President Ferdinand Marcos Jr.

on Monday urged Congress to pass at least 19 priority measures of his


administration that would help improve government services under his leadership. The proposed
measure are aim to not only improve the government and streamlined comprehensively its function,
systems and projects that will affect various agencies.
The proposed measure, which covers the government-owned and -controlled corporations, aims to make the
government "more agile and responsive as it tackles diverse subjects such as the Internet Transaction Act or
E-Commerce Law RA 8972, Budget Modernization Bill, E-Governance Act and National Government
Rightsizing Program (NGRP). These proposals aim is to modernize not only the government but also the
means to do business and transactions.

Many proposals were also made for the health and ecology of the citizens including national development
this include the following: Medical Reserve Corps, Mandatory Reserve Officers’ Training Corps (ROTC)
and National Service Training Program (NSTP), National Disease Prevention Management Authority,
Creation of the Virology Institute of the Philippines and Medical Reserve Corps. These proposed bill
seeks to strengthen not only our nation but also to prevent cases like COVID 19 severely affecting the
country.

The question now is when will these measures become law? As of September 20, 2023 a press release by
Pres Communication Office has stated that 20 bills will be passed by the end of December 2023. In other
words the priority bills proposed by the president has yet to become law and has not been given to the
appropriate agencies for implementation. Thus, there is nothing to evaluate since there has not been any
actual execution or performance to base any critic on, nor is there any basis t make an inform argument.

In conclusion, as the priority bills of the president is clearly being finalize by congress it will be sometime
before its actual implementation as the concerned agencies will have to create to rules to implement law
created by the legislature. Thus the question to be ask is whether such implementation will be effective or
not?
