President Marcos must insure that presidential chief of staff Vic Rodriguez doesn't duplicate the

functions or worm on the new superintendent clerk’s authority, to avoid confusion and division in
the loftiest situations of his administration, former presidential spokesperson and political adviser
Edwin Lacierda said last Monday. “ So one has to be veritably, veritably clear that there's no
duplication. else, that’s going to be chaotic. You do n’t want conflict to be passing in the loftiest
situations of the government, ”
Lacierda, who served as spokesperson for the late former chairman Benigno Aquino III, told “ The
Chiefs ” on Cignal TV’s One News.
Last Saturday, Rodriguez blazoned his abdication as superintendent clerk on the heels of the
contestation over the Sugar Regulatory
Administration’s order to import,000 metric tons of sugar, but he said he'd continue serving
Marcos and the country as presidential chief of staff.
Malacañang has yet to release a dupe of executive Order( AO) 1, which Press Secretary Trixie
Cruz- Angeles said was inked by Marcos over the weekend, designating Rodriguez as
presidential chief of staff.
Lacierda recalled precluding such a chaotic situation during Aquino’s term, when the ultimate
suggested appointing Mar Roxas as his chief of staff after the yearlong ban on the appointment
for losing campaigners to government posts ended.
Roxas, who was Aquino’s runningmate, lost to Jejomar Binay in the vice presidential race in 2010.
“ We noway reached the point where we were suitable to delineate the places, but the bare fact
that you have a chief of staff and an superintendent clerk might beget some problems, and you
have to consult what duties aren't set up in the Office of the Administrative
Secretary to make sure that there's no duplication of duties, ” Lacierda said.
“ Assuming that the( issue) on the duties( of the chief of staff) isn't fixed, there will be two camps,
and also the Cabinet registers will just go to whoever( they ’re) close to and also you have a lot
of voices, a lot of bruiting within these two camps, ” he added.
Angeles before said the draft special order( SO), which sought fresh functions to what was
formerly handed under AO 1, was rejected by the President grounded on the recommendation of
his principal presidential legal counsel Juan Ponce Enrile.
Angeles added that the chief of staff’s primary function, according to AO 1, would be “ supervising
and icing the effective and responsive day- to- day functional support to the administration to
enable the President to concentrate on strategic public enterprises.

A dupe of the supposed draft SO, which circulated on social media, apparently seeks to grant “
fresh authority to presidential chief of staff VictorD. Rodriguez. ”
Enrile reportedly turned down the contended draft SO from Rodriguez granting important power
to the presidential chief of staff.
Grounded on Enrile’s contended memorandum to the President, which also circulated online, the
draft SO nearly retains all the powers and functions of the superintendent clerk or “ little chairman.

Lacierda agreed with compliances that Rodriguez ’ appointment as chief of staff was an “
egregious ” political accommodation.
“ The President values also the number of months or times of work thatMr. Rodriguez handed
him, so he does n’t want to let go entirely. still, you have to be sure that you ’re not going to beget
further problems, ” Lacierda said.
Rodriguez served as Marcos ’ spokesperson before the latter’s election as chairman in May.
