1. In cognizance of the imporLance of strengthening the school sports pr.rgram as


stated in Replrblic Act No. 10588 : Arl Act Institu tionalizing the Conduct of the

). Screening and evaluation ol atiletes, documents sbLall be held on January 20 24,


2014 at the Regional Screening Headquarters, Divisiion of Rizal. Division Screening
Representatives are advised to submit the required athletes, documents and be at
the Regional Sc.eening i{eadquarters on Januail/ 20, 2014 at g:00 a.m. }.ailure to
comply with the submission scheclule will automatically disqualily the concerned
athlete(s)/tealn(s) to participate in rhe 2014 Regional Sports iompetitions.

3. Attached is the schedule of each cluster, the list of sports events, number of
athletes, aIrd special guidelines in the conduct of th; 201.+ Regional Sports
Competitions.

All divisions are expected to p.ovide a]1 athletes $'ith learning interlentions as patt
of their academic program to compensate for missed lesso=ns. Likewise, school
heads concerned shall tal<e responsibility in assigning competent teacher/s to
handle lhe _affected classes in compliance with 18Ct d+ non negotiable teacher_
pupils/students contact time .
5. Coaches, chaperons, trainers, delegation membe.s lind officiating officials who will
.ender services during weekends shall be given service credits an-d comoensatorv
leave credits for the non-teaching personnel based on the actual services rendered
prior to alld during tle STCAA Meet.

6. Participation rules implemented in the 2013 STCAI\ Meet and all other issuances
not rescinded by this Memoraidum shall govern the conduct of the 2014 STCAA

C. S(reening and Evaluation of Athletes' Docufients
1. Evaluation of athletes' documents shall be on January 20, 24, 2014 at the Regional Screening
and Accreditation Committee (RSAC) Headquarters in the Division of Rizal.
2. RSAC shall not conduct interview of athletes as all Divisions should have rigidly conducted it
in their level. Thus, the Schools Division Superintendent through the Division Screening
Committee must ensure that only qualifjed athletes will c.Dmpete in the STCAA Meet.

D. Solidarity Meeting and Offi<ials' Refresher Course


1. Cluster I February 1 2, 2014
2. Cluster ll - February 9-10, 2014

E. Opening and Closing Programs
1. A very simple opening program will be done in Cluster l.
2. There will be no pardde and special awards.
3. There will be no Covernor's and Welcome Nights.
4. Announcement of over-allteam standings shall be held in t he last cluiter competitions.
5. The host divisions Rizal, Tanauan City and quezon shall turn over the next hosting of STCAA
Meet to the City Division of lm!s.

F- Host Division
1. The playingvenues andthe billeting qua rte rs willbe prrepared bythe hostdivisions-
2. Sports eq!ipment will be provided by the host divisions.
3. The host division shallprovide trophies and medalsto the event w;nners.
G- Offldating Officials
Food of the officiating officials including tou.nament nnanagers shall be charged to their
locaUdivision funds.

H, Overall Trophies, Certificate of Recognition and Officials, Uniform


The Regional Office shall provide the following: .

Participation Rules
1. Padicipants
Padicipants in the Al-S.are the A]-S BLP Learners,, AI-S A & E Elementa{r and
Secondarjr Level under DepEd delivered , DepEd procur(ed and Non DepEd Progr-aln.

2. Eligibilityof Athletes
a. Must be a Filipino citizen
b. Must be enrolled in t}le Al-S BLP and A & E progran for the CY 2013
c. Must be 15 to 30 years old in all events exceptjn
chess which has no age lirnit

3. Atlletes shall be born between January 1, 1984 to Januarl 1, 1999.

b. Athlete who is enrolled in the tormal schooling
c. Athlete who is not an ALS learner for CY 2013
d. Atblete who has atlitude problems

5. Required Documents
a. Original arrd photocopy of Certificate of Live Birth issued by t1-re Local Civil
Registry
b. Medical Certificate issued by a Government Physician stating that the
athlete is physically fit to play (The complete r.Lame ofthe physician alld his
signature shall clearly appear on this docume:nt with the license number
and date ol exataination).
c. Photo gallery should contain the following:

d. Photocopy of AIS MIS 002 duly certined tme and cor.ect by the

TECHNICAI GUIDELINTS. RULES AND REGULATIOI{S

1. ELIGIBILITY

1.1 The 2014 Special Games for students \i.ith disability shall only be
participated in by pupils/studenrs with Intellectual Disability (ID),
Visually Impaired (VI) and amputee in-sch()ol athletes.
1.2 Each division is allowed to field in a mar.irrrum of flfty (50) delegates
composing of athletes and coaches.
1.3 Agecategory: 15 y/o & beiow
16 y/o to 25 y/o only

2. ELIGIBILITYDOCUMENTS

2.3 Psycho Educational Assessment
