickly the co-worker did not tell
V4 why they needed to leave at that time.

The co-worker and V4 got on the escalator. D approached V4 from behind on the escalator. V4
then sensed someone behind her and turned around. V4 observed D standing behind V4 with D’s
penis exposed, and D was masturbating. V4 then turned around to tell the co-worker that they
needed to walk up the stairs. The co-worker was unable to walk forward. D then ejaculated on
V4’s buttocks and legs, on V4’s clothing and leggings. D apologized and then ran down the
escalator in the opposite direction. V4 and her co-worker outcried to the CTA attendant, who
attempted to locate D but was unsuccessful.

V4 went to her hotel, took off her leggings, and showered. V4 kept her leggings in the hotel room.
V4 subsequently called the police and reported the incident. Officers recovered and inventoried
V4’s leggings that D ejaculated onto.

Officers contacted CTA to obtain the video surveillance of this incident. CTA responded with the
video of the incident as well as a bulletin regarding D, who was known to CTA for committing
similar offenses on CTA property.

V4 and V4’s coworker positively ID’d D in a photo array.

line stop when D approached two separate victims and touched their buttocks with D’s
hand).

1. ’17 Agg Batt/Public Place, Unlawful Restraint (17CR1098501) – Not Guilty by Reason of
Mental Insanity (V was waiting to get on a CTA bus when D approached her and asked if
she wanted a hug. V indicated she did not and attempted to walk away from D. D then
grabbed V from behind with both arms, placing her in a hug. D kissed V on the forehead.
V pushed away from D. As V was pushing away from D, D grabbed V's buttocks from
behind.)
2. ’17 Agg Batt/Public Place, Unlawful Restraint (17CR1098601) – Not Guilty by Reason of
Mental Insanity (V was climbing the stairs in the CTA Blueline stop at Damen to go to
work when D approached V and asked if V wanted a hug. V declined and continued to go
up the stairs. D followed D around the corner and wrapped both hands around V, hugging
V tightly. V struggled and was able to free herself. D then made a move to grab V's buttocks
with his hand, but was blocked by V's laptop bag)

Mental Insanity (V was walking towards CTA Green line, D asked V for hug, V ignored
D. D approached V from behind and grabbed V’s buttocks. D began accosting another
female passenger, V intervened. D touched V’s breast over V’s clothing).
4. ’17 AggCSAbuse/Agg Batt Public Place, Unlawful Restraint (17CR1098801) – Not guilty
by reason of Mental Insanity (V took a break from work and was standing on the sidewalk
outside when D approached V and asked if V wanted a hug. V indicated no and tried to
walk away from D. D then indicated that it wasn't a question and forcefully grabbed at V's
lower waste. V tried to pull away, and D then grabbed V's buttocks with his left hand and
her breasts with his right hand. D began to kiss and lick the side of V's face. An unknown
passerby yelled at D and D fled. V reported the incident to her manager, who called police.)
